1 11/19/10 Madonna Manor et. al. “Madonna Manor Community” located between Madonna Rd. and SEE ITEM #18. EXCLUDING ALL NORTHERN HARFORD COUNTY DO NOT RECOMMEND 01/14/11
Salem Church Rd. remains in Jarrettsville ES. All Northern Harford ELEMENTARY SCHOOLS INCLUDING, BUT NOT LIMITED TO JVES,
County Elementary Schools including, but not limited to JVES, NBES, and NBES, AND NORES WOULD NOT ALLOW THE BOE TO MEET ITS
NORES be excluded from the proposed redistricting. GOALS.
2 11/10/10 Numerous citizens Grandfather 4th and 5th graders
3 11/10/10 Riverside ES parent The boundaries between Joppatowne, Riverside & Youths Benefit where
they meet at Singer road, Jerusalem Rd & Mountain Road need to be
revisited. Jerusalem Rd and Singer Rd. should be considered as a
boundary for students to Joppatowne. The added students from Youths
Benefit and Riverside to Joppatowne would help balance attendance and
allow for the students who live south/west of Foster Knoll in Joppatowne
to remain at Riverside particularly if the apartments in Joppatowne are
rezoned to Joppatowne.
4 11/10/10 Parent I propose that we put all of Kalmia into the Prospect Mill district not just
½ of Kalmia.
5 11/11/10 Principal In looking at Moores Mill Road going from Route 1 towards Route 24:
According to the map, Harford Village South goes to Hickory (it is on the
right side of the road) and Moores Mill Manor Condos are on the left and
that stop goes to Bel Air Elementary. The rest of the road goes to Red
Pump.
To prevent two different buses from coming into the area, each having
one stop, wouldn’t it be better if the entire Moores Mill Road, from
Route 1 to Route 24 go to Red Pump?
6 11/11/10 Parent Move area south of Rte 1(east to west) from YBES to Emmorton ES;
Retain area between Rutledge and Pleasantville in YBES; Add area north
of Derby Drive on west side of 152 to JARES.
7 11/11/10 Various parents Retain Stoneridge development in FGES INCORPORATED IN RECENT STAC REVISION RECOMMEND 01/14/11
8 11/14/10 Parent Why can't all of Glenwood and Colonial Acres subdivisions go to Ring ALL OF GLENWOOD MOVED BACK TO RING FACTORY WITH THE RECOMMEND 01/14/11
Factory? You can put all of the subdivisions/addresses to the left of 924 EXCEPTION OF THE SUBDIVISION OF COLONIAL ACRES
to William S. James School District and all of the addresses/subdivisions
to the right of 924 to Abingdon School District. This makes much more
sense for bus transportation and keeping the kids in their same
generalized/localized areas. This still will alleviate the problem with
overcrowding at Emmorton. This should also keep the attendance at all
of these schools below 100% capacity.
9 11/16/10 Vine Hill Development I live in a newly developed community, Vine Hill Estates. There are half a INCORPORATED IN RECENT STAC REVISION RECOMMEND 01/14/11
dozen pre-school aged and school aged children in the community so far,
with several lots still for sale. We are zoned for Homestead Wakefield
but feel as though we should be zoned for Ring Factory Elementary
School. (see attached: RFES_Proposed).Vine Hill Estates shares one
driveway into the community and the addresses are as follows: 294,
296, 298, 300, 302, 304, 306, 308, 310, and 320 Patterson Mill Road. My
address is 296 Patterson Mill Road. The entrance to Vine Hill Estates is
located to the left as Patterson Mill Road turns into a One Way road, just
past the King's Charter Gillingham Drive entrance. The one way section
of Patterson Mill Road past our community extends .8 miles to E Wheel
Road and is a gravel road that is fairly steep and narrow. It is with this
reasoning outlined above that we feel Vine Hill Estates should be
rezoned to Ring Factory Elementary School.
10 11/16/10 Parents Our entire “peninsula” to be moved back to FLES would put FLES around
107%. Without knowing hard numbers I’m estimating about 35 kids on
our child’s bus which picks up from Sparks, Cosner, Cannongate, and
Wales of Harford and another 20-25 from Pleasant View Farms, Pleasant
Ridge, and Montford Glen which comes from a different bus. Can you
provide me with more concrete number on this? The 20-25 children from
Pleasant View Farms, Pleasant Ridge and Montford Glen could attend
Youth Benefit. This would increase YBES to only 98% but more
importantly the main concerns from parents which include school
proximity, safety crossing Rt.23 and the social aspects of avoiding “small
pockets” of students from one elementary school feeding into a different
middle school would all be gone. The children on Phillips Mill, Old
Federal Hill, Morse, and Cooptown that are currently at North Bend but
slated to go to Jarrettsville could stay at NB since our “peninsula” would
not be attending.
11 11/29/10 Parent Here is one solution to consider. North Bend’s proposed student PARTIAL IMPLEMENTATION BY STAC. AREA ON WEST SIDE OF RECOMMEND 01/14/11
population after redistricting is 504 but the cap is 500, so as highlighted RTE 24 TO BAILEY RD AND NORTH TO REMAIN AT FHES. AREA
earlier this will put NBES at 100.8% capacity. If you subtract the 33 IN NORTH WEST PORTION (FROM TRESTLE TO CURRENT
impacted students from FHES that brings NBES to a student population BOUNDARY) ATTEND NORTH BEND ES.
of 471 or 94.2% capacity. Leaving the 33 students at their current school
of FHES would result in the student population at FHES being 556 or
95.6% capacity. By making this adjustment to the proposed plan, you
would create less disruption and ultimately move closer to the goal of
keeping the Elementary Schools at 90% to 95% capacity.

