1. EXECUTIVE SUMMARY

M/s Hindalco Industries Ltd. (HIL) intends to produce 0.3 MTPA Bauxite as ROM
from Lakharshi Bauxite Mine over an area of 237.632 Ha. located at village(s)
Lakharshi, Rogapadar, Lalingpadar, Bhandapai, Kangatumba, Chiliguda &
Kalagaon, Tehsil-Kashipur, Dist-Rayagada, Odisha.

Mining Plan (under Rule 22 of Mineral Concession Rules, 1960) along with
Progressive Mine Closure Plan (under Rule 23B of MCDR, 1988) have been
prepared & approved by Indian Bureau of Mines, Ministry of Mines, Govt. of
India vide letter no MPM/OTFM 07-ORI/BHU/2012-13, dated 27.09.2012. The
copy of the approved letter is attached as Enclosure – 1.

Prospecting license has been approved by State Govt. vide letter no. II(BX) (SM)
13/01-3352/SM, Bhubaneswar dated 07.05.2004. The copy of the same is
attached as Enclosure – 2.

This Pre-feasibility Report along with Form-I and proposed Term of Reference
(TOR) are prepared for the prior environmental clearance from Ministry of
Environment, Forest and climate change.

Environmental Impact Assessment and Environmental Management Plan will be


prepared for obtaining the environmental clearance from Ministry of
Environment, Forest and Climate Change, once the Terms of Reference is
approved by the MoEF on the basis of online application in Form – 1 & Pre-
feasibility Report.

2. INTRODUCTION OF THE PROJECT / BACKGROUND
INFORMATION
2(i) Identification of project and project proponent. In case of
mining project, a copy of mining lease/letter of intent
should be given.

The total mining lease are of Lakharshi Bauxite mine is 237.632 Hectare. Out of
total mining lease area, 117.572Ha area is DLC forest land, for which Diversion
proposal has been submitted to CCF (Nodal) vide letter no nil, dated 17.02.2012
(State serial no. 543, dated 26.06.2012) and copy of the same is attached as
Enclosure – 3.

Prospecting license has been approved by State Govt. vide letter no. II(BX) (SM)
13/10-3352/SM, Bhubaneswar dated 07.05.2004.

Modification of approved Mining Plan (under Rule 22 of Mineral Concession


Rules, 1960) along with Progressive Mine Closure Plan (under Rule 23B of MCDR,
1988) have been prepared & approved by Indian Bureau of Mines, Ministry of
Mines, Govt. of India vide letter No. MPM/OTFM 07-ORI/BHU/2012-13, dated
27.09.2012.

The Applicant, M/s Hindalco Industries Ltd is a registered public limited company
involved in mining, beneficiation, refining and smelting of minerals, particularly
bauxite. The registered office of Hindalco is at Century Bhavan, 3rd floor, Dr
Annie Besant Road, Worli, Mumbai-400030 and Orissa based office is at J-6,
Jaydev Vihar, Bhubaneswar-751013, Orissa.

2(ii) Brief description of nature of the project.

Prospecting license for Bauxite in villages Lakharshi, Rogapadar, Chiliguda,


Kangatumba, Bhandapai, Kalagan, Lalingpadar in Tahasil/PS:Kashipur of
Rayagada district, Orissa over an area of 239.053 hectares was granted in favour
of the M/s Hindalco Industries Limited, J-6, Jaydev Vihar, Bhubaneswar-751013,
Orissa (hereinafter referred to as HINDALCO) vide Govt. of Orissa Proceeding
No. II (BX) (SM) 13/10 – 3352/SM, Bhubaneswar, dated the 7th May, 2004.

Subsequently, the P.L area was prospected by Geologist of M/s Silicon


Geosciences under the guidance of Hindalco during the prospecting period and
the Prospecting Report was prepared by the RQP, Dr. A.K. Singh, Regn.
No.RQP/CAL/279/98/A, M/s Silicon Geosciences, 52, Kharvela Nagar,
Bhubaneswar.

Available reserve under mineable category is 6,042,740 Tonne. Due to growing


demand of alumina and aluminum, this Lakharshi deposit will be worked as a
Category-A (other than fully mechanized) mine as per MCDR, 1988 to produce
bauxite @ 300,000 t / annum (0.3 MTPA).

