Srinagar: Defence Minister
Rajnath Singh on Saturday vis-
ited the holy cave of Amarnath
and o�ered prayers. He spent lit-
tle short of an hour at the temple
complex. The Amarnath cave
shrine is one of the holiest
shrines in Hinduism and hun-
dreds of thousands of devotees
make an annual pilgrimage to it
across challenging mountainous
terrain. His trip to the holy cave
comes on the second day of his
visit to Ladakh and Jammu and
Kashmir. On Friday, Defence
Minister Rajnath Singh re-
viewed the overall security sce-
nario in Jammu and Kashmir
with the top military brass, o�-
cials said. He asked the armed
forces to give a fitting reply to
any "misadventure" by Pakistan.
At a high-level meeting, the
Defence Minister had also asked
the armed forces to maintain a
strict vigil along the Line of Con-
trol (LoC) with Pakistan.

Rajasthan schools denying education over non-payment of fees

Jaipur (IANS): Amid the Covid-
19 pandemic when educational
institutions are shut and are
striving to complete courses
online, Rajasthan schools are
traumatising parents and stu-
dents over non-payment of fees
by blocking them from online
classes and dropping them
from school WhatsApp groups,
flouting the state government
order.
In a July 7 order, the state
government said no school
should demand payment of tu-
tion fees till they remained
closed due to Covid-19 and no
students be declined access to
education over it.
However, many schools are
flouting the order, and are call-
ing parents and taking action
against students over the fee is-
sue. Speaking to IANS, Sunil
Yadav, president of the All Ra-
jasthan Private School Parents
Forum, said many parents had
reached out to them complain-
ing how schools were torment-
ing children by dropping them
from class WhatsApp groups
and online classes.
Sharing screenshots with
IANS, he said, "Ryan Interna-
tional School has dropped
many students because their
parents couldn't make pay-
ments during this tough time.
Students are also being pre-
vented from attending online
classes."
When IANS spoke to Ryan
International School, Sharon,
admission in-charge, said, "We
have taken action against stu-
dents who didn't pay last year's
fees." As other school employ-
ees were not available, "I can
share only this little informa-
tion," she said.
But Yadav said the action had
been taken in connection with
the current academic year.
Several parents shared simi-
lar stories of the school's high-
handedness as well as open
flouting of the state govern-
ment order.
Lalit Sharma, father of a stu-
dent, said the government
should either declare this aca-
demic session as zero year or
online year and set the fee ac-
cordingly.
The parents group of Jaishri
Periwal School, another promi-
nent school, tweeted: "Kids
don't remember what u taught
them, they only remember how
u made them n their parents
feel during difficult situations."
A father of a student of this
school said his child had been
dropped from the WhatsApp
group. Later on request, he was
reconnected. "Teachers said it
was a technical glitch. However,
we, parents, don't know if it was
a deliberate action or an acci-
dent. Our kid was quite embar-
rassed," he said.
A mother of a student of the
same school, said, "Educators,
instead of teaching, have got a
new role -- emotionally attack
a child over fee. Didn't expect
this." She also tagged this to
Jaishri Periwal, chairperson of
the Jaishri Pariwal Group of
Schools.
She also shared a screenshot
of a chat where a teacher is re-
minding the student about pay-
ment of Rs 1.56 lakh fee.
Lokesh Murlidhar, father of
a student of Jaishri Interna-
tional School, said, "Being ac-
credited to International Bac-
calaureate (IB), it's charges are
high compared with other
schools. The charges around Rs
3 lakh for primary, Rs 6 lakh for
middle and Rs 10-12 lakh for
senior school."
Parents, according to Murlid-
har, have decided to form a
committee and send a legal no-
tice to the school management.
If they don't reply, the parents
will move the court. Surpris-
ingly, the school had set dates
of examination, which were
held in October, in August, only
to put pressure on parents to
pay fees or else their wards be
barred from examinations, he
added.

Mobile testing vehicles for
faster Covid detection
Bengaluru (IANS): Mobile
rapid antigen testing vehicles
have been set in motion in the
city for quick detection of Covid
cases, said an o�cial on Saturday.
"To detect cases quickly, rapid
antigen test kits in vans have
been launched," said an o�cial.
The testing vans will now en-
able symptomatic primary con-
tacts, senior citizens and people
with comorbidities to contact
them via helplines to reach their
doorstep for a Covid test.
If the throat and nasal swabs
test negative, they will be sent to
the nearest RT-PCR testing facil-
ity for further determination.
One mobile testing facility
with a team of three people will
be on standby in each of the city's
zones to attend to symptomatic
cases. The testing team will dis-
embark from the van to set up a
table to draw the swabs for anti-
gen testing, which takes at least
30 minutes.
Meanwhile, a rapid antigen
testing drive was launched in the
city on Friday with 150 volun-
teers who are microbiology grad-
uates to collect swabs from the
virus hotspots, densely popu-
lated places and containment
zones. More than 200 cabs were
hired for the testing drive to ferry
health workers to identify people
with Influenza Like Illness (ILI)
and Severe Acute Respiratory In-
fection (SARI).
The government is also seek-
ing a number of volunteers with
a background of science educa-
tion to strengthen Covid con-
tainment e�orts.
Being the epicentre of the pan-
demic in the southern state, the
number of active cases it hosts
rose to 62 per cent.

