The deliverables are envisioned to comprise drawings for each stage with
infrastructure, facilities and bid documents to attract bidders for the construction
and supervision of the works.
The project will be executed to the mark of fully satisfying all of the Client’s
requirements, and completing the project within a proposed time and to a high
standard of quality. Dar Al Riyadh believes that working closely with the Client will
secure the maximum benefits for the project.
Our approach is to provide the maximum assistance and partner with the Client to
identify, address and resolve any day by day queries that the project will inevitably
encounter. Similarly we require a high level of technical co-operation and assistance
to achieve this goal.

DAR will liaise and finalizing the space program, Site study: A detailed site visit will
be conducted to assess the existing site conditions per package and a site visit report
will be generated which will be the base document for necessary analysis and future
reference for the site. Required Topographical and geo technical investigation will be
conducted with the help of specialist sub consultants.
The existing traffic patterns will be studied also. As part of the topographical survey
for all the external works and interfaces with the new structures. The consortium
believes that a fair amount of as built drawings/ information exist with The scope of
the Design criteria and site works, is delineated by the physical limits and adjacent
site conditions of the individual packages.
An organizational model that has been effective for many of our projects is one that
employs a top-down, bottom-up approach involving a two tier level structure: an
executive and research leadership tier and a user group tier.
This two tier system can be the most effective and expedient in working with a
multi-constituent environment. Our goal is to simplify the decision making and the
communication process. We will work with the Client and Authority to identify the
best management and communication approach within the project.
The South Facing Frontage will be composition of forms that have varying levels of
transparency and texture. The buildings will act as a light box to the city. The
dialogue between light and heavy forms dictates the expression of these functions
on the building’s exterior
Programming
Concurrent with the Design effort, our Design team will complete the space program
of the project. Programming for the different
specialties will be developed from three
viewpoints:

Sub-work plans should be created detailing the meeting cycles, agendas, and
expected outcomes of each meeting.

Introduction
Although some stages of our project plan may be somewhat challenging, many of
the stages stipulated, will inevitably be necessary if we are to match the growth of
development of the Project.
Due to the nature of the project, there will be considerable other challenges for the
Client, key stakeholders and other agencies such as the Statutory Authorities in
meeting information and approval deadlines, if the planned progress is to be
maintained, which will be clearly noted when we produce a final approved project
plan.

Project Start-up / Project Management Set Up
Dar Al Riyadh E&A recognize that each
project is unique in terms of the Client’s
requirements, site location, local factors,
construction techniques, appropriate
technology, timing and cost. Therefore
Dar Al Riyadh’s understanding of the
Critical points that need to be considered
for this project will also take into account,
all the factors that bear on the scheme
which include - firstly, the appropriate
composition and management of the
team, and then in the planning and
execution of the project.
Dar Al Riyadh E&A will assemble a competent and appropriate team for the Project,
which will draw resources from each specialist activity as appropriate. Throughout
the term of the project, the project team will be located in Jeddah in close proximity
to the Client and Project Site.
CRITICAL ISSUES
This will contribute to a better
understanding of local costs, conditions
and construction methods and the
application of a single minded and
coordinated approach to the Project by all
the Project Team members. It also
enables close liaison with the Client and
other bodies involved, such as
government authorities, utilities and
construction contractors.
Our Project Manager will be responsible for the day-to-day running of the Project.
There will also be Team Leaders responsible to the Project Manager for individual
disciplines and project areas. Please refer to Section 1 for Dar Cv's. for all key project
positions, responsibilities and authorities will be clearly defined in the Project
Quality Plan prior to commencing work.
This Plan will also set out the Client’s requirements, project objectives, programme
constraints and milestones, design constraints and criteria and a specific project
work plan. It therefore functions as a project “guide book” for the team members
and assures the Client that the project activities will be carried out systematically,
effectively and efficiently.

Risk Management Plan
Dar Al Riyadh E & A embraces a structured approach to risk management that
provides a strategy to plan, assess and mitigate risks to all bodies. Dar Al Riyadh E&A
makes explicit responsibilities for the risk planning, assessment, analysis and
handling for the stakeholders. This would take the form of:

