SCOPE OF WORK

Subject: - Services for Transporting CNG from Mother Station to Daughter Booster
Stations with High Capacity Type-3 Cascades

A. INTRODUCTION

Indraprastha Gas limited (IGL), a joint venture company of Gas Authority of India Ltd. (GAIL), Bharat
Petroleum Corporation Ltd. (BPCL) and Govt. of National Capital Territory of Delhi (Govt. of NCTD).
Company has installed about 421 Compressed Natural Gas (CNG) stations in Delhi and NCR.

CNG cascade mounted on Medium Commercial Vehicles (MGVs) shall be filled from Mother Stations
and shall be unloaded in daughter booster stations.

B. The scope of work consists of but not limited to the following services:

 Providing 03 numbers of Mobile Cascades (Including Cascades mounted on MGVs) for


transportation of CNG from mother to daughter booster stations and vice versa on a wet lease
model, for a period of two years, extendable for another two year on same rate, terms and
conditions.

 The contractor is required to ply in Delhi / NCR including Rewari. MGVs with permission to run
in Delhi and NCR are required for the purpose. Interstate permit charges will be in scope of
vendor.

 The round distance (To & Fro per trip) between mothers to daughter booster stations is
estimated as 135 KM which may revise as per deployment of MGVs.

 Complete operations and maintenance of MGV as well as cascade would be in vendor’s


scope.

 Cascade that is to be mounted on MGV has to be of capacity of 9000 W.Ltrs (with variation up
to +5%)

 MGV operations will be done round the clock to cater the daughter booster stations

 MGV offered by contractor should have suitable cargo space for installation of cascade.
(Subject to actual requirement)

 All other overheads, e.g. driver expenses, vehicle & cascade repairing, legal clearances &
permissions for 24 Hrs vehicle operations will be in vendor’s scope

 MGV and Cascade’s insurance will be in vendor’s scope

C. Assets description :

C.1 CNG Storage Cascade:

C.1.1 Cascade shall be a group of identical cylinders of capacity required to meet the
specified total water capacity of 9000 W.Ltrs (with variation up to +5%). The
cascades shall be provided with structural frame having facility of lifting and
placement.

C.1.2 Cylinders shall be Type 3 (Fully wrapped carbon composite aluminium lined CNG
cylinders) as per design/drawings approval by Petroleum and Explosive Safety
Organization (PESO), Govt of India

C.1.3 Codes & Standards to be followed :

 ISO 11439- Gas cylinders — High pressure cylinders


 IS 3224:2002 Valve fittings for compressed gas cylinders excluding liquefied
petroleum gas (LPG) cylinders.
 ANSI NGV2-2000. Basic Requirements for Compressed Natural Gas
Vehicle (ngv) Fuel Containers
 OISD – 179 Safety requirements on compressors, storages, handling
and refueling of natural gas for use in automotive sector.
 GAS CYLINDER RULES – 2016
 FRAME STRUCTURAL STEEL SPECIFICATION-IS: 2062: 1992 GRADE-A
ADR complied ISO container (Multi Element Gas Container)

 INDIAN EXPLOSIVES ACT.


 SAFETY DEVICES OF GAS CYLIDNER IS:5903-1970, Regulations of
insurance association
 NFPA 52 Standards for CNG Vehicular systems

All the applicable statutory codes, national laws and local regulations for safety and
Environment protection shall be followed by the vendor for design , engineering,
fabrication etc. the vendor shall obtain form concerned authorities all necessary
approvals.

C.1.4 Working pressure of cascade cylinder shall be minimum 250 bar at 15 degree C

C.1.5 Number of cylinders in the cascade shall be arranged in a single bank. Vendor
shall optimize the number of cylinders in order to maximizing the recovery from the
cascade storage

C.1.6 Tubing: - The sizing of connecting tubing between each outlet and its associated
cylinders shall be provided by the vendor. Sizing shall be according to requirement
of code ANSI B31.3. The loops in tube work shall be provided for absorbing
contraction, expansion and vibration piping/tubing shall be suitably clamped to the

frame structure. Material used for tubing shall be SS 316 high quality annealed
seamless confirming to ASTM A269. Tubing shall be Sandvik /FAE make