Thiruvananthapuram (IANS): As
reports of the gold smuggling
case surfaced, Kerala Chief Min-
ister Pinarayi Vijayan first gave a
clean chit to M. Sivasankar, his
now sacked principal secretary
and also the IT secretary. But as
things turned hot, Vijayan re-
moved him from the two posts
and when the case became
murkier, he suspended him from
service.
A senior IAS o�cial,
Sivasankar was the main man in
the Chief Minister's O�ce and
hence it was natural that Vijayan
would defend him.
The National Investigation
Agency (NIA), which is probing
the case, will soon question him.
The NIA has the custody of the
prime accused P.S. Sarith,
Swapna Suresh, Sandip Nair and
their relations with Sivasankar
are now out in the open.
Vijayan who took a tough po-
sition initially, seems to be back-
ing down. At the CPI-M's state
secretariat meeting held here on
Friday, he was in a defensive
mode - probably for the first time
since he took over in 2016.
The CPI-M state secretary al-
ways has an invisible grip over
their government and this was
very visible when V.S.
Achuthanandan was the Chief
Minister (2006-11) and Vijayan
was the party secretary.
The ti� between the two at
that time made headlines and at
one point of time, both were re-
moved from the politburo and
later only Vijayan was reinstated.
But after Vijayan became Chief
Minister in 2016, he has reigned
supreme and the present party
secretary Kodiyeri Balakrishnan
plays second fiddle.
However, after Friday's CPI-M
party meet, though Balakrishnan
said they are strongly behind Vi-
jayan and his government, inside
reports indicate that the party is
not happy with the way things
have transpired in his o�ce.
This unhappiness was visible
when reports surfaced that the
state government will examine
all the consultancies given to var-
ious agencies and the sta� mem-
bers attached to Sivasankar's of-
fice were transferred out.
What has hit Vijayan very hard
is that Sivasankar was responsi-
ble for posting main accused
Swapna in a prime post in the IT
department with a huge salary,
despite her being just a Class X
pass.
The probe has now begun

which was produced to get her

Guidelines for Covid centres in
gated housing societies issued
New Delhi (IANS): The Union
Health and Family Welfare
Ministry has issued
guidelines, including on
eligibility, handling of
different categories of cases,
and so on, for gated
residential complexes
desirous of setting up small
Covid Care facilities run by
the Resident Welfare
Associations, housing
societies and NGOs using
their own resources.
The ministry believes that
this step may be more
acceptable to the residents
and will help reduce the
burden on existing facilities
for managing pre-
symptomatic, asymptomatic
and very mild cases of Covid-
19 residing in that particular
society.
However, it stressed that
this facility is not meant for
elderly patients, children less
than 10 years of age, pregnant
or lactating women, and
patients with co-morbidities
(diabetes, hypertension, heart
disease, kidney disease,
chronic respiratory disease,
cancer and other immune-
compromised states) who
shall be admitted to a proper
Covid Care facility.
The Covid Care facility will
follow strict infection
prevention and control
practices, the guidelines say,
stating that confirmed and
suspect cases would be kept in
separate partitioned areas and
no intermixing will be
allowed. There should also be
separate toilets for both
categories.
The facility will be linked to
the surveillance team (IDSP)
and an ambulance provider,
and important telephone
numbers of the
RWA/residential
society/NGO, doctor,
caregiver and ambulance
service provider shall be
displayed prominently.
The makeshift facility may
be set up in a community hall
or common utility area within
the premises of residential
complex or empty flats which
are isolated location-wise
from rest of the occupied
dwelling.
The facility should have a
separate entry and exit, with
the entrance should have
mandatory hand hygiene
arrangements (sanitiser
dispenser) and thermal
screening provisions for
caregivers. The beds shall be
placed at least one metre (3
feet) from one another.
Adequate natural room
ventilation shall be ensured,
and putting up exhaust fans to
vent out air from the facility is
desirable.
The guidelines also state
that a doctor residing within
the gated complex or provided
by the NGO will facilitate
daily medical examination of
the admitted patients. A
caregiver designated by the
RWA/residential society/NGO
shall be identified to provide
care to the patients.
The doctor and the
caregiver so selected will
undergo training on the iGot

overnments around the
world are rapidly expand-
ing their healthcare capac-
ity in response to this pandemic
Corona and other diseases. In In-
dia, there is very little regulatory
control over the private healthcare
system. Of course, some states
have moved in to use this private
pool of hospitals. Shutting down of
hospitals is no solution. Proper
nursing protocols, genuine PPE
kits, ventilators, oxygen cylinders
and dependable rapid tests are the
urgent need of the hour. But by and
large, the large pool has not been
utilised. The Government of India
should announce health emer-
gency and takeover of all private
hospitals in the country to fight
Covid-19.
Why are the private health
providers not being roped in more
actively given the shortage of crit-
ical care specialists in the country?
During the last four decades, the
focus of the government has been
on facilitating private healthcare
at the cost of the public health sys-
tem. A survey conducted by FICCI
shows that private hospitals and
nursing homes comprise 60 per
cent of the beds in India at 8.5-9
lakh and 80 per cent of the doctors
in India, and cater to 60 per cent
of the in-patients. As per the study,
this vast network of private nurs-
ing homes and hospitals have
largely shut shop during the lock-
down and are incurring losses to
the tune of between 14000 crores
to 24000 crores.
Of course, part of the problem,
corporate medical o�cers say, is
that the cost of acquiring and

