CHAPTER I

BACKGROUND OF THE STUDY

I. INTRODUCTION

Quirino Province is the youngest Province in Cagayan Valley Region II consist of

only six (6) municipalities namely Cabarroguis, (its Capital), Diffun, Saguday, Aglipay,

Maddela and Nagtipunan. During its creation on the year 1970 it has an estimated

population of 49,767. After thirty (30) years of existence, on census year 2000 it has a

total population of 147,100 with a 2.5% annual growth rate. The population of Quirino

grew from 24,266 to 188,991 in 2015, an increase of 164,725 people. The latest census

figures in 2015 denote a positive growth rate of 1.28% or an increas of 12,205 people,

from the previous population of 176,786 in 2010.

Quirino Province lies in the southeastern portion of Cagayan Valley Region. It is a

landlocked Province with a total land area of 2, 323.47 km 2 . Through the years, Quirino

Province continuously promote tourist destinations that made Quirino Province known

throughout the country. With this breakthrough, Quirino is known to be the Unexplored

Paradise of the north. Through the help of the Department of Tourism in collaboration

with the Provincial Local Government Unit, tourism sites are discovered and tourists are

continuously discovering the landlocked province.

Local and International tourists are having fond of having a one of a kind Quirino

Province Experience because of the unique landscapes and sceneries that the province has

to offer. Siitan River, Governor’s Rapids, Diamond Caves, Aglipay Caves and the newly

built Quirino Water Sports Complex are just but some of the few spots that captures the

attention of travellers.

One of the most big event of Quirino Province for tourism is the Quirino

Motorismo. It gained popularity in the entire country. The Quirino Motorismo was

created by the Government of Quirino headed by Hon. Gov. Junie E. Cua.

Quirino Motorismo, one of the country’s biggest motor tourism rallies for a 3 day

event.The three-day event kicked off with the Unity Camp and Ride at the Siitan River

Park in Nagtipunan town, which gathered more than 1,500 enthusiasts for the Acoustic

and Riders Night.

Supported by Touratech, Ducati Philippines, Kawasaki and Valvoline, the event

was open to motorcycles 130cc and above.

Led by the Quirino Riders Federation, the Region 2 Riders Federation and other

motorcycle cubs across the country, participants drove to the Provincial Capitol Sports

Complex in Cabarroguis for the bike show, habal-habal challenge, Motokana

obstacle course and motocross challenge.

The main event, the 1,000-kilometer (km) Endurance Challenge roared in the

evening with more than 500 motorcyclists going around the roads of Quirino, Isabela,

Cagayan, Aurora, Nueva Vizcaya and Nueva Ecija.

On its third year, the extreme motoring rally were completed within 24 hours in

time for the Victory Concert culminating activity on the last day at the Provincial Capitol

Gymnasium with pop bands Cueshe and Silent Sanctuary.

“Quirino Motorismo is our unique way of attracting domestic and foreign tourists

to make the province their choice destination for summer and beyond,” Provincial

Governor Junie Cua said, who introduced the event in 2015.

He added that the sporting event is an adventurous way of highlighting the

spotlight on the tourist spots and the diverse aspects of Quirino’s way of life.

Since the 1990s motocross events at the Capitol Oval Track have been a part of the

annual Panagdadapun Festival, which marks the province’s founding day in September.

In 2015 it held the Quirino to Quirino, a 350-km ride from Quirino Grandstand in

Luneta to the Capitol Complex to commemorate the 125th birthday of former President

Elpidio Quirino and the Province’s 44th founding anniversary

II. PROJECT GOALS AND OBJECTIVES

Project Goals

This proposed project is geared towards providing a designed grandstand and

bleachers for the motocross event,

Project Objectives

This Proposed Grandstand and Bleachers aims to provide safety and comfortability

for both local and international tourists who will watch the motorcross event in the

province.

Specifically, this proposal aims to:

1. Provide shed and chairs for both local and international tourists;

2. Provides a nice view in the field of the track and event

3. Provide to help attract local and international tourist to watch and attend

III. REVIEW OF RELATED LITERATURE

Motocross is a form of off-road motorcycle racing held on enclosed off-road

circuits. The sport evolved from motorcycle trials competitions held in the United

Kingdom.