2. Evaluate risks as to likelihood and consequences
3. Assess the options for accommodating the risks
4. Prioritise the risk management efforts
Quality Plan
Dar Al Riyadh E & A embraces a structured
approach to Quality that meets client
requirements in an effective and efficient
manner. The system of quality management
used by Dar Al Riyadh has evolved through
continuous
improvement of the established practices of
the Dar Al Riyadh E&A and the requirements of
the ISO 9001 Standard.
CRITICAL ISSUES
All of the company’s offices
implement the Company System,
which is defined on an internet based
data base, with all of the principal
offices now certified under the
International Standard. Documented
procedures cover activities critical to
the standard of service provided by
the Company.
Management and staff operate the System, which includes mechanisms for
continuously seeking improvement. The ongoing effectiveness of the System and its
application are the subject of periodic formal management reviews and independent
audits.
The Quality Plan will be prepared under procedures laid down under the Company
System. Work carried out under the Project will be controlled in accordance with
defined procedures and will be subject to both internal and external independent
audit at intervals pre-defined in the Project Quality Plan
The Work Plan will also include an updated programme showing specific key dates
for progress reports, design reports and cut-off dates for incoming information. Here
we describe the key issues and the outline Constructability / Project Methodology
that we consider appropriate for the scheme.
Critical ISSUE No 3
Review of Data Provided
One of the first tasks will be to review the masterplan of the scheme. These plan
layouts shall be provided by the Client. Information to be provided include:
Digital copies of the plans prepared for the Jeddah
Master Plan for the site
Any other data relating to development of the masterplan, including
hydrodynamic modeling, development phasing etc.
The initial stages of the project will involve a review of these in accordance with
approved practices of the Ministry of Municipalities and Rural Areas. (MoMRA)
and Jeddah Amana.
CRITICAL ISSUES
Internationally accepted highway standards will be used for evaluating and checking
the individual elements of the road alignment both horizontally and vertically.
Particular attention will be paid to the safety of all road users and the tie-ins at each
end. The design speed along the road will be reviewed and discussed with the Client.
Many of the design aspects of roads are related to the design speed. The speed
posted along the highway is normally taken as one step lower than the design speed.
The layout will be tested for turning circles to ensure that the layouts are suitable for
the movement of large vehicles and buses.
From an initial review of the concept design provided with the project tender it is
envisaged that the following items will require particular attention:
A review of the junction arrangements (and options as suggest by Master
planners, or developed in response to Amana comments in terms of net user
benefits and key network performance indicators.
A review of the proposed method of operation at the junctions to ensure
layouts cater to a minimum performance of LOS C at implementation and
LOS D for the year 2014.
Suitable sight lines are achieved for signals and junction layouts where
installed.
Properly aligned tie-ins to main carriageway and side link roads.
Safe access onto and exit from the main roads into side streets and adjacent
properties.
The main purpose of this stage will be to determine the road horizontal
alignment and layout for the scheme. During this stage extensive liaison will
take place with representatives of the Client.
The use of selected computer programmes may be used for the checking of
the proposed road alignments.
Where such programmes are adopted, the Client will be informed of the system to
be used and their approval will be sought. In checking the design of the road
alignment and cross sections, local design standards will be reviewed and discussed
with the Client. All applicable highway safety features will also be reviewed. The
layouts will be discussed with the client and the most suitable arrangement will be
carried forward to later design stages.
CRITICAL ISSUES
The evaluation should determine the
performance of the concept designs
in terms of Level Of Service (LOS),
degree of saturation, delay and
queuing and shall be presented to the
Roads Planning and Design
Directorate in the form of a report
with analysis. An initial cost estimate
will be prepared for the options
developed in order for these to be
presented to the Client for their
consideration and for determining
budgetary purposes.
This will also be important period when obtaining data from the utility authorities.
By agreeing a programme of information required the relevant authorities, we will
be able to prioritise work for any diversions required.
Critical ISSUE No 4
Planning Permissions
In order to meet the programme requirements, we recognize the need to have
Planning Permissions prepared as early as possible in order they can be submitted to
all appropriate authorities. Plans of the proposed layout as agreed with the client
will be issued with the Planning Permissions at an early date to interested parties
including :

Ministry of Municipalities and Rural Affairs MOMRA.
MoWE – Ministry of Water and Electrical .
National Water Company
NWC.
Concerned Municipality.
Physical Planning Directorate.
Saudi Electricity Company.
Communications and