C.1.7 Fittings: - Double compression ferrule Fittings of (Swagelok/ Parker make) shall be
used in the connection tubes

C.1.8 Individual Cascade shall have all cylinders of a particular type and capacity. All
cylinders in a Cascade shall conform to a single design code

C.1.9 Cylinders in the cascade may be vertically or horizontally placed as per OISD 179
clause 8. In case of horizontal configuration, minimum 20 mm cylinder to cylinder
gap shall be provided (Conforming to requirements of OISD-179). The material
used to separate the cylinders should be sufficiently strong enough

C.1.10 Cylinder Valves: - Each cylinder shall be provided with a shutoff valve. The
cylinder shut-off valve shall be with combination Bursting Disc/ pressure activated
pressure release device and Fusible Plug/ Thermally activated pressure release
device conforming to requirements of IS 3224 or equivalent standard approved by
Petroleum and Explosive Safety Organization (PESO), Govt of India.

C.1.11 All cylinders to be hydrostatically tested, once in every three years and approved
by third party certification body (approved in Gas Cylinder Rules 2016). Test
certificates shall be duly endorsed by approval body and issued before delivery.

C.1.12 The burst disc/ pressure activated pressure release device shall rupture on excess
pressure. Fusible Plug/ Thermally activated pressure shall release pressure in
case of excess temperature either individually or combined. The burst disc
discharge shall be manifold to a common header for safe venting. Vendor shall
provide the burst pressure and temperature.

C.1.13 The individual valve shall have the provision to close/isolate the connected
individual cylinder in Cascade module so that venting of all cylinders shall be
avoided in case of burst disc/ fusible failure. The burst disc/ fusible plug discharge
(vent) shall be manifold to a common header with SS316 fittings at a single
location for safe venting in vertical direction facing sky.

C.1.14 Neck thread of cylinders shall confirm to the IS 3224 or equivalent standard
approved by Petroleum and Explosive Safety Organization (PESO), Govt of India.

C.1.15 Cascade Frame:-Supplier shall submit structural drawing of the frame giving details
of the steel, welding procedure, corrosion protection for approval of IGL
representative before commencing fabrication work.

C.1.16 Painting of Cylinders: - All cylinder pigmenting should be as per directions of


CCOE, PESO, Govt of India

C.1.17 Life of cascade shouldn’t expire during the tenure of contract

C.2 MOBILE CASCADE VEHICLE :

C.2.1 MGV offered by contractor should have following specification:

Load Body length : 3658 MM (Max 20 Ft)


Load Body Width : 2438 MM (up to 8 Feet)
Container Height : 2621 MM (up to 8.6 Feet)
Pay Load (with CNG)              : Minimum 8 Tonne
Fuel : CNG or BS IV Complied Vehicle
Vehicle Model : 2016-2017

The turning radius of MGV should be lowest of industry practice. Vendor should
take prior approval of type of MGV to ensure its suitability in operation.

C.2.2 Each MGV shall have GPS instrument with all antennas completely shielded within
the dashboard. The GPS should be fitted with minimum 32-bit microprocessor and
should have a backup battery of minimum 24 hours. The web portal shall have the
capability to view location of the vehicle with an accuracy of 100 meters. The
bidder shall provide web portal access with minimum updating of 2 minutes for
real time location of vehicle. The web portal shall also have provision for replay of
journey, report on stoppage time and location with idle time sorting. The entire
instrumentation including GPS, battery, cable etc for accessing MGV location is in
bidder’s scope .The bidder shall arrange for round the clock maintenance of the
GPS system to avoid any disturbance.

C.2.3 GPS system should be available for monitoring at all the time and non-working of
GPS for any MGV will be construed as deviation in operation of MGV. The bidder
shall ensure 100% GPS system availability of each MGV.

C.2.4 The GPS system shall have a display provision for a monthly MIS sheet consisting
of following information of individual MGV-
Nos. of over speed incidents, max speed, No data period (total period for which
GPS was not available, start location, end location etc.
The monthly GPS MIS sheet shall be submitted along with monthly invoices.

