You are required to carry out the requisite tasks after carefully reading through the scenario.

SCENARIO

You have been selected as a safety advisor in a reputed organization following ILO-OSH Management
Systems in their operations. You are directed to operate at one of their sites situated in a far flung
area in a desert, where they are to develop a set of 10 high rise towers.

You are welcomed at site by the project engineer and briefed about the project and health & safety
requirements needed to be fulfilled. You are shown your office and asked to make a brief report
regarding health and safety conditions at site so that further decisions may be taken.

You are accompanied by general foreman so that he may brief you about requisite details needed.
You want to have a general view and then specifically look at particular issues. Both of you start visiting
by a vehicle which is parked in a designated parking. You observe that a health and safety policy is
displayed out the main gate and many places in the organization. You are further told that a toolbox
talk is delivered to the new comers and stakeholders about health and safety policy. You further happy
to see all hand and power tools being are inspected and tagged. The general foreman further informs
you that all workers who report for a task are inducted in and records maintained. All these new
comers are provided with a brief training about the tasks they are to perform. You are quite happy to
see safety signs are displayed at places where requisite to highlight dangers. You further observe that
all tasks are being adequately supervised. The general foreman informs you that all of those foremen
are competent. You both reach at highly operational area where tasks are being performed. You
observe there is a security arrangement and fencing of the area. The adequate welfare facilities have
been provided such as toilets, clean drinking water, change rooms, rest areas and a fully functional
canteen. The organization management seems to be committed to H& S and a strong policy is
developed, communicated and maintained. The project manager was seen moving at the site with site
engineer performing a safety tour. I was further told that he participates in safety committee meetings
regularly. All edges of the building were protected through guard rails and almost all workers were
wearing the requisite personal protective equipment. I was told that safe systems of work are
developed and implemented through permit to work for highly hazardous activities. These all are
developed in light of risk assessments. He further informed me that all incidents are investigated
according to developed procedures and remedial actions are followed. It was further seen that
organization has provided adequate resources for implementation of health and safety requirements.
There is a monthly safety committee meeting chaired by the project manager involving all essential
stakeholder and discuss health and safety related affairs. The agenda is circulated before the meeting
is held and then discussed accordingly. The organization is using both active and reactive monitoring

methods to check and improve health and safety performance of the organization. Daily inspections
are being carried out. Safety tours and safety sampling is performed and records maintained. A series
of audits being performed by the organization to check how its management system is being operated.

Keeping in view the above scenario answer the following questions:

TASKS
Task 1 Explain in the light of scenario mentioned, how the employer has succeeded in fulfilling his
legal, and moral duties. (20 Marks)

Task 2 Prove that the organization has a positive health and safety culture keeping in view the
scenario. (10 Marks)

Task 3 Highlight what type of content may be included in a general risk assessment of the site keeping
in view the scenario. (10 Marks)

Task 4 If the organization has to become a world leader in health and safety, what human factors it
can improve keeping in view the scenario facts and figures. (10 Marks)

Task 5 What benefits the organization will have if it adopts ISO 45001 HSMS instead of ILO-OSH HSMS.

Task 6 The towers being erected are very high and a safe system of work at height is to be developed.
Highlight the safe system of work for height keeping in view the SREDIM and MEEP. (10 Marks)

Task 7 Hot works are being carried out at site. The welders are new. In your opinion, what kind of
training they need to be provided to perform safe hot work. (10 Marks)

Task 8 (a) Audit is being performed at site. In your opinion, how many stages an audit will have? (05
Marks)

(b) What documents an auditor may look for before he performs an audit? (05 Marks)

Task 9 (a) How many performance reviews an organization generally has during its one year tenure?
(05 Marks)

(b) How these reviews are utilized to develop action plans? (05 Marks)

Please note that you are awarded one mark for every single technical point you explain. Usually you
have to write 30 thirty words for each one mark. For example for a 10 marks question, you have to
write 300+- word to achieve better marks.
