The document opposes two points in the Warwick Local Plan Inspection. First, it argues that Coventry's housing needs can be met within its own boundaries and that population growth projections have been overestimated, so no overspill homes need be built in Warwick District. Second, it argues that exceptional circumstances have not been demonstrated to justify building on green belt land at Kings Hill, citing a letter from the housing minister that demand alone does not merit changing green belt boundaries.

1) There is no reason for any overspill homes to be built in Warwick District on
behalf of Coventry. All of Coventry’s likely housing need can be accommodated within its own boundary. The ONS and GL Hearn, have grossly overestimated the likely population growth in Coventry for the plan period. Full evidence, which has been reviewed and endorsed by an eminent Oxford professor of demography, is attached. 2) No Exceptional Circumstances have been demonstrated to justify building on green belt at Kings Hill. The housing minister Brandon Lewis wrote to all MPs on 7 June 2016
“ We have been repeatedly clear that demand for housing alone will not change Green Belt boundaries
