1 Introduction
This document provides principles and standards for the survey, design and construction
guidelines supporting FTTH project for Delta III.
For this project ,there are 2 route scenarios: duct and aerial.

2 Project General Description


2.1 The General Principles of Optical Cable Routing
The choosing of optical cable route is very important to optical cable project, and will directly affect
the implementation difficulty and the cost. For the optical cable route selection, HUAWEI will not
only follow the requirements from Delta III FTTH Project, but also the following principles:

 Fiber route will be around 1-1.5m away from the building exterior wall except that
there is block to change the fiber route in duct scenario, such as garden, ramp etc.

 The first is to guarantee the optical fiber transmission cable is of high quality, safe,
reliable, economical, reasonable, and also the ease of construction and maintenance.

 The route length will be shortest. The construction difficult will be smallest. The
construction cost will be lowest and the optical cable line will be easy to maintain.

 Optical cable route will be run along the selected railways or roads following a Right
of Way (ROW). The route will also keep far away as much as possible from the high
voltage power lines.

 Optical cable route will commonly be chosen to be in the steady and level zone. It will
keep away as much as possible from the lakes, swamp and floodwater storage area,
go through ponds or canals as less as possible. In mountain areas, it will go along the
zones of smooth topography and less rock and keep away from the places such as
escarpment, donga, land slope, mud-rock flow and the possible flood damage or
run-off soil areas. .

 Optical cable route will usually not pass through large industrial bases or mine
areas. .

 Optical cable route will keep away from the places where it is easy to be impacted by
high-voltage power, lightning stricken, mechanically damaged, chemically eroded and
termite endangered.

 The choice of the best route plan will be done in the precondition of the same opinion
from both HUAWEI and Delta III. HUAWEI will keep to the above principles and the
actual field conditions to work out the best optical cable route plan in the cable route
planning for this project.

2.2 User Definition


The FTTH user should be defined below.

 Building type: R (residential),C(commercial)


 Building user: 1 flat is 1 user
 Villa resident user : 1 villa is 1 user
 Commercial user: 1 shop is 1 user
 For following special building: Industry, big company, shopping mall, hospital, clinic, school,
Huawei need to confirm user number with Delta III on site survey.
And during the survey, the user information should be prepared by Huawei team and signed
by Delta III authorized engineer.

2.3 Survey&Design Worflow


The work flow for the field survey process is shown below:
Site List---Basic information collection-Survey---HLD---LLD.

2.3.1 Confirmed site list


Site list is base for the project and site list must be confirmed by Delta III.
Confirmed site list should include below information:
Site Name, ID, GPS, boundary, end user information(floors of each building, users of each floor)
etc.

2.3.2 Basic information collection


The designer shall collect the following information based on the economic development,
geographical conditions and also existing network status, taken into account of the Government or
Delta III policy on the provision of fiber based access network before designing of the OSP for the
FTTH.
Status of the area (Green field or Brown field)
Government’s future development plan of the area(provided by Delta III)
Geographical conditions, transportation network ( road and railway)
Forbidden route or area(provided by Delta III)
Types of buildings(Business, residence or villa)
Existing network information(provided by Delta III):
a) Duct route and quantity
b) Manhole/Handhole location
c) OLT and MSAN cabinet location and capacity
d) Existing 3rd party facility information, such as power cable, poles,water pipe and gas
pipe(provide by Delta III).

The above information may help the designer to have a clear picture of the target area status as
necessary for HLD to maximize use the existing network resource and best route to reduce the
cost.

2.3.3 Survey
2.3.3.1 Survey Procedure
1) One FDT/SSC only assign to one survey team and the designer should be responsible for his
survey unit.
2) Preparation should be done in advance.
3) Survey report should be confirmed and signed by Delta III once site survey finish.

2.3.3.2 Survey of Facilities Inside Exchange(if necessary)


A. ODF Termination Capacity and Location
ODN designer should check the existing utilization of the fiber termination ports of the existing
ODF. If spare termination capacity is not enough for the planned cables, new ODF needed to be
provided and the location should near OLT equipment so as to shorten the length of the patch
cord.( if the OLT is indoor scenario)

B. Cable Containment from ODF to Manhole


ODN fiber cables shall be well protected by cable containment such as trunking or cable tray
inside Exchange. ODN designer should check if existing cable containment is enough for installing
the new cables.

