Justification
JUSTIFICATION

As per RDSO’s final speed certificate for running of 8/12/16 car MEMU stock, CESE/MAS has circulated draft
JSC no. ELEC/MEMU/01/1 dl. 15.07.19 for running of 8/12/16 car MEMU on all the BG sections of Southern
Railway and requested OHE compliance certificate for processing sanction.
In connection with same CEDE/SR has advised division to initiate proposal for necessary OHE modification work
since the current OHE arrangement as per ACTM Vol.II, Part-lI, Appendix-I, para 16.5., PTFE type short neutral
section is only having a clearance of 400 m after the stop signal and 200 m before the stop signal. This 200 m
distance is adequate for running up to 9 car EMU/MEMU rakes only where the total length of 9 car MEMU is
191m. 12/16 car MEMUs are having total length of 266/355 m and hence minimum distance between neutral
sections and next stop signal should be 266/355 m for running 12/16 car MEMU. To enable running 12/16 car
MEMU, 6 neutral sections out of 30 in the electrified sections of Palakkad division are proposed to shift to get an
adequate clearance from nearest stop signal.

As per extant Railway board policy, the OHE to be made fit for running the trains at 160 Kmph in main lines. In
this connection, all the IOL type Neutral Sections are to be converted into PTFE type short neutral sections. In
PGT division, only one IOL type Neutral Section is available, which is located at MNY/SP. As a part of Railway
board policy as mentioned above, the said Neutral Section is now proposed to be converted as Short Neutral
Section by providing PTFE type Neutral Section Assembly.

As such, this proposal for " PGT Division: Shifting of Neutral sections for running of 12/16 car MEMU rake &
Conversion of existing IOL type Neutral section to PTFE type at MNY/SP " has been framed at a cost of Rs. 2.44
crores for consideration in the LAW sanction for the year 2020-21.
