It is noted by the undersigned that unwarranted delay is being caused for fulfilment of X2-Criteria for opening ESVs (Curve between Main steam saturation temperature and HP control valve midwall temperature) during absolute cold startups i., HP casing temperatures ~ 50°C In this regard, certain recommendations proposed for fulfilment of X2 criteria during cold startups by Original Equipment Manufacturer (OEM) ie., M/s.BHEL elaborating the procedure to be adopted for pre warming control values vide No. HIA/STE/SM/8300/Technical Circular No.X-133 dated 09.09.2013 is enclosed for ready reference. The Superintending Engineer/O&M/KTPS V_ Stage and The Superintending Engineer/O&MKTPS/VI Stage are directed to issue necessary instructions to the concerned Maintenance and Shift Engineers in this matter of concern so as to minimize startup time and oil consumption during cold start-ups.
