ORDER
Whereas, there has been steep spike in the number of COVID 19 cases
in the StatE during the last 2 weeks and the State Government is taking all
possible measures to contain the same. The situation warrants taking stringent
containment measures to arrest the spread o1'COVID l9 in the State.
I'herefore, in exercise of the powers, conferred under the Section 24 of
the Disaster Management Act, 2005, the undersigned, in t[e capacity of the
Chairman, State Flxecutive Committee" herebv issues suidelines to contain
COVID 19 transmission in the State" annexed as Annexure I. which shall
come into effect from 9 pm on 21-04-2021 and will be in force includins and
upto 6:00 am of 04-05-2021. fbr strict implementation by Chief Commissioner
BBMP, Police Commissioners, District Deputy Commissioners,
Superintendents of Police, and other Heads of Departments and Authorities.

This order supersedes all other prev pertaining to


similar matter.

Annexure I
Guidelines to contain COVID l9 transmission in the state
(Order No. RD 158 TNR 2020, dated 20-04-2021)

parks, theatres, bars and auditoriums, assembly
halls and similar places.

4 Construction a. All construction activities, civil repair
activities activities are permitted.
b. Works pertaining to pre-monsoon preparation
are permitted.
c. All the above activities shall be permitted by
strictly adhering to Covid appropriate behavior
(CAB) as stipulated in the National Directives

appropriate behavior. The movement of staff shall
be allowed by producing valid ID/authorization
issued by concerned industries/industrial
establishment.

private dealing with food, groceries. fruits and
establishments vegetables, dairy and milk booths. meat
and f-rsh, animal lbddcr are permitted.
b. Wholesale vegetablc/fruitiflower markets
shall be permitted to operate fiom open
spaceiplaygrounds strictly adhering to
Covid appropriate behavior. 'Ihe shifting
process shall be completed by 23'd April.
c. Restaurants and cateries permitted only fbr

d. Lodging Hotels are permitted with services

g) Petrol/Diesel pumps, gas stations shall be fully


operational.
8 Inter-State and There shall be no restriction on inter-State and intra-
Intra-State State movement of persons and goods. No separate

required for such movements. However, people
coming from other states shall strictly adhere to the
prevailing Guidelines/SOPs issued by Department of
Health and Family Welfare, Govt. of Karnataka.
9 Movement of people Movement of people is permitted.
a. Movement of people through Public
transport (Metro, KSR'|C, BMTC,
NEKSRTC, NWSRTC, Private Buses,
frains, Taxis including cab aggregators (4
wheelers). Auto Rickshaw, etc, is permitted
adhering to COVID appropriate behaviour.
b. Number o1' people traveling in buses,
maxicabs, tempo travellers and metro shall
be 50% ol'the seating capacity and other
vehicles shall be as per the seating capacity
stipulated by the RTO.
c. lJnnecessary travel through private vehicle
should be avoided.

goods and cargo.

15. COVID Appropriate Behavior


a) BBMP and District & Local Authorities
measures to promote COVID-19 appropriate behaviour. Strict
enfbrccment o1' wearing of face masks, hand hygiene and social
distancing must be ensured.
b) Wearing of f-ace masks is an essential preventive measure. In order to
enforce this core requircment. BIIMP, I)istrict Authorities and l-ocal
Authorities shall imposc finc o1'Rs.250 in Municipal Corporation Areas
and Rs.l00 in other arcas for not wearing f-ace cover as required.
c) Observance of social distancing in crowded places, especially in
markets, baz.aars and public transport, is also critical for containing
the spread of the infection. SOP issued by Ministry of Flealth and
Family Welfarc (MolIFW) and Departmcnt of t{ealth and Family
Wclfarc to regulatc crowds in inarkct placcs. shall bc strictly cntbrced
by tlllMP. District and Local Authorities.
d) SOPS for regulating travel in aircrafls, trains and metro rails are already
in place, which shall be strictly enfbrced.

15. Strict enforcement of thc guidelines


a) Chicf Commissioncr IIIIMP/Deputy Commissioners shall strictly enforce
the above measures. For the cnlbrccment ol- social distancing,
Commissioncrs o1'Police/Deputy Commissioners may. use the provisions
of Section 144 of-the Criminal Procedure Code (CrPC) of 1973.
b) Any person violating these measurcs will be liable to be proceeded
against as per the provisions of Section 5l to 60 o1' the Disaster
Management Act, 2005, besides legal action tion 188 of the IPC,
and othcr lcgal provisions as applicable . l..xt penalprovisions

Guidelines for night curfew

1. The movement of individuals shall remain strictly prohibited between


09.00 pm to 6.00 am, except fbr essential activities.
2. Patients and their attendants/persons requiring emergency need lor
movement shall be allowcd to move.
J. All industries/companies which require operations at night shall be
permitted to operate. Movement of employces o1'such organizations
shall be allowed on producing valid ID card/authorization issued by