This project on the basis of its merit comes under schedule no. 1(a) of Category
A projects eligible for screening, scoping & env. appraisal by MoEF, New Delhi.

 General Geology

Applied area forms a segment of the east-central part of the Eastern Ghat hill
ranges. Rocks belonging to the khondalite and charnockite suites constitute the
major rock types of the area. In general, Khondalite forms high hills and peaks
where as charnockite is invariably confined to the valleys and slopes of hills. Both
the groups of rocks occur as concordant bands. It is a common feature to
observe islands of khondalite within charnockite rocks.

The geological succession tentatively worked out for the area is presented
below:

The khondalite group consists of garnet-sillimanite-quartz-feldspar gneiss and its


variants, which include garnetiferous quartzite, sillimanite-quartzite and
quartzite. Likewise, the charnockite group is represented by both the basic and
intermediate varieties. Diopside-hypersthene-granulite and gneiss are the major
variants. Occurrence of lenticular patches of pyroxene granulite within the
intermediate charnockite gneiss is common.

Both khondalite and charnockite are marked by lit-par-lit injection of quartzo-


feldspathic material, which has resulted in the formation of migmatite and augen
gneiss. The contact between charnockite and khondalite, in general is marked by
a garnetiferous quartzo-felspathic granulite (leptynite).

 Local Geology

As revealed from the local geological set up, the stratigraphy of the applied area
has been enumerated as follows:

 Soil & Alluvium

The plateau top is covered with thin humus of 0.15 m to 0.3 m thickness. The
adjoining slopes and valleys are covered by screed and alluvium respectively.

Bauxite bearing area is mostly covered with humus and lateritic capping of
variable thickness. Soil patches are widely scattered and mostly occupy the
valleys.

 Laterite/Bauxite

Most of the plateau top exhibits laterites of varying thickness ranging from 3m to
5m. The laterite horizon is followed below by a transitional zone into moderately
good grade bauxite. In general, there is a gradual improvement in grade of
bauxite in depth which usually grades into a zone containing admixture of
bauxite and kaolinite which ultimately passes into altered khondalitic bedrock.

Laterite is usually brown, dark brown and brick red in colour. Both massive and
cavernous varieties are available, which are, at places, pisolitic in nature. Bauxite
is of pale pink, light brown to brick red colour and is either semi-massive or
cavernous. Gibbsite usually occurs as saccharoidal crystals and at places forms
district bands. In vesicular type of bauxite, crystalline gibbsite occurs as coatings
in the cavities. Goethite, limonite and clay occur in varying amounts. The
aluminous laterite boulders of the plateau contain gibbsite.

Bauxite (Al2O3 2H2O) is the mineral form of aluminium, occurring naturally in the
earth’s crust. It appears as a medium soft to hard rock, has a cellular, porous of
fine grained compact structure. It is formed by the weathering of sedimentary
rocks. Bauxite is normally found in a layer on the top of the plateau below a thin
layer of overburden.

Physical properties of Bauxite vary from appearance point of view, hardness,


texture etc. The specific gravity of this ore varies from 2.6 – 3.5. Both diaspore
and bohemite decompose slowly between 3100C and 4300C. The colour of the
mineral may be pink, cream, red, brown, yellow or grey depending upon the
variation in impurities, mainly iron oxide.

Alumina (Al2O3), is extracted from bauxite through a refining process known as


the Bayer process. In general, three tones of bauxite is required to produce one
tonne of alumina. Aluminium is separated from alumina removing oxygen. In

general, two tones of alumina is required to produce one tonne of aluminium.


Hence, six tones of bauxite is required to produce one (1) tonne of aluminium
metal.

 Khondalite

The lower reaches of the slopes surrounding the plateau expose khondalite. The
khondalite are often altered and the foliation NNE-SSW to N-S directions with
mostly sub-vertical dip. They are at places tightly folded into steep northerly
plunging isoclinal folds. The khondalite is mainly composed of quartz, feldspar,
garnet and sillimanite.