Street Lighting Department.
Our past experience in Jeddah has indicated that Planning/ construction Permissions
can take many months to be completed and returned with useful attachments. We
therefore propose that the Utilities Team be mobilized early in the project in order
they can follow up on these Planning Permissions.
Dar Al Riyadh E&A will also investigate the land availability for the scheme.
Discussions will take place with the Survey Directorate and the other interested
parties, e.g. Physical Planning Directorate and Technical Affairs to review corridor
allocation and land ownership issues.
Critical ISSUE No 5
Site Investigations
The site investigations will be undertaken
as soon as possible to determine the
existing situation on site. Two survey types
are normally required - a Topographical
Survey and a Geotechnical Investigation.
Topographic Survey It is anticipated that a
detailed topographic survey will be carried
out to identify the obstructions in the ROW
of the proposed routes of the project i.e.
any underground utilities, personal
property, graveyard, mosque etc.
Ground Investigations
The geotechnical approach for the assessment of the ground conditions and
therefore would include; planning of the required investigations; commissioning and
supervision of the investigations and incorporation of the geotechnical advice into
the design through the preparation of an interpretative report for the various
structures and associated civil works.
Our past experience with People who work in microbiology laboratories and related
project disciplines are prone to risk from exposure to biological agents. Some will
work with biological agents themselves, e.g. by culturing them. Others will work with
material, which is likely to contain micro-organisms although the micro-organisms
are not actually being grown, e.g. blood typing in a haematology laboratory.
The choice of control measures in laboratories is largely based on the hazard group
of the biological agent that is being used (or that may be present). Biological agents
are classified into one of four hazard groups from 1 (the lowest) to 4 (highest, e.g.
Ebola) based on their ability to infect healthy adults.
With a hierarchical system basic screening might be carried out at one level and
confirmation and more sophisticated testing carried out by referring questionable
samples up the chain. Organisation around specialist laboratories recognizes that for
some areas sophisticated equipment is required, as well as maintaining an adequate
flow of sample numbers.
In-house laboratories are where the customer for the work is part of the same
organisation as the laboratory itself – Governmental or industry
Contract laboratories are where the customer is external and the laboratory
sells its services in the market place. Contract laboratories are usually
privately owned but some Governmental laboratories and some industry
laboratories also undertake contract work.
University laboratories are where the motivation is teaching through
research, but this is primarily where innovation is provided in terms of
improved methods of analysis.
Project Summary
Dar Al Riyadh won the national bid competition and went on to successfully design
this prestigious complex for Saudi Food and Drug Authority (SFDA) from concept to
construction, all in-house…
The building occupies the most prominent of sites near the main highway entering
Dammam and our highly original rotated concept was developed to explore iconic
and sculptural forms appropriate to this prime location.
Comprised of 12,000 m2 of administrative offices on three floors, the project has full
public and conferencing facilities to a very high standard. We used innovative
shading devices, developed in parametric 3D BIM, to minimise solar heat-gain, while
maxmising daylight in the flexible work environment.

RESEARCH BUILDING PROJECT
The Proposed Concept designed Building is for the ‘green climate fund
headquarters’ in Bonn, Germany. The structure is an ‘ecological model project’ that
demonstrates the motto: ‘green is the new black’ in the government’s bid to host
the secretariat for the green climate fund (GCF). The future structure will be situated
along the rhine river within walking distance of several system departments,
including the federal ministry for the environment, nature conservation and nuclear
safety and economic cooperation and development.
The three level structure will comply with the latest efficiency and building ecology
standards meeting the highest demands in terms of sustainability (LEED gold
certificate) and net zero energy. The facade takes on a curvilinear form that hosts
nature light wells, roof top gardens and large sunken terrace for the restaurant. The
interior planning includes an access and logistics area with security controls, a visitor
reception zone, state-of-the-art office technology, an auditorium, a conference
room, a canteen/cafeteria and an underground car park.

RESEARCH BUILDING PROJECT
The new Media Lab building sits on the east side of the MIT campus, across the
Charles River from the Boston's Back Bay. The new 15,142 m2 (163,000 ft2) research
and teaching facility – six floors above ground and one under – houses laboratory
spaces, a lecture hall, conference rooms, an event space, and exhibition spaces.
The new structure expands upon and is connected to the Wiesner Building. Its glass
walls and silver-hued sun shades have become synonymous with the six-story
building’s signature look, high performance and diffused daylighting.
The vertical sunscreens have been made from 100% recyclable aluminum
transparent screen, shades the glass facade, permitting views of the outside campus,
while meeting Cambridge’s regulation limiting the fenestration to 50% of building
surface (a measure designed to reduce energy consumption). These contribute to
reducing unwanted solar heat gain, minimizing HVAC demands and costs, and
controlling glare for occupant comfort and productivity without sacrificing views of
the Charles River and the Boston skyline. The 1.2 by 8 meter (4 by 26.2 feet)
aluminum pipe louver panels adorn the exterior of the double-height research labs.

RESEARCH BUILDING PROJECT
The site for the building is at the centre of the Australian National University, a
research focused campus located within Australia’s capital city Canberra. The
purpose of the building is to bring together two previous disparate research schools
into a single integrated and collaborative environment.
The plan figure of the building has been developed within the context of an overall
precinct masterplan, with a number of other buildings currently under construction.
The diagonal geometry of the plan articulates a key pedestrian route through the
centre of the campus, and also creates a courtyard space within the building form
that inflects outwards towards the campus. At the end of the courtyard is another
expressed staircase, interconnecting each of the bio-containment laboratory levels.
The researcher spaces are contained within a building envelope constructed out of a
modular precast concrete system, based on the idea of a cellular structure. This
system creates a ‘field’ of windows both externally and internally, with the interior
having two windows per level – one at desk height for views, and one at a higher
level for bringing natural light deeply into the work area.

