1. Purpose
The purpose of this Standard Operating Procedure (SOP) is to describe the
procedure and precautions to be followed for resuming work after lockdown to
mitigate the risk of infection by COVID-19 at construction sites.
2. Scope
These guidelines are applicable to all DMRC project locations.
3. Responsibility
The responsibility of implementation lies with respective Project Manager of the
contractor. The responsibility matrix of contractor’s organization is given in Annexure
3. DMRC Project Manager will monitor the implementation of the same and provide
the implementation report on daily basis to CPM.
4. Risks Envisaged
• Contamination from existing or new workmen who might be a carrier of COVID-19
• Contamination from neighboring communities through intermingling
• Contamination from incoming project materials which might have been
contaminated during transportation/ handling
• Malfunctioning of Tools and Plants due to non-operation for long period of
lockdown.
• Biological hazards (like snake, scorpion, honeybees etc.) while handling materials
at sites/stores which are lying untouched due to long periods of lockdown
(xix) If transportation of workers/ staff from labour camp is required than transport
shall be by designated vehicles provided by contractor maintaining social
distancing. Drivers of vehicles to be provided with protective masks, gloves
with santizers in each vehicle. These vehicles should be allowed to work only
with 30-40% passenger capacity. The workers/ staff should return back by the
same vehicle used for coming to site.
(xx) All workers and staff shall be asked to install Arogya Setu app on their
mobile. It will help in detecting and tracing any exposure to corona positive
person.
(xxi) Large gathering or meetings of 10 or more people to be discouraged. Seating
should be at least 6 feet away on job sites and in gatherings, meetings and
training sessions
(xxii) There should be total ban on non-essential visitors in camps. No outside
worker / staff is permitted to stay in the labour camps
(xxiii) All vehicles and machinery entering the camp should be disinfected by spray
mandatorily
5.2 For Workers/ Staff Staying at locations other than labour camp
(i) Efforts should be made to keep all the workers and staff in labour/ site camp
instead of residing in scattered rented locations to the extent possible.
(ii) The workers/ staff coming from COVID-19 hot spot / containment shall not be
allowed
(iii) Proper disinfection of their residence is to be ensured by the contractor
(iv) Daily update of the COVID-19 positive cases of their locality to be taken to
assess the potential risk
(v) Separate independent cooking by the workers / staff to be arranged or
alternatively supply of cooked food and raw materials from contractor to be
arranged
(vi) They should not use public transport. Transport shall be by designated vehicles
provided by contractor maintaining social distancing. Drivers of vehicles to be
provided with protective masks, gloves with sanitizers in each vehicle. These
vehicles should be allowed to work only with 30-40% passenger capacity. The
workers/ staff should return back by same vehicle used for coming to site.
(vii) All workers coming from a particular locality should be engaged in a separate
area sufficiently away from the workers coming from labour camp/ other locality
and in no case they should be allowed to intermingle.
(viii) Daily thermal scanning and supply of soap, sanitizers, masks , safety PPE etc
is to be ensured for such workers/ staff
6. Procedure and Precautions to be taken at Work Site:
(i) Entry to site to be strictly controlled with Identity card to allow only staff and
workers related to site
(ii) It is mandatory to do thermal scanning of everyone entering and exiting the work
site
(iii) Number of entry points to be restricted., checking for COVID 19 symptoms,
wearing of masks, safety PPEs to be ensured for each person at these entry
points
(iv) The workers shall restrict themselves to their respective work area allocated to
them. They shall not interact or come closer to each other and with other groups
and shall not violate the norms of social distancing.
(v) The number of workers at a given time should be reduced by staggering the
shifts or days.
(vi) Entry of workers of any shift shall also be done in small groups by staggering
their time of reporting to the entry gate. The lunch hours also to be staggered to
avoid large gatherings. In case of multiple shifts, there shall be at least one hour
gap between two shifts.
(vii) Tool box talks to be done in small groups by maintaining social distancing. All
the do’s and dont’s related to COVID – 19 to be impressed upon in every tool
box talk
(viii) The work sites shall be kept clean with good hygiene. The work area including
casting yards, site containers, cabin of every crane and batching plants shall be
disinfected completely using user friendly disinfectant medium. All the frequently
touched elements like railing, stairs, water points etc to be disinfected twice
daily.