Motocross first evolved in the U.K. from motorcycle trials competitions, such as

the Auto-Cycle Clubs’s first quarterly trial in 1909 and the Scottish Six Days Trial that

began in 1912. When organisers dispensed with delicate balancing and strict scoring of

trials in favour of a race to become the fastest rider to the finish, the activity became

known as “hare scrambles”, said to have originated in the phrase, “a rare old scramble”

describing one such early race.Though known as scrambles racing in the United

Kingdom, the sport grew in popularity and the competitions became known

internationally as “motocross racing”, by combining the French word for motorcycle,

motocyclette, or moto for short, into a portmanteau with “cross country”.The first known

scramble race took place at Camberley, Surrey in 1924.During the 1930s the sport grew

in popularity, especially in Britain where teams from the Birmingham Small Arms

Company (BSA), Norton, Matchless, Rudge, and AJS competed in the events. Off-road

bikes from that era differed little from those used on the street. The intense competition

over rugged terrain led to technical improvements in motorcycles. Rigid frames gave way

to suspensions by the early 1930s, and swinging fork rear suspension appeared by the

early 1950s, several years before manufacturers incorporated it in the majority of

production street bikes. The period after World War II was dominated by BSA, which

had become the largest motorcycle company in the world. BSA riders dominated

international competitions throughout the 1940s.

In 1952 the FIM, motorcycling’s international governing body, set up an

individual European Championship using a 500 cc engine displacement formula.In 1957

it was upgraded to World Championship status. In 1962 a 250 cc world championship

was established.[4] In the smaller 250 cc category companies with two-stroke

motorcycles came into their own. Companies such as Husqvarna from Sweden, CZ from

the former Czechoslovakia, Bultaco from Spain and Greeves from England became

popular due to their lightness and agility.Stars of the day included BSA-works riders Jeff

Smith and Arthur Lampkin, with Dave Bickers, Joe Johnson and Norman Brown on

Greeves. By the 1960s, advances in two-stroke engine technology meant that the heavier,

four-stroke machines were relegated to niche competitions.Riders from Belgium and

Sweden began to dominate the sport during this period. Motocross arrived in the United

States in 1966 when Swedish champion, Torsten Hallman rode an exhibition event

against the top American TT riders at the Corriganville Movie Ranch also known as

Hopetown in Simi Valley, California. The following year Hallman was joined by other

motocross stars including Roger DeCoster, Joël Robert, and Dave Bickers. They

dominated the event, placing their lightweight two-strokes into the top six finishing

positions.Motocross began to grow in popularity in the United States during this period,

which fueled an explosive growth in the sport.

By the late 1960s Japanese motorcycle companies began challenging the

European factories for supremacy in the motocross world. Suzuki claimed the first world

championship for a Japanese factory when Joël Robert won the 1970 250 cc crown. The

first stadium motocross event took place in 1972 at the Los Angeles Coliseum. In 1975 a

125 cc world championship was introduced.European riders continued to dominate

motocross throughout the 1970s but, by the 1980s, American riders had caught up and

began winning international competitions.

During the late 1970s and early 1980s, Japanese motorcycle manufacturers

presided over a boom period in motocross technology. The typical two-stroke air-cooled,

twin-shock rear suspension machines gave way to machines that were water-cooled and

fitted with single-shock absorber rear suspension. In the 1990s, America’s leading

motorcycle sport governing body, the AMA, increased the allowable displacement limit

for four stroke powered machines in the AMA motocross championship, due to the low

relative power output of a four stroke engine, compared to the then-dominating two

stroke design. By 1994, the displacement limit of a four stroke power motocross bike was

up to 550 cc in the 250 class, to incentivize manufactures to further develop the design

for use in motocross. By 2004 all the major manufacturers had begun competing with

four-stroke machines. European firms also experienced a resurgence with Husqvarna,

Husaberg, and KTM winning world championships with four-stroke machinery.

