3Q Accomplishment Report (ARMM)

A. Anti-Criminality

The Provincial Government of Tawi-Tawi is very serious in establishing peace


and order program. The Province allocated 16 motorcycles for the patrol
especially in Bongao, also provided drone and there were communication
technique that were given to the assigned people. The Philippine Marines,
PNP, PDRMC, and coastguards were provided a 1 unit each of twin engine
patrol boat to secure the territory in response to the program of Joint Patrol
Task-Force. As of the moment, the Provincial Government are preparing 12
units of patrol boat for the 11 municipalities, the material of the patrol boat
is a high standard fiber glass. These patrol boats are not only for the safety
of Tawi-Tawi Province, but also its neighboring Provinces. The PNP Tawi-Tawi
Command established inter-related coordination with other intelligent in the
Province. Likewise, policies and directives were properly disseminated to
every areas, and they were intensified in monitoring and shall save a pro-
active measures in criminality activities. Initiatives to get the possible
enemies like check points, maritime duties are secured in all areas. The PNP
leadership is now progressive against illegal drugs, lawless elements, and
coordination with military.

The Provincial Government of Basilan solves problem by sitting down with


the concerned people and talked about what they want to tackle. Not only
the Provincial Government has a peace and order council, but also with their
Cities, Municipalities down to their Barangays. Crime volume in Basilan goes
down because of the peace and order council they had made, and because
the people are helping each other in order to reach their goal, which is to
lower the crime rate.
B. Anti-Drug Campaign

Using and selling of illegal drugs is also one of the major problems in the
Province of Maguindanao. The Provincial Government reorganized and
expanded the PADAC membership by including all the Mayors as a members,
and oriented the PADAC members on duties and functions of PADAC, anti-
illegal drugs policies and national programs on anti-illegal drugs (MASA-
MASID). They formulated and adopted POPS Plan where anti-illegal drugs
programs of the province were included and 85% were completely uploaded
in the POPS PCMS. All Punong Barangays were oriented on BADAC, and
these Barangays have BADAC Action Plan and budget for 2017 & 2018, and
majority of these Barangays have allocated 3% of their budget for anti-
illegal drugs program. Municipalities like Mangudadatu, Paglat and
Kabuntalan were declared drug free municipalities in Maguindanao.

There were 59 drug users surrenderees and 67 arrested. Three


municipalities are 100% certified drug-cleared areas and these are
Municipality of Piagapo with 6 Barangays, Municipality of Kapatagan with 4
Barangays and Municipality of Calanogas with 4 Barangays in the Province of
Lanao del Sur. Northwestern Mindanao Front (NWMF), will sustain the
implementation of Bravo’s Ossodollah Military Court (like arresting Muslim
individuals who were engaged in illegal drugs and other felonies).

Initiative of the Province of Basilan Governor called for a meeting especially


the Provincial Anti Drug Abuse Council (PADAC) because they had their
pledge of commitment by gathering signatures to commit and pledge helping
the Philippine Government in fighting against illegal drugs. They also had
Drug Summit in the Municipalities like Tuburan and Sumisip. Barangay Anti-
Drug Campaign is very strong in the Island of Basilan which includes random
drug testing in the Barangays. Reformation Program is for the drug user
surrenderees who wants to change their lives. Phase one is a public
approach, they will undergo soul searching. Phase two is skills development,
TESDA is a part of this for the training to be given to the surrenderees.
Phase three is community service. It was stated that there is no rehabilitaion
center in the Philippines, but in the Province of Basilan, every Barangay have
Mosque where the drug surrenderees are being taken until they graduate
the Reformation Program. With the help of the people in barangays, there
are Barangays that are now 100% drug cleared areas, with a total of 19
Barangays and 4 Municipalities.
C. Insurgency

Maguindanao Provincial Government supported the AFP initiative on the


alliance of LGUs peace and security, and their “Balik Baril” Program. They
also strengthened the strategies on Monitoring and Evaluation of Municipal
Performance related to Peace and Security and the delivery of basic services
such as strict attendance of Local Chief Executives on the Peace and Security
Cluster meetings, regular monitoring on the functionality of MPOC / MADAC,
and lastly, implementation of the Martial Admin Order No. 1 in partnership
with the AFP, PNP and DILG. Province of Maguindanao has created
Maguindanao Task Force Reconcilliation and Unification to settle rido, to
promote peace, unity and development in the areas. MTFRU supported the
AFP initiative on the alliance of LGUs peace and security like Tri-People
Taskforce, Iranun Task Force and Kapamagayuna Task Force. Number of
settled rido or family feuds results to 19, and number of unsettled rido or
family feuds results to 21, with a total of 40 family feuds. Youth Leadership
Summit in partnership with AFP were conducted to let the young leaders
experienced and gain more knowledge on how to become on role models of
the children and youth. 100% of Mayors and Punong Barangays were
oriented on LADAC Duties and Functions and MASA MASID Program, and
100% of Punong Barangays were oriented on BADAC and DDB Resolution
No. 03 Series of 2017.

