INTRODUCTION

Background of Lucknow

,Lucknow is the
capital of India’s
most populous state,
Uttar Pradesh and is
situated about 500 km
southeast of New
Delhi in the heart of
the state. The city lies
at an average altitude
of 110 meters above
mean sea level and
generally slopes to
the east. Lateral
slopes are towards the
River Gomti, which
flows from north-
west to south-east
through the heart of
the city Gomti
regions. The position
of the City as the only
large urban centre
amidst a number of
small towns in the
surrounding districts
makes it an
attractive destination for job seekers and people in need of education and health
facilities. Lucknow is known for its cultural heritage. Some of the well-known
historical buildings, which occupy a pride of place, include the Residency, Bara
Imambara, Rumi Darwaza, Husainabad Imambara, the Picture Gallery,
Sikandarabagh, Dilkusha Palace, Kaiserbagh Palace, the Hussainabad Clock
Tower etc.

Area of Lucknow is 337.5 Sq. Km. The present population is around 32 lakhs. It
is well connected by air and rail connectivity is also very good with all the
major stations in India.

Lucknow Development Authority


Lucknow Development Authority was established in 1974 under the Uttar
Pradesh Urban Planning & Development Act 1973. LDA has progressed from
small beginnings to embrace an overreaching authority in the development
scenario of Lucknow. In consonance with the aspirations of modern India, LDA
aims at coordinated and planned development of a historical city: to enable
Lucknow to achieve pride of place as the worthy capital of the largest State of
the country which has played a very important role in the Freedom Struggle, to
extend urban infrastructure to absorb the pressures of a rapidly changing
society, and to provide an environment which would enable the utmost
satisfaction level of all sections of its inhabitants.

To fulfil its role, the Authority seeks to coordinate in accordance with a


comprehensive Master Plan along with the work of various other agencies
involved in the creation and extension of urban infrastructure.

Taking forward this development process and to redress the lack of International
level Cricket Stadium cum Sports Complex in Lucknow of international
standards in the State of UP, LDA proposed to set-up same in its capital-
Lucknow

NEED OF A CRICKET STADIUM
Improving the performance in sports
A thoughtful look at medals tally gives us a strong probability of UP being in top
5 states. As the number of gold medals won by state are equal to above two rank
holders and just two lesser than last member of top 5.

An international standard sports infrastructure facility at state capital would be


the right kind of impetus at the moment, analyzing the need of hour. A multi-
sports international standard stadium with at least 55000 would suffice the
requirement.

Hub for national and international level sports events


Lucknow as a city is a capable candidate for hosting next national games in 2009
with existing and planned sports facilities.

Even state should look forward to bring international events to state. As big
international events affect the whole regional economy. For example Olympics
in china have been the most profitable Olympics games till now. With increasing
popularity of various Cricket and Hockey league matches (inter- states), even
commercial viability of sports infrastructure is not an issue.

Regional analysis

An analysis of whole northern India in terms of international sports


infrastructural facilities shows a clear demand for International standard
multipurpose stadium in state of Uttar Pradesh.

At present there is only one multipurpose stadium with 45000 capacity in


Kanpur (Green park Stadium)

In terms of commercial viability of sports infrastructure Cricket stadiums have


been

found most profitable. A view of all cricket stadiums pan India is as following:-

Hence an international multipurpose stadium which can also be used for cricket
will be an economically viable and socially required project.

Thus state of Uttar Pradesh being the largest in terms of population can also
deliver the largest number of excellent sports persons in times to come. And an
international standard sports infrastructural facility will also strengthen India’s bid
for 2020 Olympics
Development Of Sports Hub

The Sports Hub will be LUCKNOW's premier land and sea sports, entertainment
and lifestyle hub with integrated programming. A unique cluster development of
integrated world-class sports facilities within the city, it will play a critical role in
accelerating the development of sports industry, excellence and participation and
take sports to the next level in LUCKNOW.

With its world-class facilities, the Sports Hub will be the Centre for State’s
athletes and high performance management as well as an ideal location for sports
and entertainment events, sports administration, and sports and recreation
businesses.

It will help to create a critical mass of international, regional and local sports
federations and associations, sports medicine and sports science service providers,
sports related training and education service providers, sports companies' sales and
marketing headquarters, and retail outlets.

LUCKNOW EKANA CRICKET STADIUM FACT SHEET
The Ekana Cricket Stadium with world class facilities is aimed to give boost to
sports in Uttar Pradesh. Also the objective is to provide state of art facilities to the
sports men/women towards enhancing their performance at National and
International level. This Ekana cricket stadium of 50,000 seating capacity, with
facilities for Day/ Night matches, will be among the most advanced stadiums. It
would be equipped with next generation facilities for players, officials, VIP's,
spectators and the media. The design of this one of its kind stadium follows the
guidelines and specifications laid out by ICC and BCCI for hosting international
cricket matches.

