PROCUREMENT PLANS

In various forums in which PPRA hat&.& %$portunity to make a

presentation on the Public Procurement Act 20Wto Procuring Entities (PEs),
it became obvious that Accounting Officers or a e f Executive Officers lacked
a proper way to monitor procurement activities in their institutions. It also
became obvious that PPRA lacked a systematic way of knowing the
procurement volume of the vaious PEs and of the whole country for
monitoring purposes as required by the Act.

The APPs shall be prepared in three sets as follows:-

APP for internal use which shall contain information on

various procurements to be carried out by the PE in
sufficient details to enable it to meet planned target dates
for project implementation;
 APP for external use which shall form the basis of General
Procurement Notice to notify potential bidders of
Procurement opportunities within the PE;

APP for submission to PPRA which shall contain key

target dates for each procurement to be carried out by the,,

PE to enable PPRA monitor procurement activities.

The APP for internal use shall be approved at the PEs Management Meeting
chaired by the Head of the PE. Once approved it shall foxq$thebasis of all
procurement carried within the Institution, and as such no other approval
shall be required to proceed with the procurement and on the method of
procurement to be used. ?

The APP for external use and the APP PPRA shall be
extracted from the approved APP for internal uie.

We are therefore forwarding to you'the Templates for APP and their

Guidelines for use in a hard copy. Soft copies can be obtained from our
offices or they can be sent to the Head.of Procurement Management Units
through their e-mail addresses. We also welcome comments on how to the
improve the developed APPs Templates. . .
