Kinds of leave
Applicability
Leave Rules
All the Railway servants appointed on or
after 01.02.1949 are governed by
Liberalized Leave Rules.
Leave cannot be claimed as a matter of
right.
Leave of any kind can be refused by the
authority but he cannot alter the kind of
leave applied for , except at the request of
the employee.

LAP – Leave on Average Pay
Credited twice in a year on 1st Jan & 1st July
at 15 days each.
School teachers are not entitled to this
leave.
Full pay and allowance payable during the
period of leave.
180 days can be availed at a stretch.
Maximum 300 days can be accumulated in
credit.
LAP – Leave on Average Pay
Maximum 300 days can be accumulated in
credit.
Proportionately credited at 2 ½ days per
month.
For every 10 days of absent, one day of LAP
will be debited while giving credit.
It cannot be clubbed with CL.
Can be encashed alternate years @ 10
days, 6 times in service.
LHAP – Leave on Half
Average Pay
Credited 10 days 1st jan & July of every year.
Proportionate credit of 5/3 days for each
completed month of service.
Entitled for half pay only.
Can be granted on medical account or on
personal affair.
LHAP – Leave on Half
Average Pay
24 months can be availed in one spell.
No limit for maximum accumulation.
School teachers are not entitled for this
leave.
Commuted Leave
It is not automatic.
Made at the request of employee.
Twice the amount of leave shall be debited
against the LHAP.
No limit for commutation.
When commuted for study purpose, max
180 days can be commuted in entire
service.
Leave not Due
Limited to the LHAP likely to earn thereafter.
Limited to 360 days on Medical Certificate in
the entire service, when a person has no
LAP or LHAP at his credit.
Granted only when the prospect on the
employee returning to duty.
Leave not Due
If resigned/retired while on LND, the LND
granted is cancelled and the paid salary is
recovered.
If compulsorily retired or died while on LND,
Salary already paid will not be recovered.
Can be granted to temporary railway servant
with one year of service suffering from
contagious disease.
Extra ordinary Leave
It is granted-
When no other leave is at credit.
Applied irrespective of having LAP or LHAP at
credit.
No salary is payable.
Maximum 5 years can be sanctioned.
It can be combined with any kind of leave
except casual leave.
Extra ordinary Leave
Temporary employee may be sanctioned
EXL for 3 months without medical
certificate and for 6 months with medical
certificate when he has completed 3years
of service.
Sanctioned for 18 months when suffering
from TB, leprosy, cancer etc and for 24
months for studies.
Maternity Leave
For female railway servants with les than
two surviving children.
180 days of leave from the date of
confinement on production of medical
certificate.
Full pay and allowance payable.
Maternity Leave
For miscarriage & abortions, 45 days in the
entire service.
Can be combined with any other kind of
leave to the maximum of 1 year.
This is permissible even in case of adoption.
Paternity Leave
Granted for 15 days to the male railway
servant with less than two surviving
children during the confinement of his wife.
Full pay and allowance payable.
Can be combined with any other kind of
leave.
To be availed within 180 days from the date
of confinement.
It should be availed in full.
Child care Leave
Granted to female railway servant to take
care of her children upto 18 years of age.
Maximum 2 years can be sanctioned during
entire service.
Full pay and allowance payable.
Can be availed in different spells.
Can be combined with any other kind of
leave.
Child care Leave
Admissible to two oldest surviving children
only.
Can be availed only on being sanctioned
and cannot be claimed as a matter of right.
Can be availed only when she is not having
LAP at credit.
Study Leave
Granted for pursuing the approved course of study.
Course should be useful for Railway working &
closely connected with sphere of his duty.
Employee should have put in 5 years of service for
availing this leave and have more than 3 years
for superannuation.
An undertaking (bond) to be executed to serve the
organisation for a minimum period of 3 years
after the expiry of leave.
Study Leave
Not granted for academic and literary
subject.
Maximum study leave shall be 12 months at
any one time and not more than 24
months in the entire service.
The basic pay and DA shall be payable
during this period.
Hospital Leave
Not granted to Gazetted Officers.
Granted to Gr ‘C’ & ‘D’ railway servants
when they are under medical treatment
for injuries sustained on duty.
For first 120 days full pay and allowances is
paid. Above 120 days half pay is payable.
Hospital Leave
It can be combined with any other leave
provided the total leave does not exceed
28 months.
Not admissible to casual labour but is
admissible to an apprentice as leave and
not duty.
Special disability Leave
Granted to all including Gazetted officers.
Granted to those who are disabled by injury
intentionally inflicted or caused in consequence
of due performance of his official duty.
Maximum period 24 months in respect of one
disability.
May be combined with other leaves of any kind.
For the first 120 days full pay and allowances and
half pay for the remaining period.
Casual Leave
Granted to attend sudden/unforeseen
needs/requirements.
Railway servant on CL is technically not
treated as absent from duty.
For office staff and workshop staff 8 days &
for others 10 days.
CL can’t be combined with any other leave
other than SCL & CR.
Casual Leave
It can’t be combined with joining time.
One who joins in the middle of the year is
fully entitled for full quantum of leave.
CL not availed of within the calendar year
will lapse at the end of the year.
Special Casual Leave
Granted for
attending to work connected with Co-op
societies.
for small family norms,
for sports events,
to attend Trade union meetings,
to participate in cultural activities,
for voluntary blood donation etc.
Special Casual Leave
Full pay is admissible.
SCL not exceeding 30 days in a calendar
year may be granted to employees
participating in cultural activities.
For participation in national and international
important sports events, SCL upto 90 days
may be sanctioned.
Other conditions;
Special class apprentice may be granted leave
on full stipend for a period not exceeding 1
month in any year of apprenticeship.
Apprentice mechanics in Railway workshops are
granted leave on full stipend for 16 days and for
20 days on half stipend in a year of
apprenticeship.
Trade apprentices are granted leave on full
stipend for 12 days and 15 days on half stipend.
