Bhagavan Sri Krishna is describing how he is present in both good and bad. He is the underlying factor for both virtues and vices. He is present as the gambling of the Mahabharata war, giving the fruits of actions, whether good or bad. He is also the shine and brilliance of outstanding people, their intelligence and good deeds. Bhagavan says he is the success and determination that leads to success, and the purity or sattva guna that prevails in virtuous people. We should understand that both good and bad come from Bhagavan and accept sorrows as coming from him without detesting pain.

Chalayataam dyutam asmi – Among, those who gamble, I am the
gambling
It can be understood, as if Bhagavan Sri Krishna, is talking about the
gambling, of the Mahabharata. One needs skill, to gamble as well. One commentator says, that: When Bhagavan gives the fruits of sinful actions, it may be, that He takes the form of gambling, and gives the sorrow. Paapa phala pradhana kale Bhagavan dyutarupam grinhati iti pratibhati So, Bhagavan is in the good, as well as, in the bad. Saint Thirujnanasambandar sang, about the Lord in Madurai - Sri Somasundara - that Bhagavan - is the virtues, as well as the follies. So, Bhagavan is the underlying factor, for both, the good and the bad. When we understand, that the bad is also Bhagavan, then we should have the capacity, to be able accept the sorrows, as coming from Him. We should not detest pain, or sorrow. If we err, we are bound to be punished. It is the firm opinion, of the Hindu philosophy, that nothing can be separated from Bhagavan. We do not separate, the satan (say- ton) from the God. We understand Bhagavan, as the witness, of both, the good and the bad - and that, He is present, both, in those who do good, and the bad, alike. We should understand this, carefully.
Tejas tejaswinaam aham
In those, who are shining or brilliant, I am that shine, or their brilliance. Outstanding, bright people - shine - by their intelligence, good conduct, benevolent actions, and, by accepting big responsibilities, and by carrying out, major welfare activities - firmly and boldly. We are not talking, of the physical glow on their face - but, their bright knowledge, their shining conduct etc. Bhagavan says, that He is the skill, and the brilliance, of all that is brilliant.
When we see someone powerful, we should understand them, to be
God. We should realise, that their brilliance, is an expression of God’s greatness. Such people are, manifestations of Bhagavan, and He has given us the opportunity, to see HIM in their form.
Jayosmi – I, am success Vyavasayosmi – I, am the determination, which has caused that success Satvavatam satvam asmi – In those, in whom the sattva guna prevails the most, I am, that sattva guna.
May we meditate upon these, as the Vibhutis of Bhagavan.