spending on health care at 0.9 per
cent of Gross Domestic Product
(GDP) is among the lowest in the
world. This proportion has fallen
from an already low 1.3 per cent of
GDP in 1991 when the neoliberal
economic reforms began. Yet India
ranks among the top 20 of the
world's countries in its private
spending, at 4.2 per cent of GDP.
Employers pay for 9 per cent of
spending on private care, health
insurance 5-10 per cent, and 82 per
cent is from personal funds. As a
result, more than 40 per cent of all
patients admitted to hospital have
to borrow money or sell assets, in-
cluding inherited property and
farmland, to cover expenses, and
90 per cent of labours, farmers,
workers and daily wagers are
driven below the poverty line by
the costs of their medical care.
Despite the suspicions of the
people who use the service that
many private providers of health
care perform unnecessary diag-
hospitals claimed that they had
had to pay bribes or use influence
to jump queues for treatment and
for outpatient appointments with
senior doctors, and to get clean bed
sheets and better food in hospital.
Until about 20 years ago the
private sector comprised solo
practitioners and small hospitals
and nursing homes. Many of the
services provided were of exem-
plary quality, especially those
hospitals run by charitable trusts
and religious foundations. As the
practice of medicine has become
more driven by technology, how-
ever, smaller organisations have
become less able to compete in
the private healthcare business.
Large corporations, such as drug
and information technology com-
panies, and wealthy individuals—
often from the Indian diaspora
(commonly called non-resident
Indians)—have started providing
health care to make money. They
now dominate the upper end of the

change the financing and regula-
tion of certain private hospitals by
encouraging private health insur-
ance and international accredita-
tion.
The private health sector in In-
dia has made some impressive
strides but has done so at the cost
of the public sector. To regulate it
may be, however, just another op-
portunity for bureaucratic delays
and corruption. A better solution
might be to impose greater social
accountability on private
providers, making a certain pro-
portion of private services avail-
able to the poor. The first priority
must be to increase public expen-
diture on health care.
The government's common
minimum programme promises
an increase in the spending on
health care from 0.9 per cent to 3
per cent of GDP in five years with
a health insurance scheme for
times being faced by home-
makers are numerous. Most of
the married womenfolk to get
on the family and to support
their hubbies financially to
some extent are employed in
various positions at different
locations and are focussing
their restless attention on re-
spective fields to fulfill the
needs of hubbies, children and

or put on ventilator support.
The recent remarkable growth
of the private health sector in India
has come at a time when public
nostic tests and surgical proce-
dures, Indians are choosing the
private sector in overwhelming
numbers. This is because the pub-
lic alternative is so much worse,
with interminable waits in dirty
surroundings with hordes of other
patients. Many medicines and
tests are not available in the public
sector, so patients have to go to
private shops and laboratories.
Each harassed the doctor may
have to see more than 100 patients
in a single outpatient session.
Some of these doctors advise pa-
tients, legally or illegally, to “meet
them privately” if they want more
personalised care.
In a recent survey carried out by
Transparency International, 30
per cent of patients in government
market, with five star hospitals
manned by foreign trained doctors
who provide services at prices that
only foreigners and the richest In-
dians can a�ord. These hospitals
are largely unregulated, with no
standardization of quality or costs.
Their success may be gauged by
their large profits and ability to
raise funds through foreign invest-
ments.
The medical system is failing its
own people. Yet the government of
India has stated: “To capitalise on
the comparative cost advantage
enjoyed by domestic health facili-
ties in the secondary and tertiary
sector, the policy will encourage
the supply of services to patients
of foreign origin on payment.”
Medical tourism to India is ex-
poor families. In the past two
years, although expenditure on
health has increased in absolute
terms, the proportion of GDP it
represents has declined. The Gov-
ernment is receiving large num-
ber of grievances of exorbitant
amount of money being charged
by healthcare providers and caus-
ing hardships to the public in gen-
eral during the Covid-19 pan-
demic. The GOI should pass an
order under health emergency
that Covid-19 should be treated
at all private hospitals and nurs-
ing homes at free of cost.

I have been an ardent reader of the newspaper for
the past six years and take a special interest in reading
the editorials and highly informative articles by em-
inent writers on various subjects including environ-
ment and education.. I have a good collection of arti-
cles published in the columns such as Civil Services
students and candidates preparing for competitive
exams. The editorials are always balanced maintain-
ing objectivity on emerging national and interna-
tional developments. The coverage being given to the
global pandemic and the information concerning the
coronavirus is appreciable.
A notable feature of the newspaper is the impor-
tance it gives to readers' views. The letters and the
readers' pulse columns giving room for diverse
opinions enable readers to gain a deeper under-
standing and develop empathy and respect for di-
versity. It is particularly noteworthy that despite
the constraints associated with the current lock-
down restrictions, the physical copy of the print
format of our favourite newspaper, THI, is reaching
our hands. I wish and hope that the newspaper will
continue to achieve rapid strides in journalism and
serve the people and our great nation in the years
to come by playing its useful role as a responsible
member of the fourth estate...

bringing to mind, the pleasant
memories of the by-gone days in
one's life. One such news item I
read in the The Hans India about
the reappearance of Jatka Bandi-
the horse-drawn cart in the rural
areas of Rajahmundry, East Go-
davari district of Andhra Pradesh
( "Jatka Bandi makes a come-
back"-THI, July 9) made me recall
the memories of my childhood
about our rides in Jatka Bandi. I
still remember vividly our rides in
Jatka Bandi which we, children,
enjoyed so much during our sum-
mer-holiday tours to our grand-
parents' villages and to the pil-
grimage centres.
When we made train journeys
and got down at the railway sta-
tions of our destinations, outside
the railway station, there would
be a row of Jatka Bandis waiting
to ferry passengers. The moment
we, children, saw horse-drawn
carts, our faces lit up with happi-
ness and we found ourselves in
great excitement. The horses and
the carts decorated so colorfully
presented the pictures of marvel-
lous beauty. Especially,the horses,
white, brown and red in colors
,caught our fancy. When we got
into the cart and seated, we were
immensely excited. Waving the
whip in the air, pulling the reins
of the horse,the horse-cart man
let the horse run over pucca paths
with a cloud of dust rising.
Once the horse-cart started gal-
loping, there would be jolting,
throwing the passengers one over
another. While our elders sat,
holding the iron-frames of the cart
tightly, we,the children, falling
over each other would keep
screaming, laughing and enjoying
the jolty trot of the horse-cart.
Sometimes, the horse on its way
would slow down its pace and of-
ten stop,being reluctant to move
on. Then,the cart-man,making
clucking sounds with his mouth,
brandishing his whip,would re-
lease strokes on the skin of the
horse and the horse would spring
into a gallop.
While the horse-cart was trot-
ting along the paths of the vil-
lages,passing green fields on both
sides of the paths,we,children,
would be watching so delightfully,
the beautiful sceneries of
nature,the spectacles of singing
birds on tree-branches and of graz-
ing cattle in fields and the scurry-
ing squirrels up the trees. The rides
we had in the horse-carts in our
childhood days remain as the
much cherished, pleasant, exciting
memories in my adult mind.
Now, as years rolled by, with the
advancement in the mode of
transport,cabs,taxis,auto-rick-
shaws,vans, city-buses,metro-
trains, motor-cycles replaced this
old-time mode of transport-Jatka
Bandi. When I happened to read
the news-report in" The Hans In-
dia"about Jatka Bandi as an im-
portant mode of transport in rural
areas of Andhra Pradesh in these
Corona times, my heart leapt up
in joy with my childhood memo-
ries of Jatka Bandi rides flooding
my mind. Thank you,for your
wonderful news-report about
Jatka Bandi.

