ORDER

1. WHEREAS, COVID19 has already been declared as a pandemic by the World Health
Organization (WHO) and there has been an exponential rise of cases in the District and State.
Emergent measures are needed to be taken for the containment and prevention of the spread
of COVID19. Further, certain additional activities are to be opened to balance the needs to
contain and manage COVID19 while at the same time, save and secure livelihoods of people.

2. THEREFORE, I, Girish Dayalan, IAS, District Magistrate, in exercise of powers


conferred under Section 144 of Cr. PC hereby order the following with effect from 06.05.2021
in continuation and partial modification of pervious orders:

I. Prohibited activities: The following activities shall continue to be prohibited:


i. Schools, colleges and other educational institutions and coaching institutes.
Online distance learning shall continue to be permitted and shall be
encouraged.
ii. All cinema halls, shopping malls, gymnasiums, swimming pools,
entertainment parks, theatres, restaurants (dine-in), bars, auditoriums,
assembly halls and similar places.
iii. All social, political, sports, entertainment, academic, cultural, religious
functions and other similar gatherings – except as given under Para IV of
this order.
iv. Religious congregations are strictly prohibited. All religious places shall
close by 6 PM the for public.
II. Movement of persons:
i. Night curfew shall be in place between 6 PM to 5 AM – The movement
of individuals for all the non-essential activities shall remain strictly
prohibited.
ii. Day Hours between 5 AM to 6 PM – Movement shall be allowed without
passes for permitted activities and essential activities like going to office and
work place. Non-essential travel shall be avoided.
iii. Weekend curfew shall be in place between 6 PM on Friday to 5 AM
on Monday – The movement of individuals for all the non-essential
activities shall remain strictly prohibited.
iv. Protecting the Vulnerable – Persons above 65 years of age, persons with
co-morbidity, pregnant women and children below the age of 10 years shall
stay at home except for essential requirements and for health purposes.
v. Entry into the State – through any district border shall be only on
production of a negative RT-PCR of the last 72 hours or a Vaccination
Certificate of atleast 1 dose (older than two weeks).
III. Movement of Vehicles:
i. All types of goods/ cargo carriers/ ATM Cash Vans / LPG / Oil Containers/
Tankers / etc. shall be allowed 24x7 including empty trucks and their inter-
state movement on highways.
ii. All movement of medical professionals, nurses, paramedical staff, sanitation
staff, ambulances and others on essential/ emergency duty/ COVID19 duty
including police, magistrates, fire, electricity etc. shall be allowed 24x7.
iii. 4 wheelers, 2 wheelers, taxis and cab aggregators, bicycles, rickshaws and
auto-rickshaws shall be allowed between 5AM - 6PM subject to:
i. 4/3 wheelers – with a maximum capacity of 2 persons + driver
ii. 2 wheelers – without a pillion rider
iii. Car-pooling/ sharing by the Taxi/ Cab aggregator shall not be
permitted.
iv. Taxis post 6 PM (during curfew hours) may be used by passengers
only for emergency purposes and bona-fide transit.
iv. All vehicles/ persons in bona-fide transit (inter-state/ inter-district)
travelling via Air/Bus/Train etc. shall be allowed to pass but only after due
verification of point of origin and destination.
v. Home/ Door-to-Door delivery of milk, vegetables, medicines, and food items
only including hawkers, rehris, milkmen etc. shall be allowed from 5AM to
9 PM.
IV. Gatherings:
i. There shall be a complete ban on social / religious / cultural / political/
sports related gatherings except for weddings/ cremations/ funerals which
shall be regulated as below
i. Weddings:
1. A maximum gathering of 10 is allowed.
2. Curfew timings shall be applicable.
ii. Cremations/ Funerals:
1. A maximum gathering of 10 is allowed.
2. Curfew timings shall not be applicable.
iii. Persons who have attended any large gatherings anywhere shall
mandatorily home quarantine themselves for 5 days and get
themselves tested after this period.
V. Shops can remain open between 5.00 AM – 5.00 PM subject to the following:

