Corruption and lack of transparency

A typical example of this can be found in a recent case in the city of Bacolod; an officer with the BIR was
caught extorting PHP 125,000 from a local company.

Recommendation

Increase transparency in the system.

As long as every penny that is exchanged is accounted for and the transaction details involving any
major deal or laws that are being enforced are accessible to everyone to peruse, there will be
considerably less scope for corruption to take place. Be it during the election process or changing the
prices of commodities or removing the facilities of subsidiary prices, if the system is totally transparent,
then any discrepancy can be easily detected.

Principle being violated: Openness and Transparency

Conflict of Interest & Self-dealing


 A classic example is a public official using his/her office to hire their own private company to work for
the government.

Recommendation

Public officials may be required, for example, to divest their business interests prior to taking office. This
may involve selling the interest, or placing it temporarily under the control of someone else (for
example, placing it in a trust). Officials may also be required to take certain precautions when dealing
with situations that potentially involve conflict of interest. They may, for example, be required to excuse
themselves from certain government decisions where they have a private interest at stake, or, at the
minimum, disclose the nature of their interest publicly.

Recommendation

Every organization whether public or private must make sure that all the appointed leaders would gain
commitment in every tasks given to them. They shouldn’t just hire or appoint for technical skills and
experience, hire and appoint for cultural fit. Look for a track record of admitting mistakes and
overcoming obstacles.

Exploitation of Natural Resources
Illegal logging, slash and burn practices and mining are eroding the nation’s rich biodiversity.

Recommendation

The Philippine government should cancel all current business applications that will inevitably cause
major environmental damage to critical watersheds, eco-systems, agriculture or fisheries and result in
social disruption.

Principle being violated: Sustainability and Long term Orientation

Social Inequality
Chief Justice Maria Lourdes Sereno lamented that it is the poor who are vulnerable to injustice. Take for
example how one poor man might be framed, stripped off of dignity and be jailed "without proper
investigation."However rich people who clearly violated the law often gets away as if they’ve done
nothing wrong.

Recommendation

Educate the whole society

When we educate (again - not just learning) the whole society the people on higher end of the
inequality will start respecting the people from the other end, and the people at the lower end will learn
that they deserve respect and equality. Most importantly the government should provide good basic
facilities to all.
