The Human Resource Management Plan guarantees that the project has sufficient
human resources with the right skills and experience to ensure successful project
completion.
The Bike Route project requires forty-seven skillful individuals with thirteen
different roles. that They are categorized into three mainmain categoriesgroups: Project
Management (2 people), Code Developers (40 people), Functional Team (4 people),
and External Resources (1 person). The Project Manager has strictly defined the roles
and responsibilities as well as the skills that individuals should possess in order to
perform their work in the project.
The total human resources budget amounts to $6,636,800. 10% of it is spent in Initiation
and Planning phases, 10% in Control and Closeout, and 80% in the Execution.
The human resources budget amounts to $6,636,800, 10% of which goes into
Initiation & Planning, and another 10% into Control & Closeout. The remaining 80% is
allocated to the Execution phase.
The Resource Management Plan also contains the RACI Chart that shows the
relationship between the project's key main deliverables and the team members. . The
project total of 101 deliverables, out of which 37 are key. It assigns responsibilities and
ensures that tasks get done. The Project Mmanager and Project Sponsor will beare
accountable and responsible for the most of thevast majority of the project deliverables.
The Project Organization Chart illustrates the project team reporting relationships.
The Project Organization Chart is analogous to a functional hierarchical organization
structure.The role links provided here were used as an additional source to develop role
descriptions for project team members. The Project Sponsor is on the top of the
hierarchy, followed by the Project Manager. Others are split among the 11 departments
according to their functions.

provides a brief guidance on the f how resources will be acquihiring, red, utilizationed,

the Project Manager will review their performance.
1.1 Introduction
The Human Resources Management Plan provides an HR framework for the Bike
Route project. It contains the processes to identify, acquire, and manage the resources
needed for the successful closeout of the project. The HR management plan includes:
The Project Manager has clearly defined roles and responsibilities for the Bike
Route Project. Team members are required to know their R&R to prior to taking
perform their part in the project. The PM has determined, and Project Sponsor has
accepted approved the following roles and & responsibilities, and key deliverables for

1.3 RACI Chart
The following RACI chart shows the relationship between the project's main deliverables and team members. Any
proposed changes to project duties must be reviewed and approved by the Project Sponsor. As changes are made, all
project records will be updated by the Project Manager.

1.4 Staffing Plan
The purpose of the staffing plan is to make sure the project has sufficient staff with the right skills to ensure a
successful project closeout. It establishes a common understanding of how human resources will be acquired, utilized,
trained, and how the Project Manager will review their performance. The number of staff will remain the same during the
whole project, but the PM will shuffle their tasks according to their skills.

1.4.2 Employment Rate

For the Bike Route Project, most ofall of the staff consists entirely of internal
resources, except for the Subject Matter Expert. There is no outsourcing/contracting
conducted within the scope of the project. The Project Manager works with the internal
HR specialist to hire and train new and existing project team members. The Project
Sponsor approves the staff roles and responsibilities before they resource may begin
any project work.
1.4.4 Workplace
The project team is located in the UnitedHealth Group’s headquarters. For each
team member the Project Sponsor has devotesd special workplace and equipment that
will be available as the project progresses.
1.4.5 Training
Every member of the team is skilled in the tools and programming languages that
that the Project Sponsor chose selected to for the develop the appapp development.
There is currently no training scheduled besides for the code developers. The code
developers will be trained in the first week of the project execution. They will become
accustomed to the UnitedHealth Group’s IT System Architecture. The training will last 4
days.
The project manager reviews the project team members’’s work activities at an
early stage of the project. He then evaluates each team member once a month. The
team members receive a final review from the Project Sponsor quarterly. The Project
Manager has budgeted $120,000 as bonus pay of the project employees.