The present coronavirus pan-
demic affecting more than 180
countries and territories since
late January necessitated lock-
down to prevent the disease
from spreading further. Al-
though there are different
views among people on the im-
position of nation-wide lock-
down in India for 54 days in
three spells, there is a broad
consensus and support from
people and the state govern-
ments that it has paid divi-
dends, compared to many
worst-affected countries de-
spite much better healthcare
infrastructure and standard of
living. However, there are sev-
eral reports of the hardships
faced by the poor and migrant
labour across India. The lock-
down and containment meas-
ures would have made more
sense only if they are able to
save people from misery, in-
flicted not only by a virus but
also by hunger.
Telangana reforms for ad-
ministrative decentralisation:
The experience in spatial and
administrative decentralisa-
tion, is almost four years.
Telangana has introduced sev-
eral reforms of spatial decen-
tralisation of administrative
units like formation of new and
reorganisation of districts and
rural and urban local bodies, to
make the administrative ma-
chinery transparent, account-
able and people-centric. The
reorganisation of districts into
smaller and new districts in Oc-
tober 2016 aimed at good gov-
Panchayats as municipalities
and major municipalities as
corporations; thus easing the
burden of major units in pro-
viding services to people and
making small units as self-gov-
erning bodies. Revenue divi-
sions and other administrative
units have also been reconsti-
tuted along with the districts
and 25 new revenue divisions,
125 new mandals, four new po-
lice commissionerates, 23 new
police sub-divisions, 28 new
circles and 91 police stations
have come into existence from
October, 11, 2016.
The State government re-
sponse to Covid-19: The Telan-
gana State Assembly has dis-
cussed about the preparedness
of Government to combat the
Covid-19, on March 6. The Chief
Minister categorically denied
the opposition party’s charges
on the subject and opined that
there are no valid circum-
stances warning us to be cau-
tious. However, Government
has realised that when a young
Hyderabadi software profes-
sional from Dubai travelled to
Hyderabad via Bengaluru and
was found positive in the sec-
ond week of March, 2020. It
started screening of passengers
arriving from Gulf countries.
KCR recognised the intensity of
the pandemic problem and
“tried to put in a policy frame,
broadly within the framework
given by Central Government.
The Government has initi-
ated multiple strategies to con-
tain the diseases and protection
of all-walks of people from the
onslaught of COVID -19. They
include undertaking preventive
and curative health pro-
grammes; and, welfare meas-
ures such as shelter, food, water
and security, including migrant
labourers. The government has
displayed a proactive role to
identify the sources of trans-
mission. A coordinated plan is
put in place to identify and
monitor people with infections
and their close contacts by
mapping their movement
through visual footage and field
information. This monitoring
system not only involves au-
thorities (civil, police, and
health administration) but also
elected local body representa-
tives as active stakeholders.
The government has identified
state-run hospitals and dozens
of private hospitals attached to
medical colleges to be used for
isolation wards and treatment,
apart from identifying dozens
of pulmonologists, both in serv-
ice and retired towards availing
services, if needed.
The response of Government
of Telangana, during past 40
days, in combating Covid-19, re-
veals that both preventive and
curative measures, short and
long-term, have paid dividends.
The able political leadership,
small-size administrative
units- districts and local bod-
ies- the Palle and Pattana Pra-
gati programs, appointment of
Additional Collectors to moni-
tor the development pro-
grammes, appointment of vil-
lage/town warriors, villagers
self-defence mechanisms, es-
tablishing a new hospital with
1500 beds, rebooting and re-en-
ergising of public institutions
and functionaries, etc, have col-
lectively contributed for con-
taining spread of Coronavirus
in the State.
Government machinery at
lower levels of administration,
that’s often deficient and
grossly inadequate in respond-
ing to needs of the people, has
become really functional. In
the turbulent times, district
functionaries of health, police,
revenue, women and child wel-
fare, sanitation and others, who
are otherwise less appreciated
for being authoritative and
evading duties, have exhibited
exemplary commitment to pre-
vent the spread of corona in the
state. The evidence on the han-
dling of epidemics, reveals that
the role of public institutions-
particularly healthcare is un-
paralleled to private institu-
tions in providing safety and
basic services to people; thus,
putting the public institutions
on national agenda once again
for debate to strengthen the
districts, more particularly in
GHMC jurisdiction areas char-
acterized by high density of
population and migrants. This
situation demands serious need
for long term measures of actu-
ally undoing most of the prac-
tices and systems that landed
the city into its present crisis.
Long term measures must be
guided by means to promote
townships to reduce burden on
Cities and also contain the
spread of health hazards. Gov-
ernment of Telangana has pre-
pared roadmap for promoting
Townships and Regional Ring
Road connecting to the Cities,
but they are yet to take-off and
re-examined in the context of
epidemics.
The real impact of adminis-
trative decentralisation in de-
livery of services to people re-
ported in media, needs a
detailed examination to iden-
tify the best practices and
mainstream them to continue
beyond the emergency of the
Covid-19. The larger question is
whether the state leadership
accord priority to public insti-
tutions and transfers the real
authority to the district admin-
istration and local governments
to be effective in improving
governance in normal times as
well and effectively address any
future emergencies?