C.2.5 The bidder undertakes that their representative shall ensure proper feeding of CNG
in cascade. Any loss/mishap on account of poor tightening of cascade shall be sole
responsibility of bidder. The contractor shall indemnify IGL for any losses due to it.

C.2.6 Driver of the MGV shall make/remove the quick release coupling connection at the
Daughter Stations and CNG Mother Stations, Operate the Cascade Manifold
Valves, Check and record the cascade pressure at CNG Mother Stations and
Daughter Stations. IGL will provide training to MGV drivers for carrying out these
jobs. It is the responsibility of the transporter to ensure completion of jobs in safe
manner. Also, transporter to ensure that MGV driver does not carry any
person/luggage etc along with the cascade.

C.2.7 Qualification of driver:


 Educational qualification : 8th Pass
 Driving License : The drivers MUST HAVE valid driving licenses
issued by competent authority for driving goods carrying vehicle.
 Hazardous goods driving certificate: The driver must have a valid certificate for
driving hazardous goods vehicles from govt / PSU approved training
school/institute.
 Medical fitness : The drivers must be medically fit and shall have a
certificate issued from registered doctor. The certificate shall be revalidated at
least on annual basis or as per doctor’s advice.

C.2.8 Duty Hours:


 Transporter shall maintain driver duty hours as per motor vehicle act and other
statutory regulations. However, IGL will levy penalty of up to Rs 500 per day for
cases where driver works beyond 16 hours in a day.
 The driver duty hours shall fulfill requirements of statutory regulations.

C.2.9 The contractor shall bear the entire operational cost of the vehicle and the cascade.
This shall include but not limited to the following:
 Salary and other statutory benefits for driver & supervisors including their
insurance
 Cost of tyres, fuel, brake oil and lubricating oil required for operation of the
vehicles
 Maintenance and repair cost of the vehicle, cascade and other accessories.
 Licences, permits, road tax, insurance, incidental expenses and any other
statutory levies.

C.2.10 The contractor shall provide all statutory /legal facilities to its workmen/employee
as per the relevant Act/Law/and Rule including applicable rules and laws of the
state. The contract shall provide valid documentary evidence as a token of
confirmation for ESI, PF, minimum wages and other statutory requirements.

C.2.11 The contractor shall operate their vehicles at their own risk entirely and IGL shall
in no case be held responsible for any damage to the vehicles, the mounted
cascade or to any third party while on IGL’s work. The contractor shall maintain their
vehicles in sound mechanical condition at all times of contract. The contractor will
rectify any defect notified by IGL immediately.

C.2.12 Any infringement will be deemed as unlawful and IGL will hold the contractor
legally responsible for the same. Additionally, IGL also reserves the right in such an
event, to forthwith terminate the contract and/or to impose penalties on the
contractor as it deems fit.

C.2.13 The contractor shall ensure that the MGVs driver and supervisors are equipped
with mobile communication at all point of time.

C.2.14 All vehicles shall be fitted with proper seat belt. The drivers shall remain available in
MGV throughout 24 hours in all days.

C.2.15 The mobilized fleet shall be fitted with spark/flame arrestor of a design approved by
Chief Controller of Explosives and provided with wheel jack, tool kit, and spare
wheel in good condition. IGL may depute their representative for inspection of
condition of MGV and contractor has to maintain vehicles to the satisfaction of IGL.

C.2.16 All the vehicles for MGV shall be in good and safe working conditions. Fitness
certificate required from RTO / OEM of vehicle.

C.2.17 The mobilized fleet shall be painted as per colour code and description provided by
IGL in addition to the statutory display requirements to carry CNG. The contractor
shall be responsible for providing suitable signboards/display boards during MGV
movement on road or in parked condition. Each MGV shall have to be painted on
rear & side panels for display of company name and logo. This shall also full fill the
requirements of display under rules 130 to 137 of Central Motor Vehicles Rules,
1989 and any other statutory regulation.

C.2.18 Painting of the colour codes and all other statutory displays has to be done by the
contractor at his own cost before deployment of vehicles for CNG transportation.

C.2.19 Contractor shall securely mount CNG cascade container and make all necessary
mounting arrangement including hiring of crane for lifting & handling of CNG
cascade on the bed of MGV at requisite positions. The complete job of mounting
CNG cascade up to the satisfaction of technical representative of cascade OEM.

