CLASSIFICATION OF GOVERNMENT
SERVANTS IN VACATION DEPARTMENTS

Educational officers other than the Director of Public


Instruction, Inspecting Officers and their establishments

Judicial officers of the rank not higher than that of


subordinate judge and their establishments

Any other class of Government servants declared so by


the competent authority

In case of doubt, a competent authority may decide


whether or not a particular Government servant is serving
in a vacation department

EARNING AND ACCUMULATION
OF LEAVE
Casual Leave:
 Total number of leaves: 25 days
 Maximum limit at a time: 10 days
 In special circumstances: 15 days
 Sanctioning authority: Immediate Bosses in grade 16 and
above
 Maintained in establishment and accounts branch of the
department.
 May be granted in conjunction with public holidays.
 Cannot leave station without permission.

EARNED LEAVE
 NON-VACATION DEPARTMENTS
 Four days against a calendar month.
 More than fifteen days in counted a calendar month.
 More than 15 days work in consecutive two months
Restricted to one full calendar month only.
 No maximum limit on accumulation of such leave

 VACATION DEPARTMENTS
 One day for every calendar month
 If not availing vacation: to be treated as of non-
vacation Department

PAID LEAVE
 LEAVE ON FULL PAY
Maximum period of leave on full pay may be granted at one time:
 Without medical certificate: 120 days
 With medical certificate: 180 days
 On medical certificate from
leave account, in entire service: 365 days
 LEAVE ON HALF PAY
 Two leaves in lieu of one leave
 Conversion of leaves at the option of applicant
 No limit on grant of leaves as long as it is available for conversion
 Request for conversion of leave shall be specified in the application

LEAVE NOT DUE

 May be granted on full pay against leave to be earned in


future

 Maximum 365 days in the entire service

 Provided that during the first five years of service, leave shall
not exceed 90 days in all

 May be converted into leave on half pay

 Leave may be granted when return of a civil servant is sure on

EXTRA-ORDINARY LEAVE
(WITHOUT PAY)

 EOL may be granted on any ground up to maximum period of


five years if civil servant has continuous service for a period
not less than ten years

 Two years when service is less than ten years at the discretion
of head of his office

 Permanent Civil Servants and temporary employees both are


eligible

SPECIAL LEAVE (TO A FEMALE)

 A female civil servant, on death of husband, may be granted


special leave on full pay

 Maximum 130 days

 Extra to the leave account

 Will commence w.e.f. the date of death of husband

 Production of death certificate issued by the competent


authority

MATERNITY LEAVE
 Non-Vacation Department:
 A Female civil servant may for the maximum period of
ninety days be granted maternity leave with full pay
outside her leave account at any time immediately before
or after the birth of child
 Not more than three times in the entire service
 Vacation Department:
 In case of female civil servant employed in a vocational
department who may be granted maternity leave without
restriction
 For confinement beyond third one, the female civil
servant in non-Vacation Department) would have to take
leave from her normal leave account
 Can be granted in combination with any other kind of
leave

PATERNITY LEAVE
 A male civil servant may, for a maximum period of 7 days,
be granted paternity leave on full pay outside his leave
account on or immediately before the birth of his child
 Two times during the entire service

DISABILITY LEAVE
 Disability by injury, aliment, disease in course of duty or
official position.
 On medical advice.
 Maximum 720 days on each occasion.
 On full pay for first 180 days.
 On half pay for remaining period.
 Out side the leave account on each occasion.
 Allowed to a full time paid employee. 12
STUDY LEAVE
 Granted as Additional leave
 Out side the leave account
 For study of scientific, Technical or Special courses
 Any Government servant
 Extra leave on half pay may be taken
 Should have five years service
 Bar on combining study leave with other leaves, excepts EOL
and Medical leave
 Should not be granted within 3 years of superannuation
 Allowed for not more than two years
 At one time only period of 12 months maximum
 For PhD up to 4 years, subject to review after 2 years

RECREATIONAL LEAVE
 Leave may be granted for 15 days once in a financial year
 Leave debit for only 10 days
 Not admissible to a Civil Servant in a Vacation Department
 Casual leave as recreation leave shall be continued, to be
granted for 10 days subject to other conditions under the Govt.
instructions

QUARANTINE LEAVE
 It is in the nature of extra casual leave and substitute shall
normally not be employed during the absence of a civil servant
on such leave except in exigencies of services.
 Recommendation of a qualified Doctor not to attend office.
 It is granted outside leave account
 This leave is treated as duty with full pay & allowances.

OVER STAY
 Without remuneration
 Disciplinary proceedings at the discretion of a the authority
 Leave debited double the period of absence
 If there is insufficient credit in leave account this debit will
be against future earning
LEAVE PREPARATORY TO
RETIREMENT (LPR)
 Maximum 365 days.
 Such leave may be taken, subject to availability, either on full
pay, or partly on full pay and partly on half pay, or entirely on
half pay, at the discretion of the Civil Servant.
 From the leave account.

ENCASHMENT OF REFUSED LEAVE

 Retirement on superannuation, or,


 Retirement on qualifying service, or,
 On death, or,
 On incapacitation.
 On full pay of 365.
 Can be sanctioned partly and refused partly
 Cash compensation will be made only for the actual period of
such leave refused.

POWER TO REFUSE LEAVE
PREPARATORY TO RETIREMENT
 Ordinarily, leave preparatory to retirement on superannuation,
shall not be refused.
 All orders refusing leave preparatory to retirement to a civil
servant shall be passed only by the authority as specified
below:
 For civil servant of Grade BS-17 and above: Chief
Secretary
 For civil servant of BS-16 and below: Administrative
Secretary
 These powers can not be delegated

IMPORTANT ABOUT LEAVE
 Leave is Discretion of Competent Authority and not a right of
Civil Servant
 Contingent upon exigencies of services
 Leave is counted in days
 Combination of different kinds of leaves not to exceed 5 years
 Maintenance of leave account
i) For officers = AG /District Accounts officers
ii) For officials = DDO Concerned
 All leave lapse when a civil servant quits service
 Leave on medical certificate shall not be refused The leave
sanctioning authority may get second medical opinion

IMPORTANT ABOUT LEAVE
 A civil servant recalled to duty is entitled to single return fair,
plus D.A, as on tour from the station from where he is called
for duty
 A Government servant on leave may not take or accept any
employment in Pakistan or abroad without obtaining the
previous sanction of the authority
 Any type of leave may be applied
 One type of leave may be combined with any other type of
leave, except LPR
 A Civil Servant on leave not to join duty prior to expiry,
without permission of competent authority
 Leave due may be granted upon abolition of post