Leaders need a makeover

T
he silence of impatient guns on the bor-
der and the sighs of the jobless is an
ominous and nervous combination
taking shape across the world. It's a wake- up
call that the polity is going wrong. Leaders
across the world are falling short as country
after country is being let down by them.
Whether it's the health crisis, the growing so-
cial conflicts, economic crisis or border ten-
sions, economies are in severe distress. The
looming uncertainty and possible food inse-
curity must alert us of the serious situation.
We are floundering in a vicious deprivation
of ethics, lack of values or even a stable vision.
If you look closely, the one common denomi-
nator that cuts across di�erent cultures and
politics is the quality of leaders.
Mediocrity is holding us hostage and we
can blame only ourselves. We have become
crass nationalists, regionalists, even casteist
and willing objects of servitude. Most of us
are merely struggling to exist and hoping to
rise above the intellectual poverty of our own
minds. We have forgotten the qualities of
statesmanship as we struggle with our frus-
trations and lost dreams, unable to think be-
yond the short term. The root of the leader-
ship crisis is within us. We now look for
situational leaders who know how to take ad-
vantage of opportunities instead of visionary
leaders who can inspire and mould the world
for collective harmony.
The damage is severe but then, the quality
of leadership is a reflection of our times. We
are stuck in the age of instant gratification.
Foolishly we vote to power the situational
leaders because they appear to be problem
solvers and have the ability to spin their way
around situations. Visionary leaders do not
appeal to us because they talk about vision
and values and they motivate for the long
term. It reflects our insecurities as we follow
quick fix leaders. We have stopped thinking
of a future beyond our own and prefer to be
timid followers.
The historical models of e�ective leaders
have been kings and rulers and then the po-
litical leaders who were strong, benevolent
and progressive in their views. They followed
ethics and values that did not discriminate
and were capable of living in harmony with
other states. Undoubtedly, the character of
the nation state moulds itself to the vision
and values of the political leadership. The ma-
turity, vision and experience of the political
leadership sets the tone and impacts the qual-

The England versus West Indies first
Test match in Southampton finally
brought cricket to the forefront once
more. The Test match was a thriller
with the West Indies finally chasing the
runs and coming out victorious on the
final day of the game. However, England
to me, has also come out as a winner.
They showed that cricket can still be
played even in these di�cult times of
COVID-19.
The e�ort and planning that would
have gone into it and to be the first
country to do so, must have been quite
an arduous task. Furthermore, to or-
ganise it so meticulously was a magnifi-
cent achievement. They now have a
template for the rest of the world to fol-
low.
The players have shown that "the
show must go on" and for them to live
in an isolated bubble for the quarantine
period and thereafter is a remarkable
commitment.
One is, therefore, sad to learn that
England's new sensational fast bowler
Jofra Archer -- on the journey from
Southampton to Manchester where the
second Test match is being held -- broke
the regulations set by visiting his flat on
the way. This action from the young dy-
namic bowler was immature as he is
now in quarantine and has missed the
ity of decision making at the ground level. The
past century has witnessed war, strife and tur-
moil and it was exemplary statecraft of pro-
gressive leaders that guided it through the
challenging times that spanned the American
Revolution, the two world wars that marked
the ambition of nationalism and aggression,
the Indian independence movement, the end
of apartheid and the unification of Germany
amongst others.
Over the past decades, the global leaders
who made a di�erence were liberal and their
journey was based on the vision of collective
social and economic upliftment. The Nurem-
berg verdict in 1946 summed up the need to
ensure that civilisation does not get compro-
mised by the men in power as happened in
the Second World War. It said, "What makes
the inquest significant is that these prisoners
represent sinister influences that will lurk in
the world long after their bodies have re-
turned to dust. We will show them to be living
symbols of racial hatred, of terrorism and vi-
olence and the arrogance and cruelty of
power."
If we can learn from historical experiences
in politics as also in corporate culture, we will
recognise that nation building requires a
leader who is well read and capable of first ar-
ticulating a sustaining vision that empowers
humanity. The world remembers John F.
Kennedy for his inaugural address in 1961
where he said, "My fellow citizens of the
world: ask not what America can do for you
but what together we can do for the freedom
of man." The Nehruvian philosophy imbibed
the western concepts of equality, liberty and
freedom and drew on the works of Swami
Vivekananda for the mutual accommodation
of religious faiths and material prosperity for
its people. It is true that to a large extent the
world wars influenced the global leadership
to move away from nationalism and strive for
a more peaceful global society.
However, today we are struggling for a vi-
sion for the future and getting sucked back
into the nationalism bravado. Even in the
USA, commentators have characterised
Trump's policy agenda as socially conserva-
tive and his political views have been de-
scribed as nationalist. Politically, we are re-
treating from democracy and there is a rise
of populism and polarisation among demo-
cratic electorates. There is growing domi-
nance of money in politics. Nations are clos-
ing their borders to political, economic and
environmental refugees even as the nuclear
arms race threatens to escalate and environ-
chance of playing a very crucial match
for his country. The absence of Archer
could play a very important role in the
final outcome of the Test match. Eng-
land will surely miss him.
Cricketers, henceforth, will need to
ensure that all the protocol set for them
are strictly adhered to. To expose them-
selves to the possibility of catching the
dreaded virus is not only detrimental to
them but also to their fellow cricketers,
crew and the sta� members supporting
them.
An apology from Archer about his ac-
tion is just because he received a rap on
his fingers for his mistake but it could
have led to a series being shelved un-
necessarily. Cricket then would have
been at a standstill once again.
The restriction of saliva for use by the
bowlers on the cricket ball and its e�ect
was one area that everyone was keen to
learn more about. The importance, es-
pecially in England where one sweats
less, has now proved that saliva does