 Grade

The samples were chemically analyzed at Geo-Environmental Laboratory


Hyderabad. Results of 40 samples drawn meter-wise from 17 channels from the
scarp faces of the plateau are as follows:

2 (iii) Need for the project and its importance to the country and
or region.
Bauxite mined @300,000 tonne/annum from the applied lease area will be
utilized for captive purpose by the applicant in their smelter plant at Hindalco in
district Sambalpur, Orissa after refining the bauxite in to alumina in their plant at
Renukot, Muri and Belgaum.
In addition to these, aluminium is one of the most important and widely used
metals in the transport, construction, packaging and electrical sectors. In
transport sector aluminium is used in cars (engine blocks, cylinder heads,
transmission housings and body panels), trucks and buses (sheet and plate for
bodies), in railway stock and in aircraft. In the construction sector aluminium is
used in sheet products for roofing and wall cladding, in extrusions for windows
and doors and in castings for builders’ hardware. In the packaging sector
aluminium is used in the form of alloy sheet for beverage can bodies and tops,
as foil for household and commercial wrap, in manufactured packaging products

such as cartons for fruit juice and packaging for pharmaceuticals. In the
electrical sector aluminium is used in the form of wire, normally reinforced with
steel to form cables.
2 (iv) Demand-Supply Gap
Mineable reserve of bauxite is estimated to be 6,042,740 t. Therefore, life of the
mine will be approximately 20 years @ 300,000 t/annum.
2 (v) Imports vs. Indigenous production
It is a mining project where bauxite will be produced for the refinery plants.
2 (vi) Export Possibility
There is no export possibility since bauxite mined out from the applied lease area
will be exclusively used in the refinery and then in smelter plant.
2 (vii) Domestic / export Markets
Average grade of Bauxite in Lakharshi Mine is 44.31% Al2O3 which will be mined
out@300,000 t/annum from the applied lease area for captive purpose by the
applicant in their smelter plant at Hindalco in district Sambalpur, Orissa after
refining the bauxite in to alumina in their refinery plant at Renukot, Muri and
Belgaum. There is no question of exporting the bauxite as per the terms &
conditions of State Govt. issued to the Applicant.
2 (viii) Employment Generation (Direct and Indirect) due to the
project
Due to mine activities in the M.L area, there will be approximate engagement of
60 persons in the mining & other auxiliary activities which are incidental to
mining operation, who may be employed directly or indirectly. This includes
management, technical, supervisory, other highly-skilled & skilled category, some
more persons may be associated with this project to carry out some other
developmental jobs as per need-base from time to time. Ancillary income such as
shopping, supply of food items, tailoring, hoteling etc. are extra.

3. PROJECT DESCRIPTION

3 (i) Type of project including interlinked and interdependent


projects, if any.

This is a mining project. Bauxite mined out from the project will be transporting
to the refinery plants at Renukoot, Muri and Belgaum for alumina which will be
sent to smelter plant at Hirakud in district Sambalpur, Orissa for alumina.

The applied Lakharshi M.L area over 237.632 hectares decided for grant by the
State Govt. is located in villages Lakharshi, Rogapadar, Chiliguda, Kangatumba,
Bhandapai, Kalagaon, Lalingpadar in Tehsil/ PS: Kashipur of Rayagada district,
Orissa forms a part of the Survey of India toposheet No.65M/3 and is bounded
by the latitudes 190 24’ 39.568” to 190 25’ 57.08” N and longitudes 830 07’
38.636” to 830 09’ 07.605” E. The plateau of applied M.L. area partly belongs to
East Coast bauxite deposits which reservoirs about 56% of the total bauxite
resource in the country.

3(iii) Details of alternate sites considered and the basis of


selecting the proposed site, particularly the environmental
consideration gone into should be highlighted.

This is a mining project which is planned to produce bauxite @300,000t/annum


for captive use in refinery plants of the Applicant located at Renukoot, Muri and
Belgaum for alumina which will be smelted at Hirakud, Orissa for production of
Aluminum.

Mining is a site specific project and possible where mineral occurs.

The details of the land use pattern is given in Section - 4(ii). There is no
environmentally fragile area such as sanctuary or biosphere reserve with the 10

km radius of the applied area. Extent, engaged or rare species are not found in
the applied area.

Plateau top is mostly covered with lateritic boundary.

3(iv) Size or magnitude of operation.