Lanao del Sur have also peace inclined armed group, the Moro Islamic
Liberation Front (MILF) in the province are the Northeastern Mindanao Front
(nemf) headed by Jannati Mimbantas with six (6) base commands and the
Northwestern Mindanao front headed by Abdullah Macapaar with two (2)
base commands overlapped in the area of Lanao del Sur and some parts of
Lanao del Norte. Their total manpower reached to 1,700 with more or less
1,500 firearms. The group operates in the following Municipalities: Kapai,
Balindong, Madamba, Pagayawan, Butig, Masiu and Maguing. However,
organizational build-up through trainings and recruitment will still be
undertaken. They will also keep its hope on the proposed Bangsamoro
Government.

Fishermen were given motorized banca during Fisheries Summit given by


the National Secretary of Department of Agriculture and Fisheries, also
attended by President Rodrigo Duterte. Basilan province also had Rubber
Industry Summit to showcase their rich environment and natural resources
in the Province of Basilan.
D. Preventing and Counter Violent Extremism

Initiative on Intra-Faith engagements in Sulu province is mainly about the


violence extremism and of course including the illegal drugs and all other
aspects, issues and concerns that affects the peace. The Province emphasize
on intra-faith engagements is because previously there were unstable
relationship among Muslim groups in Sulu which can cause instability and
cause more problem. It is to believe that this is very essential part in every
Muslim community. The Governor also had the guidance, and even have the
authority to declare that those who are in the ISIS oriented groups are un-
Islamic.

The initiative of LGU and the Provincial Government of Basilan after war or
the exchanging of fire is for example the anti-terrorism campaign. Child
warriors were also uncontrollable in the area, but some of them were
rescued, while the others willingly returned and hoping to change their lives
for the better. The Government will see to it the continuity and sustainability
when it comes to their anti-terrorism campaign.

Armed Forces of the Philippines continue the conduct of security and support
operation (SASO) to assist Task Force Bangon Marawi in the recovery,
reconstruction and rehabilitation (RRR) of Marawi City, Lanao del Sur. JTF
“ZAMPELAN” conducts “development support operations” in the JAO effective
01 February 2017 to defeat the LTG (Lanao-based), pursue peace initiatives
towards MILF and MNLF; support Law Enforcement Operations and local
developmental efforts to sustain the peace, ensure security and help
maintain public order in order to foster the foundation for inclusive economic
and human development.

PRO ARMM will continue to intensify its proactive and reactive measures and
will further strengthen its police presence to ensure safety and security of
the Bangsamoro Region.
E. Other Peace and Order issues prevalent in Locality:

Security conflict, prevalence of rido, drug menace, and terrorism are three of
the top peace and order problems in the Autonomous Region in Muslim
Mindanao. There is also illegal gambling having thousands of bet money has
been confiscated especially in the Province of Maguindanao. Illegal gambling
consists of video karera machines, fighting cocks, and various gambling
paraphernalia. Number of Local Terrorist Groups such as Maute is in Lanao
del Sur, while ASG is in Basilan and Sulu wherein these terrorist groups are
not just terrorizing people, but they also kidnap their fellowmen for money
and power. Possible factors that contribute to the Peace and Order Situation
in the Region is that the political rivalry and family feud that result into rido.
Most of the time, family feud and political rivalry arises especially when
national and local election are about to come. Difficulty in life, and lack of
education may result for the people to sell/use illegal drugs and to kidnap for
ransom, in this way, they find it easier in raising money for their family, and
for themselves.

The ongoing armed conflict between the government forces against the
Bangsamoro Islamic Freedom Fighters (BIFF), Abu Sayyaf Group and Maute
Group remnants has significantly challenged the preservation of peace and
order in the region

G. 2019 Development Initiatives

There will be continuous RPOC meeting to be conducted to tackle new issues


and closely monitor the implementation of peace and order activities in the
local level. The POC Performance Audit should be in the priority of Local
Chief Executives as P/C/MPOC Chairman.
