1.0 Purpose
This method statement will give a brief step to be carried out for testing and commissioning
of DOCEF relays.
2.0 Scope
This procedure describes the method to be adopted for:
Testing of Directional over current earth fault relays

5.0 Procedure
Ensure that all reference documents are available at site.
Ensure that valid permits are obtained from concerned authorities wherever
applicable.
Ensure only trained persons shall operate the power tools.
Ensure all concerned personals shall use PPE and all other items are required.
Ensure adequate lighting is provided in the working area at night time.
Ensure service area/work area openings are provided with barricade, tape and safety
nets.
6.0 Directional Over current & E/F protection:
The approved settings are uploaded in the relay.
The output relays and opto inputs are configured as per scheme diagram.
The logic and LEDs are configured as per scheme requirement.

The voltage & current connections are made from the kit to test plug of the relay.
The kit is switched ON.
Quick CMC module is opened.
The 3ɸ voltages and current are injected as given below:
VR - 63.5V ∟0⁰ IR - 1A ∟0⁰
VY - 63.5V ∟-120⁰ IY - 1A ∟-120⁰
VB - 63.5V ∟+120⁰ IB - 1A ∟+120⁰
The voltage and current readings are taken from the measurements menu and
compared with CT & VT ratio adopted.
Directional over current pick up:
Switch OFF earth fault function in the relay.
Apply 3ɸ voltage as given below
VR - 50V ∟0⁰ IR - 0A ∟0⁰
VY - 63.5V ∟-120⁰
VB - 63.5V ∟+120⁰
Rise Rɸ current slowly till the OK function pick up.
Note the Rɸ current
Apply 2 times current
Note the relay trip time
Apply 5 times current
Note the relay trip time
Repeat the above test for Yɸ & Bɸ having reduced voltages in corresponding phases.
Directional over current boundary check:
Inject 3ɸ voltages and Rɸ current above pick up value.

Find out the boundaries from the given settings.
Keep the phase angle of Rɸ current angle one boundary.
Reduce the Rɸ current phase angle till the relay trips.
Note the phase angle.
Further reduce the phase angle till the relay resets.
Note the phase angle.
Repeat the procedure for the Yɸ & Bɸ.
Directional Earth fault function test:
Enable the earth fault function in the relay.
Inject 3ɸ voltage and Rɸ current as given below
Rɸ - 50V ∟0⁰ Rɸ - 0A ∟0⁰
Yɸ - 63.5V ∟-120⁰
Bɸ - 63.5V ∟+120⁰
Slowly rise the Rɸ current till the relay earth fault function pick up.
Note the readings.
Inject 2 times current.
Note the relay trip time.
Inject 5 times current.
Note the relay trip time.
Minimum voltage pick up:
Inject 3ɸ balanced voltage & 2 times Rɸ current as noted below.
Rɸ - 63.5V ∟0⁰ Rɸ - 0.4A ∟0⁰
Yɸ - 63.5V ∟-120⁰
Bɸ - 63.5V ∟+120⁰
Reduce the Rɸ voltage slowly till the relay on the earth fault function.
Note the Rɸ voltage.

Inject Rɸ voltage and current above pick up value.
Find the phase angle boundaries from the given characteristics angle.
Keep the Rɸ phase angle above the boundary value.
Reduce the Rɸ phase angle till the relay trips.
Note the phase angle reading.
Further reduces the phase angle till the relay resets.
Note the boundaries.
7.0 Safety Precautions and Measures
7.1 Control Measures
Calibration/fitness certificates shall be provided for all equipment to be used for the
testing work.
HSE officer will ensure all the labour/Site staff shall be wearing proper PPE inside
site.
All worker/Site staff/visitors shall be allowed only after wearing appropriate PPE in
the site.
No work shall be carried out night without prior approval of Owner/Engineer.
7.2 Safety Provision
The following safety and precautionary measures will be taken prior to start of the
activity.
Tool box talk shall be conducted and all workers who shall be involved in the
transformer testing works shall be well oriented to the nature of work.
Ensure the work force deployed for these activities are having adequate skill and
undergone required HSE training.
Ensure required LOA/PTW is available at site before starting the job.
All equipment’s, tools & tackles shall be checked by HSEA before starting the job.
Segregated access for equipment and workers shall be provided.

Ensure enough drinking water is available at work site.
Ensure work crew is provided with adequate transportation facilities.
Ensure all employees are clear about their job, tasks and hazards involved.
Ensure all the testing kits and tools to be used are in good working condition.
8.0 Responsibilities
Project Manager is over all responsible for Safety, Quality and Progress of the
Project.
Safety Engineer Will Monitor all works are being carried out in accordance with
the safety requirements on site.
Testing Engineer shall be responsible for the site testing activities and
implementation of all testing plans.
9.0 Emergency
In case of Emergency,
Stop the work.
Alert the nearby workers to reach to the nearest assembly point
Do not to get panic and do not run.
Inform the site HSE officer and other key personnel from the emergency contacts
numbers displayed in the site.
Call emergency services if required.
Supervisor shall make head count and report.