LANDSCAPE METHODOLOGY
There is a unique constraint in designing a creative landscape in an arid desert
environment- water availability. The objective is to provide a lush, green, shaded,
cool and exciting environment for the visitors, while working within the constraints
of a limited water supply.
ARCHITECTURAL INTEGRATION
Plant material will be arranged in ways that enhance each building's ability
identify it while also creating and defining canopies, walls, floors, and other
architectural elements.
Variations in plant selection, color, texture, height and smell will provide
interesting physical and emotional elements.
Plants will also be also used to define views, create private areas, and
articulate interesting sequences within the landscape design.
ENGINEERING
Plants will be used for engineering functions;
to reinforce the pedestrian and auto traffic
flows, prevent soil erosion, screen offensive
headlight glare, filter air pollutants and help
attenuate sound.
GENERAL LANDSCAPING
The landscape is designed to create a low maintenance and sustainable community.
Plant materials will be selected to provide buffering, screening, and to mitigate the
harmful effects of sun, wind and noise. The following practices will be
incorporated:
Study micro-climate conditions, sun
exposure, and prevailing winds (relative
to wind breaks and odor control)
Determine location of all existing
underground utilities and protect in place
wherever possible
Preserve and protect existing trees and
vegetation when possible. Relocate all
plant materials determined to have a
significant environmental value
Soil Preparation
Soil preparation shall include the addition of various fertilizers and soil
amendments to establish a fertile planting soil, adjust pH as may be required,
enhance soil texture and increase moisture retention capabilities. A soil test should
be performed by the landscape contractor to determine the exact amendments
necessary.
LANDSCAPE METHODOLOGY
Sustainable Practices
Control erosion through the incorporation of design, installation and long
term maintenance practices that prevent soil loss caused by storm water
run-off or wind erosion of exposed soil. Prevent sediment from leaving the
site or entering storm water catch basins.
Apply seed and/or another forms of erosion control to all disturbed areas as
soon as practicable to reduce soil loss
Utilize species that are locally grown and available
Plant material
Locate and organize plant material in accordance with species growth
requirements (i.e. sun or shade, soil
type, root depth, growth habit,
etc.)
Consider plant habit, root depth,
and size at maturity in determining
the location of plant material on
the site, to avoid damage to other

Walls and planting buffers will be used wherever possible, to soften the

Plantings will provide visual buffers as needed to integrate the facilities into
existing and future neighborhoods and surrounding communities
Irrigation
The irrigation system will be designed
to provide full coverage to all
permanent landscape areas except the
"desert" themed areas. These areas will
provide permanent irrigation to all
plant material, with a supplemental
spray system to assist in reducing soil
erosion and replenishing the ground
water table
Lawn and other plant material with
high water demands will be minimized
and zoned separately from the shrub
and ground cover areas with lower
water requirements

General
This section outlines general project-wide basis
guidelines for architectural design. This method
statement sets out the architectural design
strategy that the DAR design team will employ
to achieve the objectives of the project in all
stages of design. The following are main
architectural systems and elements considered
for this project:
Design Approach
The following will be the design approach for the above mentioned systems:
Site Visit
At the commencement of the work the team will make one or more visits to the
project site. The purpose of the site visits will be to familiarize the design team with
all the existing features of the project including site topography, surrounding roads,
and the relationship of the site to surrounding buildings and activities.
The report will describe all the systems in detail and will provide detailed description
of the basis of design for each system in order to provide the Client with ample
information of the proposed design strategy. This will help the Client to better
understand various design features of the project and to expedite the approval of
the initial design stage.
After clarifying all the design elements of the project and securing Client’s approval
for the architecture report, the commencement of various design stages will be
carried out. All the drawings, reports, and other documents will be prepared in
accordance with the contract for various stages of the project taking into
consideration unique features and characteristics of the site.
SPATIAL ORGANIZATION
A correct spatial organization forms the
basis for a successful design solution. A
thorough understanding of the Client’s
needs and desires, coupled with a
detailed analysis of functional
considerations forms the basis of the
spatial organization. Consequently
between the team, the Client will be
requested to engage in early and
frequent communications.
ARCHITECTURAL METHODOLOGY
In the initial stage of the design work
weekly or bi-weekly meetings between the
team and the Client facilitate the efficient
flow of information and feedback in both
directions. The architecture team prepares
analyses such as Space Programs, Block and
Stack diagrams and massing studies to
quantify requirements and explore
organizational options. Thoughtful review
by the Client and end-users guides the team
towards an optimal solution.
At all times the work is carried out in accordance with the Design Criteria Report
(DCR) for which prior approval by the Client has been secured. The main element of
the DCR for architecture is the choice of which local and international design
standards apply to the project.
In accordance with the project requirements, the team will then prepare
preliminary proposals from which the Client will be able to review. This is further
refined over the course of the work, with necessary studies documenting the
satisfaction of the functional considerations. These include, among others,
horizontal and vertical circulation studies, natural and artificial lighting studies.
EXTERIOR FINISHES
Saudi Arabia’s climates require special consideration with respect to the selection of
exterior finishes. Heat, solar intensity, wind and sand all pose challenges. These
challenges must be met without compromising the functional and aesthetic integrity
of the design.
The team coordinates closely with the most prestigious and advanced manufactures
of lighting and control systems. Working with them the team explores options using
the latest technology for lighting design. Taking into account functionality, aesthetics
and energy efficiency the team strives to obtain a result that creates a highly
memorable and favorable experience.
BUILDING COMPOSITION
Perhaps the single most memorable aspect of the architecture of a structure for the
Botanical Garden Ancillary Buildings is its exterior composition. Both the scale and
the geometric possibilities offer the opportunity to create iconic structure, one that
could be instantly recognizable as a unique monument to both its country and its
patron.
To achieve a powerful form that also satisfies functional requirements the team
designs from the start, keeping in mind these requirements while also building a
vision of a form that is powerful and memorable.
This process ensures that the Client’s vision for the project, expressed though the

