Spring Dumpster

The annual spring cleaning dumpster is scheduled to be on site April 29th and picked
up on May 6th or sooner if filled to capacity. The dumpster will be placed in the
overflow parking area as it has in past years. Please take advantage of this dumpster
to remove your bulk items and other items you would like to get rid of. Please no
mattresses, paint, tires, or other hazardous materials are allowed in the dumpster. If
you have an item that is questionable, please call USA Recycle & Hauling directly at
800-998-2984.

Dogs
As you are aware, Forest Ridge has many pet
owners. We would like to take this opportunity
to remind you to please be courteous and pick up
your pet’s waste immediately and dispose of
properly, dog’s must be leashed at all times.
Please remember, this is an Association rule and
violators can be fined up to per occurrence if not
in compliance.

Lydall Street Entrance Closing Update


As you know, the entrance to the community from Lydall St. has been closed
for some time now due to the failure and erosion of the culverts that carry
water under the roadway. A sinkhole also emerged, and after consultation
with the Town of Manchester, the entrance had to be closed. Since then the
Board has spoken to various engineering firms and ultimately retained GZA
to perform an alternatives analysis of the problems and recommended
solutions. The analysis was recently completed, and the Board met with
GZA project manager, Steve D’Ambrosio on April 1 to discuss the report.
GZA has recommended that either the pipe be re-lined or that a 3-sided box
culvert be installed to replace the existing culvert. Each option requires the
acquisition of permits from federal, state and potential town governmental
agencies. The Board has decided to pursue the lower cost and most efficient
option to reline the pipe. GZA will provide the necessary engineering design
services and will pursue the required permits for the project. The most
significant cost component of the project—the construction costs, including
the install of the pipe lining, will be going out to bid when the design
services and permitting components are completed. Exact costs to complete
this project are unknown at this time but based upon information from GZA
and other contractors, we expect the range to fall between $250,000-
275,000. The financing of the entire cost of the project is expected to be
derived from the reserves that have been accumulated this FY and a special
assessment of $125,000 in the next fiscal year. This is the same amount as
the special assessment imposed in the current fiscal year. The timetable for
completion of the entire project is similarly not known at this time. The
existence of the national pandemic will undoubtedly affect timing to obtain
the permits, and may otherwise slow down the construction component of
the job which we are told could take about 2 months. Rest assured the
Board is committed to seeking the most expeditious timetable possible; but
it is likely that the entrance won’t be opened before the Fall. The Board
continues to request your patience as we work toward a satisfactory
solution; and we will continue to keep the community abreast of the
progress made to resolve this important issue.

Capitol Improvement
Projects
The Board had planned to do additional roofing, siding and rebuild front decks in
parts of the community with the special assessment funds received in this FY.
However, when the culverts failed last Spring, and the Board was forced to close the
Lydall St. entrance, it became apparent that the fix to this issue was going to be very
expensive. Accordingly, the Board suspended all projects other than the roof on
building 19 which had already begun. Because of this foresight, the monies saved
during this fiscal year will greatly help to defray the cost of the Lydall St. repair that
will be completed during the next FY. The Board now feels confident that it can
finance the entire cost of this repair by imposing a special assessment rather than by
seeking a bank loan. The amount of this special assessment will be finalized soon
but is expected to be in the same range as the amount assessed in 2019.
Because of this planning, the Board expects to be able to resume its capital plan in
2022.