i. No shopping malls or single/ multi-brand retail standalone shops shall open


– except shops selling essential items in these malls/ complexes.
ii. All shops in Rural Areas i.e. Villages.
iii. All shops in Urban Areas but on a staggered rotational basis (odd/ even) so
that 50% shops are open on any day.
i. EVEN shops on Even Dates i.e. May 10, 12 and so on.
ii. ODD Shops on Odd Dates i.e. May 11, 13 and so on.
iii. MC Mohali/ EOs of MCs shall be responsible for marking Shops as
ODD/ EVEN (or 1 and 2) for all shops through the concerned Market
Associations – under the overall supervision of ADM/ SDM.
iv. COVID Monitors shall be appointed by Market Associations and their names
shall be prominently displayed. They shall be personally responsible for
ensuring adherence to COVID Guidelines of GoI and GoP.
v. Restaurants/ Eateries can open – only for home delivery till 9 PM – but no
dine-in or take-away. Both management and customer shall be held liable
for violations, if any.
vi. Services provided by self-employed persons such as electricians, plumbers,
IT repairs, etc. shall also be allowed.
vii. Exempted from staggered rotation and weekend curfew:
i. Essential Shops i.e. Food, Groceries, Milk, Medicines etc.
ii. Restaurants/ Eateries (for home-delivery)
iii. Liquor vends
iv. ATMs
v. Workshops/ Service Centres for automobiles etc.
vi. Small shops inside gated residential societies which service local
needs
VI. E-Commerce shall be permitted for all goods.
VII. Industries and industrial establishments: All categories of industries are
allowed to operate in both Rural and Urban areas.
VIII. Construction activities: All construction is allowed in both the Rural and Urban
areas.
IX. Agricultural, horticultural, animal husbandry, veterinary services are allowed
without any restriction.
X. Private Offices:
i. Allowed to open without any separate permission. But in order to avoid
crowding and congestion only 33% staff shall be called at any given time.
ii. Work from home should be encouraged by heads of all offices.
iii. The concerned staff/ employees can travel 'to and from' work only on
production of their ID Cards. Misuse will invite strict penal action.
iv. COVID Monitors shall be appointed and their names shall be prominently
displayed. They shall be personally responsible for ensuring adherence to
COVID Guidelines of GoI and GoP.
v. Regular Testing – All Private Offices should ensure that their staff/
employees are tested regularly – preferably every 2 weeks. Any person
showing symptoms should be asked to isolate and tested immediately.
XI. Government Offices:
i. Shall avoid public dealing except in emergent cases and that too preferably
through digital means.
ii. Heads of Departments/ Offices should ensure that their entire staff gets
vaccinated.
XII. Other Exemptions– The following categories of persons/ movement for stated
specific purpose is permitted without any Curfew Pass:
i. Persons dealing with (with Official ID):
i. law and order/ emergency including executive magistrates
ii. police personnel, military/ paramilitary personnel in uniform
iii. health and pharmaceuticals
iv. electricity, telecom
v. water supply, sanitation and other municipal services including
garbage collection, cleaning etc. (these shall include those private
agencies put on duty with Valid Duty Order)
vi. Government employees put on essential duty/ COVID19 duties (with
Valid Duty Order by Head of Department). It is clarified that these
include employees of Government of Punjab/ UT of Chandigarh/
Haryana, on duty in or outside the district.
ii. Vaccination and Testing Camps for COVID and 'to and fro' movement to the
nearest such camp.
iii. Heath Services personnel such as Doctors, Nurses, Pharmacists, and all
other Staff shall also be allowed to attend duties on production of ID Cards
from their respective institutions – Government (eg. PHC, CHC, PGI,
GMCH, etc.) and Private.
iv. Media persons with accreditation and recognition (pink and yellow passes)
issued by the Government (Punjab/ Haryana/ UT/ GoI).
v. Persons engaged in Home Delivery/ E-Commerce till 9 PM.
vi. Aviation and related services (airlines, airports. maintenance, cargo, ground
services, catering, fueling, security, etc.)
vii. Power
i. generation/ transmission and distribution
ii. operation of power plants including renewable energy stations, solar
power, hydro power, biomass/ biogas etc.
viii. Operation of Banks
ix. Operation of Brick Kilns
XIII. Restricted Movement Curfew Pass shall be issued on behalf of the undersigned by
the ADM/ SDM or another officer authorized – hard copy or e-pass.
XIV. SoP/ National Directives/ Advisories:
i. Social distancing and Wearing of Masks: Social distancing i.e. minimum 6
feet distance (do gaz ki duri) for all the activities shall always be maintained.
Wearing of masks by all persons in public places, including work places etc.
shall be mandatory and must be strictly observed and enforced.
ii. All concerned to follow the advisories as may be issued from time to time by
the State Health Department.

3. These orders shall not apply to Containment Areas – already declared earlier, and
any others declared from time to time – where a strict perimeter control shall be enforced and
movement of persons shall be prohibited, except for essential services.
4. Any violations shall invite criminal proceedings under the relevant
provisions of the Disaster Management Act, 2005 and the Indian Penal Code, 1860.
