1.0 EXECUTIVE SUMMARY


This is an existing mining lease of mineral Gypsum located near village-
Chunawali Zamboor Pattan Chulan, Tehsil-Uri, District-Baramulla, J&K.
Mining Operation in the area started on 11/01/2004. The Mining lease was
granted in favour of Noor Mohd. Trumboo.
Lease area : 1.5757 hectares

Date of grant of lease: 16-09-2003

Govt. Order No. 241-Ind- of 2003

Date of expiry of lease: 15-09-2023

The lease has been executed on 11-01-2004

Lessee applies for Environment Clearance under EIA Notification, 2006.


Production capacity of Gypsum from this mine is 65964 tonne per annum.

The mining lease area is of 1.5757Ha. located near village - Chunawali


Zamboor Pattan Chulan, Tehsil - Uri, District - Baramulla (J&K). Total land of
mining lease comes under Non Forest Barren Land as per Khasra No. 512Min,
516Min, 517Min & 518Min. No forest land is involved in this area.
Topographically, the area is Hilly and undulated and forms the part of
toposheet 43J/4.

2.0 INTRODUCTION OF THE PROJECT/BACKGROUND INFORMATION


(i) Identification of Project Proponent. In case of mining project, a copy
of mining lease /letter of intent should be given.

(ii) Brief Description of Nature of Project


The mining lease Khasra no: 512Min, 516Min,517Min & 518Min is
located near village-Chunawali Zamboor Pattan Chulan, Tehsil-Uri,
District-Baramulla, J&K over an area of 1.57570Ha. Gypsum is to be
mined @ 65964 tonne per annum. Mining will be done by semi-
mechanized opencast method.

(iii) Need for the project and its importance to the Country and or Region
Jammu & Kashmir is a rich state in mineral. The state is endowed with
major and minor mineral resources. The region, where the project is
situated, people are mostly dependent on agriculture and mineral
resources. The developments of mining in the area provide direct and
indirect employment opportunities, infrastructure development,
communication and development socio-economic infrastructure. The

important benefits accruing from the project can thus be stated as -


boost to local and regional economy, direct contribution to the state
exchequer.

(iv) Demand and Supply Gap


Gypsum is the main raw material for cement manufacture industries,
chemical, ceramic and fertilizer industries. The quarry produces good
grade Gypsum leading to conservation of mineral resources. Gypsum
board is primarily used as a finish for walls and ceilings, and is known
in construction as drywall, wallboard, sheetrock or plasterboard.
Gypsum blocks are used like concrete blocks in building construction.
Plaster ingredients are used in surgical splints, casting moulds and
modeling. Jammu & Kashmir is the sole holder of country's borax and
sapphire resources and possesses 36% graphite, 21% marble and 14%
of gypsum. Coal, gypsum and limestone are the important minerals
produced in the State. Coal occurs in Poonch, Rajouri and Udhampur
districts; gypsum in Baramulla and Doda districts; limestone in
Anantnag, Baramulla, Kathua, Leh, Poonch, Pulwama, Rajauri,
Srinagar and Udhampur districts; and magnesite in Leh and
Udhampur districts. Other minerals that occur in the State are bauxite,
ball clay and china clay in Udhampur district; bentonite in Jammu
district; borax and sulphur in Leh district; diaspore in Rajouri and
Udhampur districts; graphite in Baramulla district; lignite and marble
in Kupwara district; quartz and silica sand in Anantnag, Doda and
Udhampur districts; quartzite in Anantnag district; and sapphire in
Doda district.

(v) Imports v/s Indigenous Production


Demand of Gypsum in the domestic market is high. In the allotted
area, Gypsum is available in abundant quantity and can be excavated
indigenously. It had become a major source of economy in the
area/region.

(vi) Export Possibility


Gypsum is mainly used for cement manufacture industries, chemical,
ceramic and fertilizer industries. Mineral Gypsum shall cater the
indigenous demand and major consumers are located in nearby areas.

(vii) Domestic/Exports Markets


There is always an increasing demand of Gypsum in domestic market.