Production required of bauxite is 300,000 t /annum which is scheduled to be

 Height, width and Final slope angle of the mine

Height and width of the benches will be kept at 3m & 6m respectively. In case
the ore-body elongates to some more depth the height may increases by 1 or 2
mtrs & it is maximum up to 6 mtrs height. The individual bench faces will be kept
nearly vertical (750 - 85°) whereas the overall quarry slope angle (the angle
between the line joining the toe of bottom bench and the crest of the top bench
with the horizontal) is proposed to be maintained at less than 45° with the
horizontal.

To keep the ultimate pit slope safe & stable and to mine out the optimum
amount of bauxite from the quarries, height & width of the benches will be kept
at 3m each at the time of abandonment. The aforesaid benching will form
ultimate pit slope angle at around 450 with the horizontal.

Ultimate extent of the quarries will be confined to the area of 106.0 hectares up
to 6m depth from surface level.

The major factors like topography, estimated reserve & grade, thickness and
nature of overburden as well as bauxite, capital available and production target
have become the basis to adopt opencast trench mining method on one shift
basis with the deployment of earth moving machineries like ripper dozer, blast
hole drill, toothed double roll crusher (150 TPH) and screen. In addition to these,
it is proposed to carryout concurrent reclamation to comply with the
environmental and legal constraints.

3(vi) Raw material required along with estimated quantity, likely


source, marketing area of final products, Mode of transport
of raw material and finished product.

This is mining project, so raw material is not required. Here the bauxite
produced from the mine is the raw material, which will be used for the
production of Alumina by refinery plants.

3(vii) Resource optimization / recycling and reuse envisaged in


the project, if any, should be briefly outlined.

Height and width of the benches will be maintained at 3m and 6m


respectively for convenience in working while height and width of the
benches will be kept 3m each at the time of abandonment to mine out
optimum amount of bauxite resource from the quarries.

3(viii) Availability of water its source, Energy / power


requirement and source should be given.

Rocks encountered in the plateau are metamorphic rocks like khondalite,


charnockites, etc. which are regarded as the consolidated formation. The
porosity and permeability character of the rock mass is very poor and
support to make a confined aquifer in the area. Laterite, recent aluminum
etc. at lower levels have higher porosity and permeability and hold good
amount of water in their pore spaces in comparison to consolidated
formation showing the nature of very good semi unconfined aquifer. The
depth of the open wells in the area ranges from 8m to 13m while depth of
the bore wells of that area ranges from 30m to 60m. It is evident from
the open wells as well as bore wells that the water table in the area varies
from 8m to 12m below ground level during monsoon and summer season
respectively

Drinking water source in the region are the tube wells and dug wells. For
the mine employed people, drinking water will be made available by
putting a Tube well in the lease area. Some of the perennial water sources
are available nearby to the lease area, which will meet the requirement of
the mines up to certain extent. 20 KLD water will be required for domestic
and non-domestic use in the mine. There is no possibility of puncture of
ground water table during the life of the mine since the mine working will
be confined to only 6m depth from surface level.

Electricity will be made available for office & quarters in the M.L. area in
directly by installing the DG or some other energy generator. There is no
proposal to use electricity for mining / mechanization or mineral
processing. To support the activities illumination within the lease area
shall be met by installing 50 KVA DG-set.

3(ix) Quantity of wastes to be generated (liquid and solid) and


Scheme for their Management / disposal.

 Rate of generation

An area of 106.0 hectares will be under mining during the life of the mine.

Production required of bauxite is 300,000 t /annum which is scheduled to be

 Selection of Waste Dumping Site

Selection of dumping site mostly depends upon the factors like topography,
drainage, land use, mineral inventory, pit configuration, mine waste
characteristics, its volume of generation and economy in transportation. Keeping
in view the above physical as well as techno-economic factors, the
overburden/waste generated from the opencast mine will be in the bauxite zone
during initial two (2) years on the relatively flat plateau top near the opening
within the ultimate pit limit temporarily for ease and economy in back filing
instead of dumping on the plateau slopes degrading the additional non-forest
barren land outside the ultimate pit limit.