The sport evolved with sub-disciplines such as stadium events known as

supercross and arenacross held in indoor arenas. Classes were also formed for all-terrain

vehicles. Freestyle motocross (FMX) events where riders are judged on their jumping and

aerial acrobatic skills have gained popularity, as well as supermoto, where motocross

machines race both on tarmac and off-road. Vintage motocross (VMX) events take place

– usually[quantify] for motorcycles predating the 1975 model year.Many VMX races also

include a “Post Vintage” portion, which usually includes bikes dating until 1983.

Major competitions

FIM Motocross World Championship

The FIM Grand Prix Motocross World Championship is predominantly held in

Europe, but also includes events in North America, South America, Asia, Australia, and

Africa. It is the major Motocross series worldwide. There are three classes: MXGP for

450cc machines, MX2 for 250cc machines, and Women’s MX. Competitions consist of

two races which are called motos with a duration of 30 minutes plus two laps.

AMA Motocross Championship

The AMA Motocross Championship begins in mid May and continues until late

August. The championship consists of twelve rounds at twelve major tracks all over the

continental United States. There are three classes: the 250 Motocross Class for 0–125 cc

2-stroke or 150–250 cc 4-stroke machines, the 450 Motocross Class for 150–250 cc 2-

stroke or 251–450 cc 4-stroke machines and a Women’s Class.

Motocross des Nations

The annual Motocross des Nations is held at the end of the year when National

and World Championship series have ended.The competition involves teams of three

riders representing their nations.Each rider competes in a different class (MX1, MX2, and

“Open”). There are three motos with two classes competing per moto. The location of the

event changes from year to year. The United States, Belgium and Great Britain have had

the greatest success.

British Motocross Championship

The British Motocross Championship is the main UK off-road competition and

organised into classes of MX1 and MX2. MX1 is for 250 cc to 450 cc (fourstroke) and

MX2 for 175 cc to 250 cc fourstroke motorcycles.In 2007 an additional youth class, the

MXY2 class, was added to the programme at selected rounds.

A “Veterans” series was introduced in 2009 with just two rounds but the demand for

places was so high that from 2011 the Veterans series will have three rounds, held over

six races.

Motocross is governed worldwide by the Fédération Internationale de Motocyclisme

(FIM), with federations in many nations.

Stand Construction and Overview of Stand Types

Match, concert event, theater, entertainment, basketball, football, volleyball,

tennis, athletics and many other activities that you cannot count, you can watch with great

pleasure in the stands. The stands are structures where people have a pleasant time, are

high above the ground and give pleasure to cruise. Designing and assembling the stands

requires great care. It is a very pleasant situation to watch matches and events in the

grandstands where the masses are gathered on a staged and staircase system.

When you support a team or watch a concert event, the stands, where the pleasure

is dancing and the excitement reaches its peak, must be robust and safe. Stadiums are one

of the most crowded places in the world. The stands of the stadiums are planned

according to the area and structure of the stadium. The stands can be made of concrete or

steel construction. Recently, stand types, which are commonly made of steel materials,

have started to be used. Because the stands are high above the ground and there is serious

mobility on it, there must be fences or fences in the front to prevent people from falling

down. In order to minimize the accidents on the stands, it is very important to make these

areas safe. After the stand construction is completed, step-by-step seat assembly should

be conducted.

Before starting the construction of the stand, a general drawing of the relevant

area should be prepared and the area to which the tribune will be installed should be

calculated. After the necessary drawings have been made, the application stage should be

started and the specification should be prepared for this. Stands that appeal to people’s

emotions, the more colorful and design they are, the more entertaining people. From the

outside, the construction of the grandstand may seem easy, but it is a very tedious task.

Some companies have the ability to build the sports field as a whole together with the

grandstand. In addition, stand types can be fixed or can be installed and removed. After

the stands are made, it comes to the seats to be placed on the row. We can give you some

information about the grandstand seats.

When we look at the stand seats that we often encounter in sports competitions in

general, it is seen as a color revelation and architectural design. What’s the grandstand?

Grandstand: It is called a stand where a sporting or any other event can be seen from the

height of the game and activity area. The stands can be indoor and outdoor so the seats

should not be affected by any weather events. The stands should provide a comfortable

feeling to the audience while at the same time be non-flammable and flexible. Especially

in the UV rays of the sun, the bleachers should not fade and should not be worn. The

seats of the grandstand should definitely not disturb the occupants and provide the

pleasure of cruising. The layout and orientation of the grandstand seats must be correctly

adjusted. Stand seats can be prepared for materials with different contents. PVC material

is the most commonly used material and is preferred frequently in open air areas. The

grandstand seats must be installed securely and never come off.

