 Union Cabinet approved the signing of a Memorandum of Cooperation (MoC) between

the Indian and Japan that pertains to sending Indian “Specified Skilled Worker” to
Japan. Indian workers, who qualify the required skill and Japanese language test can
work in 14 specified sectors in Japan. These Indian workers will also be granted a new
status of residence of ‘Specified Skilled Worker’ by the Japanese Government.
 Union Cabinet has given its approval to the new Joint Venture Company (JVC) which
will be Incorporated between National Hydroelectric Power Corporation (NHPC) and
Jammu & Kashmir State Power Development Corporation Ltd (JKSPDC) for an
investment of Rs.5281.94 crore in the 850 MW Ratle Hydro Electric (HE) Project on
river Chenab of Jammu and Kashmir (J&K).

5. Gujarat CM Vijay Rupani announced ‘Mukhyamantri Bagayat Vikas Mission’. Govt.
of Gujarat is all set for the formation of ‘Mukhyamantri Bagayat Vikas Mission’ or
‘Horticulture Development Mission’ to accelerate agriculture, horticulture and
promote farming of herbal plants in the state.
6. J&K approves Adoption of ‘Jammu & Kashmir Industrial Land Allotment Policy,
2021-30’On January 22, 2021, The Jammu & Kashmir’s (J&K) Administrative Council
(AC) under the chairmanship of Lieutenant Governor Manoj Sinha gave its approval for
the adoption of Jammu & Kashmir Industrial Land Allotment Policy, 2021-30. The
policy aims to achieve inclusive growth for sustainable industrialisation & employment
generation in Jammu & Kashmir. The policy will also cover the land allotment for
health institutions, medi-cities, educational institutions & edu-cities.
7. Karnataka CM launches ‘Avolokana Software’ Transparent e-governance tool Chief
Minister (CM), B. S. Yediyurappa launched ‘Avolokana Software’ Transparent e-
governance tool. The software will be used by the Government to monitor & access
data on sanctions & expenditures incurred on 1800 programmes which have been
implemented by 39 Departments. Expenditures & Sanctions on Sustainable Development
Goals, Scheduled Caste Sub-Plan, Tribal Sub-plan & Central Sponsored Schemes will be
the main areas of focus.

units and review units will be setting up for execution of penalty proceedings.

57. Jammu & Kashmir (J&K) Administrative Council (AC) was met under the chairmanship
of Lieutenant Governor, Manoj Sinha. During the meeting the AC has approved the
following proposals:
i. AC has approved the Integrated Solid Waste Management (ISWM) project by National
Agriculture Cooperative Marketing Federation of India (NAFED) with an estimated outlay of the
project is 74.41 crore and project timeline is 2 years.
ii. AC also approved the proposal to register the Mission Youth as a Society under the Societies
Registration Act, 1860.
iii. The proposal of the Animal, Sheep Husbandry & Fisheries Department to wind up the J&K
Sheep & Sheep Products Development Board was also got approved.
58. E-Kuber Payments System of RBI Launched in Jammu and Kashmir . Kumar
Mehta, IAS, Financial Commissioner, Finance Department, Govt of Jammu and
Kashmir(J&K) formally launched e-Kuber payments system of Reserve Bank of
India(RBI) in J&K. J&K is the 1st Union Territory to implement version 2.9 of e-
Kuber payments system. It will replace the existing system for all types of Government
payments including employee’s salaries and pensioner’s pensions.
59. Odisha Cabinet headed by its Chief Minister Naveen Patnaik approved the proposal for
implementation of the ‘Rejuvenating Watersheds for Agricultural Resilience through
Innovative Development (REWARD)’ project. The estimated expenditure for the
project is INR 500 Crores, of which the World Bank will provide assistance of INR 350
Crores.