applicable to the project.
DAR architecture team attends regular design team meetings to maintain proper
coordination between all design disciplines. Plans and elevations from the previous
stage are developed further.
All reports relating to the design are updated to reflect the final design and quality
assurance is conducted as described in the previous stage. All documents are
checked for conformance with the project scope of work and other contract
requirements and are then released to the Client for tendering.
STAGE 4
Final Project Review and Tender Stage
In this stage, the architectural work is essentially complete and only needs to be
revised or developed further if new information emerges relating to other
disciplines. Throughout this phase DAR will ensure, through DAR Quality Procedures,
overall coordination and the performance of design team.
STAGE 5
Final Project Printing for Tendering
In this stage, after preparation and review of tender documents for all the above
mentioned architectural elements of the project, Dar will prepare copies of the
documents to be submitted to the Client as described in the project scope of work
and other contract documents.

The design activity is divided into the following stages:
Preliminary Design
In this,
DAR will collect relevant data and study the existing site conditions.
A study on the submitted documents by the client shall be done.
DAR will have meetings with client to understand the project requirements.
Study and provide feedback to the Architect for the design alternatives.
DAR will explore the most economical and viable structural systems and
prepare preliminary layouts with regard to architectural design intent and
clients objectives.
Upon freezing the final option of architectural concept, complete scope of
work for soil investigation will be prepared. A specialist sub consultant will be
engaged to explore the site and to prepare the report.
Structural design criteria report consisting of the International codes and
standards, loads, material strengths, structural system and all the design
intents will be prepared
and submitted to the

Detailed Design

Design Approach
The following will be the design approach for the above mentioned systems:
Site Visit
Before the commencement of the design activities, detailed site visit will be made to
the project site. The purpose of the site visits will be to familiarize with all the
existing features of the project including site topography, surrounding roads, survey
bench marks and any existing structures/utilities.
After clarifying all the design elements of the project and securing Client’s approval
for the infrastructure report, the commencement of various design stages will be
carried out. All the drawings, reports, and other documents will be prepared in
accordance with the RFP/ contract for various stages of the project taking into
consideration unique features and characteristics of each site.
The design of the water supply systems will be carried out in accordance with the
Design Criteria Report (DCR) for which prior
approval by the Client would have been secured.
The main elements of the DCR for the domestic
and fire water supply system will be: standards to
be used in design, flow rates, maximum allowable
velocity of flow, pipe material selection, and
minimum pipe cover.
The layout of the water networks will be extensively coordinated with all the other
utility systems at the threshold of the design in order to eliminate any possible
conflict among various utilities horizontally and vertically.
Drawings for the water supply system will include plans and water standard details.
Plans will provide the routing of the water lines and pipe sizes. Standard details will
include details of various types of valve boxes, valve chamber covers, utility crossing,
and pipe bedding details.
The design of the sanitary sewer system will be carried out in accordance with the
approved Design Criteria Report (DCR). The main elements of the DCR for the
sanitary sewer system will be: standards to be used, average and peak flow rates,
maximum and minimum allowable velocities of flow, minimum pressure to be
maintained in the system, pipe material selection, minimum pipe cover, minimum
pipe diameters to be used, and spacing of manholes, etc.
Drawings for the sewer system will include Plans, profiles, and sanitary standard
details. Plans will provide the routing of the sewer lines, pipe sizes of the sewer lines
and locations of manholes in terms of coordinates. Profiles of sewer lines will
provide the top and invert elevations of the manholes, materials; sizes; and slopes of
the sewer lines. Standard details will include details of various types of manholes,
inspection chambers, manhole covers, pipe bedding, and utility crossing.
CIVIL & INFRA. METHODOLOGY
Storm Drainage system
Depending upon the site topography, storm water system will be designed as a
combination of underground piped network and overland flow. Wherever possible,
the surface water runoff will be drained on to designated storage areas by overland
flow. The areas which cannot be drained by overland flow will be provided with
underground pipe networks to be discharged to designated areas like retention
ponds after thorough study of the final site condition and elevations.
All measures will be taken into consideration to ensure the protection of sites from
floods. Economical and durable materials like uPVC, Glass Fiber pipes and any other
pipe material as recommended by authorities will be considered for storm drainage
system.
The layout of the storm water networks will be coordinated with other utility
systems at the start of the design in order to eliminate any possible conflict among
the utilities horizontally and vertically.
Drawings for the storm water system will include Plans, profiles and storm water
standard details. Plans will provide the routing of the storm water lines, pipe sizes of
the storm water lines, and locations of manholes, catch basins, grated channels in
terms of coordinates. Profiles for each outfall will provide the top and invert
elevations of the manholes, materials type, sizes and slopes of storm water lines.
Standard details will include details of manholes, catch basins, grated channels,
manhole covers, pipe bedding and retention basins.
Irrigation system
The irrigation system for the
project will be designed as fully
automatic irrigation system.
Economical and durable
materials like uPVC, HDPE pipes
and any other pipe material as
recommended by authorities
will be considered for irrigation
system.
The main elements of the DCR for irrigation system will include standards, irrigation
water supply requirements, system pressure, system velocity, gate & check valves,
drip tubes, emitters, bubblers, sprinklers, irrigation controllers, pipe sizing, pipe
material selection, and minimum pipe cover.
CIVIL & INFRA. METHODOLOGY
Drawings for the irrigation system will include plans and irrigation standard details.
Plans will provide the routing of the irrigation lines and pipe sizes. In addition, plans
will show the locations of irrigations controller, solenoid valves, and irrigation wires
etc. Standard details will include details of various types of valve boxes, valve
chamber covers, utility crossing, pipe bedding details, irrigation watering schedule,
and wiring diagrams etc.
Structural design of the roads will include the calculation of pavement structure
which is comprised of wearing course, asphalt concrete base course, and aggregate
sub-base course. The calculation of the pavement structure will be based primarily
on the anticipated traffic and soil characteristics.
The design of the roads will be carried out in accordance with the approved Design
Criteria Report (DCR). The main elements of the DCR for the roads will include
standards to be used, roads classification, allowable vehicles speed, and type of
vehicles to be used and volume of the traffic.
Drawings for the roads system will include Plans, profiles, and roads details. Plans
will show the setting out of roads including road centerline, curves data, stationing,
changes, elevations & coordinates on each stations, road signs & markings and
profiles will show the finished pavement levels, existing ground levels and finished
levels at every station of the road. Road details will include x-sections of various
roads & parking, pavement structure of various roads, curb & gutter and signage &
marking.

