Zoning proposal to allow restricted


movement
Objective
To ensure that people have easy access to
essential items during lockdowns, while
ensuring that safety standards are not
compromised.

During designated times, allow one person per household


to:
– Go shopping
– Walk around alone
– No visiting other people in their homes

Sub Zone Details
Ensuring less crowding
1. People can only go once a day depending on your
card timing
a) 8-11 am M Group
b) 12-3 pm A Group
c) 4-7 pm E Group
2. Desuups and shopkeepers will monitor
Shop opening
1. Where many shops in one zone we will select
some and do turn wise. This will be finalized
tomorrow and communicated to the shopkeepers
2. Where not many shops, all shops can open daily
3. Only following types of shops can open:
1. Grocery stores
2. Convenience stores
3. Dairy and milk stores
4. Pharmacy
4. Packaged vegetables will be provied in shops
where no vegetable shops
5. Approval will be required for shops to open
SOPs for shops
1. Price Board for essential items
2. Mark prices on all other goods
3. Pre-packaging of essential goods to reduce contact
4. QR code system
5. Hand washing facilities
6. Masks to be worn by everyone at all times
7. Provide refreshment for helpers on duty
8. Daily sanitization of shop
9. Open everyday while lockdown is in place
10.Daily replenishment of stock
Delivery Option
1. Vulnerable people and distant households may not
want to come out for shopping:
a) Delivery services will be provided
b) Some shops and depots will be identified for delivery and phone
numbers will be provided
c) Order can be placed upto 6 pm for next day delivery
d) Shops will fill orders at night
e) Goods will be picked up and delivered the next day
Card Delivery Process
1. Report at 7 am and pick up cards
2. Organize logistics till 9am
3. Start delivery at 9 am
4. Ensure delivery by 7 pm
5. If delivery is not completed, cannot start on
Monday. So very important to deliver all cards
tomorrow.
Information Collection
1. Total number in household
2. Male
3. Female
4. Age over 50
5. Age below 10
6. Bhutanese/Foreigner
7. Two Phone Numbers
When delivering cards
1. Call all the households outside together and
provide briefing
2. Inform them about their zone bounday
3. The time when they can go out
4. They cannot go out in cars
5. Only one person at a time can use the card
6. Collect houshold information from them
7. Ensure that different timings cards are given in
buildings
Accountability during card delivery
1. Only one card per household is to be given
2. Desuups need to log on when entering information
3. No of cards taken, cards given out and information
entered will be tallied to ensure no additonal cards
are given out.
4. Only Desuups should hand over the card as they will
be accountable
Delivery people
1. One Desuup and
2. Accompanied by Meday tshogpa or NLC
person
Discuss on best way to deliver cards
1. Feedback from Meday Tshogpas
2. Formation of groups and cars for card
delivery
This Exercise is only PILOT
1. Monday and Tuesday you can go out
2. Will close on Wednesday for review and
improvement.
3. Closure will remain till further notice
4. Incase too many problems on Monday, will
close on Tuesday.
WhatsApp Group for tomorrow
1. Provide phone number and names to
Desuups for monitoring Zoning
1. Please identify about 20 Desuups each in the 45
zones for local patrolling
2. These Desuups can stay at home and do
patrolling of their zones. This will have to be
organized well.
3. If not enough Desuups in the zones, we will have
to look from other zones and these Desuups will
have to stay at YDF away from their homes.
4. Zone map will be provided
5. Briefing to these Desuups will be provided
tomorrow