principles in the aim of the social order....ed-
ucation should give children not only intel-
lectual stimulation but a purpose." Good lead-
ers translate their personal perspective into
the shared vision and goals of the group that
they lead but the current leaders are getting
caught in rhetoric and are tripping up in de-
veloping a vision aligned to global welfare.
More recently, Jim Collins analysed leaders
of successful corporations in his best selling
book 'Good to Great'. He discovered that the
most salient common feature was a sense of
humility. The successful leaders were not the
charismatic ones but the ones that tend to be
quiet, modest and deliberate. They think long
term and their defining characteristic is the
willingness to take responsibility for their ac-
tions and of their team and accept the conse-
quences.
We need leaders who strive for a nation
state that promises justice, equality, and social
cohesion. We need 'Leader Statesmen' who
think global, think humanity, think peace and
co-existence as equals. If our civilisation is to
survive the technological onslaught of algo-
rithms and artificial intelligence then nations
have to encourage free speech and thought,
encourage debate and criticism so that new
leaders of high calibre can emerge. This is the
time for global leaders to demonstrate char-
acter. Let history, at least, remember them as
leaders and not as the famous Emperor who
had to be reminded by a child that his clothes
were his own imagination. That he was naked
and ugly and was the laughing stock behind
his back. Until now, it was the people who
were looking to them for leadership. It is time
now for the leaders to search for their lead-
ership within themselves. It's time for us to
seek out leaders that can think global.

s the lockdown restrictions are easing in
some parts of the world, and our monitor
of cases gets more and more relaxed, we
may get a false sense of relief. However, this could-
n’t be farther from the truth as cases are on a rise
in India and in many parts of the world, while ex-
perts are predicting a second wave which could
prove to be more chaotic and fatal than the first.
In such times, it is important that we take pre-
cautions to prevent the spread of the disease as
much as possible, and on of the most important
pre- caution we have been asked to take is the
use of face masks. Initially, this led to a panic buy-
ing of masks and a dangerous shortage of masks
for healthcare workers, but as we ease into this
new way of life, people have started opting for al-
ternatives like handmade cloth masks.
In this article, we will try and understand the
importance of masks, suggestions by leading ex-
perts, as well as, how to accommodate the in-
creasing demand of masks.
According to WHO, wearing medical masks
can ‘prevent the spread of infectious droplets
from an infected person to someone else and po-
tential contamination of the environment by
these droplets.’ However, there is little evidence
that wearing a medical mask among healthy in-
dividuals or those who came in contact with in-
fected persons is a useful preventive measure.
Also, they believe that wearing masks may ‘cre-
ate a false sense of security’ and cause them to
neglect other essential measures like hand hy-
giene practices and social distancing. It may also
cause them to touch their faces more, under their
masks and eyes which may further spread the in-
fection instead of preventing it.
Their general advice is that medical masks and
respirators should be reserved for Healthcare
workers (top priority), Infected persons, People
with comorbidities (Cardiovascular diseases, Di-
abetes mellitus, and older people)
In my opinion, essential service providers,
other than healthcare workers, such as delivery
man, should also be prioritized, provided the pro-
duction of medical masks is su�cient to accom-
modate them.
While WHO suggests that encouraging healthy
people to wear masks (medical or non- medical)
potentially reduces exposure risk from an in-
fected person during the “pre- symptomatic” pe-
riod, there are certain risks that must be consid-
ered such as ‘self- contamination by touching and
reusing contaminated masks’, potential breathing
di�culties’, ‘false sense of security’, ‘diversion of
mask supplies and consequent shortage of mask
for health care workers’, and ‘diversion of re-
sources from e�ective public health measures,
such as hand hygiene’.
Now, what are some possible methods to avoid
the above risks?
We can educate people through mass media
on the proper management of masks (below) and
provide easy make- at- home techniques to create
non- medical masks at home so that people are
not tempted to re-use contaminated masks’
Masks should only be worn by people who have
to leave their homes (in the case of people who
stay at home), therefore, if they have breathing
di�culties, they should not be leaving their
homes (asking another family member to carry
out the errand) or they can use a thinner material
and maintain 1m distance from other people
while outside as preventive measures. Also, in the
FAQ section, it seems that most people have
breathing di�culties while exercising and wear-
ing a mask. Doctors have advised that they may
exercise outside without a mask safely, as long as
they care to maintain distance and not touch any
contaminated surfaces (use gloves/ minimize
contact as much as possible)
An important guideline by CDC (Centres for
Disease Control and Prevention): ‘Cloth face cov-
erings should not be placed on young children
under age 2, anyone who has trouble breathing,
or is unconscious, incapacitated or otherwise un-
able to remove the mask without assistance.’
This can only be prevented through proper ed-