project are required. The
requirement of civil infrastructure
services will be coordinated. After
the kickoff meeting, will collect
relevant data; study the existing site
conditions and infrastructure survey.
During feasibility study approach will deliver a narrative report which explains the
systems to be used, a detailed list of deliverables, and a work breakdown structure.
A project technical report will be prepared, incorporating the needs of the client.
The project technical report will later be elaborated into design criteria report.
The design criteria report shall be prepared. It will consist of the applicable codes
and standards, description of the proposed Civil Infrastructure systems.
After obtaining approvals on the first Stage from the Client on the concept Design
and the findings of the Design Validation Report we begin identifying the affected
elements of the prototype tender package in hand.
DAR civil infrastructure team will attend the design team meetings to coordinate
with other disciplines like architectural planning for design progress. Conceptual
drawings for all the above mentioned systems will be prepared in this stage.
DAR will submit design basis reports, draft quantities and cost estimate, conceptual
network plans and calculations. Recommendations from client will be considered
and will be brought to the notice of the client if there is substantial impact in the
design prior to proceeding to the next stage of work.
CIVIL & INFRA. METHODOLOGY
STAGE 3
Detailed Design Stage
In this stage we will prepare the
complete Design Basis Report for civil
infrastructure systems as listed
above. Methodology Statement will
be submitted to the client for review
and approval, and a report of
construction cost estimation will also
be prepared.
We will start coordinating with the correspondent authorities for wet utilities
including National Water Company (NWC), Ministry of Water and Electricity (MOWE)
to determine the project requirements. The spatial requirement will be derived in
close coordination with architecture and other department like Architect,
Mechanical, Electrical, Telecom and Structural Department.
Civil infrastructure team will attend the design team meetings to coordinate with
other disciplines like architectural planning for design progress. Conceptual drawings
for all the above mentioned systems will be prepared in this stage.
The design criteria report shall be updated based on previous phase comments
received from client. DAR will submit design basis detailed reports, conceptual
network plans and calculations, draft quantities and cost estimate. The design
criteria report shall be updated based on previous phase comments received from

Bidding and Evaluation Stage
In this stage, After preparation and review of tender documents for all the above
mentioned wet utilities infrastructure systems including plans, profiles, standard
details, water pumping & sewage lifting stations, hydraulic calculations, estimate of
quantities, and construction specifications, Dar will prepare the required number of
copies of the documents to be submitted to the Client. Dar will also help in the
bidding process in term of tender evaluation and preparation of tender evaluation
Reports.
CIVIL & INFRA. METHODOLOGY
Assumptions and Exclusions
The scope of the work is limited to the accompanied Civil deliverable and scope
depicted in this report.
It is assumed that water will be obtained from existing network / Municipal
water network near the project site. Therefore there is no consideration for
WTP.
It is assumed that Sewage will be discharged
to existing network/ Municipal network.
Therefore there is no consideration for STP.
It is assumed that water for irrigation will be
obtained from existing Municipal network.

