TITLE: INSPECTION OF TRIPOLI – LIBYA BEACH

WEDDING RESORT
Introduction
This inspection was carried out as part of a NEBOSH International Certificate, this being the practical
assessment part of the examination.
The aim is to compare the observations that I have made with international health and safety
standards, and to identify common work place hazards. I will also comment on any good practices.
The objective is to produce a report for any interested party so that they may improve health and
safety standards at the complex and bring them into line with international standards.
My methodology was based on a visual inspection of the site and on asking questions of the staff
employed at the resort.

Findings
May I first state that the standards at the resort are of a typical standard found in any Tripoli
location. However, my objective was to compare existing standards at the complex with
international standards of health and safety management. I have made a number of observations,
and my comments and recommendations can be found in the Appendix 1.
In my opinion, the following issues are the most important and should be addressed within the
recommended time frames.
Children’s Play Area
There are a number of health and safety issues within this area. The equipment is not maintained
to a state of repair that would minimise the risk of personal injury to any child using the equipment.
There are also concerns about the ground surface, which would do nothing to minimise the risk from
fall injuries.
My recommendation is that this area is closed with immediate effect until the equipment and
environment is brought up to an acceptable health and safety standard. The equipment must be
proved to be suitable, maintained and inspected.
Electrical Supplies and Equipment
There were many examples of trip hazards caused by electrical cables. There was also evidence
that some electrical connections were makeshift and may give rise to electrical shock or fire.
My recommendation is that the electrical supply should be checked by a competent person without
delay.
There was also no evidence of electrical maintenance and inspection of electrical equipment.
My recommendation is to produce a register of all your electrical equipment and introduce a
programme of maintenance and inspection.
Fire
The resort lacks the most basic of fire precautions. There are no extinguishers, no signage, staff
have received no fire safety training and there is no safe assembly point.
My recommendation is that a suitable and sufficient fire risk assessment is carried out, and basic fire
precautions put in place.

First-Aid
There was no basic first-aid kit, nor any staff who had been trained in basic first-aid.
My recommendation is that a first-aid box should be purchased without delay and an assessment of
the sites first-aid needs to be undertaken. This will involve looking at the maximum number of
persons on site at one time and providing an appropriate facility to preserve life and prevent injuries
from getting worse until professional medical care arrives.
Welfare
There are insufficient toilets for the complex in view of the number of staff and potential visitors. On
the day of the inspection, there was no hand drying facility in the men’s toilet facility. It was,
however, good that employees have ready access to clean drinking water.
The rest area provided for staff within the camel enclosure is inappropriate as there are foreseeable
risks from biological hazards and other ill health risks.
My recommendation is that you completely review the complex welfare facilities for employees and
visitors.
In terms of access to beach, it is foreseeable that an employee or visitor wanting to gain access to
the beach could fall because of the current access and egress being in a bad state of repair.
My recommendation is that the access point be fitted with a barrier, or that proper safe access and
egress is provided.

Site Administration and Management of Health and Safety


On asking the staff on site, it appears that there is no health and safety policy, no insurance
certificate and that no members of staff have received any health and safety training.
My recommendation is that you become aware of the basic components of a health and safety
management system, and then plan to implement the basic steps within a time scale to suit your
resources.

Conclusion
I have not brought all of my observations to your attention in this report but I have prioritised the
main issues.
There are a number of substandard health and safety issues that would be considered a breach of
the International Labour Organisation’s Conventions and Recommendations. If these
recommendations are not adopted by the member state, this could lead to possible fines or, in the
worst case, imprisonment. The convention is designed to give employers information on their
responsibilities and how to discharge these responsibilities.
Employees expect to have their health and safety protected by their employer and do not expect to
be injured or suffer ill health as a result of their working conditions.
You also have a duty to protect your visitors and customers, and to ensure that they are not
exposed to risks to their health and safety. If you fail to take a reasonable standard of care towards
your employees and others, there may be civil implications resulting in claims for damage or loss.
It makes good financial sense to manage health and safety as it will lead to better employee morale,
increased visitors and increased profitability for the Company.
The cost of these improvements could be moderate to high. However, surely the cost would be
minimal compared to a serious accident at the complex which could lead to civil and criminal costs
and the indirect cost of your business reputation. Once the standards are implemented, little

financial costs will be incurred. What is required, however, is a firm commitment from the
organisation to maintain high standards of health and safety.