(viii) Employment generation (Direct & Indirect) due to the project


By proposed project of Gypsum mining in the area, people get
employment. The project directly generates the employment
opportunities for the local people and indirectly for the others. The
total manpower requirement for the proposed mining operation will be
around 25 persons directly. Indirect employment is expected by allied
activities.

3.0 PROJECT DESCRIPTION


(i) Type of Project including interlinked and interdependent projects, if
any.
The proposed project of Gypsum mining is an independent project in
which mineral will be sold directly in domestic market as lumps and
grits.

(ii) Location (map showing general location, specific location, and project
boundary & project site layout) with coordinates.
The lease area has been marked on toposheet No. 43J/4 falls in near
village-Chunawali Zamboor Pattan Chulan, Tehsil-Uri, District–
Baramulla, in the state of J&K.

(iii) Details of alternate sites considered and the basis of selecting the
proposed site, particularly the environmental considerations gone
into should be highlighted.
It is naturally occurring rocks which is site specific due to its geological
origin. This lease is granted by the state govt. No alternative sites are
proposed.

(iv) Size and Magnitude of Operation


Total area of mine lease is 1.5757Ha. The mining operation will be @
65964 tonne per annum production of Gypsum.

The mining is manual, very small “B” Category. Since the area is very
small and development of haulage road to the Centre at RL 2182 has
already been taken for opening of the benches from top, the bench
would also serve as road down below for transportation of Gypsum.
The general slope of the hillock is around 18°. The lowest RL is 2122m
and highest point is 2263m, means RL difference of 141m Therefore for
effective winning of mineral, benches have to be opened from east at RL
2210m keeping the height of benches to 1.5 to 3m maximum and
minimum width of 6m with pit slope maintenance to 45° the face slope
shall remain 75°. Initially the mining during five shall be restricted to
eastern periphery & after five years period the infrastructure would be
developed in the form of preparation of topography, dressing of
haulage road towards north western portion of the lease area.
At the moment, use of explosive in the area is not possible because of
the border sensitiveness of the area. If at any time the infrastructure and
conditions for use of explosive are congenial, jack hammer drilling
32mm dia holes for blasting shall be adopted.

(a) Geology of the Area


The geology of the area has been studied in general by pioneering
worker S.C. Middle miss some 70 years back. Middle miss gave only
the general description of the deposits. Wadia (1934) described regional
geological setup of the area. The first systematic of Gypsum deposits
was conducted by M.I.Bhat of G.S.I (1959-1960). According to him the
Gypsum deposits were of high purity and contained in average
Gypsum content of 92.79% as per his estimate about 100 million tonnes

of probable Gypsum resources and 57 million workable reserves occur


in the area upto 40mts depth.
Detailed geological studies were carried out by the geologists of state
Department of Geology & Mining, in selective blocks namely P.L.Raina,
J.L.Koul, K.S.Chib, R.L.Pandita, B.L.Tiku, A.R.Mir etc.

(b) Local Geology


A lithological section as worked out in the block is given as under:

The deposits comprise of 2 Gypsum bands through which a small


phyllitic Band occurs in lensoidal form pinching towards west. The
phyllites are quartzitic, carbonaceous and siricitic in nature. The
Gypsum is massive compact and white in colour. Secondary deposits of
Gypsum are also observed in the area which exhibits relatively greater
hardness and resistance to weathering. The eastern deposits outside the
lease boundary are concealed under 5 to 7m soil cover. The general
strike of the Gypsum bands is N 45°E – S 45° W with in slope dips of 45°
towards west.

(d) Details of Machineries to be Deployed
The bench height is proposed from 1.5 to 3m and production of mineral is
proposed to be achieved manually through development of road to top and then
benches shall be drawn downwards from RL 2220m. JCB/shovel shall be
engaged for development.

(f) Proposed Rate of Production when the mine is fully developed


The production of masonry is estimated at 65964 tonnes per year. 20%
variation may take place in target as per market requirement.
Considering the national, state and local holidays there will be around
300 working days in a year. Hence the permitted operating capacity of
the mine is 65964 MT per Annum.

(g) Anticipated Life of Mine


Mineable (Proved + Probable) Reserves/Avg. Annual Production =
627870 MT (after deducting mineral loss and safey barrier)/Gypsum @
65964 TPA = About 9.51 Years (Say 10 Years). The life of mine may
change depend upon the prospecting results, rate of production and the
extent of mechanization.