Overburden/waste under dumping in this area will be the temporary phenomena


and will be re-handled and re-dumped in the mined out area for reclamation
from 3rd year onwards. Due to inadequate availability of exhausted area, back
filling can not be done during the initial two (2) years.

 Manner of Waste Disposal


 External Dumping

589,518 m3 waste is likely to be generated during the plan period. Out of


these, 90,018 m3 waste of 1st year will be dumped over 1.2 hectares
externally on the relatively flat plateau top near the opening of mine within
ultimate pit limit temporarily for ease and economy in back filling.
Overburden/waste under dumping in this area will be the temporary
phenomena and will be re-handled and re-dumped in the mined out area
for reclamation from 2nd year onwards. Due to inadequate availability of
exhausted area, back filling cannot be done during first year.

 Waste dump will be terraced and overall slope will be maintained at 270
with the horizontal. Retaining wall will be constructed around the dump
toe to arrest the wash-off material during rain. Garland drain shall be
developed around the lower slopes of the waste dump. Settling tanks will
be constructed at the corner of the garland drain and de-silted at regular
intervals.

 Overburden/waste under dumping in this area will be the temporary


phenomena and will be re-handled and re-dumped in the mined out area
for reclamation from 2nd year onwards. Due to unavailability of exhausted
area, back filling can not be done during first year.

 Backfilling

 It is proposed to back-fill the mined out area from one end of the opening
in the direction of progress of mining to restore the possible extent of
mined out area (as per the availability of waste) to a shape nearer to the
original topography. The void which will remain as such due to lack of
waste at the end of mining will be rehabilitated by way of soil conditioning
and plantation as well as water reservoir. Thus, the back filling in plan
period will be commenced con-currently from 2nd year of date of opening
of the mine and onwards as per the given table.

 Before back-filling, area proposed for back-filling will be drilled to prove it


as barren (no-ore bearing).

Management of Dump

 Waste of 90,018 m3 generated from the mine in 1st year will be dumped
temporarily. There will be automatic compaction of waste materials due to
the movement of loaded trucks.

 The back filling in plan period will be commenced concurrently from 2nd
year of date of opening of the mine and onwards.

 Retaining wall will be constructed around the waste dump at the eastern
side to check the wash-offs of the waste dump. In addition to these, a
garland drain with settling tank is proposed to be developed to the east of
check dam to receive effluent water of the waste dump, to settle down
the washed out solids and to release clean water to the natural drainage
system.

4. SITE ANALYSIS

4 (i) Connectivity

Applied Lakharshi M.L area over 237.632 hectares is accessible from Rayagada,
the district Head Quarter covering a distance of 75 km via Kashipur by an all
weather proof road. The nearest Rail head is at Tikiri at a distance of 35 km from
the village Lakharshi. A railway siding is also on the process of development by
Railway at Tikiri for transportation of road materials. The nearest airport
Visakhapatanam is at a distance of 280 km from this place.

4.(ii) Land Form, Land use and Land ownership

The surface of the plateau is almost flat and has very gentle slope. One saucer
shaped depression is marked on the central part of the plateau, which is filled by
thick humus and clay. The southern margin of the plateau exhibit scarp faces.

Out of 237.632 hectares applied area, 120.06 hectares is non forest area &
117.572 Ha is DLC forest land.

4.(iii) Topography (along with map)

The area under study forms a part of the Eastern Ghat hill ranges. The top
surface of the plateau is flat to gentle slope in nature. The average elevation of
the plateau is more than 1000m above MSL. One saucer shaped depression is
marked at the central part of the plateau, which is filled by thick humus and clay.
The southern margin of the plateau exhibit scarp faces of about 12m heights.
Most part of the plateau tops are covered by lateritic boulders. Highest and
lowest altitudes are noted at 1055m and 825m above mean sea level
respectively. The maximum altitude difference is noted to be 230m. 15 km radius
topographical map is presented in Figure No. 1 (Page No. 26).

4.(iv) Existing land use pattern (agriculture, non-agriculture,


forest, water bodies (including area under CRZ)),shortest
distances from the periphery of the project to periphery of the
forest, national park, wild life sanctuary, eco sensitive areas,
water bodies (distance from the HFL of the river), CRZ. In case of
notified industrial area, a copy of the Gazette notification should
be given.

