1. What is the status of Special Education Programs in the Philippines? How does the
Department of Education sustain its special education programs in the country?
Currently, special education in the Philippines has been largely rising. There are a total of 2105
schools offering SPED programs. The awareness of both the government and the private sector
in providing equal opportunities to children with special needs have considerably increased. The
Department of Education continuously supports the delivery of quality educational services to
children with special needs. They provide financial subsidy and exert more effort in maintaining
the special education programs. 

2. What is the importance of the legislation in the development and sustenance of Special
Education Programs?
Legislation contributes to the continuous growth development and maintenance of special
education programs. The laws implemented regarding special education strengthens the
implementation of its programs for the special and gifted children. The support of the
government is seen by allocating budget for SPED Programs and it indicates that programs play
a significant role in shaping the special and gifted children’s mind.

One unique thing about Mary Catherine is that she came from a regular college in Iloilo City (Central
Philippine University) without the aid of an interpreter although she comfortably communicates in sign
language. Also, she broke the tremendous odds by enrolling in a good review school which had helped
her a lot. But the best part of it all is the all-out support of her loving mother which was always there
helping her through her lessons and examinations.
