Flight Operations

Operational Bulletin

To: BAE Jetstream 32 CREW, Operational Control Center, Stations

Subject: Pre and post flight documentation Procedures

This operational bulletin has been issued by the Director of Operations to standardize a operational procedure
for the flight crew, occ and stations in order to guarantee the safety of operations through the standardization of the
Pre and post flight documentation procedure

Preflight Duties and Responsibilities

OCC

*OCC will be responsible for prepare the respective NOTAMS, weather documentation and any other relevant
information for local and international flights,

1- NOTAM will be send on the first flight


2- weather information will be sent before each flight
3- any other relevant information like General Declaration for international flights will be send if applicable

This will be called preflight documentation

*OCC will be responsible for fill and file all the international flight plans; the route will be decided initially by occ based
on the following criteria:

1- more direct and fuel-efficient route


2- weather conditions on the route
3- altitude and zone restrictions.

*OCC will be responsible for send a copy of all the preflight documentation to the respective stations and pilots.at
least 30 minutes before ETD

STATION
*station supervisor will be responsible for print one copy of the preflight documentation and give it to the pilot with 3
copies of the following documents:

1- passenger manifest
2- baggage manifest
3- cargo manifest (if necessary)
4- NOTOC (if necessary)

This documentation will be called station documents


*station will be responsible to keep and file one copy of the applicable station documents and copy of the weight and
balance before each flight signed by the PIC as probe of acceptance and to give to the airport authority

CREW

*PIC will be responsible for request and check and sign all the flight documentation and station documents before
each flight all this documentation must be stowed on an envelope, this envelope will be called Daily envelope

*PIC will be responsible for prepare, fill and sign weight and balance sheet

*PIC will be responsible for the correct fill of the aircraft logbook

*PIC must not initiate any flight without all the preflight documentation, station documents and daily envelope
checked and signed on board

Postflight Duties and Responsibilities

CREW

*PIC will be responsible for check and sign the aircraft logbook, then the pink copy of the aircraft logbook must be
stowed on the daily envelope

*PIC will be responsible of the delivery of the envelope after last flight of the day to occ every time that flight
operations end in port au prince

*On the scenario that flight operation ends outside of the base PIC will be responsible to manage and carry the
documentation envelope until return to port au prince, on this case a picture or a scan copy of the aircraft logbook
must be send to OCC

STATION
*Station must provide a copy of the station documents to the airport authority

OCC

*OCC will be responsible for receive and stow the daily envelope, this envelope must be stowed for at least 90 days
*OCC will be responsible for compare the times and fuel consumption reported by the crews on the radio report with
The ones reported in the aircraft logbook if found any major discrepancy this must be reported to OCC manager,
Ground Operation director and director of operations.
These discrepancies will be:
1- more than 15 minutes between the time reported and time written on the logbook
2- more than 100 pounds between fuel consumption reported and fuel written on the logbook
3- more or less than 1 pax between the pax reported and pax written on the book
4- more than 50 pounds of baggage between reported and the one written on the logbook
*OCC will be responsible for scan the aircraft logbook and put all the information on the system
*OCC will be responsible fill to the time, fuel and crew information on the ACS based on the numbers written on the
logbook
Procedure:

1- OCC will search and download NOTAMS, METARS, and TAFORS for the airport’s relatives to the operation, if
one
of this information are missing, it should be informed to the crew

2- OCC will prepare a word or pdf document with all the preflight documentation, then this will be sent via email to

the Station supervisor to be printed at the station

3- Station supervisor will print the preflight documentation and will deliver it to the crew at least 30 min before ETD
4- Station supervisor will print the station documents and deliver it to the crew at least 20 minutes before ETD
7- Station manager will give the signed station documents to the airport authority
5- Crew must check both preflight documentation and station documents, then they will proceed to prepare the
weight and balance sheet and sign the copies of the station documents as proof of acceptance
6- Crew will leave 1 copy of the weight and balance sheet and 1 copy of the station documents to the station
manager
8- Crew will stow on copy of the station documents on the daily envelope and will give one copy to the destination
station
9- Station Supervisor of the destination airport will receive a copy of the station documents from the crew and deliver
it to the airport authority.
10- after last flight of the day PIC will ensure that the aircraft logbook was filled in the right way then logbook will be
signed, and pink copy will be tear apart and stowed on the daily envelope
10.1- when flight end on home base (port au prince) crew must take the daily envelope to OCC on their way to home
10.2- in the scenario that flight operation ends on a different airport outside the base PIC must take a picture or scan
the aircraft logbook and send it to OCC by email
11-OCC will receive the daily envelope and then it will proceed to audit by compare the information written with the
radio report
12-OCC will scan the logbook
13-OCC will fill the time, fuel and crew information on the ACS based on the data written in the logbook
