I. Introduction
A. Rationale
Packaging makes the product marketable as it serves to describe, promote, display and protect, may it be
food, equipment, beverages and many others. It is more than just your product's pretty face. Packaging also
has its other function and that is it can portray information about the product as well as give instructions on
how to use the product. Also it can help people to differentiate one brand of the product from the other brand
because product packaging can contain company names, logos and the color scheme of the company.
Nowadays, packaging can be used as an integral marketing strategy to attract customer’s attention. But
according to Marty Neumeier in his book The Brand Gap, “A retail package is the last and best chance to
make a sale”. It means packaging may vital to attract costumers but the truth is, it’s both the product and
packaging that are vital when it comes to the popularity of the brand of the product.
To costumers in regards to the package of the product they may not have much thought about it, but the
package of the product has a direct effect on the likeness of the person purchasing it. There are times when a
person has been tempted to purchase a product based on attractiveness of the packaging alone. Some
companies had these interpretations that their product and its performance are more important than its
packaging. But what they did not know is that the product packaging had also its role in the success or failure
of the popularity and also sales of the product.
The main objective of this study is to analyze the standard production time and to generate packages in
the production process of a CCTV Camera using different work measurements with reasonable allowances for
personal delays and unavoidable delays. It also aims to measure the cost of packaging the CCTV Camera and
the cost of the materials itself. The gathered will be analyzed to be able to do the following:
To calculate the suitable labor cost for the packaging that would provide as a guide in pricing the
products.
To come up with an appropriate wage incentive plan that is fair the company and the worker.
To construct a work instruction for assigned workers in the five (5) specific processes such as
tracing, cutting, outlining, folding and pasting that would serve as the basis to measure their
efficiency and to measure their work improvement.
This study is limited to gathering time data for packaging of 42 CCTV Camera. Regarding the limitation of
the study, it focuses only to produce standard time in packaging even though the packaging itself is really not
presentable. Also, the materials use was the cheapest and that is, paper, specifically an illustration board. The
complexity of making the packaging is very simple which can be a limitation to the study.

D. Brief Description of the Study
The second year Industrial Engineers of Cebu Institute of Technology- University under the subject
Methods of Engineering conducted an actual production of a CCTV Camera. There’s also its packaging process
were all the CCTV Camera’s that been made will be package and it had its own layout like an actual
workstation. With this study, it aims to come up with the work instructions and standard time that will be
used in coming up with an appropriate wage incentive plan. Also, to provide other recommendations for the
production based on the results. All groups performed the packaging process and contained 4 separate works
namely; tracing, cutting, outlining also with folding and last is pasting. The same in the production of CCTV
Security Camera an action camera and cellphone were used as a tool to measure time. With the gathered
data, it was analyzed using different work measurement and results were then made.
Packaging is important because it secures the product especially if there is a need for the product
to be stored for a long period of time or for the product to be transported to another location. In line
with the production of the CCTV camera paper craft, it’s important to also produce a packaging that will
ensure its safekeeping while maximizing the raw material used without compromising the overall
quality.
The CCTV Camera Paper Craft Packaging shall maximize a ¼ size illustration board. It shall fully
store the CCTV Camera with an excess space to ensure that the paper craft inside will not be perished
for whatever circumstances. Lastly, it shall be easy to open and seal for efficient usage. The overall
aesthetic appeal of the packaging includes being lightweight and clean.

Having a total cost of PHP 837.48 for 42 units of packaging box, PHP 19.94 is the total material cost
of one packaging box.
● Cutter Blade - Cutter Blade is an equipment use to cut precisely. It was used to put a cutting mark
of the packaging outline to ford it easily.
● Packaging Tracer - Packaging tracer use as a trace to copy the packaging outline faster and easily.
It can avoid different measurements of the outline of the packaging box and create the same copy as
the original.
● Ruler – Ruler is used to measure distances or draw straight lines. It was used as a guide of the
cutter blade to make a straight cut in the outline of the packaging.
●Scissors - A pair of scissors consists of a pair of metal blades pivoted so that the sharpened edges
slide against each other when the handles (bows) opposite to the pivot are closed. Scissors are used
for cutting various thin materials, such as paper, cardboard, metal foil, cloth, rope, and wire.
● Paper Clips - Paper clips usually have an oblong shape with straight sides which is used in the
production for getting the glue for its small size.
● Brush - an implement consisting of bristles, hair, or the like, set in or attached to a handle, used for
painting, cleaning, polishing, grooming, etc. It was used as a brush to put glue to the packaging box
in order to attach sides. Workers used brush to lay the glue perfectly and enough to hold sides
strongly.
In Fixture, Mold, or Jigs workers didn’t use any. As the worker fold the packaging box it comes handy
because of the outline that workers made by using cutter and in terms of putting glue the paper clip
also helped to hold the sides of the packaging box.