Sports academy

The Cricket stadium cum Sports complex will have world class facilities to conduct
international events. The Cricket stadium shall be developed as per the latest
guidelines issued by ICC. The stadium will have the following facilities:

International level Cricket Stadium : An international level cricket stadium with


seating capacity of at least 50,000 people. Stadium should have flood light facilities
available with other related facilities for players and instruments required for
maintenance.

Sports Complex shall have facility and necessary infrastructure for atleast 5 different
type games

Sports academy shall have the facility for teaching students and also shall have
necessary staff strength for each discipline.

The Project Site is located at Lucknow bypass, Amar Shaheed Peeth. The site has an
area of 116 acres and it is situated in between Sultanpur road and Gomti river on
Amar Shaheed Path. The site can also be approached through a service road next to
Amar Shaheed Path. For a Cricket Stadium and sports complex with the facilities
mentioned above the land requirement would be about 50 acres.

The project of Ekana International Stadium is estimated about Rs. 130 Crores.

The project is assumed to be funded by a mix of debt and equity and debt equity
ratio of 1.5 is assumed. Grant portion has not been assumed.

Additional land parcel is assumed to be given to developer as viability gap
funding. The cost of development of land for commercial exploitation is
estimated to be Rs. 125 Cr. The cost land earmarked for commercial
development is estimated to cost Rs. 36 Cr. The overall project cost is Rs. 313 C

SCOPE OF THE PROJECT

Government of Uttar Pradesh (GoUP) through Awas Bandhu, UP intends to undertake


various infrastructure projects for implementation on Public Private Partnership (PPP)
Mode under “Integrated Urban Rejuvenation Plan” (IURP) scheme for selected cities
of the state. Projects to be developed on PPP mode are being identified, developed and
implemented in various cities of Uttar Pradesh namely Lucknow, Kanpur, Ghaziabad,
Meerut, Agra, Aligarh, Allahabad and Varanasi,

Under this a need to develop a world class Cricket Stadium cum Sports Complex
along with a Sports academy in Lucknow was felt.

The Project Site is located at Lucknow bypass, Amar Shaheed Peeth. The site has an
area of 50 acres and it is situated in between Sultanpur road and Gomti river on Amar
Shaheed Path. The site can also be approached through a service road next to Amar
Shaheed Path. The site shall be given on lease for a period of 35 years.

Minimum Development Obligations

The stadium shall be designed for a minimum seating capacity of 50,000 people
Car Parking for minimum 2500 ECS for above essential facilities shall be provided
Sports Complex shall have facility and necessary infrastructure for at least 5 different
types of games that shall include badminton, basket ball\ valley ball, lawn tennis and
shooting training.
An Olympic size (25 x 50 mt) swimming pool shall be provided within the sports
complex
The sports complex shall have the seating capacity for 600 viewers
Support facilities and on site infrastructure like internal road network, lamp posts

within the plot, fire fighting system, security cabins, landscaping and other services
required for the entire facility.

The developer may also construct following optional facilities with prior approval of
LDA:

Completion of Project
Bharat Ratna Shri Atal Bihari Vajpayee Ekana Cricket Stadium (formerly Ekana
International Cricket Stadium), commonly known as Ekana Cricket Stadium is an
international standard cricket stadium in Lucknow, Uttar Pradesh. It is a stadium
under public-private partnership. With a seating capacity of 50,000, it became the third
largest international cricket stadium in India. Formerly known as the Ekana
International Cricket Stadium, it was later renamed in the honor of the late Atal Bihari
Vajpayee, a former Indian Prime Minister.

In July 2019, Board of Control for Cricket in India (BCCI) approved it as the third


home ground in India for Afghanistan national cricket team.

On 6 November 2018, the stadium hosted its first international match, a Twenty20
International (T20I) between India and the West Indies,[6] becoming the 52nd stadium
in India to host an international cricket match.[7] In that match Rohit Sharma became
the first cricketer to score four centuries in T20Is.[8] India won that match by 71 runs.

 The last time Lucknow hosted an international match was in January 1994,
when India played a Test match against Sri Lanka at theK. D. Singh Babu Stadium.

 Before its international debut, it also hosted the final of the 2017–18 Duleep
Trophy.[11]

In May 2019, Afghanistan Cricket Board requested the BCCI to use this venue for
their international matches.[12] In August 2019, BCCI awarded the venue
to Afghanistan national cricket team as their third home venue in India, being
previously played in Dehradun and Greater Noida.[13]

It hosted all the matches during Afghanistan vs West Indies series in 2019.[14] On 6


November 2019, the venue hosted its first ODI match.[15] On 27 November 2019, the
venue hosted its first Test match.[16]

The International Level Ekana Cricket Stadium is another fitting tribute to the city of
sport and a major thrust over the years will be to make it incomparable in terms of
sporting variety, excellence and to offer world class facilities to sportsperson and the
spectators

The infrastructure of the city and the overall impact goes a long way in making it one
of its kind in this century.