(vi) Raw material required along with estimated quantity, likely source,
marketing area of final products/s, Mode of transport of raw Material
and Finished Product.
No raw material is required during the mining process. The operation
involved excavation of Gypsum directly transport to end users/market
in the form of lumps and grits.

(vii) Resource optimization/recycling and reuse envisaged in the project, if


any, should be briefly outlined.
In nature, mineral is in finite quantity and once the mineral depleted
cannot be replenished. Working will be done systematically to optimum
utilizes of mineral. Scientific mining practices will be adapted to
optimum utilization of resources.

(viii) Availability of water its source, energy/power requirement and source


should be given.
Total water requirement at mine will be about 4.0 KLD for drinking &
domestic use, dust suppression and plantation. Water will be sourced
from bore wells located in nearby villages through tankers. Diesel will
be use as motive source of primary energy for mine machineries. Diesel
will be 50 liter per day is assumed to be consumed. Diesel will be
outsourced from nearby diesel pumps/depot.

(ix) Quantity of wastes to be generated (liquid and solid) and scheme for
their management/disposal.
the phyllitic material that comes out in bigger fragments will be utilized
in the middle development in making parapet walls toe walls, retaining
walls etc and the rest shall be dumped in earmarked dumps year wise
and each dump will be protected by stone fencing and yearly plantation
will be made over such dumps. In case of mine closure if any the
parapet walls will be utilized in back filling of the benches created due
to haulage road together with the recoverable rejected waste from the
waste dump yard and followed by the plantation through local verities
particularly herbs and shrubs to prevent any soil erosion to a great
extent.

4.0 SITE ANALYSIS


(i) Connectivity
Area is well connected with road and rail transport. The district is well
served by a network of metalled and unmetalled roads. National
Highway-1A about 5 km in South East direction from the mine site.

(ii) Land Form, Land use and Land ownership


Total area of lease is 1.5757Ha. (Rocky, Barren non forest). The lease
area forms part of G.T. Sheet No. 43J/4. No forest land is involved in
leased out area. Details are as follows:

(iii) Topography (Along with map)


The applied lease area is situated at village Chunawali Zamboor Pattan
Chulan, Tehsil – Uri, District – Baramulla, J&K. The general
topography of the applied area is mountainous. The general slope of
the area is towards west and each raging from 30° to 45°. The drainage
pattern of the applied area follows the slope of the area and is
dendritic. The highest point of the area has the elevation of 2263m RL
towards Northern side of the applied area. The lowest point of the area

has the elevation of 2122m RL towards Southern side of the applied


area. Surface Plan of the area is enclosed.
(iv) Existing land use pattern (agriculture, non-agriculture, forest, water
bodies (including area under CRZ), shortest distances from the
periphery of the project to periphery of the forests, national park,
wild life sanctuary, eco sensitive areas, water bodies (distance from
the HFL of the river), CRZ. In case of notified industrial area, a copy
of the Gazette notification should be industrial area, a copy of the
Gazette notification should be given.
The leased out area comes under Rocky, Barren non forest Land. There
are no eco sensitive areas such as forest, national park, wildlife
sanctuary, biosphere reserves and wildlife corridors etc. located in core
zone. Mining will be done in leased out area. No other land will be
disturbed/altered.

(v) Existing Infrastructure
This is an existing mining project of Gypsum near Village - Chunawali
Zamboor Pattan Chulan, Tehsil - Uri, District - Baramulla (J&K). No
infrastructure facilities exist within lease area. A well equipped first aid
facility is proposed to be available at there. Temporary rest shelter
urinal and latrine are proposed. The mining staff/workers use water

from bore well to be dug near the leasehold. A small water tank is also
proposed in mine office premises. This can be used for supply of water
to drinking purposes.