4. Employees and vehicles of 'relecom and Internet Service providers.
shall be allowed movement on producing valid ID card issued by their
respective organization/institution. only essential staffTemployees of

5. Medical, emergency and essential services including pharmacies shall
be fully functional and other commercial activities are prohibited.
6. 'fhere shall be no restriction in movcment of all types of goods
through trucks, goods vehiclcs or any goods carriers, including empty
vehicles. Flome delivery of goods and operations of lr-Commerce
companies are allowcd.
7. Movement of long distance night bus services, trains, and air travel are
permitted. Movement of Public Transport, private vehicles and taxis
(including cabs by aggregators) to and from airports, railway stations
and bus terminals/stops/stands are allowed, for facilitating movement
of passengers by air, rail and road. The moyement will be allowed

Guidelines for weekend curfew

Movement of individuals shall remain strictly prohibited between Friday 9 pm


to Monday 6 am, except fbr essential and emergency activities as mentioned
below:
l. All State and Ccntral Government olllces and the ir Autonomous
Ilodics. Corporations. etc. dealing with cmergency. essential services
and COVID l9 containment and management duties shall be fully
functional and oflicers/personncl o1' thc same shall be allowed
unrcstricted movement.
2. All Industries/Companies/Organ izations deal ing w ith emergency and
essential serviccs and requiring opcrations 2417 shall be permitted to
operate. Movcmcnt o1' cmployees of such organizations shall be
allowed on producing valid ID card issucd by their respectivc
Organiz.ation/lnstitution. I lowevcr, to the extent possible. employees
should be encouragcd to work from home.
3. trmployces and vehiclcs of 'l'elecom and Intcrnet Service providers
shall be allowcd movement on producing valid ID card issued by their
rcspectivc organization/institution. Only essential staflTemployces of
o1'll' and Il'cS companies lorgani,ation shall work from office. Rcst

cligiblc peoplc inte nding to take vaccination shall bc allowed
movement with minimal proof.
5. Only neighbourhood shops dealing with food, grocerics, fiuits and
vegetables. dairy and milk booths" meat and hsh allowed to function
fiom 6 am to 10 am. Homc dclivcry of cssential items shall be
encouraged to minimize movement of individuals outside their
homes. Operations shall be sub.iect to adhering to COVID 19
appropriate behavior.
6. Restaurant and eateries shall be allowcd only lbr take away and home
delivery.
7. Movement o1' long distance bus scrviccs. trains, and air travel are
permitted. Movcment of Public 'l'ransport, private vchicles and taxis
(including cabs by aggrcgators) to and fiom airports, railway stations
and bus terminals/stops/stands is allowcd fbr facilitating movement o1'
passengers by air, rail and road. Thc movement will be allowed only
on displaying valid travel documcnts/tickets and strictly adhering to
COVID appropriate behavior.
8. Marriages permined strictly adhcring to COVII) 19 appropriate
behaviour with maximum of 50 peoplc.
9. Cremation/funerals to be allowed strictly adhering to CovlD 19
appropriate with maximum of 20 people.
10.All cinema halls, shopping malls, gymnasiums, sports complexes,
stadia, swimming pools, entertainment parks, theatres, bars and
auditoriums, assembly halls and similar places shall be closed.
I l. All social/ political/ sports/ entertainment/ academic/ cultural/
religious gathering/ other gatherings and large congregations are
prohibited.
l2.All religious places/ places of worship shall be closed lor public.
However, all personnel engaged in the service of the place of worship
shall continue to perfbrm their rituals and duties without involving any
visitors.

National Directives for COVID-19 Management

l. ['ace Covering: Wearing of face cover is compulsory in public places; in


work places; and during transport.
2. Social distancing: Individuals must maintain a minimum distance of 6
feet (2 gaz,ki doori) in public places.
Shops will ensure physical distancing among customers.
3. Spitting in public places will be punishable with fine, as may be prescribed
in accordancc with its laws. rules or rcgulations by the local authorities.

Additional directives for Work Ploces

4. Work from home (WftI): As far as possible the practice of WIII should
be lollowed.
5. Staggering of work/business hours will be fbllowed in offices, work
places, shops, markets and industrial & commercial establishments.
6. Screening & hygiene: Provision fbr thermal scanning, hand wash or
sanitizer will be made at all entry points and hand wash or sanitizer at exit
points and common areas.
7. F'requent sanitization of entire work place, common facilities and all
points which come into human contact, e.g., door handles, etc., will be
ensured. including between shifts.
8. Social distancing: All persons in charge of work places will ensure
adequate distance between workers and other