C.2.20 Fire extinguisher (DCP/CO2) for each MGV will be issued by IGL from store at
Rajghat or from any other CNG stations of IGL in Delhi. Contractor shall mount fire
extinguishers on the MGVs as per the directions of Engineer-in-Charge. The cost of
supply and fabrication of steel material for mounting the extinguishers, as per the
directions of IGL F&S deptt , shall be borne by the contractor. The contractor will be
responsible for safe custody of the fire extinguishers and in case of loss or damage
of the extinguishers; the cost will be recovered from the contractor. Maintenance of
fire extinguishers every month from Fire & Safety representative of IGL to be
ensured by the supervisor .In case of actuation /operation concerned control Room
& F&S Deptt to be informed immediately.

C.2.21 Contractor shall indemnify company for any action under Motor Vehicle Act.

C.2.22 Transport services shall be provided round the clock on designated routes and as
per the schedule given by Engineer In-charge on all days. Transport services shall
be governed as follows:
 Disconnect the quick connect coupling of the cascade after proper de-
pressurization of the hose, as soon as storage pressure falls to a level decided by
the Engineer-In-charge and transport the cascade to Mother/filling stations.

 Connect the cascade with the filling hose by connecting quick connect coupling
available at mother station for refilling.
 Transport the filled mobile cascades from Mother/filling stations to daughter
booster stations and connect to station tubing through quick connect coupling.
 Each MGV shall be provided with a logbook and the pressure level in the mobile
cascade in each bank, time, station name etc to be filled at commencement of each
trip. Driver shall also record any leakage, burst disc failure during the trip. The
logbook has to be signed by station manager/technician for each trip.

C.2.23. The MGV drivers/attendants shall wear cotton uniform and safety shoes at the time
of duty. Drivers have to maintain the discipline & decorum in the CNG stations.
Drivers without proper uniform & shoes will not be allowed to carry on duties.
Penalty as applicable for absence from duty shall be levied.

C.2.24 For each shift, contractor shall depute adequate numbers of supervisors up to the
satisfaction of Engineer-In-charge. Supervisors shall be provided with the
conveyance and mobile phone for effective supervision and better co-ordination.

C.2.25 Contractor shall provide communication handsets to the supervisors for


communicating with the drivers & movement control. The safety and security of the
handsets will be the responsibility of the contractor. In case of loss and damage, the
contractor shall be liable for replacing the sets immediately at his own cost.

C.2.26 Contractor shall carry out all schedule maintenance of MGV.

D. PAYMENT TERMS

D.1 No advance payment shall be made by the Company.

D.2 Operation charges would be paid on actual deployment of the vehicle

D.3 For the certification of convictable monthly invoice, the Contractor shall also submit
following reports duly signed by the respective control room In Charge (CRI).

 GPS Summary Sheet consisting of vehicle non availability, Over speeding


instances, etc.
 JMR (Joint metering/ Sales report) signed and approved by Control Room In
charge.
 Unscheduled Absence / Maintenance sheet
 Driver’s PF, ESI deduction sheet & Online wages transfer record

D.4 The Contractor should quote for all items of SOR.

D.5 Calculation of variable charges-

Where, D- Total distance travelled by 3 MGVs during a month.

S- Total sales done at DB station during a month.

* Variable charges shall be calculated on monthly basis only.

D.6 In SOR total variable charges should not be lower than the 25% of the total fixed
charges for 2 years.

D.7 Variable charges consists of fuel charges, vehicle and cascade maintenance charges,
interstate permit charges, toll charges, cost of etc.

D.8 Fixed charges consists of the cost of vehicle and cascade, insurance charges etc

D.9 CNG Escalation /De-Escalation

Monthly hiring charges should be quoted considering the cost of CNG/HSD in Ghaziabad
on the date of bid submission. This rate will be considered as base rate of CNG/HSD. The
fluctuation in fuel retail-selling rate will be considered as escalation/de-escalation and will
be applied accordingly from base rate.
The methodology of calculation of CNG / HSD escalation/de-escalation amount shall be as
follows.