(vi) Soil Classification


Top soil within the mines will be removed completely due to mining
activities. It is also expected that nearby area may be affected due to
deposition of dust from various mining activities such as loading and
unloading operations and vehicular movement.
During rainy season the wash-off and run-off of OB dump may cause
siltation in low lying areas. No toxic contamination is present in the
solid waste to be generated. Hence the soil quality in the buffer zone is
not expected to be adversely affected due to mining operation.
The present land use of the core-zone i.e. mining lease area is waste
land with no forest cover. Hence every impact on land use will be
positive in future by way of afforestation or water reservoir.
Simultaneous backfilling will be done in excavated and exhausted
portion of the quarry. In buffer zone no adverse impact is envisaged as
all mining activities will be restricted to the core zone only.
i) Lithosols
These soils are found on steep slopes in the foot hills of Jammu district.
The soil is gravelly loam to gravelly silty loam. The pH of the soil is
nearly neutral in nature i.e. 7.1 to 7.8. The soils have a good water
holding capacity.

ii) Alluvial soils


The alluvial soils are mostly found in the flood plains of Ravi, Chenab,
Jhelum and Sind rivers and their tributaries. The soils are found in
plains Jammu district. These soils have been divided into two groups
viz. old alluvial and new alluvial. The old alluvial soils are calcareous
and neutrals to alkaline in their reaction (pH 7.6- 8.4) and low to
medium in organic carbon and nitrogen. The pH of the new alluvial

soil ranges between 7.0-7.7 and is calcareous with low in organic

(vii) Climatic data from Secondary Sources


The climate of the district is classified as sub-humid to sub-tropical
type of climate. The summer season starts from April and lasts till June
is followed by southwest Monsoon that has maximum rainfall of the
year spread over the months of July, August and September. The post
monsoon season (October and November) also experiences some
rainfall and is followed by winter season (December-February). The
nearest meteorological observatory is located in Water Management
and Research Centre (SKUAST) at Pounichak and taken as
representative of the study area.
The sub humid to sub-tropical district receives normal annual rainfall
of 1246 mm. June is the hottest month of the year with mean daily
temperature ranging between 24.90ºC and 41.70ºC and reached up to
47ºC. January is the coldest month and temperature comes as low as
4.0ºC. Most of the rainfall is received through the southwest monsoon
which lasts from the last week of June to end of September.
During remaining period rainfall is sporadic and scanty. The humidity
is lowest in May i.e. 26% and maximum in December and January is
89%. The rainfall is maximum in the months of July and August.
Minimum rainfall occurs in November.

(viii) Social Infrastructure Available


The district supports various mineral industries in the area/region. It
promotes good industrial growth via provides better infrastructure
facilities.

1. Railway Station: There is no railway line in 10 km area.

2. Road: National Highway-1A about 5 km in South East direction from


the mine site.

5.0 PLANNING BRIEF


(i) Planning Concept (type of industries, facilities, transportation etc.)

This is a Gypsum mining project. Facilities includes such as temporary rest
shelter, first aid center are proposed/exists in the area. Mining will be/is
being done by semi-mechanized opencast method. Transportation of
mineral shall be done through road by trucks and tractor trolleys. Other
facilities such as power, transportation and communication, social
infrastructure facilities are locally available near project site i.e. Uri &
Baramulla.

(ii) Population Projection


The project will employ most of the workers from nearby areas. Local
people from nearby villages will be give preference. Thus there will no
chance to increase population due to proposed project of Gypsum mining
in the area.

(iii) Land Use planning (breakup along with green belt etc.). Approximate
land use is as following for life of Mine.

The road facility is already available which will be used and properly
maintained. Mine have its own approach roads which exist and well
connected to national and state highway.

The project of Gypsum mining in the area, about 25 person are proposed/
being to be employed. The labour will be employed from nearby
villages/area locally. Clean drinking water and medical facilities will be
made available at project area and in nearby villages.

(v) Amenities/Facilities
Basic amenities/facilities available in nearby villages and towns such as
road, power supply, communication, water supply, medical and health
etc. Site is well connected with road and other infrastructure facilities.
Communication facilities are such as post office, telecommunication
available in Chunawali Zamboor Pattan Chulan, Tehsil-Uri, and District-
Baramulla, J&K. Nearby villages is well electrified. Medical facilities are
available in Uri. General Hospital is available at Tehsil - Uri, District-
Baramulla, J&K. Apart from the above, during operational phases of
mining, following facilities shall be provided as:
(i) All the safety norms will be strictly followed.
(ii) Provision of clean drinking water.
(iii) Group insurance scheme for engaged workers.
(iv) First aid facilities.
(v) Periodical medical campaigns for mine workers and nearby
villagers.