(ix) The contractor shall provide adequate hand wash facility with soap and
sanitizers , preferably with touch free mechanism, at entry and exit points and
common ares of work. Adequate stock of material to be maintained. Toilet
facilities shall be provided at every site.
(x) Posters with do's & don'ts issued by the state government shall be displayed at
number of prominent locations on each work site to improve awareness.
(xi) Contractor shall arrange food packets and tea (twice a day) for the workers/staff
available at site and they should not buy any food item from outside.
(xii) Physical review/ meetings at site should be avoided as far as possible.
(xiii) Consumption of liquor, smoking, paan, gutkha, tobacco etc shall be strictly
prohibited in work site and spitting should be strictly prohibited.
(xiv) Use of staircase for climbing should be encouraged. Not more than 2/4 persons
(depending on size) will be allowed to travel in lifts or hoists.
(xv) There should be total ban on non-essential visitors at work sites.
(xvi) The construction site should display list of Hospitals/clinics in the nearby areas,
which are authorized to treat COVID-19 patients, should be identified and list
should be available at work site all the times.
(xvii) Medical insurance for all the workers shall be mandatorily available at all times.
(xviii) Large gatherings or meetings of 10 or more people to be discouraged. Seatings
is to be at least 6 feet away from others at job sites and in gatherings, meetings
and training sessions
(xix) All vehicles and machinery entering the camp should be disinfected by spray
mandatorily.
(xx) Hand gloves should be used by the workers who are handling material coming
from outside.
(xxi) Post lunch, waste should be disposed by individual in designated bins and area
should remain clean.
(xxii) Workers should not share their belongings like tools, measuring tapes, food,
water bottles, utensils, mobile phones etc at work sites.
(xxiii) Non-touch garbage bins with biodegradable garbage bag should be installed for
waste collection at all common access areas. Proper disposal of garbage bags
along with daily cleaning and sanitization of bins should be ensured.
(xxiv) Wipe down interiors and door handle of machines or construction vehicles, the
handles of equipment and tools that are shared, with disinfectant prior to using
(xxv) The site offices of contractor or DMRC shall be treated as work site for the
purpose of enforcement of this SOP
(i) All areas in the premises including the following shall be disinfected completely
using user friendly disinfectant mediums:
(i) Prior to start of any activity, location specific risk assessment to be done by Chief
SHE
(ii) The location wise risk assessment to take care of aspects like
o Integrity of Assets (Condition of winch machine, lifting tools & tackles, back
stay/guy rope arrangements, lefties etc.) & strength of the same
o Inspection of erected tower cranes/ Gantries for any missing parts
o Stability of scaffolding & other work platform arrangements
o Safety of electrical systems
o Biological Hazards (Snakes/other poisonous reptiles or insects), clearing of
bushes& spraying of snake repellants to be carried out
o Optimal workmen strength required for the activity
(iii) After preparation of location specific risk assessment, a thorough inspection to be
carried out on the identified risks and corresponding control measures & to be
recorded & approved by Chief SHE
10. General
(i) Contractor’s Project Manager shall designate one person as COVID marshal
along with supporting team who shall exclusively look after the implementation of
all the precautions and procedure. However all the engineering and safety staff
shall also be responsible for ensuring all the above compliances
(ii) COVID marshals, safety officers along with their teams and any other designated
officers should daily inspect work areas, common areas, offices and labour camps
and report the condition to Chief SHE manager and Project manager who in turn
should send daily report to DMRC Project Manager and CPM
(iii) Records to be maintained for all the activities related to COVID 19, like issue of
protective items, sanitization, thermal scanning, suspected infected persons etc
and to be checked daily by PM and DMRC site staff.
(iv) Full protective gears including gowns, goggles , mask, gloves etc to be ensured
to santization team. All other persons who comes into contact with multiple
persons like covid marshals and his team, shop keeper, store keeper, drivers,
cashier etc should wear masks and gloves and they should always keep
sanitizers on their counters/ tables/ vehicles/ pockets.
(v) For any confusion, clarification and update, everyone should approach designated
authority or rely on authentic source. Do not believe on rumours and don’t spread
them.
(vi) The guidelines issued by Government of India, Ministry of Home Affairs order no
40-3/ 2020- DM-1 (A) dated 15 April 2020 should be strictly implemented.
Attention is also invited to the Penal provisions provided in Annexure III of this
order in case of violations of these guidelines by any person.