4.(V) Existing Infrastructure.

The lease area can be approached from Rayagada (the district Head Quarter)
through 75 km long well maintained road via Kashipur. Important towns like
Bhubaneswar, State Capital (400 km) in Orissa and Visakhapatna in Andhra
Predesh and potential AirPort (240 km) are well connected. Nearest Rail Head is
at Tikiri (35 km).

Postal & telephonic facilities are available at nearby.

Drinking water will be made available by putting a deep tube-well in the M.L.
area. Water for industrial use will be obtained from the nearby perennial sources.

4.(Vi) Soil classification.

The country rock constituting the parent rock for bauxite comprises “Khondalitic”
suite of rocks belonging to the Eastern Ghat Group. The latter consists of highly
deformed, high grade metamorphic rocks of Precambrian age. The “Khondalitic”
suite represents a migmatised meta-sedimentary formation having been
felspathised to different degrees to yield rocks of wide range of variability in
composition. A purely quartz-sillimanite schist grades through quartz-felspathic
gneiss, porphyroblastic gneiss etc to granite gneiss and (or) granitoid bodies.
The suite, on the whole, is garnetiferous. The felspar present is mainly albite.

Plateau top is covered with thin humus of 30 cm thickness. This adjoining slopes
and valleys are covered by the screw and alluvium respectively. However, soil
samples will be collected and analyzed from various points as per Terms of
Reference (TOR) once it is issued by the Ministry of Environment & Forest
(MoEF), Govt. of India.

4.(Vii) Climatic data from secondary sources.

Meteorology of the region is described on the basis of published data (1951-


1980) recorded at the nearest Indian Meteorological Department (IMD)
observatory station, Koraput which is about 80 km from project site.
Temperature

The annual mean maximum temperature in the region varies from 24.3 0C
(December) to 34.2 0C (May) while annual mean minimum temperature
varied from 10.8 0C (December & January) to 22.0 0C (May).

Relative Humidity

The annual relative humidity at 8.30 hours varies from 59% (March) to 87%
(July & August) while at 17.30 hours annual relative humidity varied from
40% (March) to 84% (July & August).

Rainfall

The annual mean rainfall observed was 1550.8 mm. About 77.65% of total
rainfall was observed during the months of June to September.

Wind Direction

The predominant wind direction is from South West.

4.(Viii) Social Infrastructure available.

Applied Lakharshi M.L area over 237.632 hectares is accessible from


Rayagada, the district Head Quarter covering a distance of 75 km via
Kashipur which consists of 67 km metalled road between Rayagada &
Kashipur, 7 km mettalled road between Kashipur & eastern side of applied
M.L area on Kashipur-Sunger road. The nearest bus stop is at Lakharshi
village. The nearest Rail head at Tikiri is at a distance of 35 km from the
village Lakharshi. A railway siding is also under development at Tikri (on the

Rayagada-Koraput broad gauge rail section of East Coast Railways) for


transportation of road materials. The nearest port Visakhapatnam is at a
distance of 280 km from the applied M.L area.

Power transmission line passes through Nalachuan village which is at 2 km


south of the plateau. Village Lakharshi is electrified.

Khadiapani nala, a perennial stream, passes through the western margin of


the applied area. Ground water is available at 8m below ground level in rainy
season and 13m bgl in dry season.

Education facilities up to class XII and medical facilities are available at


Kashipur town. The nearest police station is at Kashipur.

5. PLANNING BRIEF

A 7.5 m wide peripheral barrier is proposed to be left on the edge of the plateau
for the purpose of equipment safety, avoiding discharge of the silts into the
valleys directly, and hiding the mining activities from the surrounding adjacent

There is a proposal to start production and exhaust bauxite from one side of the
deposit. A concrete proposal is incorporated in the mining plan for reclamation
of mined area from 3rd year onwards.

A total of 50 workers are to be employed in the mine for production of 1000 t


bauxite / day or 25,000 t / month which is calculated as follows:

excluding rainy days, holiday’s etc.

5.(iv) Assessment of Infrastructure Demand (Physical & Social).

Tribal Issues : However, the infrastructure demand of the locality has been
assessed as follows :

Physical : (a) Town planning and infrastructural development, (b)Housing


development and (c) Road construction and transport facilities.

