November 2019
This advanced professional training in Healthcare Technology Management will take 2 weeks. The
course provides managerial skills at all levels of the organization process, sound conceptual,
technical, and interpersonal skills in order to carry out the required managerial functions of
planning, organizing, staffing, directing, controlling and decision making for the sake of efficient
and effective healthcare service delivery. In addition, it provides advanced knowledge to ensure
improved access, quality and use of medical equipment and technologies.
The Continuing Professional Development (CPD) course is designed for Healthcare professionals
with Biomedical/Clinical Engineering background, Procurement professionals, Electrical &
Electronics Engineers transitioning into Health Technology Management, Practicing Hospital Head
of Biomedical Engineering Departments. Clinicians, Healthcare professionals, NGO’s, academic
staff with keen interest in innovation and health technology, quality assurance and regulatory
professionals, are also permitted.
Basic understanding of management, healthcare environment, quality systems, patient safety and
engineering principals are desirable but not essential but the course will deliver on these topics as
well.
The cost of the training is 539,126 Rwf for Rwandan, 628 USD for citizen of other EAC Partner
state member or 897 USD for Student with no EAC citizenship.
2. Advanced Professional Training in Security, Privacy and Legal Framework of Health Information
Systems,
18th to 29th November 2019
The advanced professional training on Security, Privacy and Legal Framework of Health Information
Systems at the UR-CEBE, will be offered for two weeks. The training aims to enhance skills for local IT
specialists in order to know key techniques for security and privacy of hospital data management policy for e-
Health applications such as electronic medical records (EMR) and mobile health applications.
The eligible candidates should have strong background and knowledge in computer programming but also
staff already working in Health Information Systems regulations, legal, standards who wish to enhance their

The training on Telemedicine Applications aims to enhance the knowledge and skills of the trainee in; the
use of communications and information technology to deliver health and healthcare services, information
and education where the participants are geographically separated. It helps to overcome barriers of
geography, transportation infrastructure, time, and socio-economic disparity. Telemedicine applications
facilitates clinical consultation including patient assessment, diagnosis and treatment, continuing
professional education, health promotion, and healthcare management. The eligible candidates should
have strong background and knowledge and experience as a clinician, an administrator, manager, health
care IT and other professionals from a wide variety of health care disciplines but also including computer
programming, who wish to enhance their knowledge in Telemedicine Applications.
The training will run for 2 weeks. The cost of the training is 437,251 Frw for Rwandan, 510 USD for
citizen of other EAC member or 728 USD for Student with no EAC citizenship.
