1. Purpose
The purpose of this document is to detail the process to be used to register Rolling Stock
(RS) Vehicles and to manage any changes to RS and their operating conditions on the
Metro Trains Melbourne (MTM) Metropolitan Rail Network.
The process applies to both MTM internal requests and external Rail Transport Operators
(RTOs) who have an access agreement with MTM to allow them to operate trains on the
Melbourne Metropolitan rail network.
This process does not apply to new MTM Passenger Rolling Stock which will go through a
Type Approval Process prior to being accepted for use on the Metropolitan Rail Network.
Approval can take the form of either full or temporary approval. Temporary approval allows
an operator to operate trains with limited movements. Each approval issued must detail
any conditions that have been assumed to exist and the function to be performed, including
any operational conditions that shall be complied with.
The process aims to determine whether the RS under consideration can operate safely on
the Metropolitan Rail Network, and identify if any special conditions that shall apply to the
operation of the new or modified RS.
This process does not apply to Track Vehicles Registration. The definition of Track Vehicles
and their registration process is defined under: L1-TRK-PRO-002 (MTPR 060800-03) Track
Process – Track Vehicle Registration Process.

2. Scope
This process applies to any RS to be operated on the Metropolitan Rail Network.
The process applies to:
• RS not registered to operate under an RTOs accreditation on the Metropolitan Rail
Network;
• substantial modification to a registered RS type;
• RS where significant alteration to the operational constraints on a registered type of RS
is proposed;
• a change in the designation of RS; or
• RS to be removed from a RTOs accreditation.
For any vehicle that is not currently listed in the Network Configuration Manual (NCM)
(Working Time Table Addenda) under an operator’s accreditation, the operator is required
to seek approval in order to operate the vehicle on the MTM Network under their
accreditation.

Requesting RTO The operator requesting approval of a vehicle type is responsible to
provide such information as is reasonably requested by MTM to
enable MTM to determine that the vehicle type can operate safely.
Manager- Configuration Management within the Process & Interface
Configuration Management Group will undertake the day-to-day management of
Management this process including Liaising with RTOs regarding proposed new
or altered vehicles, or altered operation of their existing vehicles on
the MTM network.

Chief Engineer To oversee and ensure the requirements of this process are being
met and endorse any approval recommendations that are made.
To authorise updates to the Network Configuration Manual (WTT
Addenda) and issue circulars to reflect the changes to the list of
approved vehicles and/or their condition of operation.
Head of Engineering To ensure all requirements (including endorsements and approvals
– Rolling Stock from operations, maintenance/service provider and all other
stakeholders where applicable) of this process are being met for
RS items and to recommend the approval/rejection of the vehicle
Head of Engineering To ensure all requirements (including endorsements and approvals
– Track & Structures from operations, maintenance/service provider and all other
stakeholders) of this process are being met for infrastructure issues
and to recommend the approval/rejection of the vehicle.
General Manager To ensure all operational conditions for the vehicle’s operation are
Network Operations acceptable for the MTM Network.
Process & Interface Overall management of this procedure. Approval of RS previously
Manager registered on MTM Network to be added to NCM under additional
operator.

8. Rolling Stock Application Process

8.1 Overview
This overview details the process that shall be followed in order to manage a request to
register an item of Rolling Stock (RS) under a RTO’s accreditation. This includes the
addition into the Network Configuration Manual (WTT Addenda) and approval to operate on
Victoria’s Metropolitan & Regional Rail Networks.
Note 1: This registration process utilises joint registration between V/Line and MTM for
access/approval on Metropolitan and Regional Rail Networks. All requests that impact the
Metropolitan Network should be sent to MTM and all requests that impact Regional
Networks should be submitted to V/Line as detailed in Network Rolling Stock Approval
Form. [L4-CHE-FOR-020/SAFO-111}
Note: 2: Approval from MTM to operate on the Metropolitan Network does not constitute
approval to operate on the V/Line Network and visa-versa.
Note 3: For MTM RS items, the Application for Variation to Accreditation must be approved
by the Director of the Office of the National Rail Safety Regulator (ONRSR) in accordance
with L1-SQE-PRO-001 - Management of Change Process prior to the operation of the RS
on the Metropolitan Rail Network.
Note 4: Access Agreements are to be approved by the Franchise Contracts Manager for
MTM before any Engineering Review is to be carried out on Third Party Rolling Stock
access requests.