The calculation of escalation/de-escalation on account of cost of CNG/HSD over base


rate, it would be considered that the MGV runs 5.0 KM per Kilogram / Ltr of CNG/HSD
consumption. The calculation of escalation/de-escalation will be done as follows.

Let’s increase rate of CNG/HSD over base rate by Rs.2.5 /Kg or Ltr (from 1 st of the
month)

In case of HSD, where price fluctuation is more frequent, difference in average price of
previous month to the current month will be considered

E.g Total Km run during the month : 3600 Km

Additional amount to be paid for escalation of cost of CNG: (3600 / 5.0)*2.5 = Rs.1800.
If the escalation/de-escalation is more than Rs1/ per kg/Ltr (say Rs.X/ kg or Ltr, X>Rs.1/)
& the vehicle runs for Y Kms during the month, the calculation will be as follows:

Additional amount to be paid for escalation of cost of CNG (to be deducted in case of
decrease of price) = Rs.( X* Y) / (5)

The CNG escalation (or de-escalation) charges, if any would be paid / deducted along
with monthly bill.

D.6 Payment will be made within 30 days from the date of receipt of tax invoice along with
the related documents like monthly reports / joint sale certificates from CRI / OMC
Dealer / Contractor. The payment shall be subjected to applicable deductions against
Penalty (if any); statutory dues/ TDS etc. shall be made.

D.7 Payment shall be released after applicable tax deductions at source as per rules & acts
enforced during the tenancy of the contract.

D.8 Contractor shall submit the bill (Invoices) within 30 days from the date of supply /
completion of services.

D.9. If any vehicle is not available for few days in a month, fixed charges shall be paid on
pro-rata basis.

D.10 Variable charges shall be paid on actual basis (actual monthly sale at DB station and
cumulative MGV Kms for the month).

E. OTHER SCOPE OF WORK, PENALTIES & DEDUCTIONS:

E.1 The Contractor or his authorised representative shall interact with Engineer-in-charge
daily for smooth movement of the transport services.

E.2 The contractor agrees to indemnify IGL to directly or indirectly any loss or injury caused
to IGL employees/agents due to careless, negligent, inexperienced act or default of the
contractor, his/her agents, representatives or employees.

E.3 Contractor has to ensure safety of man and machine all the time. The contractor shall
remain at all times liable to IGL for any loss or damage caused to any building, plant,
machinery, employee/agent of IGL due to careless, negligent, inexperienced act or
default of the contractor, his/their agents, representative or employees. IGL shall be the
sole judge as regards the quantum of loss or damage and it shall be entitled to deduct
from the amounts payable hereunder to the contractor, the cost of repairs or the amount
of loss or damages.

E.4 Any third party loss of life or property resulted due to negligence of driver or fault of the
vehicle shall be the responsibility of the contractor.

E.5 All personnel of the contractor entering on work premises shall remain properly and
neatly dressed up and shall wear cotton uniform, safety shoes, badges, (identity card)
while working on premises of the company including work sites. In case the contractor
does not provide shoes, engineer-in-charge has the right to withhold payment in full or
part. Decision of engineer-in-charge regarding amount to be retained is binding on the
contractor. The TREM CARD shall always be available with the vehicle.

E.6 The contractor’s representative/supervisor shall inform daily to the Shift-in-Charge in the
control rooms for filling & dispatch of MGVs. The contractor shall have one supervisor
for day-time and one for night-time in control Room. The contractor will strictly adhere to
all the safety rules and regulations prevailing and applicable from time to time at the
installations as directed by IGL.

E.7 All arrangements for communication from mother /filling stations to the drivers working
on jobs under the contract shall be the responsibility of the contractor. The contractor
has to provide mobile phones or radio handsets to his supervisors.

E.8 All the jobs mentioned under scope of services shall be carried out as per sound
engineering practices.

E.9 The rates quoted /agreed by the bidder are inclusive of GST.

E.10 The contractor shall ensure electronic transfer of wages to all its workers throughout
the contract period. The contractor shall submit necessary documents along with
monthly bills in compliance of requirement.