As of now, WHO is collaborating with other re-
search partners on assessing the e�ectiveness of
non- medical masks. As of now, they do not dis-
courage countries from advising their general
public from using non- medical masks as a pre-
ventive measure.
In countries where citizens have been encour-
aged to wear masks on a day- to- day basis when
they are in public places, a positive outcome has
been observed. In East and South- East Asia, for
instance, people are strongly encouraged to wear
masks while ill as they have been quick to learn
from the SARS virus outbreak which a�ected sev-
eral regions there. A Cochrane Review found
strong evidence that wearing masks in public con-
sistently was associated with a 70% reduction in
the risk of catching SARS. While we do not have
any conclusive studies about this with regards to
the Coronavirus, there are other reasons why
wearing a mask, be it non-medical, can be e�ec-
tive at such a time.
Wearing a mask could act as a behavioural
nudge and a visual reminder of the dangers of the
virus. Inculcating this habit could also lead to fol-
lowing other hygienic and social distancing prac-

State logs 3,963 new cases ‘TDP against development

Amaravati: The State on Satur-
day reported the highest single
day spike in Covid-19 infections
with 3,963 new cases, taking the
overall tally to 44,609 in the
State, health officials said.
Also, the State reported 52
deaths in 24 hours, the highest
single day toll so far, pushing
the death toll to 586.
This is the fourth successive
day that Andhra Pradesh has re-
ported record Covid numbers.
The officials said that all the
13 districts returned Covid
cases in triple figures. Almost a
quarter of the new cases re-
ported on Saturday morning are
from East Godavari district
which reported the highest tally
of 994 positive cases.
Kurnool followed with 550
cases, while West Godavari with
407 cases, Chittoor with 343
cases were the other districts
that reported high numbers.
Some of the other districts that
recorded high Covid numbers
in the last 24 hours include Nel-
lore with 278 cases, Prakasam
266 cases, Anantapur 220 cases
and Guntur 214 cases.

reported 182 cases, Kadapa 145,
Krishna 130, Vizianagaram 118,
and Visakhapatnam 116, the dis-

11 of the 13 districts in the State.
The day's high of 12 deaths were
reported from East Godavari
district, while eight deaths each
were reported from Guntur and
Krishna districts.
On the other hand, Ananta-
pur reported seven, West Go-
davari reported five, Prakasam
four, Nellore three and Visakha-
patnam reported two deaths.
At the bottom of the list,
Chittoor, Kadapa and Viziana-
garam districts reported one
death each.
With 1,411 persons dis-
charged from hospitals and
Covid treatment centres in 24
hours, there are 22,260 active
cases while 21,763 persons have
been declared as cured and dis-
charged. On the brighter side,
not a single positive case was
detected among returnees from
other States.
Till date, 2,461 cases have
been identified as Covid posi-
tive among persons who re-
turned from other States. The
active cases tally in this cate-
gory currently stands at 311
while 2,150 persons have been
declared as recovered till Satur-
day.
Similarly, there were no new
cases detected among overseas
returnees. The cumulative tally
of Covid patients in this cate-
gory stands at 434, while 390
persons have been discharged
after getting cured. As on Sat-
urday, 44 persons are receiving
treatment for Covid infection
in the State.

parently to promote a Bitcoin
scam in what the microblogging
site believes to be a “coordinated
social engineering attack.” The
attackers posted tweets that ap-
peared to promote a cryptocur-
rency scam. The fake tweets of-
fered to send USD2,000 for every
USD1,000 sent to an anonymous
Bitcoin address.
The accounts, along with those
of Obama, Kanye West, Kim Kar-
dashian West, Warren Bu�ett,
Bezos and Mike Bloomberg,
posted similar tweets soliciting
donations via Bitcoin to their ver-
ified profiles on Wednesday,
The posts all included the ad-
dress of the same bitcoin wallet,
which has seen as much as
USD112,000 pour into it over the
last few hours. Several accounts
were blocked across the world for
a brief period of time.
In a blog post, Twitter has re-
vealed about its investigation. “At
this time, we believe attackers
targeted certain Twitter employ-
ees through a social engineering
scheme. In this context, social
engineering is the intentional
manipulation of people into per-
forming certain actions and di-
vulging confidential informa-
tion,” it said.
“The attackers successfully
manipulated a small number of
employees and used their cre-
dentials to access Twitter’s inter-
nal systems, including getting
through our two-factor protec-
tions. As of now, we know that
they accessed tools only available
to our internal support teams to
target 130 Twitter accounts. For
45 of those accounts, the attack-
ers were able to initiate a pass-
word reset, login to the account,
and send Tweets. We are contin-
uing our forensic review of all of
the accounts to confirm all ac-
tions that may have been taken.
In addition, we believe they may
have attempted to sell some of
the usernames.”
“For up to eight of the Twitter
accounts involved, the attackers
took the additional step of down-
loading the account’s informa-
tion through our “Your Twitter
Data” tool. This is a tool that is
meant to provide an account
owner with a summary of their
Twitter account details and ac-
tivity. We are reaching out di-
rectly to any account owner
where we know this to be true.
None of the eight was verified ac-
counts,” the blog read.
Attackers were not able to
view previous account pass-
words, as those are not stored in
plain text or available through
the tools used in the attack. They
were able to view personal infor-
mation including email ad-
dresses and phone numbers,
which are displayed to some
users of our internal support

before drawing conclusions like
this. That is because of inconsisten-
cies in reporting of data.
The numbers that are reported
every day do not always pertain to
that day. There are time lags at each
stage. Everyone is not tested in the
initial days of infection, and the ar-
rival of test result takes its own
time. The compilation of data and
its reporting also has a time lag.
As a result, very few cases that
get reported on any day are from
that day itself. Often, the daily data
is a mixture of cases that have
emerged over the past several days.
The information about deaths of
people often has a longer time lag
because several states have set up
death audit committees, which as-
sess the exact cause of death before
reporting it. The daily data released
by state governments is therefore
only indicative. It is good to pick-
up overall trends, and the direction
in which the disease is headed, but
for assessing whether the disease
has arrived at its peak, or has begun
declining, a more rigorous look at
data over a longer period would be
required. At the national level,
there has a significant gap in the
number of new infections being de-
tected every day, and the number
of people being declared recovered
from the disease and, in the last few
days at least, this gap has only been
increasing.