A design concept report will be prepared according to the client’s requirements and
needs. It will consist of the applicable codes and standards, both international and
local, description of the proposed systems and recommendation on each system. It
will also elaborate upon the electrical demand load, power and lighting systems,
security and life safety features, network communications and equipment
capacities.
ELECTRICAL METHODOLOGY
Also, electrical and low current team will prepare the conceptual proposed plans
and schematic diagrams, as well as drawings
showing location of the electrical rooms,
telecom network rooms, UPS, security rooms,
and the other site services and connection of
same to the main sources and the site
network. The spatial requirement will be
derived in close coordination with architecture
and other department.
STAGE 02
Design development
In this design stage, after obtaining the clients approval of the first stage, the
schematic design and drawings will be developed. Coordination of involved
discipline shall be executed to synchronize the work and drawings.
Based on the approved space program and master plan provided by the
architecture, the electrical demand load calculations will be defined. Electrical
equipment and lighting fixtures will be selected and shown on the drawing. The
electrical network and communication network will be laid. Electrical panels
schedule will be performed and shown on the drawing.
The telecommunication and low current system will be designed and shown on the
drawing according to the client’s requirement. Electrical and Low Current team will
attend the design team meetings to coordinate with other disciplines for design
progress. Coordination with local authorities and obtaining its approval shall
perform on this stage. Power requirements and network requirements for other
discipline shall consider during in this stage.
Recommendations from client will be considered and will be brought to the notice
of the client if there is substantial impact in the design prior to proceeding to the
next stage of work.
STAGE 03
Final Detailed Designs stage
After the design review of the clients and obtained the final approval of the design
development stage, final detail design shall be perform. The design criteria report
shall be updated based on previous phase comments received from client The team
will attend the design team meetings to coordinate with other disciplines.
ELECTRICAL METHODOLOGY
DAR will submit design basis detailed reports, draft quantities and cost estimate,
conceptual network plans, calculations, locations and sizes of equipment and
requirements, power feeds for assigned area utilities and the conceptual electrical
and low current single line diagrams. Coordination with local authorities and
obtaining its approval shall perform on this
stage.
Upon completion of review report on the last submission, DAR will provide the detail
refined design basis report, calculations, cost estimate for the project elements with
incorporation of comments. Throughout this phase DAR will ensure, through DAR
Quality Procedures, overall coordination and the performance of design team.
STAGE 04
Tender Package
In this stage, upon receiving client comments incorporate all comments to complete
design drawings. Prepare the necessary tender documents to complete the tender
package submission. Provide comments log to reply contractor’s comments.
DAR (Dar Al Riyadh) project management plan describes how the project will be
executed, monitored, and controlled. It integrates and consolidates all of the
subsidiary plans and baselines from the planning processes. At DAR we have
developed a project management matrix which follows PMI (Project Management
Institute) regulations that will be used to carry out the project.
While the project management plan is one of the primary documents used to
manage the project, other project documents are also used. These other documents
are not part of the project management plan. Figure 1 is a representative list of the
project management plan components and project documents.

MANAGEMENT PLAN
The project management plan may be either summary level or detailed, and may be
composed of one or more subsidiary plans. Each of the subsidiary plans is detailed to
the extent required by the specific project. Once the project management plan is
baselined, it may only be changed when a change request is generated and
approved through the Perform Integrated Change Control process.

Other interactions among the processes within the Management Plan are dependent
upon the nature of the project. For example, for some projects there will be little or
no identifiable risks until after significant planning has been done.
MANAGEMENT PLAN
The results of the iterations are documented as updates to the project management
plan or to various project documents.
Our PMO structure integrates data and information from corporate strategic
projects and evaluates how higher level strategic objectives are being fulfilled. Our
PMO is the natural liaison between the organization’s portfolios, programs, projects,
and the corporate measurement systems (e.g. balanced scorecard).
The primary function of our PMO is to support project managers in a variety of ways
which may include, but are not limited to:
Managing shared resources across all
projects administered by the PMO;
Identifying and developing project
management methodology, best
practices, and standards;
Coaching, mentoring, training, and
oversight;
Monitoring compliance with project
management standards, policies,
procedures, and templates by means of

6. Project Description.
PROJECT DESCRIPTION
A new state-of-the-art Laboratory and Office Facility will be called the " Jeddah
Municipality Laboratories” (JML) and it is to be designed to provide research
laboratories, workshops, offices, services and auxiliary rooms, among others.
External Works including car parking and landscaping, infrastructures, utilities and
services facilities are also required to service the building and shall also be included
in the design and reflect a ambient relaxation space within the designated project
site area.
The Laboratories to its staff, visitors and the general public; will need to
accommodate all the facilities, departments, functions, labs, and the like, and
Jeddah Municipality would like to develop a flagship building that responds to
modern technology in similar research and office facilities, complete with up to date
laboratories operations and technology, all facilities will be in accordance with the
Design Guidelines.
The Building Concept will need to be able to achieve, energy, safety and security
systems provisions, and flexibility, to accommodate future change of use, and
acquire LEED certificate, in compliance with the Local and international standards
and also a good landscaping design.

