Introduction
For the implementation of ecological solid waste management Philippines republic act
9003, metro Clark waste management corporation is sanitary landfill for final disposal of the
following : industrial waste, treated toxic and hazard wastes, municipal waste, health care
waste, household waste, other waste similar to ordinary / normal waste in the Philippines ,
MCWM is the first engineered sanitary landfill.
Metro Clark Wastes Magement Corporation’s facility is built based on internationally
accepted standards which substantially exceed the Philippines’ sanitary landfill standards as
stipulated under republic 9003 or ecological waste management 200. Currently , the company
has already invested hundreds of millions to put up the facility including critical infrastructure
projects such as roads leading to end from the main facilities etc. and plans to invest more in its
waste to energy component. The landfill integrates cutting edge technology and highly
advanced engineering to control the poisonous gas and foul smelling liquid produced by
decaying wastes. The wastes delivered and dispose to the site undergo a meticulous process to
guarantee safety and protection to the environment. Metro Clark Waste Management ‘s
German partners have over 30 years’ experience in local solid waste management business and
have installed world wide more than 2,500 MWel in renewable energies (wind, solar, waste). It
has gained 60 years international experience in wastes management.

Product Description

 Leachate
They provide a Leachate Treatment Pond to monitor and treat that unwanted by-
product so as to avoid any environmental impacts.
 Methane gas
Source of energy , Metro Clark Waste Management installed a methane gas collector.
 Secondary fuel
which will generate up to 35 megawatts of electrical energy for the New Clark City.

Site Description
 Located : Sitio Kalangitan Brgy. Cut-cut 2 nd ,2315 Capas ,Tarlac. Part of Sub Zone D of
Clark Economic Zone.
 100 hectares occupied by the kalangitan facility, 70 hectares are dedicate for the landfill
itself, 10 hectares for recycling facilities , and 15 hectares for environmental buffer. The
5 hectares is dedicated to offices and other uses.
 In operation since 2002, Metro Clark currently handles 1,000-3,000 tons of wastes daily.
 Servicing more than 100 local government units in central Luzon.
 MCWM produce by products such as leachate and methane gas,
 Rufo Colayco , president and CEO and Michael Siebeneiger, Vice President of the Metro
Clark Management Corporation.

Life cycle assessment Framework
Quality control procedures:
In order to provide the best quality service they can give , MCWM has the following to control
their process. These are :
 Facilities
 Strict Requirement for Disposal
 Sanitary Landfill that Exceeds the Standards stipulated by RA 9003

Strict Requirement for Disposal which are out of industrial
processing is the TCLP analysis (US
EPD Standard); it has to be within
the described TCLP limits and so far
as necessary DERN confirmation as
“non-hazardous”. Asbestos has to
be certified as NON-FRIABLE.
• The waste generator has to provide
MCWM with test results before
finalization of the disposal contract.
• MCWM will conduct “back up”
analytics on site for each delivered
charge. If a charge fails the limits or
shows total different consistency of
the delivered materials , MCWM will
have the right to reject the charge.
• Furthermore, MCWM has the right
to require additional tests, if
necessary, to insure that no
hazardous materials are disposed in
their facility.
• MCWM has the right to reject
charges due to operational reasons.
• MCWM will provide the Generator /
Hauler with a “Certificate of Final
Disposal “/ “ Letter of Destruction”
in accordance to RA 9003.
• Build base international accepted
Sanitary Landfill that Exceeds the standards, which exceed the
Standards stipulated by RA 9003 standards as stipulated in RA 9003
substantially .

Study Limitations
While doing this report we experience some difficulties / challenge , like we only have a
limited information in the internet that we found, also we don’t have any connection to the
company we have chosen. Lastly even though we have this challenge , we made it.
