PART I – GENERAL INFORMATION

9. Purpose. The requirement of Salvage Bags is for lifting of sunken objects. The
equipment should be capable of lifting light object (500 – 5000 kgs) from a depth of 150 mtrs
to the surface with ease, reliability and efficiency for salvage purposes.

10. Regulation/ Standards. The Salvage Bags should comply to following current
International Standards: -

(a) Current MILSPEC/ HSE/ NATO equipment performance standards.

(b) Certification as per ISI/ ISO/ Lloyds/ EN250/ DNV or equivalent Standards.

11. Functionality. The equipment should be capable of being used by any qualified diver
underwater during a diving operation. The role of each associated item should be as per
characteristics enumerated along with the description/ main features.

PART II

OPERATIONAL CHARACTERISTICS AND FEATURES OF


SALVAGE BAGS

12. Introduction. The equipment should be capable of lifting sunken objects from the sea
bed to the surface. The equipment should be man portable and easy to carry in a bag/ case to
the site of operation. A diver in water or attendant from the surface should be able to remotely
operate the equipment. The bag inflation mechanism needs to extremely reliable and meet the
specifications mentioned in the succeeding paragraphs.

Essential Parameters

13. Dimensions. Each set of Salvage Bag kit should comprise of bags of the following lift
capacity: -

(a) 100 Kg
(b) 500 Kgs
(c) 1 Ton
(d) 2 Ton
(e) 5 Ton
(f) 10 Ton
(g) 20 Ton
(h) 35 Ton

14. Material / Design of Bags. The material of the bag should be flexible, light in
weight and soft to enable folding of the bag into a compact unit for stowage. The bag should be
resistant to scratch/ cuts from sharp edges and incorporate safety devices / mechanism for
release of extra pressure inside the balloon on inflation. It should be provided with hook on clips
for ease of towing at very slow speed (2 – 3 knots). It should have at least 2 air inlet ball valves
with quick release hose line fitting. The life of the bag should be a minimum of 10 years.

15. Carrying Case. The Salvage bag kit provided with a man portable carrying case that
gives protection and preserves the bag for a prolonged duration in all type of weather
conditions.

16. Actuation. The Salvage Bags should have a facility of local / manual actuation. In
addition to the manual actuation of the Salvage bags, there should be a provision of remote
actuation.

17. Inflation Source. Salvage bags to have their independent source of inflation systems
in terms of air-pressurised cylinders with their integral pressure compensated regulators and
pressure gauges. The air cylinder should have indefinite life and capable of being used
underwater.

18. Operating Depth. The Salvage bags should be suitable for use upto a depth of 150
Metres.

19. Safety Features. The Salvage bags should incorporate relief valves to ensure safety
against over charging.

20. Environmental Conditions. The Salvage Bag offered should not require a controlled
environment for stowage and should bear temperature ranges of +1 to 50 oC.

21. Documentation. The following documents are to be provided:-

(a) Complete documentation of handling, preparation, testing, repair for the entire
equipment.

(b) Should include a computer based training package for routine maintenance and
repair of the equipment.

(c) The life of all consumable subassemblies and spares to be stipulated in the
documentation.

(d) Paper particular, company Part numbers with description and layout drawing of all
components of the equipment is to be provided.

(e) Exploitation document including test procedures and maintenance by user is to be


provided.

22. Maintenance and Product Support.

(a) On Board Maintenance. All the items should afford easy on-board maintenance,
by replacement of consumable spare parts or by way of replacement with new items.
The supplier/ OEM is required to recommend a list of onboard spares. The equipment
should be supplied along with special tool kit and test equipment as required for the
same.

(b) Base and Depot Spares/ Stocking. Manufacturers Recommended List (MRL)
of Base and Depot (B & D) spares and On Board Spares (OBS) must be provided with
cost. Adequacy and continued availability of spares/ replacement of the item (depending
upon the life span) must be ensured prior to placement of orders for this equipment.

(d) Performance Monitoring. The facility to determine a drop in the equipment


performance relative to the laid down standards at the time of supply should be
provided.

(d) Product Support. The OEM/ supplier should support each item of the equipment
supplied, for a period of its life span. Any obsolescence of the component/ spare/ item
needs to be intimated by the firm, well in time, to enable stocking of spares by the
Indian Navy. The firm should also recommend/ offer suitable substitutes/ replacement
for such components. In addition, up-gradation/ modification to the equipment, resulting
in enhancement in the performance should be intimated and offered to the Indian Navy.
The firm should also indicate their willingness to undertake AMC/ periodic maintenance
(which would be separate contract on expiry of the warranty period) either directly or
through their authorised Reps in India.

23. Testing Procedures. The equipment should adhere to the environmental test
conditions & proof there of as per International standards.