The site of the Jeddah Municipality Laboratories Project is located within Jeddah,
next to Dallah Tower, between Mukhtabar AL Amanah and Mustawda Al Amanah
Street.
The Visual aspirations of the Jeddah Municipality must be one with the ability to
accommodate an exciting building structure, which means, that the design concept
and the room program, as well as the construction must be divided into 2 phases, as
stipulated in Appendix B1:
First Phase:
Demolition of existing Lab Building and reconstruction of first building part located
on the north site of the plot. This first building part must be functional and useable
alone.
Second Phase:
Demolition of existing Lab building and reconstruction of second building part of
new building.
7. Project Deliverables.
PROJECT DELIVERABLES
SUMMARY:
At each stage the Consultant will be expected
to provide sufficient number of drawings and
presentation materials at appropriate scales to
demonstrate the design intent that each stage
demands. This will consist of mainly electronic
information accessible on a ‘SharePoint’ or
similar link which the EMC management team
and / or the Client can access for review and /
or comment purposes.
Hard copies of all the information or part thereof as and when appropriate might be
requested of the Consultant. The Client and / or EMC management team will be
seeking high quality 2D and 3D information which clearly demonstrates the design
intent commensurate with the stage of the commission that is being submitted.
Method Statement:
The various stages, as outlined above are to be the subject of presentations in a
series of workshops attended by the Client and / or appropriate representatives of
the EMC Management team in Jeddah to obtain feedback, updates on current issues
and providing direction.
The Consultant will be free to determine what medium to use for the presentations
but is expected to submit a report on the overall progress of the work in visual
format to the EMC team and / or the Client for assessment and comment at each
Stage . The Consultant must obtain the approval of the Client and / or the EMC
Management Team before progressing to the next stage otherwise this work, if
aborted, will be deemed to be at his own risk.
Topographical Survey:
The Consultant shall be required to undertake a topographic survey of the proposed
scheme site to enable the scheme design
to be completed. The specification for
the Topographic Survey is presented in
attachment 4. The Consultant shall
discuss with the Client their proposal for
undertaking the topographic survey as
part of the Concept Design Stage.
Geotechnical Survey:
The Consultant shall as part of the
Concept Design undertake a desk
study of available geotechnical
information with Amana. Reviewing
available historic ground
investigation factual data and
provide a Desk Study report
including conceptual geotechnical
parameters.
PROJECT DELIVERABLES
The survey of the site would normally be during the early stages of the Preliminary
design to assess and identify areas of concern with respect to ground conditions
across the site to complement the available information and constraints with
regards to the site specific ground investigation works.
Utilities Survey:
The Consultant shall identify the location
and details of all existing and proposed
utilities within the study area. The details
of all services shall be scheduled and
recorded on separate plans for each
element.
DESIGN STAGES:
The Consultant ( during Design Stages) shall follow the content of Attachments,
which shall be considered as an integral part of this RFP, The Design stages shall
include and not limited to the following :
Deliverables:
The Report shall bring together all the findings of the studies identified above
and shall include:
Project Description .
Background and history .
A summary of all of the surveys and studies undertaken and the constraints
identified.
Conceptual engineering design for proposed technical options
A critical review of the options presented together with a schedule of the
advantages and disadvantages of each scheme.
A series of drawings illustrating the above issues.
An assessment of the scheme costs including construction and maintenance
for each option.
A programme for delivering the project.
The preliminary design shall be developed to sufficient detail to provide the Client
with confidence that the scheme can ultimately be constructed without imposed
delay due to design of planning errors. The preliminary design shall make due
consideration, but shall not be limited, to the following:
Site location and background .
Structural and Architectural layouts .
Mechanical systems .
Electricity supply and distribution & lighting layouts
Air Conditioning .
Lifts & Heavy Plant Equipment .

Project Risk Assessment Review
The Consultant will develop the Preliminary Design to a Detailed Design including a
set of drawings and information with all necessary disciplines such as Structures,
Mechanical & Electrical Engineering, Plumbing and Drainage, Civil Defense.
PROJECT DELIVERABLES
Health & Safety, landscaping, environmental impact and sustainability requirements
to form a preliminary set of coordinated information.
This stage of the project includes the completion of the scheme design and the
preparation of Draft Contract Documents. The design elements shall include all
issues reviewed within the Preliminary Design stage and developed to a standard
whereby each element can be readily understood and constructed in a cost
effective, safe and timely manner.
Deliverables:
1. The Consultant shall prepare and submit a Detailed Design Report addressing
all issues related to the design of the works and summarizing the outcome of
the design evolution through Concept and Preliminary Design. The actual
contents of the Detailed Design report shall be discussed and agreed with the
Client in advance of the first draft of the report being prepared and shall
include Design Calculations and Design Drawings and all supported
documents.
2. Tender Documents which shall include Technical Specifications, Drawings, Bill
of Quantities and the expected price for items listed therein.