86. Chenab Bridge – World’s Highest Rail Bridge to completed by 2021. Chenab Bridge’
which is set to be the World’s Highest Rail Bridge are expected to be completed by the
end of 2021. The bridge is 1.315 Kms long with 17 spans and is being constructed at a
height of 359 metres (1, 178 feet) over the River Chenab which is 35 metres higher than
the Eiffel Tower in Paris, France.The bridge will connect Bakkal (katra) and Kauri
(Srinagar) in the Reasi district of Jammu & Kashmir UT.

88. Union Cabinet chaired by the Prime Minister, Narendra Modi approved the following
Memorandum of Understandings (MoUs).
• MoU between India & France in the field of Renewable Energy cooperation. Technical
knowledge will help India to attain its target of 450 GigaWatts (GW) of installed Renewable
Energy Capacity by 2030.
• MoU between India & Fiji for cooperation in the field of Agriculture and Allied Sectors.
89. On 8th March 2021, International women’s day, Andhra Pradesh(AP) Chief Minister YS
Jagan Mohan Reddy announced that the state would become the first state of India to
incorporate the Gender Budget in its annual budget of the fiscal year 2021 to 2022 with
an aim to provide better service to women. The gender budget list outs the expenditure
for women welfare under various schemes of the state. He launched the SWECHHA
(freedom) Programme to create awareness about menstrual hygiene among the adolescent
girls.
90. India’s 1st Govt. run Veterinary Ambulance Network set-up in Andhra Pradesh Andhra
Pradesh govt. is planning to set-up India’s 1st Government run Mobile Ambulance
Veterinary Clinic network in the state. Each Assembly Constituency in the state will be
provided with 1 Ambulance along with 1 veterinary doctor, 1 Para-veterinary worker.
The Ambulance is equipped with a ‘Hydraulic Lift’ facility to shift the injured animal to
the hospital.
91. Maithri Aquatech, a start-up, formed under the initiative ‘Make in India’ has set up the
‘World’s First Mobile Water from Air Kiosk and Water Knowledge Centre’ with the use
of its ‘MEGHDOOT solution’ in Visakhapatnam, Andhra Pradesh. MEGHDOOT means
‘Messenger of the Sky’s.This initiative is supported by GVMC (Greater Visakhapatnam
Municipal Corporation) and project SEWAH (Sustainable Enterprises for Water and
Health).
92. J&K Lt Governor Manoj Sinha Launched Super-75 Scholarship Scheme for Girls
Education On 8th March 2021, International Women’s Day, the Lieutenant(Lt) Governor
of Jammu and Kashmir(J&K) launched the Super-75 scholarship scheme to support the
education of the meritorious girls from poor families. Keeping in view of this year’s
campaign theme of International Women’s Day Choose to Challenge and to celebrate
Azaadi Ka Amrut Mahotsav- India@75, the Lt Governor announced the launch of Super-
75 scholarship scheme. Lt Governor also launched a new scheme “Tejaswini” under the
Mission Youth to provide financial support for business of Rs.5 Lakhs to girls of age
group 18 to 35.
93. J&K approves Rs. 2 lakhs worth Interest-free Housing loans under PMAY-U On 14th
March, 2021 Jammu & Kashmir’s (J&K) Administrative Council under the chairmanship
of Lieutenant Governor Manoj Sinha, approved to provide additional interest-free loan up
to Rs. 2 lakhs for construction of houses. The loan will be provided to the economically
weaker section to the beneficiaries under Beneficiary Led Construction (BLC)
component of the Pradhan Mantri Awas Yojana-Urban (PMAY-U).India is targeting to
provide “Housing for all” through PMAY-U by 2022.
94. J&K Govt approved to establish Ratle Hydroelectric Power Corporation to develop 850
MW HEP on Chenab RiverOn 17th March 2021, the Administration Council of Jammu
& Kashmir(J&K) under the chairship of Lieutenant Governor Manoj Sinha approved the
incorporation of Ratle Hydro-electric Power Corporation, a joint venture company(JVC),
to implement 850 MW Ratle Hydro-Electric Project (HEP) on river Chenab in Kishtwar
district. The authorised capital of the JVC is Rs 1,600 crore with initial paid-up capital of
Rs 100 crore.
95. Chinar Day Observed in Jammu and KashmirC Day was celebrated across Jammu and
Kashmir on 15th March 2021. As a part of the Chinar Day celebration, The Urban Forest
Division(UFD) of Srinagar organised programmes at the Shuhama Campus of Sher-e-
Kashmir University of Agricultural Sciences and Technology (SKUAST) and planted the
Chinar saplings within the SKUAST premises. The government of J&K has launched a
drive to protect the Chinars, the endangered heritage of the oriental plane trees of
Kashmir and plant chinar trees, popularly known as Bune all across the J&K.

