Rationale
Library has increased with the complexity of our society. The rapid growth of
technology has meant that many gadgets and equipment have appeared and
continuous progress of the world the help of the Science and Technology. Library is
considered the heart of the school it is expected to be taken care of for its normal
functioning day by day. Many students, workers, and researchers need varies value
information that are provided by the library and giving them important data that they
need. At the same time libraries are progressing as the whole world progress. The world
we live it seems so easier now because of the fast growing high technology that were
given by the inventors. In the same phase of this statement, we have to aim the
perception of the students in a particular library, are they satisfied regarding the
services provided by the library, and are they comfortable. Library is derived from the
French word “librairie” in Latin “liber” means book. It is an organized collection of
information resources made accessible to a defined community for reference.
Billote public library and museum was built in the year 1996, At the same year
they donated to the people of Mapandan to help students that can’t afford books and
develop their study habits under the administration of Former Mayor Herardo V.
Tambaoan and named it as “Municipal Public Library and Museum”. At the year 2008
the municipality of Mapandan was renovated under the administration of Former Mayor
Ferdie Calimlim and the COMELEC office was merged to the public library. After 2
years the library started to weakened due to lack of funds and the citizens of Mapandan
are not donating books anymore. As a result of these deplorable conditions few people
visit the Library.
We decided to establish a project entitled “Restoring and Renovation of
Mapandan Public Library and Museum” which this project will help to provide resources
and services in a variety of media to meet the needs of individuals and groups for
education, information and personal development including recreation and leisure. And
to gain

Objectives

 To have a vibrant role in the development of culture that promotes wider reading,
motivated learners for life. It promotes individual and group learning, helps in
developing students' vocabulary, enhancing comprehension, developing the habit
of silent reading and developing problem-solving attitude among students.
 To provide a place and materials that will stimulate students' acquisition of
factual knowledge, creativity, development of literary appreciation, aesthetic
values and ethical standards and for developing independent research and
information literacy skills

Project Methodology
In order to accomplish our mission we visited the status of the public Library and
Museum and it’s totally in need:
 1.) The furnishings, carpet, light fixtures and windows in Public Library and Museum
have not been updated since the library was built in 1996.
a) There are three different kinds of carpet, which are stained to the point that it can no
longer be cleaned. Tile is broken in transition areas.
b) The chairs’ and sofas’ upholstery is dirty, stained, and torn.
c) Furniture and doors are scarred and damaged from use.
d) Backs of free standing casing is separating making it difficult for the shelving to stay
in place. Shelves periodically slip and cause books to fall onto floor.
e) Carpeting is stained and peeling away from the concrete wall beneath the upper level
railing.
f) Laminated surfaces on circulation desk and display cases are chipped.
 g) Curtains are dirty and rotting from exposure to heat, cold, and moisture. The last
time the curtains were cleaned they came back torn and frayed.
h) The central heat and air conditioning utilize outdated technology making it inefficient
and costly compared to current heating and cooling systems.
i) Heat and air conditioning units are unpredictable; the upper and lower areas of the
library are inconsistent with the upper area being warmer and the lower area being
cooler.
j) Seals around the windows are broken, allowing cold air to enter the room in the cold
seasons, hot air in the summer, and moisture to collect between the double panes.
3) Storage area is cramped and inconvenient for current needs. Lighting is poor;
equipment has to be left set up and out in the open exposing it to possible vandalism
and theft. 
The revamping of the Municipal Public Library and Museum is necessary because of its
present condition. In order to reverse this condition, our task is to develop the Library so
that it can meet users’ needs. This entails renovating and restoring with the provision for
internet service, developing the libraries’ collections and training staff to man them.
How each of these will be accomplished is stated below.
a. The renovation and the reequipping of both adult and children libraries with
provision for internet service involve furnishing, acquiring library equipment and
supplies, and giving each library a face-lift.
b. Each library will have electronic capabilities so that they can provide current
information through Internet services as well as make information on CD-ROMs
available to their users. Internet service will be only for educational purpose and
will be free of charge.
c. In acquiring collection needed to meet adult and children needs will be
purchased. Collections such as general reference materials and textbooks that
support the school curriculum will be included in the children library collection.
Such things like popular literatures, literatures of entertainments and leisure
readings, expensive reference and electronic sources will be included in adult
libraries’ collections.
d. The reason for training of the Municipal Public Library staffs is to enhance their
capacities. This is necessary because many of them have very little training in
Librarianship. They need to undergo this training to be able to setup and man the
Library. They also need to learn strategies that will help them in promoting public
library use. Staff training for the Municipal Public Library will take place on the job
and will last for 16 weeks. 3 persons are targeted for this training. The training
will be aimed at setting up the library and promoting their use.