8.3 Process

8.3.1 Request Received by MTM (P&IM/Configuration Management):


Duration: 2 days
The requestor shall fill out the Network Rolling Stock Approval Form (L4-CHE-FOR-
020) and ensure all required information has been provided. The form shall then be
sent to the MTM Office of the Chief Engineer for processing. The email address is
RS.Registration@metrotrains.com.au.
Configuration Management shall register the request and assign the request with a
unique number as derived from the Master Third Party Rolling Stock Register.
P&IM/Configuration Management will review the request to ensure all required
information has been provided by the Third Party requestor.
Configuration Management will review the list of currently approved RS within the
Network Configuration Manual (WTT Addenda – Third Party Rolling Stock listing) to
confirm if the class of Rolling Stock already exists (or has previously been approved
to run) on the MTM Network.
• If the class already exists, the request can be approved (by the Process &
Interface Manager) without the need for Technical Review by MTM.
• If the RS is of a new class, the request is forwarded to the Head of Engineering -
Rolling Stock and Head of Engineering Track & Structures for review and
approval.
• The designated request made by the Third Party on form (L4-CHE-FOR-
020/SAFO-111) Section 1, should line up with the type of request being made
by the Third Party requestor.
Note: P&IM/Configuration Management will ensure (through liaison with the Third
Party Operator) that there are no restrictions on the use of the Rolling Stock which
may require a technical re-evaluation by Rolling Stock and T&S.

8.3.2 Engineering Technical Review (Rolling Stock and Track & Structures)

Duration: 5 days

The Heads of Engineering, T&S and Rolling Stock (or delegate) shall review the
supplied data to determine if the requested RS is acceptable for use on the MTM
Network.
• If a recommendation for Approval is given any conditions of approval will be
detailed including any restrictions on maximum speed, loading, etc.
• If the request is Rejected it is forwarded to the OCE representative, along with
reasons for rejection. Formal notification of rejection shall then be forwarded to
the requestor.
Note: If any extra information is required from the requestor this will be co-ordinated
through P&IM/Configuration Management.

8.3.3 Process Compliance Review (Process & Interface Management)

Duration: 2 days
The Process & Interface Manger (or technical delegate) will review the supplied data
to:
• Confirm that the requirements under this process have been adhered to.
• Determine if the request is for an item of RS already in the NCM and no
Technical Review was required
• Confirm all conditions or operating requirements have been captured in the
approval.
Note: If any extra information is required from the requestor this will be co-ordinated
through P&IM/Configuration Management.

8.3.4 Draft NCM WTT Addenda Circular (Configuration Management)

Duration: 1 day
Configuration Management will:
• Draft a NCM WTT Addenda circular, derived from the unique numbering system
maintained by the NCM WTT Addenda Circular Record Index. This will be done
using the L4-CHE-FOR-029 WTT ADD Circular template.
• Configuration Management will ensure the referenced Third Party Rolling Stock
Registration Number - derived from L4-CHE-FOR-020 (Network Rolling Stock
Approval Form) which must be listed on the circular
• Ensure that any approval conditions or restrictions placed upon the RS are
captured within the circular.

8.3.5 Chief Engineer Approval

Duration: 2 days
The Chief Engineer will review the approval recommendation and draft circular, if
satisfied the Chief Engineer will authorise the registration and sign the NCM WTT
Addenda circular for distribution.

8.3.6 Release Circular and update NCM (P&IM/Configuration Management)

Duration: 1 day
P&IM/Configuration Management will:-
• update the MTM Network Rolling Stock Register detailing the final approval
decision.
• update the records within the Third Party Request files with the signed request
• release the NCM Circular through the WTTADD Circulars Group Distribution List
• notify the Third Party Operator of the successful application (inclusive of
authorised approval date to run requested RS) and,
• update the NCM WTT Addenda Third Party Rolling Stock section as applicable.
Following receipt of approval, the RTO can arrange the operation of the new or
changed rolling stock across the network.

9. Registration Requests
The requesting RTO is required to complete sections 1-5 of the Network Rolling Stock
Approval Form (L4-CHE-FOR-020).
In addition to the information required within the Network Rolling Stock Approval Form, the
requesting RTO is required to ensure that the RS meets all requirements to operate on the
Metropolitan Rail Network and may request further evidence to clarify this through the
registration process.
Note: If the vehicle being registered/withdrawn falls under one of the categories detailed
below the operator need only complete sections 1, 2, 4 and 5 of the Network Rolling
Stock Approval Form (L4-CHE-FOR-020).
• Change of Rolling Stock Vehicle Class Designation.
• Existing Rolling Stock not under Operating AROs accreditation (previously
operated on the V/Line and Metro network).
• Withdrawal of Rolling Stock.

10. Removal from Vehicle from Operators Accreditation


If an operator no longer intends to operate a vehicle on the Melbourne Metropolitan Rail
Network the operator shall inform MTM, in order to allow MTM to update the Third Party
Rolling Stock Master Vehicle Listing within the Network Configuration Manual (Working
Time Table Addenda) to remove the nominated Operator and/or Vehicle Class as
applicable.

11. Audits
As determined necessary and in accordance with its Management Systems Procedure –
Audits, MTM will conduct audits on Rolling Stock Operators, to ensure compliance with this
process and also ensure that vehicles are in a safe operating condition. The audits are
detailed as follows:
• Desktop quality audit of records of manifest against MTM’s Network Configuration
Manual (WTT Addenda).
• Operator maintenance and accreditation quality assurance audits.
• Audit of infield vehicle technical examinations.

12. Records
Process & Interface Management will maintain a register of all registration applications and
file electronical copies of completed Network Rolling Stock Approval Forms on the CE data
base.
