1. EXECUTIVE SUMMARY

Raghunathgarh Quarry lease is situated near Village- Raghunathgarh, Tehsil- Hanumana, District-
Rewa, Madhya Pradesh over an area of 3.0 ha. The Mining Lease was granted in favour of Shri
Pradeep Kumar Keshari S/o Shri Rajendra Prasad Keshari for 10 years period vide letter no
3049/khanij/2019, Rewa dated 08.03.2019 over an area of 3.0 ha. The Mining Plan is approved vide
letter No. – 1097/M.Pla./N.Kr./2019 dated 04.09.2019. The proposed rate of production is 42134
Cum or 1,05,335 TPA. The estimated project cost is Rs 45 lakhs.

2.0 INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION

The project is for mining of mineral by new opencast semi-mechanized method using hand tools
such as spades, chisel, hammer etc.

(ii) BRIEF DESCRIPTION OF NATURE OF THE PROJECT


Proposed mining activity will be carried out by the new open cast semi mechanized method of
mining using hand tools such as spades, chisel, hammer etc. Metal stone formation will be loosened
by regular drilling and this will be transported from pit bottom to surface by machine and from the
loading point of view, Metal stone is transported by truck/dumper to the Stone crusher.

(iii) NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY OR
REGION
Stone is one of the important industrial minerals. Stone occurs in the area as a secondary mineral
resulting from the hydration of magnesium bearing rocks such as peridotite gabbro, dolomites etc. It
occurs commonly in the schists and steatite. Stone is hydrated magnesium silicate. Referring to
regional geological setup this stone seems to be younger than the pyroxenite, quartzite and since the
dolerite bodies intrusive in nature within it so the stone is older than the dolerite. But locally, these
litho units are not exposed. As revealed from the quarry the top 1 m of stone is largely weathered
and in few place shows evidence of secondary alteration.

(iv) DEMAND - SUPPLY GAP
The Stone deposit mine is supplier of stone to various industries.

(v) IMPORTS VS. INDIGENOUS PRODUCTION


There will be no import of Stone.

(vi) EXPORT POSSIBILITY


There is no proposal to export the Stone.

(vii) DOMESTIC/ EXPORT MARKETS


The proponent is supplier of Stone to various industries.

(viii) EMPLOYMENT GENERATION (DIRECT AND INDIRECT) DUE TO THE


PROJECT –
Future production planning does not indicate any change in the employment. Therefore, the
requirement of miners for removal of ore will not be changed. However, the number of unskilled
labour may increase depending on the quantum of overburden removal.

3.0 PROJECT DESCRIPTION

The proposed project is an independent project that involves mining of mineral i.e Stone (Gitti).

(iii) DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF
SELECTING THE PROPOSED SITE, PARTICULARLY THE ENVIRONMENTAL
CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED
The mining is a site specific activity. The ML area confirms to the location. The State Government
has granted mining lease for 10 years period vide letter no 3049/khanij/2019, Rewa dated 08.03.2019
over an area of 3.0 ha. No environmentally sensitive area is located within the lease area.

(iv) SIZE OR MAGNITUDE OF OPERATION -


The proposal is of Raghunathgarh Quarry lease of Shri Pradeep Kumar Keshari S/o Shri Rajendra
Prasad Keshari over an area of 3.0 ha.
The proposed production capacity:
Stone (Gitti) – 42134 cum or 105335 TPA
(v) PROJECT DESCRIPTION WITH PROCESS DETAILS (A SCHEMATIC
DIAGRAM /FLOW CHART SHOWING THE PROJECT LAYOUT, COMPONENTS OF
THE PROJECT ETC. SHOULD BE GIVEN) -
During the five year period area within UPL, will be developed and proposed benches will be
developed as per shown in five year plan, bench height will be average 3 m each and during the
period pit bottom RL will reach from 428.5 MRL to 419.5 MRL. The proposal is given for
systematic development with proper bench height.
Blasting- This is a quarry lease of Metalstone (gitti) blasting is required, therefore lessee will take all
necessary permission and do accordingly DGMSS norms. During blasting following parameters
adopted.
a. Type of drilling- Drilling of the blast holes is done by the compressed air operated jack hammer
or wagon drill, height of the bench is proposed to be kept 1m.The jack hammer will drill up to 1m
depth and as such the balance excavation will be in three or four stages. The specification of jack
hammer or wagon drill.
b. Type of Explosive to be used- Slurry explosive frequency of blasting will be once or two in a
week. Delay detonators will be used
c. Storage of explosive- The storage of explosive not proposed, Blasting should be done by only
Govt. authorized agency after permission taken by authority.

