We're Getting Ready To Go Tsunami Evac-Ex (080920) v1 - 0800 - 07 - Sep - 2020

When
Tuesday 8 September 2020, between 0940 - 1200 hours.
Exercise Scenario
At 0955 hours a “SIMULATED” magnitude 7.8 earthquake occurred offshore within the Hikurangi
subduction zone, rumbling for 4 minutes through the entire Hawke’s Bay region. The port facilities
have suffered extensive damage. Bluff Hill has collapsed onto Breakwater Road between Priestley
Terrance and the Napier bowling club, and another slip across the controlled intersection at the
Western gate. The inner harbour is affected, internal roads are damaged, the workshops and SSA
building have also collapsed. All cell towers are down.
Phase 1 @ 0940 Hours – ADVISORY TONE and “For Exercise Only” voice announcement to let you
know the port wide earthquake drill and tsunami evacuation exercise has commenced.
Phase 2 @ 0955 Hours – WATCH & ACT TONE and “For Exercise Only” voice announcement that
the earthquake drill has begun and we all need to Drop, Cover, and Hold On.
Inside a building when the shaking starts, move, no more than a few steps, then Drop, Cover
and Hold On until the Warning Tone sounds.
Outdoors when the shaking starts, move no more than a few steps to a clear location then
Drop, Cover and Hold On until the Warning Tone sounds.
Driving a vehicle, mobile plant, or crane, when the shaking starts, pull over to a clear location,
stop, set your parking brake, and stay there with your seatbelt fastened until the Warning Tone
sounds.

Phase 3 @ 1000 Hours – WARNING TONE and “For Exercise Only” voice announcement instructing
all port users to immediately evacuate the port and move up to the tsunami safe location on the Bluff
Hill Lookout.
(Stagged Evacuation will be managed @ the Tsunami Gate)
On hearing the Warning Tone - You must :
Follow the instructions of the Wardens and Traffic Controllers along the evacuation routes
Put-on and wear your face covering, and maintain appropriate social distancing where
possible
Move quickly and safely on foot to higher ground along the designated evacuation routes

Exit the port via the Tsunami gate and follow the evacuation route up Hornsey Road via
Sturm’s Gully
Stick to the left of the road when going up and then again when coming down Hornsey Road
When you are at the top, report to the tsunami safe location situated on Bluff Hill Lookout
Grab a drink and a snack if you need it from the Salvation Army mobile catering unit
Seek First Aid if you need it from the Red Cross team or one of our Wardens along the route
Return quickly to the port via Sturm's Gully, back down the left-hand side of Hornsey Road
Re-enter the port via the central railway gate and return to your designated work area
Phase 4 @ 1100 Hours – ALL CLEAR TONE and “For Exercise Only” voice announcement to
indicate the exercise is over.
All port users will be required return to Napier Port or the Thames 1 & 2 Depots
Napier Port will reopen, after confirmation that all internal roads, operational areas, and berths
are clear of pedestrians.