V.PRODUCTION PLAN
Work units for packaging are processed in continuous system. Continuous processing is a
production system where all items and materials processed flow through a series of steps or
operations. In this study, steps or operations for the work units include the tracing, cutting, folding,
gluing and actual packaging of product. Apparently, the tasks handled by workers are divided into
relatively small segments that can be quickly mastered and efficiently performed. In a continuous
processing, standardized inputs and standardized sequence of operations and materials are used,
division of labor is made more efficient and lastly, material handling is of minimum and constant.
Continuous system is best suited to organizations which intend to produce a limited variety of
products on a large scale. The heavy fixed costs of specialized equipment that are utilized for
operating at low cost per unit can be distributed over a high volume of output.

D. Process Flow Diagram
The diagram below shows the flow of the process of packaging the CCTV paper craft. The process
starts with (1) tracing pattern to the illustration board then followed by (2) cutting of the traced pattern. After
cutting, it is then followed by (3) outliner and fold it before passing to the next worker. The worker (4) glues
the folded material and form it as packaging box. The last part is placing the CCTV inside the box and glue it
and set aside for storage.

VI. WORK MEASUREMENT
The researchers utilized Direct time study, Methods-Time Measurement (MTM) and Maynard operation
sequence technique (MOST) in the work measurement process of making the packaging box of a CCTV
Camera itself. Different methods were according to its variability. In Direct time study method, the
researchers conducted a video recording process to record the whole production system, then was watched
later on to make direct time study. The data was recorded in observation sheets which helps determine how
many trials it would take to come up with a standard time element. Methods-Time Measurement (MTM)
systematically classifies and organizes processes it is used as a predetermined motion time system that is
used to know the time it would take to perform a task in order to set the standard time in which a worker
should complete the task. Maynard operation sequence technique (MOST) is used to calculate the task that
are broken down into individual motion elements, and each are assigned with a numerical time value in units
known as time measurement units (TMU) in order to come up with the standard time. The methods used are
shown in the tables:

B. Element Breakdown
The production of the packaging box of a CCTV camera is divided into 4 tasks the tracing, cutting folding
and the pasting and forming the product. In the element breakdown each worker’s task has different
elements.

Variable elements are elements with the basic time of the performed task varies in relation to some
characteristics of the product, equipment or process. Constant elements are elements for which the basic time
remains constant or the same whenever it is performed by the worker.

D. Timing Method
The researchers used snapback timing method in all of its operation which is done by the stopwatch is
started at the beginning of every work element and snapping it back again to zero at the end of every
element. It is used to get a precise time in every trial in every element which is a repetitive task and is list
down by the researchers to be used in the study.
The elements that have number of trials are the elements which used direct time study method so that
the researchers can come up with a standard time.

F. Observation Sheet
Observation sheet contains the Average time that are taken from a specific required number of trials
and is multiplied by the rating factor to have the normal time and in or to get the standard time is added
with total allowance factor. It contains all the information and data in the study being conducted.

G. Performance Rating
Performance Rating can be defined as the procedure in which the researchers compares
the performance of operator under observation to the Normal Performance and determines a factor
called Rating Factor. There are several systems of rating the performance of operator on a job and the rating
factors are Skill, Effort, Consistency and Condition.

I. Standard Time
Standard time may be defined as the, amount of time required to complete a unit of work and it is
achieved by having a specific number of trials that comes from the workers. The standard time is the time
required by an average skilled operator, working at a normal pace, to perform a specified task using a
prescribed method. The table shows the standard time required for each element to be finished.

J. Setup Time
The set up time started the moment the workers start arranging the equipment that are going to be used
in the job to create the whole packaging box of the CCTV camera. The workers arranged the equipment
differently depending on their work stations and it was all done within 20 minutes.
K. Move Time
In this production system move time is not applicable due to the fact that the workstations of the
workers are interconnected and are spontaneous in the work process.

X.FINDINGS
With work measurement analysis, this study found out that the standard production time in making a
Paper craft CCTV Wrapper and packaging the Paper craft CCTV Camera is 1.6 minutes. Overall, 300 units will
be packaged in a whole day-process with 8 hours as the standard working time, and Php 405.00 per day as
the labor cost. It was also found out that the Paper craft CCTV Wrapper which was made in this time study
costs Php 44.57; while the Papercraft CCTV Camera costs Php 237.94. Hence, the total production cost of
Papercraft CCTV Camera with a Wrapper will be Php 282.51
XI.RECOMMENDATIONS
• The company that is responsible for the production process of packaging for the CCTV camera Papercraft, is
highly recommended to utilize and follow the wage incentive
plan provided by this study, in order to show significant results and improvements to the production process
of packaging for the CCTV Papercraft as a whole. This will manifest significant results and affect as to how
the employees/worker will do their assigned tasks and will surely improve the process.
• The company must settle with an adequate number of employees. Furthermore, the performance of the
operation as a whole is somehow optimized given by the number of packaging process that has been
completed throughout the given time for the day's work. It is also recommended that the company may
increase the number of workers to improve the productivity of the operations in the organization.
