Interesting enough, Japan is the first country in the world to adopt TOEIC (Test of English for
International Communication), way back in 1979. The Japan Ministry of Trade and Industry requested
ETS (English Testing Service) to create the test to measure Communication English language proficiency,
as academic proficiency tests simply do not fulfill the needs of the workplace and the majority of English
learners.
Currently more than 2,000 Japanese corporations and innumerable enterprises use TOEIC.
Similarly, the Japanese Government, in order to promote globalization of corporations and
people, endorses the use of TOEIC for its own recruitment, personnel development and
promotion.

Cukup menarik, Jepang merupakan negara pertama di dunia yang mengadopsi TOEIC pada tahun 1979.
Kementerian Perdagangan dan Industri meminta ETS (English Testing Service) untuk membuat tes untuk
mengukur kemahiran komunikasi Bahasa Inggris di Jepang karena tes kemampuan akademis belum
memenuhi kebutuhan dunia kerja dan sebagian besar pelajar bahasa Inggris.

Saat ini lebih dari 2.000 perusahaan Jepang menggunakan TOEIC.

Demikian pula, Pemerintah Jepang, untuk mempromosikan globalisasi perusahaan beserta sumber daya
manusianya, Pemerintah Jepang mendukung penggunaan TOEIC untuk perekrutan, pengembangan
karyawan dan promosi jabatan.

In 1960s, after the late Pak Suharto ruled, he smartly thought that Indonesia which is an
archipelago needed good logistics, economic repair, and also good defense (the military), so he
sent many people to learn Logistics, and the best country in Logistics was the United States then.
United States’ universities required TOEFL as their screening. Consequently, BULOG became the
first distributor of TOEFL Test in Indonesia because they couldn’t send people to the United States
without TOEFL scores, and ETS (English Testing Service) helped BULOG to conduct the test. So it has
become a growing culture in Indonesian universities to scramble for administering TOEFL Test, and
even now these universities make their own tests.

Pada tahun 1960 an, setelah mendiang Pak Soeharto memerintah, dengan cerdas beliau berpikir
bahwa Indonesia adalah negara kepulauan yang membutuhkan logistik yang bagus, perbaikan
ekonomi, dan pertahanan yang baik (angkatan bersenjata), sehingga beliau mengirimkan banyak
orang untuk belajar Logistik, dan pada era tersebut negara termaju di bidang Logistik adalah
Amerika Serikat. Universitas-universitas di Amerika Serikat mempersyaratkan TOEFL sebagai salah
satu ujian masuknya. Oleh karena itu, BULOG menjadi distributor pertama tes TOEFL di Indonesia,
karena pemerintah tidak bisa mengirimkan pejabat pemerintah untuk belajar di Amerika Serikat
tanpa memiliki skor TOEFL, dan saat itu ETS (English Testing Service) memberikan bantuan kepada
BULOG untuk mengadakan tes TOEFL bagi pemerintah Indonesia.
Hingga saat ini telah menjadi budaya yang berkembang, universitas-universitas di Indonesia
berebut untuk mengadakan Tes TOEFL, dan bahkan sekarang ini universitas-universitas tersebut
membuat tes TOEFL mereka sendiri.