E.11 UNSCHEDULED ABSENCE

In case of unscheduled absence of service / MGV / driver beyond allowed transit time,
following penalties shall be levied in following manner:

a) Penalty for non-availability of service due to any reason for more than
one hour and till four hours is up to Rs 1000.

b) In case non availability of service exceeds four hours, additional penalty


up to @ Rs 200 per hour for additional hour of non-availability of service
will be imposed.

E.12 SCHEDULED / PRE-INFORMED ABSENCE

In case of scheduled/ informed absence of MGV due to maintenance, major


breakdown, MGV being taken away by traffic police, MGV sent for fitness
certification, accident; transporter will deploy standby MGV immediately and will
inform IGL accordingly. Removal of standby MGV and resumption of original MGV
will take place with due information to IGL.

In case, transporter is not able to arrange standby MGV, penalty over and above
cumulative allowed time @ up to Rs 2000/= per day per MGV shall be levied. In
addition to this, transporter will not raise invoice for the absence period and IGL will

not release payment for the absence period. The maximum penalty excluding non-
release of prorate hiring charges shall not exceed 20% of monthly bill.

E.13 CUMULATIVE ALLOWED TIME:

i) Contractor will be allowed to have one day (24 hours) off for each MGV in a
calendar month for maintenance of MGV.
ii) The unused period out of 24 hour can be carried forward for next month.
iii) The maximum period of accumulation will be 48 hour in a month. In case same
is not availed, only 24 hours out of unused 48 hours will be further carried forward to
the next month.
iv) An additional one day per year for each year will be allowed for fitness check.
Contractor has to submit copy of fitness test in support of their claim.

Eg. If a MGV with an available cumulative allowed time of 48 hours remains


unavailable for 16 days for want of repair after an accident.
The penalty will be calculated as follows:
(16 days – 2 days) x 2000 = Rs 28000 (where, Rs 2000 is the absence penalty per
day)

If suppose monthly bill is Rs 100000/= per month then 20% will be Rs 20000/=, which
is less than Rs 28000/=.

Net penalty will be Rs 20000/= along with deduction of pro-rata fixed charges for
unavailable period.

E.14 Transporter to ensure that MGV plies in safe manner and within a maximum speed as
restricted by statutory authorities. For the purpose, transporter shall regularly check
speed governor and monitor GPS system. IGL will impose penalty on cases of MGV
plying beyond maximum speed limit at a rate of up to Rs 1000/= per instance.
Moreover, such cases shall be considered as “unsafe practice” and will be treated
accordingly.

E.15 Proper filling of logbook is part of CNG transportation service. The document is a
basis of invoicing and penalty calculation .Transporter shall ensure that their driver fills
log books in correct proper manner without making any cutting and erasing detail with
correction fluid etc. Cases will be liable for penalty @ up to Rs 100 per instance.

E.16 Transporter to ensure that their drivers wear proper uniform and shoes as necessary
by relevant clause. Cases of non adherence of guideline will lead to penalty to
transporter @ up to Rs 100 per driver per day.

E.17 It is to be ensured by the contractor that the MGVs driver and supervisors are
equipped with mobile communication at all point of time. In case the contractor fails to
provide this facility, a penalty up to Rs.500/- per day per vehicle may be applied.

E.18 Transporters to ensure that their drivers & staff remain disciplined during duty hours
and compulsorily avoid indulgence in undisciplined activities like intoxication,
quarrelling with station staff, quarrelling with IGL employee, quarrelling with public,

agitation in station etc. All such activities are undesirable and unsafe for CNG
transportation, hence shall be considered as “unsafe practice” and will be treated
accordingly.

F. TOTAL PENALTY: For an operational and deployed MGV, IGL will impose penalty for “non
availability of GPS system”, “non availability of mobile with driver”, “unscheduled absence of
MGV “,”Scheduled & informed absence of MGV”, “ Unsafe driving”, “Non-availability of
Uniform”, “improper logbook filling” and “increased driver duty hours”. The total penalty for a
particular MGV for a particular month under these heads will remain within 50% of monthly
MGV hiring charges (Fixed Charges). This does not include penalty for non-deployed MGV
viz “delay in initial MGV deployment”, “delay in incremental MGV deployment”.

G. Exit Clause

This contract can be terminated / suspended by giving six months advance written notice, in