12 11/30/10 Parent I suggest that the redistricting line for Red Pump Elementary stop at Bel
Air Road! It shouldn't cross it and come down Tollgate Rd. Instead take
one of the closer neighborhoods that are in the blue area, WHICH is
MUCH closer to the school & have them go to Red Pump.

14 12/5/10 Parents HES; Pellhamwood; Marywood; Dublin (see attached proposals)
15 12/8/10 Parent I would like to suggest the idea of using the zip codes to determine the THERE IS NO ALIGNMENT OR RELATIONSHIP BETWEEN ZIP DO NOT RECOMMEND 01/14/11
school district. I know some areas like Kingsville and Baldwin and maybe CODES AND SCHOOL ATTENDANCE AREA BOUNDARY LINES. ZIP
a couple others will have to be determining by the vicinity to the nearest CODES WERE CREATED IN THE 1960’S FOR THE U.S. POSTAL

17 12/19/10 HighPoint/Pleasantville Please see the attached document which outlines our Community’s
Community Alternate Redistricting Proposal for your review, consideration, and
implementation. We believe our Plan is a win-win for the communities
of High Point / Pleasantville, Stone Ridge / Fountain Green, Homestead-
Wakefield, Marywood, Red Pump, and Forest Lakes, as well as for the
STAC and BOE.
18 12/30/10 Stop the Swap After careful review of the STAC’s Proposed Redistricting Plan, it is our INCORPORATED IN RECENT STAC REVISION RECOMMEND 01/14/11
recommendation that these two communities be omitted from the
current proposal for the benefit of the 72 students affected as well as
the overall objective of a more balanced enrollment throughout the
county. The 72 students affected represent two basic communities;
Madonna Manor / Salem Church community of Jarrettsville (see
attached Map 1 Section A) and the Cooptown / Sharon Acres community
of Forest Hill (see attached Map 1 Section B). We respectfully request
that the STAC and the Board of Education Stop the Swap. Leave the
boundaries lines for the Madonna Manor / Salem Church community of
Jarrettsville and for the Cooptown / Sharon Acres community of Forrest
Hill as they currently exist.
19 12/20/10 Parents Chambers Circle is the only small neighborhood being moved and only
affects 11 students.