d. precaution to be taken during the drilling and blasting- Following precautions will be taken
during the drilling and blasting, sufficient warning by signal is given in the entire area failing with
danger zone, wet drilling will be used for blasting hole, control blasting will be done and in a once
time not more than 20 holes will be blasted. Lessee will take necessary permission and do
accordingly DGMS norms.
(vi) RAW - MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY
SOURCE, MARKETING AREA OF FINAL PRODUCT/S, MODE OF TRANSPORT OF
RAW - MATERIAL AND FINISHED PRODUCT
No raw material will be required in the proposed project. The operation involves the mining of
Mineral.
(vii) RESOURCE OPTIMIZATION/ RECYCLING AND REUSE ENVISAGED IN THE
PROJECT, IF ANY, SHOULD BE BRIEFLY OUTLINED
Not envisaged.

(viii) AVAILABILITY OF WATER, ITS SOURCE, ENERGY/ POWER REQUIREMENT


AND SOURCE SHOULD BE GIVEN -
It is proposed to obtain water for drinking and operations from Nearby Villages. The Quantity of

Solid Waste -
About 12014 cum of OB and 9468 cum of mineral waste will be produced during mining operation
which will used in maintenance of approach road for mine site.

Liquid Effluent - No liquid effluent from the mine lease area will be discharged.

4.0 SITE ANALYSIS


(i) CONNECTIVITY
The lease area falls in Village- Raghunathgarh, Tehsil- hanumana of District Rewa of Madhya
Pradesh State. Mine site is well connected via approach road of which further connects with N.H- 7
at approx 11 km towards NW direction from mine site.

(ii) LAND USE


The land use in the district, as per district statistical handbook 2006-07, A very large part of the
district (13.60%) is covered with forests. Only 59% area of the .district is sown. The maximum
sown area i.e. 78% is in Naigarhi block and the minimum in i.e. 44% is in Jawa block. About 70%
area in the district is double cropped. The double-cropped area is the same as in the year 2004-05
i.e. 4422.96 Sq. Kms. Fig 2 A large part of the district is covered with forests (13.60%). Out of the
total district area of 6287.45 sq. kms the forest area is 852.89 sq kms.

(iii) TOPOGRAPHY
The area under quarry is of 3.000 ha is new quarry lease which is earlier granted by the State Govt.
Topographically point of view its’s a slmost undulating topography. The quarry lease has the highest

elevation of 430 m & lowest one is 427 mRL, thus total elevation difference is of 3m and slope
towards north of the area. Overall drainage is towards north parts of the area.

(v) EXISTING INFRASTRUCTURE


Site services comprises of office, stores, drinking water facility and first aid. Rest shelters are
provided at the mine site. The lease area falls in Raghunathgarh Village, Hanumana Tehsil of Rewa
District of Madhya Pradesh State. Mine site is well connected via approach road which further
connects with metalled road. N.H- 7 is at approx 11 km towards NW direction from mine site.

(vi) SOIL CLASSIFICATION - The district is generally covered with red & yellow mixed
soils. The soil has .developed mainly from the weathering of shales & sandstones. Generally soil is
argillaceous mixed with lime kanker. In Teondhar tehsil alluvial soils are found in the vicinity of the
Tons River and its tributaries. These soils vary in color from ash to light brown and mostly sandy
loam & clay loams.

(vii) CLIMATIC DATA FROM SECONDARY SOURCES
The climate of Rewa District, M.P, characterized by a hot summer and general dryness except during
the south west monsoon season. The year may divide into four seasons. The cold season, December
to February is followed by the hot season from March to about the middle or June. The period from
[he middle of June to September is the south west monsoon season. October and November form the
post monsoon or transition period.

Rainfall: The normal annual rainfall of Rewa District is 1141.5 mm Rewa District received
maximum rainfall during south west monsoon period i.e. June to September. About 89.2% annual
rainfall received during monsoon season. Only 10.8% of the annual rainfall takes place between
October to May period. Thus surplus water for ground water recharge is available only during the
south west monsoon period.

Temperature: The normal maximum temperature received during the month of May is 41.30C and
minimum during the month or January 7.90C. The normal annual means maximum and minimum
temperature of Rewa District is 31.80C & 18.40C respectively.

Relative Humidity: During the south west monsoon season the relative humidity generally exceeds
83% (August month). In the rest of the year is drier. The driest part of the year is the summer season.

(viii) Social infrastructure available


Existing : All social infrastructure facility is available near the area at Rewa approx 83. Km towards
West direction.