Ladakh Lieutenant Governor R K Mathur inaugurated the 1st Solar Lift Irrigation
Scheme of Kargil Renewable Energy Development Agency (KREDA) at Latoo Village,
Kargil. It is the last Village on Line of Control (LoC). KREDA has successfully installed
and commissioned a 41 Horsepower Submersible Pump backed with 50 Kw Solar
Photovoltaic Plant, making it the 1st Prototype of the Solar Lift Irrigation System in
Ladakh built in collaboration with the Ladakh Autonomous Hill Development Council
(LAHDC).
98. Madhya Pradesh CM Shivraj Singh Chouhan Launched The Mission Gramodaya. It aims
to provide basic and fundamental infrastructure to rural areas in the state and to provide

has trained 80600 Elementary School Teachers through online mode using DIKSHA portal,

India’s first vertical lift railway bridge to be completed by March 22022 .Ministry of Railways
announced that the construction work of the new 2.05 km Pamban railway bridge in Mandapam
will be completed by March 2022. The bridge will connect Rameswaram to the mainland in
Tamil Nadu. It will be India’s first vertical lift railway bridge over the sea. Railway Vikas Nigam
Limited (RVNL) is developing the sea bridge with the cost of Rs 250 crore. The new bridge has
100 spans of 18.3 meters and one navigational span of 63 meters.

India -Japan To boost cooperation in the field of Information & Communication Technology
(ICT) which includes 5G technologies, Smart Cities, Telecom Security among others. The
Agreement was signed by Ravi Shankar Prasad, Union Minister for Communications on behalf
of India & Takeda Ryota, Minister for Internal Affairs, Japan on behalf of the Japanese side.
India- Japan In order to enhance cooperation in skills development, India and Japan have
signed a Memorandum of Cooperation (MoC) on January 18, 2021 for operation of the
‘specified skilled worker’ (SSW) system. This MoC paves the way for Indian workers with
required skills and pass Japanese language tests to get employment in Japan on a contractual
basis. It was signed by Foreign secretary Harsh Vardhan Shringla and Japan’s ambassador
Satoshi Suzuki.
India- Bangladesh In order to celebrate the 50 years of India-Bangladesh friendship & the 100th
Birth Anniversary of Sheikh Mujibur Rahman, India & Bangladesh have signed a MoU to design
& launch the Pupil Satellite TV for PC to be completely developed by Students from both
countries. The MoU was signed between SpaceKidz India (SKI) & Global Law Thinkers
Society, an Global Youth Organization of Bangladesh. The satellite is set to be launched through
ISRO’s Polar Satellite Launch Vehicle (PSLV) in 2021.
India - Japan The Textile Committee, Ministry of Textiles, Government of India signed MoU
with M/s. Nissenken Quality Evaluation Centre, Japan through video conferencing to increase
export of Textile and Apparel (T&A) to the Japan market. The purpose of signing is to provide
the necessary support to the textile’s trade and industry to ensure the quality required by
Japanese buyers through testing, Inspection & Conformity Assessment, etc.
Jammu & Kashmir - NAFED On January 1, 2021, The Union Territory Administration of
Jammu & Kashmir (J&K) signed a Memorandum of Understanding (MoU) with the National
Agricultural Cooperative Marketing Federation of India Ltd (NAFED). The agreement will give
a major thrust for marketing the Horticulture Produce. NAFED will invest INR 1700 Crores for
Implementing High Density Plantations across 5500 Hectares in the next 5 years (2021-25).
Union Territory of Jammu & Kashmir signed a Memorandum of Understanding (MoU) with the
North East Cane and Bamboo Development Council (NECBDC) to promote Bamboo Cultivation
and related entrepreneurship in the region. The North East Cane and Bamboo Development
Council (NECBDC) will provide technical guidance in cultivating various species of Bamboo in
the region.
Council of Scientific and Industrial Research (CSIR) has signed MoU with Ladakh Union
Territory(UT) to speed up the development of Ladakh using Science & Technology(S&T)
interventions. The MoU was signed by Dr. D. Srinivas Reddy, Director, CSIR-IIIM on behalf of
CSIR and Sh. Rigzin Samplel (IAS) Commissioner Secretary Agriculture and Horticulture from