The Ekana cricket stadium is the state-of-the-art stadium aimed to take sports
standards of Uttar Pradesh to the next level. The design, innovation & grandeur makes
a huge impact on the face of the city, making it one of its kind in the country.

The proposed cricket stadium shall have world class flood lights for the night matches
with a promise of another glorious addition to the sports legacy so aptly and
determinedly pursued by our State Government thereby fostering the camaraderie,
sprit and the challenge of sporting combat that is so vital to the building of character
and a strong nation as a whole.

The 50,000-seater International stadium will be among the most advanced of its kind,
with next-generation facilities for players, officials, VIPs, spectators and the media.
The bowl design will bring the spectators closer than ever to the action. The design of
this one of its kind stadium follows the guidelines and specifications laid out by ICC
and BCCI for hosting international cricket matches.

Specifications

 The size of the cricket pitch dimensions are confirming as per international
standards.
 There are nine red & black soil pitches of international standards.
 Stadium has an underground drainage system which can drain out rain
water even in heavy downpour and make the ground ready for play in just
20 minutes.
 The stadium is equipped with proper lighting arrangement in order to
conduct night cricket matches.
 The stadium is designed for a minimum seating capacity of 50,000 people.
 Parking for 2500 car parks.
 In seating areas, super elevation of at least 15 cm is given in order to
maintain spectator line of sight.
 All the spectator area has roofing.
 In order to prevent overcrowding and to ensure fast evacuation during
any untimely disaster, the seating areas has been divided into groups or
blocks. Each block have its own entry and exit points and it is
separated from the other by fences.
 For every 750 seats, at least 1 escape route with minimum width of 1
meter has been provided.
 An Air Conditioned viewing gallery with a seating capacity of at least 250
viewers.
 A royal box with movable furniture for guests of honour.
 The stadium has first aid treatment area consisting of 2 treatment and
recovery rooms of 15 sq. mt each, 2 store rooms of 2 sq. mt and two
toilets with ventilation per each recovery room.
 The toilet facility is minimum 1 WC per 100 visitors. Out of the total

toilets, 40% toilets are for women, 20% for men and 40% urinals.
 For emergency services like Police and fire brigade minimum area of
50 sq. mt is demarcated.

With pitches constructed under the supervision of BCCI chief curator Daljit Singh, the
ground is also has one of the best drainage systems in India with the developers
claiming there would be hardly any interruptions in games due to rains or wet outfield.

Tensile Roof with Flood Light

The stadium has a roof cover of green & white colour membranes made in Germany.
Low & Bonar GmbH provided more than 30,000 sq.mt. of technical textiles in two
colours, and especially developed the specific green colour membrane for this project.
The venue enhances the artistic beauty of Lucknow with the eye catching roofing of
the stadium.
Stadium has 8 Nos. of flood lights for day/night matches.

RESULT & DISCUSSION
Bharat Ratna Shri Atal Bihari Vajpayee Ekana Cricket Stadium or BRSABV Ekana Cricket Stadium
(formerly Ekana International Cricket Stadium),commonly known as Ekana Cricket Stadium is an
international standard cricket stadium in Lucknow, Uttar Pradesh. It is a stadium under public-
private partnership. With a seating capacity of 50,000, it became the third largest international
cricket stadium in India. Formerly known as the Ekana International Cricket Stadium, it was later
renamed in the honor of the late Atal Bihari Vajpayee, a former Indian Prime Minister.

In July 2019, Board of Control for Cricket in India (BCCI) approved it as the third home ground in
India for Afghanistan national cricket team.

The Stadium is currently hosting the All India Buchi Babu Invitational Cricket Tournament or
Duleep Trophy match between India Red and India Green. If sources are to be believed, the Board of
Control for Cricket in India have already allocated the Third ODI between India and New Zealand to
Uttar Pradesh Cricket Association who have not announced the venue yet.

FUTURE SCOPE

 Ekana Cricket Stadium, the newest cricketing destination in the Uttar Pradesh capital, wore a
festive look on the eve of it becoming the 52nd venue in the country to host an international
match.

 In the cricket community, the general feeling is positive about the magnificent stadium,
which carries elements of the city’s Mughal architecture on the outside and boasts of a state-
of-the-art sporting venue inside.

 “Young players will benefit from the facilities. It is a fantastic stadium which puts Lucknow
on the international cricket map. I played Ranji Trophy in UP at some very poor venues.
