Sub: Clarification regarding Contributory Schemes for Medical Facilities to

Employees & spouse on superannuation / to the spouse on death of the
employee during service (GHRC No. 869)

1.0 The revised OPD Ceilings under the Contributory Schemes for Medical Facilities to
Employees & spouse on superannuation / to the spouse on death of the employee
during service has since been issued vide CHRC No. 869/2019 dated 24.06.2019.

2.0 As per the above revision, it was communicated that the certification basis grade-wise
ceilings shall be paid on certification as being done at present i.e. with quarterly
ceilings on YTD basis. ln case a PRMS beneficiary exceeds the certification basis
grade-wise ceilings due to his / her ailments, the beneficiary shall be reimbursed as
per actuals on production of bills for the entire year upto actual basis grade-wise
ceilings. For this purpose, all bills need to be submitted including the bills of amount
claimed on certification basis. The claims as per actuals shall be entertained only once
in a year till 3oth April of next financial year.

3.0 ln this regard, we are receiving various queries w.r.t. applicability of the Sth claim for
PRMS actual OPD after payment of 04 quarterly certification claims.

4.0 ln the above context, the following is clarified:

o As a one time measure, for the financial year 2019-20, a 5th claim towards OPD
expenditure shall be admissible (The claim towards actual expenditure can be
submitted till 30th April 2020).

o From the financial year 2020-21 onwards, a PRMS beneficiary shall submit only 4
quarterly claims including that as per actuals- He / she can however claim the
actual OPD expenditure, only once, during any quarter, after which no further claim
would be entertained during that year. The claims towards actual expenditure can
be submitted till 30th April of the next financial year.