6.0 PROPOSED INFRASTRUCTURE


(i) Industrial Area (Processing Area)
No industrial/ processing area is proposed.

(ii) Resident Area (Non Processing Area)


No residential area is proposed.

(iii) Green Belt


Plantation has been undertaken at the foothill zone South East with
in 7.5 mine barrier strip i.e. over land about 0.025 ha. area, where
upon more than 250 trees and saplings have been planted. The
plantation shall be added year after year and by the end of lease

period, vast stretches of land covering more than 1 ha. Shall be


covered under plantation involving a jungle of more than 1500 trees
and plants. Year wise afforestation programme is given below:

(iv) Social Infrastructure


Existing road will be maintained regularly. People of the area are
moves towards other place for search employment. By this
proposed project of Gypsum mining in the area, provides
employment opportunities in the area/region and this helps to
check migration of people of one place to other. Medical and
educational facilities will be provided.

(v) Connectivity (Traffic and transportation Road/Rail/Metro/Water


ways etc.)
Area is well connected with road and rail transport. The district is
well served by a network of metalled and unmetalled roads.
National Highway-1A about 5 km in South East direction from the
mine site.

(vi) Drinking Water Management (Source & supply of water)


Water required for drinking purpose will be purchased from
nearby borewells through tankers. Approx. 1.0KLD water will be
required for drinking and domestic purposes.

(vii) Sewerage System


Domestic waste water will be treated into septic tank followed via.
soak pit.

No Industrial waste will be generated from the project.

(ix) Solid Waste Management


The generated solid waste will be sub grade. Any interbedded
phyllite generated incidental to mining shall be treated as waste
and disposed of as building material.

(x) Power Requirement


Nearby village’s area is well electrified. Diesel will be use as a
motive source of energy at mine site. RSEB power line is available
near applied lease area.

7. 0 REHABILITATION & RESETTLEMENT (R&R PLAN)


(Policy to adopted (Central/State) in respect of the project affected
person including home oustees, land oustee and landless labour (A brief
outline to be given).
Human settlement is away from the applied lease area thus no impact will
be anticipated on human settlement by proposed mining of Gypsum. So
there is no need of rehabilitation and resettlement plan so far. Mining is
proposed on Rocky, Barren non forest.

8.0 PROJECT SCHEDULE AND COST ESTIMATES


(i) (Likely date of start of construction and likely date of completion (time

Project will commence within one month after getting environmental
clearance from DEAC.

(ii) Estimated project cost along with analysis in terms of economic


viability of the project
Total Project Cost : 20 Lac
Environment Protection Cost : 0.40 Lac Per annum
ESR Cost : 0.40 Lac Per annum
Cost for Labours : 0.25 Lac Per annum

The profit will depend upon the actual production obtained from the mine
and demand of mineral in market. Details of activities & budgetary

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)


(i) Financial and social benefits with special emphasis on the benefit to
the local people including tribal population, if any, in the area.
This is an existing project of Gypsum mining of Shri Noor Mohd.
Trumboo (512Min, 516Min,517Min & 518Min), Area-1.5757 Ha. near
village - Chunawali Zamboor Pattan Chulan, Tehsil - Uri, District –
Baramulla (J&K) is of utmost importance to the area/region for interest
of mineral development and improves the socio-economic conditions
of the local habitants. Mine will provide direct employment
opportunities to about 25 persons and around 50-60 will be directly &
indirectly benefitted by their allied activities. Lessee is committed to
provide better infrastructural facilities such as education, medical,
clean drinking water, maintenance of approach roads in nearby areas

of the mine site. The State Government will get revenue in the form of
royalty from selling of mineral, land tax/surface rent; Sales tax/VAT,
income tax etc. will be addition. The operation of the proposed project
of Gypsum mining will bestow various social and economic benefits to
the local communities of the area. Thus the project of Gypsum mining
will prove beneficial to the area.
