International Communities

● Theory → IC is not currently manifesting

● What is the international community (lower caps)

○ International society must exist

■ = international organization specifically political

○ Common ethos and identity

○ Shared interactions

○ Shared values and norms

○ Self vs. other (in order for uppercase IC to exist)

● 3 possibilities:

○ Humankind

○ Web of national citizenries

○ International organizations

● Some think its the states that created the rules and institutions in the first place

● Annan -- IC can be found in one IO → the UN

● Refer to charts drawn in notebook

● Relevance / usefulness:

○ Problem solving

○ Low stakes situations

○ Force action in a crisis


● Power as agency and interest

○ Autonomy to work without its members

○ Agency of an IC vs state sovereignty

○ Must have self interest

● International Community (uppercase)

○ 2 conditions:

■ Agency

■ Self interest

● Possibility for existence

○ Shared identity through morals, values, goals, and political interest

○ Ability for an iO to become a unitary actor

■ Achieve corporate interest or an international interest

○ UN is the best prospect

○ Issues: leans western, decentralization of subsidiaries, and lack of cohesion in

Secretariat
