assessment formative aspect. This denotes that assessment is either not well

understood or not done in a principled educational framework across all

educational levels. This is due to some inherited dysfunction of the past, which

calls for the urgency of a moratorium. The current article attempts to enhance the

EFL practitioners’ educational assessment practice as a form of expanding

awareness. It attempts to establish a founded theoretical framework for the main

concerns that might have been troubling novice and professional EFL

practitioners with regard to understanding the working mechanisms of such a

perplexing task that has long been delegated to them. Particular aspects of the

current review target the definitions of the concept of assessment, the value,

functions and purposes of assessment, levels where assessment occur,

assessment research literature synopsis, and classroom assessment research

(CAR). CAR presents detailed knowledge about the potency of assessment,

research on classroom assessment practices, research on alternative

assessment, research on formative assessment, and finally quality control criteria

for effective classroom assessment. The article culminate in the pedagogical

potency of formative assessment and some of its classroom procedural

applications inspired from research into formative assessment and how that

might contribute to the enhancement of pedagogic practice.

Figure 1 shows the input that consist of the students profile in terms of

Age, Gender and Strands. Also, the benefits of passing National Certificate to the

students of Technical Vocational Livelihood in BNHS, And The significant

relationship between the efficiency of national Certificate and the profile of the

students. The process involves the gathering of data through surveying of the

student-respondents. Lastly, the output will be Benefits of Passing National

Scope and Delimitation

This research deals the issues that need to address the benefits of

passing National Certificate II to the Grade 12 students of Technical Vocational

Livelihood in Bucal National High School. In this study it is necessary to meet the

efficiency of learning materials on taking the National Certificate II of the student,

as well as sufficient knowledge, sufficient financial, and good behaviour.

The survey questioning that the researchers conducted in Senior High

School at Bucal National High School is part of the research of Technical

Vocational Livelihood (TVL) Bread and Pastry Production (BPP)

Significance of the Study

This research is important to the;

DepEd

This research is important to the DepEd to help guide the teacher how

important, efficient and effective it is to get the National Certificate II. And also

add more knowledge to the teachers and student how beneficial passing National

Certificate is.

Definition of Terms

A term may have multiple or complicated meaning, in order to have a clear

definition to understand the specific word better, we should require the definition

of terms. With that, the researchers have presented below a list of terms that can

give the readers an accurate information.

Assessment- it refers to the performance of the student to know his/her ability

skills and knowledge.

Course-a program of instruction, as in a college or university

National Certificate- it is a certificate that proves that he/she passed the

Senior High School- covers the last two years of the K to 12 program and

includes Grades 11 and 12. In SHS, students will go through a core curriculum

and subjects under a track of their choice.

Strand- is a consistent thread running through a course offer respective of its

subject content.

Track- it is the curriculum that the student will enter in the Senior High School.

REVIEW OF THE LITERATURE AND CONCEPTUAL FRAMEWORK

Assessment,” The effects of the certificate or the training program will provide

information that will help the students, teachers, and skilled people to get through

their training. The students, teachers and skilled people who don't have the

knowledge about the advantages of the certificate will be benefited through this

students land jobs upon graduation. According to a report in their official website,

7 out of 10 tech-voc or technical-vocational graduates get jobs. And with more

than 200 courses to choose from, the opportunities for you will be endless! It’s

also important to note that TESDA helps you avoid a career mismatch. If you

take courses specific to what you want like baking or cooking, you will be

credential benefits the heavy equipment industry in a number of ways. First, it’s a

great way to ensure safe practices in the workforce. If there is one industry

standard for best safety practices, then it’s easier to ensure that every job site

employs the safest equipment operators and operates efficiently according to

industry guidelines. Another way national certification benefits the industry is it

cuts back on regulation. If the heavy equipment industry is policing its own ranks,

then the government (federal or state) won’t have to. That means there will be

like National Commission for the Certification of Crane Operators and National

Center for Construction Education & Research do a lot to ensure that the heavy

equipment industry employs safe workers and uses the best safe practices on

Folks who want to self-study for a certification can do so. They don't have to go

to universities to get trained. Training that leads to IT certification is cheaper and

of a shorter duration than comparable degree programs. National certifications

allow an individual to focus on a topic of interest without HAVING to take non-

essential courses. People who have experience in the field and love to teach

made a living dealing with the abstract. They are people who have done the job

According to the “TESDA Gears Up For Assessment, Certification

System Upgrade” Assessment and certification procedures for graduates of

technical vocational education and  training (tech-voc)  are now under closer

scrutiny by the Technical Education and Skills Development Authority (TESDA)

to make them more responsive to market needs. TESDA directors and program

implementers gathered on Monday(May 26) to review existing assessment and

certification procedures manual, identify gaps, and determine what needs to be

done to strengthen the process. This was carried out through series of sessions 

which put in focus the role of the regional implementers in ensuring the

enhancement of the system based on their experience, being the ones who know

what employers want for workers. After finishing a course, a graduate has to go

Having a validity of five years, the NC becomes the graduate's most valuable

The Technical Education and Skills Development Authority, or more commonly

known as TESDA, is an entity that gives skilled workers the opportunity to

improve their skills by going through assessments and certifications. ... Upon

being qualified, individuals are granted a National Certificate by TESDA.

Certification exams go beyond training by providing a measurement of

knowledge and skills. When employers are looking to hire or promote, education

According to “The National Certificate,” “The introduction of the K to 12 is

a major educational reform that impacts not only on basic education but also on

technical education and skills development (TESD) and higher education,” he

said. “We recognize that TESDA has an important role to play in the K to 12

reform initiative and under the leadership of Department of Education (DepEd),

we affirm our commitment to make it work and succeed,” Villanueva added.

