EDUCATIONAL MANAGEMENT AND LEADERSHIP

I. Rationale

By traditions, the education sector is in charged with the most crucial role in
shaping the leadership and future of this country. In an effort to develop the quality of
human resources needed, Presidential Decree No. 6-A states the need to “train the nations
manpower in the middle-level skills required for national development” and “developed
the high level professions that will provide leadership for the nation, apply knowledge
through research, and apply new knowledge for improving the quality of human life”.

The two programs (Master of Arts in Education, Educational Administration and


Master of Arts in School Principalship) were merged since both were conceived in order
to develop professionals and competent leaders who can spearhead the operations of
educational institutions in the country. Specifically, the following reasons were
considered:

a. There are similar subject offerings which cause redundancy, with this, some
subjects are fused and the descriptions were strengthened; stressing on the
area of leadership and management which is the thrust of our school-based
management;
b. The merging resolves the competition in terms of number of students
enrolling in the program. This area would be more favorable to the students
since it will address the issue of displacement fees.
c. In the case of MASP students a stigma was attached to them when they seek
permissions to study. Their principals at times feel uncomfortable since they
are pursuing a course in principalship. A generic course title is being
proposed to erase the thought (especially in public schools) that those taking
the course have the intention of assuming immediately the current post of their
superiors.

In accordance with the minimum standards set by CHED for the graduate
programs in education, the revision of the curriculum for Master of Arts in Education
major in Educational Management and Leadership is hereby proposed.
II. Objectives

At the end of the program, the graduate student must:


1. be flexible and creative in responding to changing societal realities- socio-cultural,
economic, political, and technological developments that affect the operations of the
school;
2. be able to understand and appreciate the broad perspectives of Philippine education, the
goals of national development, and the role of educational leaders in this context;
3. perform the key functions of an educational leader in the management of school systems;
4. demonstrate a style of leadership that is workable and progressive, supported by
underlying philosophies and theories in educational management; and
5. be equipped with research skills that would enable an effective utilization of assessment
results.

COURSE DESCRIPTION

MAED 605 - Educational Management

Introduction to management of organization with emphasis on school operations; planning,


organizing, controlling, directing; budget resources and alignment of structures.
Credit: 3 units

MAED 600 - Trends and Issues in Philippine Education

Local and global trends and issues affecting Philippine educational systems, new educational
goals and strategies for national development; implications on the need for redirecting
curriculum offerings, organizational structuring and other aspects of education.
Credit: 3 units

MAED 607 - Politics and Legislation in Schools

Constitutional provisions, legislations, decrees, letters of instructions as they relate to school


management practices. Explorations of school governance and politics towards self-sufficiency.
Case studies in school settings be included.
Credit: 3 units
MAED 608 - Theory and Practice in Educational Management

Theories, principles, tasks and functions of management; the impact and influence of global and
non-global theories on development and practice in school settings. Emphasis on management of
change, professional ethics and behavior, impact of information technology on policy
formulation.
Credit: 3 units

MAED 609 - Comparative Educational Systems

Interdisciplinary approach to the study of education in various societies (Asia and the Third
World, US and European Countries); Examination of multicultural education from the
anthropological, sociological, historical, political and economic standpoints from the global
perspective and benchmarking.
Credit: 3 units

MAED 611 - Management of Basic and Non-formal Education

Problem and laboratory approaches used to provide application of administrative activities of


elementary and secondary schools including non-formal education.
Credit: 3 units

MAED 612 - Communication for Effective School Management

Principles of the communication process, communications in a multicultural settings, ethics in


communications; both verbal and non-verbal process.
Credit: 3 units

MAED 613 - School Personnel Management

Policies, programs, processes, techniques and styles for selecting, orientation, placement,
remuneration, supervising, and evaluating school personnel. Includes employee relations,
development of morale towards attainment of institutional objectives.
Credit: 3 units

MAED 614 - Educational Leadership

Leadership theory and assessments, Administrative styles, Employee Motivation, including


behavioral forces and relationships promoting positive school climate.
Credit: 3 units