It is possible to come across stand seats used in protocols, stand seats

automatically opening and closing, grandstand seats with backrest, grandstand seats with

fixed intervals, VIP grandstand seats, uninterrupted grandstand seats and telescopic

Stadium Stands; In particular, the stadium grandstands, which were planned and

programmed before the project was laid and the foundation was laid, can be made of

concrete and steel. Stadium stands should look like a whole with the field.

Outdoor and Indoor Carpet Field Tribunes; The grandstands, which are

designed starting from the infrastructure and made to the most suitable area according to

the condition of the site, may vary according to their shape and characteristics. Portable

stands can be used easily in such fields. Stand construction fees are priced according to

the condition of the site and the structure of the desired material. If you are going to have

a grandstand, you should make a thorough research and decide accordingly. The

PRESENTATION, ANALYSIS, AND INTERPRETATION OF PROJECT

I. PROJECT DESCRIPTION

a. Project Title: Proposed Three Storey Hotel Building at Capitol Hills,

Cabarroguis, Quirino

b. Project Location: Purok 5, Capitol Hills, Cabarroguis, Quirino.

C. Brief Description of the Project

Quirino Province, known to be the Hidden Paradise of the North,

continuously develops tourist destinations that made Quirino Province known

in the entire Philippines. As this vision of the Provincial Government of

Quirino in collaboration with the Provincial Tourism Office, Quirino is

making name in the tourism industry.

As this venture propels hotels and accommodation establishments are now

becoming insufficient, thus, this urged the research proponent to proposed a

new hotel building within the province.

The Proposed Three-Storey Hotel Building is located at Purok 5,

Capitol Hills Cabarroguis, Quirino. It has a total area of 1,880 sq. m. This will

cater 25 hotel rooms that is deemed to be essential for tourists. With its

accessibility considerations, the proposed hotel building is accessible for both

private and public utility vehicles.

The study will benefit the Provincial Government of Quirino, Provincial

Tourism Office and Municipal Government Unit will be the beneficiaries.

But this will not be limited to local and international tourist, and Quirinians.

The project is located at Purok 5, Capitol Hills, Cabarroguis, Quirino. It is

approximately 20meters from the National Highway. Risks may be price

elevation, weather conditions such as typhoons, floods and earthquakes.

III. PROJECT OUTPUT/ OUTCOME

The completion of the 1,810 sq.m. Three-storey hotel building is the output of

the study.

IV. PROJECT SUSTAINABILITY

The proposed project, once realized, will be a permanent landmark and hotel-

accommodating establishment in the province. Proper maintenance and client-

focused establishment will be the primary concern of the establishment.

A. Summary

Quirino Province is a 2, 323.47 sq. km. Landlocked province in the Cagayan

Valley Region that provides eco-tourism activities such as White River Rafting,

Spelunking, Cliff diving and fresh water falls experience. As these eco-friendly propel,

accommodation amenities are becoming insufficient because of the rapid increase of

insuffiency of hotels. This proposed project eyes to provide new hotel establishment that

caters the uprising needs of accommodation in the province. It has a total area of 1,880

sq.m. It is a 25 hotel rooms that is deemed to be essential for tourists. In terms of its

accessibility condition, the proposed project is accessible for both private and public

utility vehicles. This study will further benefit the Provincial Government of Quirino,

Provincial Tourism Office and Municipal Government Unit.

The three-storey hotel building costs Php 18, 499,292.19.

B. Conclusion

In conclusion, after a thorough research, survey and discussion on the project’s

design, characteristics and durability, the implementation of the project is feasible in the

community.

C. Recommendation

As the proponents’ study presents that the proposed project is feasible in the

community, it is hereby recommended that the project should be implemented the soonest

possible time to cater the need of tourists since eco-tourism activities are propelling in the

province.

Must conduct first a soil boring test before implementing the project.