C. Riser Slot between ODF and Manhole


ODN designer should check the availability of these slot holes Usually manhole is situated in the
basement of the Exchange building and ODF is located on the 1st or 2nd floor of the Exchange
building. Cable slot holes needed to be opened on the floor slabs for the cables to run from
manhole to the various floors

D. Exchange Lead-in Duct


ODN designer should check the availability of the duct space during the survey. Exchange room
lead-in duct links up the cable from external manhole outside to exchange. As the lead-in ducts
are constructed together with the exchange building, it is difficult to be modified. Hence maximum
utilization of the duct space is very important.

2.3.3.4 Survey of New Built Network


The details of survey depend on the method of cable installation.

A. Survey of Duct Scenario and Aerial Scenario


For duct type cabling, ODN designer should check for the followings:
 Road formation (concrete surface, brick or asphalt) and any obstruction above ground

 Street and pavement information


 Any sign or post indicating the location of other utilities (power cable, gas pipe, water pipe
another telecom operator’s cables).
 Protection when crossing roads, railroads and waterway.
 Manhole/Handhole interval and position
 Pole Position

B. Survey for Location of Equipment


ODN designer should check for the followings:
 location of new OLT/FDT/SSC/FAT easy for installation and permission be easy to obtain
 Suitable location for new manhole
 Space of the telecom room for termination of the new fiber cables if it is indoor scenario.
 Space of the lead-in duct for installation new fiber cable in the telecom room of the customer
building if it is indoor scenario
 Location of new proposed FDT/SSC/FAT along the cable route where the new cable is to be
installed.
 The new access FDT/SSC/FAT should be placed at the center of the covered area the
permission should be easy to obtain.

2.3.4 High Level Design(HLD)


After survey report is signed by Delta III, Huawei should prepare the HLD and send it to Delta III,
for approval before Huawei goes to Low Level Design(LLD).

2.3.5 Low Level Design(LLD)


After Delta III approves the HLD, Huawei will finish the LLD, the content should include information
below:

 Network topology;
 Proposed route information including exchange-OLT-FDT/SSC-FAT;
 Street information, building information;
 Equipment capacity, equipment configuration and equipment location;
 Route type: pavement or street;
 Trenching;
 Duct Solution;
 Pole Solution
 Fiber Solution;
 Diagram for fiber;
 BOQ;
The BOQ (Bill of Quantity) for the whole project or section shall be offered, which includes all the
work to be performed for the delivery of the infrastructure and cabling. The BOQ will align with the
plans, diagrams and synopsis that were provided during the survey phase and it is expected that
there may be little variation or deviation during the works.

2.4 As-built documents


On completion of works, HUAWEI will provide all as-built documentation in both hardcopy and
softcopy. As-built drawings shall contain drawings of the overall installed fiber route, duct line,
occupied and empty duct, locations of manholes, splice location, depth of cable, obstacles along
the route, reference points like main road, buildings, etc. and any other required drawing needed
to locate the fiber cable route layouts for all splices. As well as all floor and or room equipment
layouts for each site.
Documentation should include supporting documents used in the compliance on the technical
requirements, services, product description, brochures and manuals for the used material and any
other information.

1. Documentation

General documentation may comprise:


 Method statements and status of project being carried-out.

 Technical documents or standards of project materials (optic cable, optic cable tube etc).

As-built drawings may comprise:


 The sketch map of overall lines of optic cable
 the distance of duct route to reference point (highroad, bridge and building, etc.);

length of duct route;


location and coordinate of manhole/hand-hole;
location and coordinate of OLT/FDT/SSC/FAT

coordinate of splicing point and protective point of optic line and the ways that optic cable
passing through obstacles as well as its associated location.
 Map of optic cable lines entering site
 BOQ;

3. Records of Tests

Examples of test records are:


 Test table of optic cable for single drum
 Table of splicing loss at splicing point of optic cable
 Data of overall attenuation of optic cable replay section.

 ODTR trace of optic fiber in optic cable section.

3 Network Topology
 Network topology of this project is below:

 FTTH scenario use Two-level splitter -1:8+1:8.


 Splitter should be installed in FDT or FAT.