NHPC, PDD & J&K Power Development Corporation Signs MoUs to Implement Mega
HydroPower Projects in J&K
Jammu & Kashmir’s Department of Skill Development signed an Memorandum of
Understanding (MoU) with Indian Institute of Technology (IIT) Jammu whereas Department of
Higher Education signed an MoU with Institute of Company Secretaries of India (ICSI). MoU
between Department of Skill Development & IIT Jammu – To increase the skill sets of students,
increase their employability by exposing them to Latest Technologies
Central Government has laid the foundation of 2nd dam i.e. Lalandar [Shatoot] Dam, to be built
by India in Afghanistan, by signing the virtual Memorandum of Understanding (MoU) between
both nations. It will be constructed on the Kabul river basin which is one of the five river basins
of Afghanistan. This project is partially funded by India and is a part of Indo-Afghan New
Development Partnership.
WE Hub(Women Entrepreneurship Hub), India’s first and only state-led incubator of the

Control Association (IPCA) to make Jammu Plastic-free. Both entities have the fundamental
basis of door-to-door garbage collection in Jammu.
Union Territory (UT) Administration of Ladakh, Ladakh Autonomous Hill Development
Council (LAHDC)-Leh and Oil and Natural Gas Corporation (ONGC) Energy Centre have
signed a Memorandum of Understanding (MoU) to establish India’s 1st ever Geothermal Field
Development Project in Puga Village of Eastern Ladakh (UT Ladakh). ONGC Energy Centre
will be the implementing agency of the project.
Philippines signed an implementing arrangement for ‘procurement of defence material and
equipment’ with India during a pact’s signing ceremony at the Camp Aguinaldo in Manila,
headquarters of the Armed Forces of the Philippines. The agreement involves the procurement of
defence equipment by the Philippines from India. Under this pact, there is a possible sale of the
Indo-Russian BrahMos supersonic cruise missiles to the Philippines.
The Indian Institute of Technology (IIT) Jammu entered into a MoU with the Indian Army’s
Northern Command to provide innovative technical solutions to them about Jammu and
Kashmir. IIT Jammu will involve in research and product development collaborations with the
Northern Command field units to empower them with technical excellence through some
research initiatives in Jammu.
The Jammu and Kashmir Trade Promotion Organization (JKTPO) signed a MoU with Trade
Promotion Corporation of India (TPCI) for the Agro & Food Processing and Film Tourism

India and the United States (US) have agreed to revise the India-US Strategic Energy Partnership
(SEP). The revised SEP will have a greater focus on promoting clean energy with low-carbon
pathways & accelerating green energy cooperation
India and Germany signed an agreement titled “Cities Combating Plastic Entering the Marine
Environment” on technical cooperation over a virtual event in New Delhi. It aims to enhance the
practices to prevent plastics from entering the marine environment.