Social : (a) Employment of local people in the mines, (b) Provision of


communicational, educational and medical facilities, (c)Economic progress of
the state by the addition of royalty and revenue to the state exchequer,
(e)Sanitation, (f) Family planning, (g)Provision & supply of clean & wholesome
drinking water,(h) capacity building (i)Training and assistance for animal
husbandry, agriculture, pisciculture, improved methods of agriculture,
traditional crafts for self employment and tribal art training.

5.(v) Amenities/Facilities.

Helmets, safety shoes, ear plugs, spectacles, globes, pads etc will be provides to
the labour to save their body parts while working. Rest shed will be provided to
take rest in lunch period. Vocational training will be provided to the labours by
trained executive to work safety in the mine & processing plant. First-aid as well
as medical facilities will be made available in the mine or to take care of the
health. In addition to these, following amenities / facilities will be provided to the
local communities:

(a) Improvement in cultural status through vocational training and recreational


facilities,
(b) Co-operative and fair price shops
(c) Parks and gardens for recreational entertainment
(d) Public health amenities
(e) Sports
(f) Greening of the area out side the lease area.

6. PROPOSED INFRASTRUCTURE

6.(i) Industrial Area (Processing Area).

There is a proposal to commission a 150 TPH capacity crushing unit for sizing of
run-off mine bauxite in to required sizes.

6.(ii) Residential Area (Non Processing Area).

Office, rest shed-cum-fast-aid centre etc will be made available in the lease
area for day to day mine operation. Since the lease area is near the tahasil
town Kashipur, the infrastructural facilities in respect of road, market,
telephone, power etc. are well developed.

Electricity will be made available for office & quarters in the M.L. area. There is
no proposal to use electricity for mining / mechanization or mineral processing.

 Accommodation or Housing

As far as experience is concerned, local people will work in the mine staying in
their own villages. Migrated people from distance will be accommodated at
Kashipur. Accommodation or housing will be provided to the essential workers
near the Q.L. area.

 Rest shed & Fast-aid Facilities

The rest shed will be provided near quarry site as per the mines rule, 56. Toilet,
Fast-Aid and lunch facilities will be attached with the rest-shed.

 Magazine

There is a proposal for construction of magazine in the mine lease area.


Alternatively, blasting will be carried out under the supervision of authorized
explosive dealer.

 Blasting Shed

Portable steel blasting shed of one end open type will be provided at this mine
site for giving protection to the blasters during blasting. The blasting sheds will
be shifted depending upon the shifting of the blasting locations.

6.(iii) Green Belt.

At the end of life of mine total lease area will be under plantation as mentioned

6.(iv) Social Infrastructure.

Education: - Education up to 7th class is available in Bhutuda village. Govt. paid


employees /teachers are imparting the education in the area. Applicant will
provide monetary help for the construction / repair / maintenance of buildings
and furniture like table, chair, benches etc of the schools of villages involved in
this project.

Health: - Mobile health units will be provided at the villages to transfer the
suffered/injured to the nearest PHC/CHC by the Applicant, M/s HINDALCO
Industries Limited and free medicine will be available to the patients. An MBBS
doctor with other paramedical staff will be provided along with the MHU during
the course of regular & specialized health camps by Applicant. MHU will be
provided by the Applicant for emergency on full time basis to serve all the
villages. Further need base heath care program will be organized independently
or in convergence with Govt/ NGO under the request of local people.

Entertainment: - Film show will be arranged fortnightly for the employees and
villages. Sport facilities will be provided for the outdoor games like football,
volleyball, hockey, cricket etc.

Financial help will be provided to decorate the place where the cultural program
/ festivals are enjoyed by the local people.

Others (water and light):- Financial add as well as awareness will be developed
in the region to consume wholesome drinking water. Area will be lighted in the
night through generator/ fixed power.

6.(v) Connectivity (Traffic and Transportation Road/Rail/Metro/water


ways etc).

The lease area can be approached from Rayagada (the district Head Quarter)
through 75 km long well maintained road via Kashipur. Important towns like

Bhubaneswar, State Capital (400 km) in Orissa and Visakhapatna in Andhra


Predesh and potertial Port (240 km) are well connected. Nearest Rail Head is at
Tikiri (35 km).