4 Duct Cable Implementation


4.1 The steps of trenching are described as following:
 ROW(permit) ready. Permits required for buried ducts or cable work should be obtained
by Delta III before starting the work and should be retained for immediate reference during
the progress of the work.

 Use the detector and pit test to test the existing underground infrastructure information in
order to avoid the damage;

 Mark out the line of the cable track on the surface in accordance with the Delta III
approved LLD and Delta III authorized engineer in the field.

The route should be straight and avoid the sharp curve/sharp slope. The bend of the duct

must be more than 90 degrees to ensure that the optical cable can be blown successfully
at one time.

 Traffic signs on site. Before start the work in the field, it will comply with the existing
legislation concerning temporary traffic signs and security has to be met. This consists of
placing approach warning signs, site location and end of site in case of traffic deviation.

 Excavation. HUAWEI will excavate alongside the road or footway, as directed by the
design drawings and approved by Delta III FTTH Project.

 Pilling of excavated materials. Excavated materials that can be re-used for back-filling are
stacked along the excavated trenches at a minimum distance of 0.40 m from its sides.
They must neither fall back into the trenches nor roadways and footpath to obstruct traffic
movement nor cause any slide.The material will be backfilled until the level of the road.

 Bedding.25cm soft soil(excavated soil) is the bedding, which is 5cm below the HDPE and
15cm above the HDPE.

 Backfilling.After the HDPE has been installed, backfilling shall be done to the level of the
road.

4.2 The depth standard of the trench

The reinstatement of the surface will be performed after backfilling to the required specification.
Note: for Rock soil,If trench depth cannot meet requirement in above table, need take 20*20cm concrete
envelop protection(C20 concrete)

4.3 Warning Tape


Warning tape will be placed at least 300mm below the top surface to prevent accidental damage to the ducts.
The specification complies with the request of Delta III FTTH Project. The width of warning tape is
100mm,thickness is 0.3mm.

4.4 Construction of optical cable line

4.4.1 Crossing
The optical cable passes through such obstacles as railway, road, canal and bridges that can make use of
the following methods of passing through underground obstacle:

4.4.1.1 Crossing railway,road and canal


 Crossing by trenching.

 Crossing by Drilling. 110mm Galvanized pipe would be used to drill and one 110 pipe can
afford 3 way 33/40mm HDPE pipe.

4.4.1.2 Crossing River- Bridge


 Use the existing cableways on the bridge to pass through and lay the HDPE.

 Whenever bricks or concrete bridge pillars provide the necessary space for the ducts
installation, the method of attaching 110mm Galvanized pipe on the structure of the bridge
will be adopted. one 110mm pipe can afford 3 way 33/40mm HDPE pipe.

4.5 The protection of the optical cable line

4.5.1 Termite and rodent proof


For FTTH, the HDPE pipe can prevent the potential damage from termite and rodent when it is underground
scenario.

4.5.2 Concrete Protection


For the part of the optical cable routes where the elements might cause collapse, the protection slope shall
be used to reinforce the routes. The concrete strength should be C20.

5 Aerial Cable Implementation


Aerial Section
Aerial optical cable must be lower than electrical cable if they meet or cross each other.
Underground part is including when we talk about the pole length below.

5.1 Erecting Pole


The length of common pole is 7m. 9m pole is used to cross road.
The span of poles for FTTH is 40m.
All the poles of FTTH is wood.
The buried depth of pole is shown in table below:

NOTE:
Deviation: ≦±10cm
The lateral deviation between roots of pole shall be less than 10cm, and the longitudinal deviation
shall be less than 30cm; the lean of wood poles shall be less than 1/2 of diameter of top of poles.
If the buried depth of the pole because of rock area and other reasons can not meet requirement in
the table above, protection measure like concrete base or stone base protections should be
added.

5.2 Nature of Wood Pole


The wooden poles used for this project must be eucalyptus. The trees used for the manufacture of
poles must respect certain conditions, essentially their straightness, dimensions, absence of
defects.

Poles must be dry in the air and treated well with the chemicals, before planted on the field in
order to protect the poles from termite and other insects.