Water Supply: There is no water tank or nalla or reservoir in the lease area. The main source of
water supply is through dug well & tube wells situated near office/site services and nearby villages.

5.0 PLANNING BRIEF -


(i) PLANNING CONCEPT (TYPE OF INDUSTRIES, FACILITIES, AND
TRANSPORTATION ETC.) TOWN AND COUNTRY PLANNING/ DEVELOPMENT
AUTHORITY CLASSIFICATION
Mining by open-cast mechanized mining method will be practiced. The targeted production of Stone
(gitti) is 42134 cum or 105335 TPA. The mining operation will be done in systematic and scientific
manner by formation of benches as per MMR 1961.

(ii) POPULATION PROJECTION


The project will employ most of the workers from nearby villages. There will not be any increase in
population due to the project. However, few people from other area may migrate in this area for
business Opportunities.

(iv) ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)
On the basis of the preliminary site visit, the infrastructure demand in the villages was assessed on
the basis of need and priority.

(v) AMENITIES/ FACILITIES - The requisite site facilities are proposed as follows:
Site - Office- A site - office has been prepared for technical & clerical staff and keeping the records.
• First - Aid - Specified first Aid box has been maintained at the site office and the rest shelter
as per Mines Act-1952. The mines manager will be the qualified person to render first aid to
the injured and will be the holder of a valid first aid certificate.
• Water - Hut - Water - hut is proposed for drinking water for employees. The water is
proposed to be stored in water pitchers and tanks.
• Rest - Shelter - A rest - shelter is proposed for workers for lunch and taking rest during
interval.
• Lavatory– Portable toilets will be used.

6.0 PROPOSED INFRASTURECTURE


(i) Industrial Area (Processing area) – Not applicable
(ii) Residential area (Non Processing area)
There is no residential area in the mine lease. Only Site office and rest shelter will be provided. Only
local labours are employed.

(iii) Green Belt


Afforestation will be done along the barrier zone. About 1600 no of plant of different species will be
planted in five years.

Progressive Afforestation during lease period:


The species of various native species of trees viz Neem, Pipal, Karanj, khamer, Bamboo, Amla,
Gulmohar, Mango, Munga, Dalbergia sissoo and Mahua etc. will be planted every year. Fencing will
be done to protect the plants.

There is a Tube well at the office for drinking water supply and from nearby villages water will be
taken.
(vii) SEWERAGE SYSTEM
The domestic effluent from the site office and rest shelter will be discharged in septic tank and soak
pit system.

(viii) INDUSTRIAL WASTE MANAGEMENT


There will not be any industrial waste generation.

(ix) SOLID WASTE MANAGEMENT


About 12014 cum of OB and 9468 cum of mineral waste will be produced during mining operation
which will used in maintenance of approach road for mine site.

(x) POWER REQUIREMENT & SUPPLY/ SOURCES.


Electrical power will be required only for site office and will be obtained from MPEB.

7.0 REHABILITATION AND RESETTLEMENT (R&R) PLAN
(i) POLICY TO BE ADOPTED (CENTRAL/STATE) IN RESPECT OF THE PROJECT
AFFECTED PERSONS INCLUDING HOME OUSTEES, LAND OUSTEES AND
LANDLESS LABORERS (A BRIEF OUTLINE TO BE GIVEN)

There is no human settlement within the mine lease area. No human settlement will be disturbed
due to the mining activity. So, no rehabilitation and resettlement is proposed.

The Lessee is selling Stone to various Industries Limited since a long time. The selling rate of Stone
is variable. This mine in particular is operational and thus is feasible and economical. The estimated
project cost is Rs 45 lakhs. The expected life of mine is 10 years.

9. ANALYSIS OF PROPOSED (FINAL RECOMMENDATIONS)


(i) FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE
BENEFIT TO THE LOCAL PEOPLE INCLUDING TRIBAL POPULATION, IF ANY,
IN THE AREA.
All workers will be subjected to medical examination as per Mines Rule 1955 both at times of
appointment and at least once in five years. Medical camps will be organized for this activity.
Insurance of all employees as per the rules will be provided.
The proposed mine will bring economical benefits to the state by the way of Royalty for mineral and
to the local people by way of direct and secondary employment opportunities. The mine
management will also help the nearby villages by providing aid to school, conducting medical and
social awareness camps, helping in formation of self help groups, etc. especially keeping in
view the tribal and economically backward population in the area. Thus the project will bring
about socio-economic improvement of the area and will prove beneficial to the area.
