Dear Mr. Manresa:

We regret to inform you that, subsequent to a thorough review and evaluation process, your
final proposal for the 10-MLD WTP was not chosen. The Review Committee has given their
views and considerations from your submitted bids however there are items in your offers
that did not satisfy the criteria for qualifying said project with respect to the Terms of
Reference of the Jaro Project. In detail, the following were our concerns:

1. Despite our invitation, you did not come for actual visit to the proposed WTP site to
gather more accurate information to help you in your designs while all other bidders
did and participated accordingly.
2. Your proposal has used a lot of data assumptions which will likely cause
discrepancies in terms of both capex and opex costs versus more accurate data
used.
3. You have not complied with the submission date of the proposal instead you
submitted it one month after the due date.
4. You have no local office in the Philippines which made us think of how you will
respond to our after sales needs in the event of emergency breakdown or repairs and
maintenance.
5. Lastly, we have decided for a river intake structure rather than infiltration wells.

We wish to express our gratitude for the time and effort you spent in completing and
submitting your Proposals. Rest assured that despite the fact that you have not been
successful here, it will not affect any offers you may make for future project.