5.3 Riser Poles for Aerial Cable


Riser poles are laid for the optical fiber between duct route and aerial route. Optical Fiber should
be protected by HDPE pipe at riser pole, and the top opening of the pipe shall be sealed, the
HDPE pipe will fix by Φ3mm steel wire Winding 5 circles. HDPE pipe will be 33/40mm and length
is 2800 mm (2500mm above the ground, 300 mm underground).

5.4 Pole Protection

5.4.1 Corner pole protection


Corner pole means this pole is the turn point of the route.
Protection for corner pole is to install stay wire.

In general, distance to height ratio (D: H) of stay wire is 0.4-1.2.

The concrete foundation strength is C20.

5.4.2 Terminal pole


Terminal pole is the start point and the end point of the route.
Protection for terminal poles is to install the stay wire:

Requirement of stay wire and accessories and Buried depth of Concrete foundation for stay wire
are the same as 4.5.1.

5.4.3 Division pole


Division pole is the start point from one route to 2 routes. Protection for division poles is to install
stay wire.
Requirement of stay wire and accessories and Buried depth of Concrete foundation for stay wire
are the same as 4.5.1.

5.4.4 Root protection of poles


Poles need to take the root protection under below condition:
 Fragile soil、swampland and steep slope where pole position is easy to change;
 often flooded or potentially flooded;
 Poles for the railway crossing;
 Terminal pole;
The root protection is concrete foundation, size: 500mmx500mmx80mm, strength C20.

5.6 Lightning Protection

5.6.1 Aerial Optical Fiber Lightning Protection


We must install the lightning arrester and grounding down lead cable for the poles in the
aerial optical fiber route every 500m.
Lightning arrestor and grounding down lead cable will be Φ4.0 mm zinc-coated steel

wire.

5.6.2 Method of Lightning Grounding


Employ the Φ4.0mm zinc-coated steel wire as the lightning wire, reserve 10 cm (as an

arrester) higher than the top of the pole. Then ground or weld the lower part with the
grounding stick. The grounding stick will be copper clad steel rod, 10*1000mm.

5.7 Installing Aerial Cable nearby other building


The minimum distance between aerial optical fiber and other buildings is shown in the

6 Manhole
 There is 1 type of manhole in this project:L2T;

The interval of L2T is around 200m and there will be 5 pcs of L2T manhole among 1KM;

 L2T Specification:

Manhole L2T (Inner size LxWxD=1.16m*0.38m*0.54m, body thickness=150mm).

Cast Iron cover, the load capacity is 250KN.

Concrete strength of L2T body and cover is C25.

7 Pipe Configuration
7.1 HDPE Pipe Configuration
For duct scenario, from OLT-FDT, there will be 4 way 33/40mm HDPE buried
underground. From FDT-FAT, there will be 2 way 33/40mm HDPE buried underground.

For aerial scenario, there will be aerial cable installed on the pole.

8 FAT Installation
 The first choice of FAT installation position is on the pole or wall.

 The height of the 33/40mm HDPE riser is 2.8 meters. The height can be adjusted
based on the actual situation.

9 Fiber Cable and Fiber Installation


9.1 Fiber Selection
 Feeder Part(OLT-FDT): 96/144 cores G.652D GYFTY SM-fibers for duct scenario and 96/144

 If the fiber cable is less than 50 meters, normally it cannot be used any more and can be
identified as scrap.
 If the HDPE pipe is less than 10 meters and can be identified as scrap. Since in few scenario,
we can use it .
 The fiber cable delivered from warehouse should consider this 10% scrap ratio on top of the
BoQ cable length. Example: In the BoQ the fiber cable length is 1500 meters, the actual cable
length should be delivered is 1500+1500*10%=1650 meters.

13 Fiber Acceptance and Loss Standard


 Pre-installation test of fiber cable in drum
Before the optical cable is laid, a checkup of the fiber drums which are received. The main content
of the check is as following:
 Check up the delivered inventory whether or not conforms to the specification type, and
quantity of the optical cable which is received actually.
 Checkup whether the actual specification type of each drum of optical cable conforms to
the inventory.
 Checkup whether the single drum of optical cable is damaged during the transportation.
 Measure the fiber loss and length of single drum of optical cable, checkup whether it
conforms to the factory testing report, and make a record well for the testing of single
drum of optical cable. For each drum, only one core should be tested.
