Discussion on Cross Sectoral Analysis

Environment – Physical Infrastructure

Flooding is one of the major problem that the City is facing. It affects the whole Central Business District
as it is situated in one of the lowest elevation ranging from 10-15m. Some of the identified causes are
the inadequate infrastructure facilities on drainage system, silted rivers, unmaintained natural drainage
outlet among others. To mitigate the effects of flooding the City shall improve its drainage facilities,
adopt a specific plan to drain flood into the Bicol River basin and the city shall rehabilitate the natural
drainage along the city and put infrastructure to prevent degradation of these natural drainage
specifically the Sulong Creek.

The city shall also adopt infrastructure measures to prevent soil erosion along the river banks traversing
the city. River bank easement shall also be strictly implemented.

Structural Components under Iriga Disaster Rehabilitation Plan shall be adopted as well to mitigate the
effects of climate change along the slopes of Mt. Iriga.

Economic – Environment

The ecological function shall be paramount over economic and other considerations when allowing the
use of protected areas.