6.(vi) Drinking Water Management (Source & Supply of Water).

Drinking water will be made available by putting a deep tube-well in the M.L.
area. Water for industrial use will be obtained from the nearby perennial sources.

In a day about, 4 KLD of potable clean & wholesome drinking water will be
provided to the staff at the mine for drinking & domestic use. In addition to
these, 16 KLD of water will be utilized for non-domestic purpose which includes
use of water for mine operation (washing of machines etc), water spraying for
dust suppression / prevention and watering the plantation site for live & growth
of the saplings.

6.(vii) Sewerage System.

Lease area is consisting of plateau top and slopes. Sewerage system will be
developed at the hill top from the offices & other sheds which will be developed
for the needy persons (mostly security guards) who will reside on the plateau top
for essential services.

6.(viii) Industrial Waste Management.

This is a mining project. Solid waste such as laterite, khondalite etc will be
generated during mine which will be back-filled in the mined out area since 3rd
year onwards. Plantation will be carried out on the back-filled area after
spreading of topsoil, bio-fertilizers/manures (ref : Para-6.0)

6.(ix) Solid Waste Management.

 Quality

Types of wastes are laterite, clay, lateritised khondalite and free khondalite.
These are not toxic in nature.

 Management

As far as possible, waste materials will be compacted and stabilized by dumping


the various sized materials in a mixture form. There will be automatic
compaction of waste materials during the movement of truck / tipper while
dumping.

Retaining wall & garland drain will be developed around the waste dump to
arrest the washed off waste materials while there is rain.

6.(x) Power Requirement & Supply / source.

Electricity will be made available for office & quarters in the M.L. area thru’
50KVA DG or by any other means once activity starts at the hill top. There is no
proposal to use electricity for mining / mechanization or mineral processing
except the mine & road lighting.

7. REHABILITATION AND RESETTLEMENT (R& R) PLAN

7.(i) Policy to be adopted (Central/State) in respect of the


project affected persons including home outsees, land
outsees and landless laborers (a brief outline to be given).

There is no human settlement in the applied lease area which is entirely located
in Govt. land. Therefore, rehabilitated and resettlement proposal have ourselves
not required. Non-outlined un-irrigated privately owned land over 2.404 hectares
exists in the applied M.L area. Policy of the State Govt. will be adopted in respect
of their land once planned for use in mining & allied activities.

There is no forest in the applied M.L area. Most likely the date of construction of
site services and / or opening of the mine after the construction work may be six
(6) months or one year from the date of obtaining the surface right possession.
Approval of mining plan, Environmental Clearance, execution of mining lease
deed with State Govt. and surface right possession from the Collector will be a
job of approx. two (2) years.

8. PROJECT SCHEDULE & COST ESTIMATES

8.(i) Likely date of start of construction and likely date of


completion (Time schedule for the project to be given).

A period of 2 or 2 ½ years will be required tentatively to start the construction


work in the lease area and other six (6) months will be required for completion
of site infrastructures. Life of the mine is 20 years from the date of opening.

8.(ii) Estimated along with analysis in term of economic viability


of the project.

Estimates project cost is worked out to be Rs.19.2 crores and Production target
of bauxite is Rs.300,000 t/annum. Operating cost is worked to be Rs.800/tonne
while purchasing cost of bauxite is Rs.1200/tonne. Therefore, this project will be
economically viable for mining of bauxite for captive use in the Applicant’s
alumina and aluminum plants.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

9.(i) Financial and social benefits with special emphasis on the


benefit to the local people including tribal population, if any, in
the area.

Due to mine activities in the M.L area, there will be approximate engagement of
60 persons in the mining & other auxiliary activities which are incidental to
mining operation, who may be employed directly or indirectly. In addition to
these 60 persons, who includes management, technical, supervisory, other
highly-skilled & skilled category, some more persons may be associated with this
project to carry out some other developmental jobs as per need-base from time
to time. Ancillary income such as shopping, supply of food items, tailoring,
hoteling etc. are extra. Medical, transport, communication facilities including the
Purchase facilities and cultural improvement will be developed. Moreover the
general awareness and lifestyle of the area people will be improved.