to help the taxpayers recall all their ma-
jor financial transactions so that they
have a ready reckoner to enable them
while filing the ITR.
The Income Tax department used to
receive information like cash
deposit/withdrawal from saving bank
accounts, sale/purchase of immovable
property, time deposits, credit card pay-
ments, purchase of shares, debentures,
foreign currency, mutual funds, buy
back of shares, cash payment for goods
and services, etc under Section 285BA
of Income-Tax Act, 1961 from "specified
persons" like banks, mutual funds, in-
stitutions issuing bonds and registrars
or sub-registrars etc, with regard to in-
dividuals having high-value financial
transactions since the Financial Year
2016 onwards. Now, all such informa-
tion under di�erent SFTs will be shown
in the new Form 26AS. The new Form
26AS would also have information of
transactions which used to be received
up to Financial Year 2015-16 in the An-
nual Information Returns (AIR).
However, financial transactions will
be shown in 26AS only if taxpayers
cross the specified limit in a financial
year. For instance, if the aggregate
credit card bill paid via electronic
modes (not including the cash pay-
ment) exceeds Rs 10 lakh, then payment
of credit card bill will be reflected in
Form 26AS. Similarly, if the mutual
fund investments in a financial year ex-
ceeds Rs 10 lakh, only then such trans-
actions will be reflected in the Form
26AS.
CBI begins probe into

CBI team will also visit the scene of of-
fence in Pulivendula town on Sunday. It
may be recalled that Vivekananda Reddy
was brutally murdered by some uniden-
tified persons on March 15, 2019. The then
TDP government had constituted a SIT
to probe the case. This incident sparked a
major political controversy and the YS-
RCP, then in opposition, demanded a CBI
probe alleging that they have no faith in
the local police. The TDP made it an elec-
tion issue and alleged that Jagan was be-
hind the murder. However, after the YS-
RCP came to power, there has been no
progress in the case. Meanwhile, Sowb-
hagyamma, wife of Vivekananda Reddy,
his daughter Sunitha, son-in- law N Ra-
jasekhar Reedy, filed a petition in the court
seeking intervention of the CBI. The High
Court on March 11 this year directed the
CBI to take up the probe.

New Delhi: In an attempt to re-

duce dependence on the Chinese
imports, the Central government
plans to come out with a fresh
solar tender that will provide vi-
ability gap funding (VGF) to proj-
ects setting up solar wafer and
ingot manufacturing facilities.
Silicon wafers and ingots are
critical components that go into
manufacturing solar cells and
modules. However, India does
not have manufacturing facilities
for these complements that is
largely imported from China,
even by local solar cell and mod-
ule makers. China is the biggest
maker of these components glob-
ally. "Under the phased manu-
facturing plan in solar, govern-
ment may provide the VGF sup-
port to developers of these critical
solar components. This high tech-
nology manufacturing would
change the face of domestic
equipment market and eliminate
dependence on imports," said
o�cial sources.
The fresh initiative is to give
a boost to local manufacturing
as part of the Atmanirbhar Bharat
mission. While there is push to
set up solar cell and module man-
ufacturing in India, absence of
wafer and ingot facilities dented
these plans as these critical com-
ponents will continue to be
brought from abroad.

that even during this crisis, investors from
other countries are keen on setting up their
units here. However, they couldn’t come
here because of the ban on international
and interstate travel. We will be able to
decide on investment targets for next two
years once the Covid crisis is over.

Right now, we are focusing on the revival

US GDP likely to contract 6.6% in 2020: IMF

Washington: US GDP is expected to contract by an
annualized rate of 37 per cent in the second quarter
and by 6.6 per cent for 2020 as a whole, the Inter-
national Monetary Fund (IMF) sta� said.
The longest economic expansion in US history
has been derailed by the unanticipated advent of
the Covid-19 pandemic, with the poorest households
facing particularly precarious prospects, according
to the concluding statement, which describes the
preliminary findings of IMF sta� at the end of an
o�cial sta� visit, reports Xinhua news agency.
"The economic costs of the crisis are being borne
disproportionately by the poor and vulnerable, bring-
ing into stark relief deep inequities that have long
a�icted the US," the IMF sta� said on Friday. "The
pandemic has also underscored some of the structural
shortcomings of the US health system whereby the
provision of healthcare is fragmented, decentralized,
predominantly employer-based, at high cost, and
with a significant share of low-income households
lacking coverage."
The nature of the pandemic has created particularly
large strains for labour intensive, face-to-face services
and the unemployment rate among lower income
households, that have few financial bu�ers, 'is ex-
pected to remain high', according to the statement.
Noting that US policymakers acted quickly and
assertively to protect livelihoods and businesses
and to mitigate the lasting economic costs of the
pandemic, the IMF sta� said there are tremendous
uncertainties surrounding the economic propagation
of the Covid-19 shock.
"The principal risk, and one that is the most
di�cult to quantify, is that a resurgence in the
number of Covid-19 cases in the U.S. could lead to
renewed, partial shutdowns in order to preserve
lives, particularly of vulnerable populations," they
said. There are already urgent warning signs that
the depth of the economic contraction and the
sectoral distribution of economic losses will lead to
a "systemic increase in poverty", adding to macro
risks, they continued.
The IMF sta� also noted that the significant in-
crease in debt levels gives rise to important vulner-
abilities.

160 per cent of GDP by 2030 even without further
rounds of fiscal stimulus, and job losses and income
declines will lead to increased household indebted-
ness, they said, adding that corporate debt has already
increased above the already-high pre-pandemic
