Ordinance no.

8616, Imposing curfew in the city of Manila from 8:00pm to 5:00 am

during the imposition of community quarantine pursuant to the resolution of the
Metro Manila council in response to the community quarantine declared by his
Excellency, President Rodrigo Roa Duterte.

Reason: This is to further implement the social distancing measures to contain and
delay the further spread of the COVID-19 in the Metro Manila.

Exceptions: In case of emergency or for the purpose of purchase of food and essential
basic necessities and prime commodities and work related travels.

Who will implement? -The Punong Barangay, members of the Barangay council and
the duly designated barangay tanods.

Guidelines in Apprehension.

- Accompany the offender to their residence. In case the offender is minor, notify the
family members with the understanding that the offender shall be submitted to the
Punong Barangay for the corresponding penalty;

- In case the offender refuses to be accompanied to their residence, the apprehending

officer shall seek support to the PNP for proper arrest and detention;

- If the offender is homeless, abandoned, neglected or have no known family member,

the apprehending officer shall refer the offender to the custody of the MDSW within the
24hrs of apprehension.

Penalty: 5,000 Php, and at the discretion of the court and/or imprisonment of not more
that (1) month.