Villanueva said the K to 12 program would harmonize the policies and programs

of TESDA with those of DepEd and the Commission on Higher Education

(CHED), put in place a standard Philippine Qualifications Framework,

mainstream the qualifications offered by the agency and prompt it to further

improve its learning infrastructure in terms of curriculum, trainers and other

processes. The assessment and certification of students, he said, will be part of

the K to 12 curriculum. Students, who will opt to engage in technical-vocational

studies will undergo assessment and after passing, they will be issued

certification either a National Certificate I (NCI)  or a National Certificate II (NCII).

“NC I & NC II TESD qualifications will be mainstreamed in the specialization

phase which falls during Grade 9-12. Thus,  it becomes imperative for TESDA to

move up and focus towards the development and implementation of higher level

qualifications,” Villanueva said. (Villanueva, March 03, 2012).

Chapter 3

METHODOLOGY

This chapter includes the research design, the sample, the instruments,

the intervention (if research is experimental), the data collection procedure, and

the plan for data analysis.

Research Design

This is quantitative study employed the descriptive design. Descriptive

design will approach used within this study as the researchers narrated the data

collected and it can serve as knowledge to achieve the goal of the study.

The Sample

The respondents of this research are the students of Bucal National High

School- Senior High School who is taking the strand of Technical Vocational

Livelihood (TVL) That has a total population of 85 students. It contain 40 EIM

students.29 BPP students. And 13 ICT students.

The instrument has been used in the survey questionnaire to gather data.

The questionnaire consisted of items that determine the Benefits of Passing

National Certificate II to Grade 12 Students of Technical Vocational Livelihood in

Bucal National High School.

Data Collection Procedure

The primary source of data was the participants’ response to the survey

questionnaire of Grade 12 students in Bucal National High School

Plan for Data Analysis

Using the result of survey questionnaire to the Public Senior High School

Students, their performance and action were analyzed.

Statistical Treatment of Data

The gather data presented through table. This table show results of data

gather base on the highest and lowest percentages answered in the given survey

questionnaires. The statistical that used is Weighted Mean and Percentage,

because it is applicable and appropriate on the provided questionnaire. In this

nation, the researchers will easily determine about the Efficiency of Taking

CHAPTER 4

RESULTS AND DISCUSSIONS

This chapter comprised the results from the data gathered through the

use of survey questionnaires. The findings were systematically presented,

analyzed and interpreted following the sequence of the research questions as

enumerated and explained in the first chapter.

The instrument used was divided into two parts. The first part is a

questionnaire probing the profile of the respondents in terms of: age, gender

and strand.

The second part is a 5-point rating sheet assessing the respondents’

attitude towards disaster preparedness.

Table 2 illustrates that in terms of the age of the student’s profile, the highest

frequency of 46 with an equivalent of 56% corresponds to respondents who are

at age of 17 years old in profile in terms of age. Meanwhile, a frequency of 26

(31%) corresponds that the respondents were at age of 18 years old, 7 (9%)

corresponds that the respondents were at age of 19 years old and only 3 (4%)

corresponds to respondents who were 16 years old in profile in terms of age.

Table 3 shows that in terms of the gender of the student’s profile, the highest

frequency of 82 with an equivalent of 60 (73%) correspond to respondents who

were male in profile in term of gender and 22 (27%) corresponds to respondents

who were female in profile in terms of gender.

The Table 4 shows that in terms of strand of the student’s profile, the highest

frequency of 82 with an equivalent of (49%) corresponds to respondents were

taking E.I.M in profile in terms of strand. Meanwhile 29 (35%) corresponds to

respondents were taking BPP in profile in terms of strand and 13 (16%)

corresponds to respondents were taking ICT in profile in terms of strand.

of 3.73 with is interpreted as Agree. However the indicator 13 which states that

CHAPTER 5

SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

This chapter contains the summary of findings obtained through the

conduct of this research. It also includes the conclusions and recommendations

formulated by the researcher, which were based on the gathered and analyzed

data.

Summary of Findings

1. The Profile of the Students.

a. Forty Six (46) respondents representing 56% of the total count

disclosed that the respondents were 17 years old.

b. Respondents who were male compromise a frequency count of

60 or 73% of the total responds

c. Forty (or 40%) were taking EIM strand of the total respondents.

Conclusions

1. The Profile of the Students.

a. Majority of the respondents are at age of 17 years old.

b. Almost half of the respondents are Male.

c. Most of the respondents are taking the strand of EIM.

2. Result of the assessment on the attitude of the student-respondents

towards disaster preparedness.

The result of the assessment on the benefits of passing National Certificate II to

the Grade 12 of Technical Vocational Livelihood in Bucal National High School

was equivalent to Agree, the highest weighted mean is obtained by the indicator

“Can be a basis to know the level of competency.” with equivalent to the

interpretation Agree, however the lowest weighted mean was obtained by

indicator “Is essential for appraisal or reclassification.” With an interpretation of

Neutral.

3. The significant relationship between the Benefits of Passing National

Certificate II (NCII) and the profile of the students.

Recommendations

After conducting the study, the researcher can recommend the following:

 The student-respondents are recommended to exposed themselves in

learning and researching more about the Benefits of Passing the

National Certificate.

 The school can also intensify the promotion and encourage the students

to take National Certificate II

 The Local Government Unit should provide more reliable information for

the future researchers to come up with additional information and

recommendation.
