1.0. INTRODUCTION

1.1. Purpose and Scope

The purpose of this Method Statement is to describe the methodology involved in

the bending of the pipe required for Replacement of 11 kilometers of the Brega-

Misurata 34” Gas Pipeline Project.

This document shall also act as a guide to construction personnel on how to carry

out the works safely and in accordance with environmental and contract requirements.

The works shall include the bending of the joints of line pipe, so the pipeline when

welded alongside the trench, will conform to the trench and terrain of right way .

1.2. Definitions and Abbreviations

The following expressions and derivatives thereof, appearing in capital letters in the

CONTRACT, shall have the meaning hereby assigned to them unless otherwise

specified, it being understood that such expressions appearing small letters shall have

their common meaning as the context requires. The same principle shall apply to

expressions defined elsewhere in the CONTRACT.

2.0. HEALTH, SAFETY & ENVIRONMENTAL

2.1. General Safety

CONTRACTOR and affiliates related to the project shall comply with COMPANY and CONTRACTOR

HSE policy.

All works shall be carried out under competent, experienced, certified (if required) and qualified

supervision.

Bending of pipe works shall be carried out in accordance with CONTRACTOR Health

& Safety Plan and the contract requirements.

Prior to commencing work all Contractors employees shall have attended a joint safety and

environmental induction given by the Safety Department.

Site personnel shall adhere to the site safety policies at all times with emphasis on wearing the

correct PPE relevant to the type of operation being performed. Minimum PPE requirements shall

consist of Safety Boots Ear muff, Ear plug, Safety Glasses, Safety Helmet, Body / Coverall, Gloves,

high visibility Jackets.

Safety precautions shall be of paramount importance to prevent any danger to the public and any

operations carried out adjacent to public access shall be closely monitored by the Safety

Department.

Any accident / injury / near miss shall reported immediately to the contractor / Company and

appropriate authorities. Work shall stop and area secured until approved by contractor / Company

In the case major hazards works shall be stopped and appropriate and satisfactory permanent

action to remove the hazards shall be taken.

2.2. Permit to Work

The company work control system (PTW, Log out / tag out …) shall be applied.

2.3. Tool box meeting

A toolbox meeting shall be performed immediately before the operations, in order to confirm the

awareness of the whole operating team with the requirements.

All personnel including the staff of a third party must receive an induction before being allowed

on the site. All operational staff on site will be present at safety training to ensure the practical

safety talks.

Such toolbox meeting shall be performed by the responsible of the operations (Mechanic

Supervisor & supported by HSE supervisor) reviewing the operation according to schedule,

verifying the composition of the team as it has been approved and the suitability of the

equipment. Specific deviations or remarkable situations shall be reported.

2.4. Precautions to be taken

 A signal will be emitted by the bending machine before to start the bending

 Be sure that the pipe is introduced into the bending machine with uniform speed

 Make sure that the mandrel still in uniform position to avoid any accident

 Move off the personnel from area concerned by the evacuation of the curved pipe by

the bending machine

 The personnel protection equipment will be used every time.

2.5. Responsibilities:

2.5.1. Construction manager

Responsible to the project manager for:

 Planning and acquisition of the labor resources

 Determining Plan/equipment to be used during bending operation

 Ensuring plant/equipment in suitable safe working order and certificated/calibrated

as necessary

 Ensuring that all construction activities are carried out to schedule and according to

quality and safety requirements.

 Ensure that all the persons involved are familiar with the contents of this Method

Statement.

2.5.2. Bending supervisor / Mechanical engineer

The bending supervisor is responsible for :

 Calculate the amount of bend in the pipe with knowledge of the specifics provisions

 Collecting as-built information.

 Preparing pre-construction documentation/drawings

 Operating bending machine and specify a precise angle for pipes

 Daily progress reporting

2.5.3. Bending machine operator

The bending machine operator is responsible for:

 Hydraulic control and command of all bending machine operations

 Ensuring the run of the winch hydraulically driven which moves the pipe through the

machine.

 Reading and analyses the calibrated indicator rod which allow operator to make

consistently uniform bends

 Following instructions from bending / mechanical engineer during the operation

2.5.4. Safety Supervisor

The safety supervisor is responsible for :

▪ Monitoring bending operation activities to ensure compliance with

applicable

HSSE procedures

▪ Assists the operation with risk assessment and safety plan and any required

safe WMS

▪ Implementing statutory safety regulations on site.

▪ Implement the project Health Safety Security and Environmental Plan

▪ Carrying out site safety/environmental induction courses and toolbox talks

2.5.5. QA/QC Supervisor

The QA/QC supervisor is responsible for :

▪ Implement the project QA/QC plan

▪ Perform all inspection activities and prepare all related reports as per

ITP in force.

▪ Check the pipe bends are free from bucking, out of round, cracks, thinning of

pipe wall or any other evidence or mechanical damage.

▪ Ensure that no damage occurs to painting

▪ Verify the difference between the maximum and minimum diameter at a pipe

bend does not exceed the specified amount by passing a gauge consisting of two

steel discs each with a 98% of the nominal internal diameter of the pipe

connected rigidly together at a distance equal to one pipe diameter

3.0. DESCRIPTION OF WORK

3.1. Preliminaries

Contractor engineer will set out bends and supervise bending using a cold bending machine.

The pipe bending crew will use a bending machine to make slight bends in the pipe to account for

changes in the pipeline route and to conform to the topography.

The bending machine use a series of clamps to make a very smooth control in the pipe. All bending

is performed in strict accordance with prescribed standards to ensure integrity of the bend.

Records of pipes bent will be kept on the pipe database.

Before starting the bending the ovals and the ends of the pipe (chamfrain and from) shall be

checked and free from stress.

3.2. Bending operation

The procedure for cold bending is as follow:

 The pipe will be marked with marker at a distance of 1D (diameter) to control the bending

steps.

 The pipe will be moved by a length of 1D (diameter) at each bending step

 The inside pipe diameter shall not be reduced at any point by more than 2.5% of the nominal

diameter

3.3. Finishing bending step:

After bending, we have to insure that:

 The seam is as close to the neutral axis of the bend as possible.

 The seam on any two consecutive pipes is in opposite upper quadrants, separated by a

minimum distance of 1/8 of the pipe circumference

 The ends of each bent length are straight and not involved in any way in the bending the

length of the straight permit easy joining. In no event is the end of the bend closer than 1m

from the end of the pipe or within one meter of a girth weld.

 Cold bend shall not be cut in the bend area for bending.

3.4. PERSONAL AND EQUIPMENT:

The bending activities will be executed using appropriate equipment (cold bending

machine) in accordance with construction drawings and alignment sheet in order to be

conform to the pipeline.
