73.0 SUPPLEMENTARY SPECIFICATIONS FOR BUILDING WORKS AND


OTHER INSTALLATIONS AT BUILDING WORKS AT HOUGANG TOWN

73.1 TESTING OF MATERIAL


73.1.1 Requirement
The Contractor shall carry out testing of materials for the Works to ensure
compliance with the requirements stipulated under the Contract. Subject to
sub-clauses 73.1.3, 73.1.4 and 73.1.6 specified hereunder, the Contractor
shall only be required to bear the cost and expense for carrying out the
testing of materials listed in the Schedule of Material Tests provided
hereunder. As and when directed by the SO Rep, material testing shall be
carried out at the Site or at SAC-SINGLAS laboratories or at HDB or at
other laboratories as approved or at the place of manufacture or
fabrication, all as specified for the respective materials. The Contractor
shall ensure the all testing reports, except the test reports for concrete
cube, cement, sand and aggregate, from the accredited laboratories
(under Singapore Accreditation Council (SAC), or other accredited body
under the Mutual Recognition Arrangements (MRA) with SAC) contains
“as received” photographs of the samples sent for testing to be included
into the testing reports. The Contractor shall ensure timely delivery of
materials having regard to the programme for the Works submitted and the
testing of materials to be carried out.

73.1.2 Tests At HDB


The following tests shall be conducted at the HDB. The Contractor shall be
charged at the rates as specified below:

For the avoidance of doubt, in addition to paying the rates specified above,
all other costs and expenses for such tests shall also be borne by the
Contractor.

The Contractor shall be charged for each sub-test when a re-test is


required in the event that the test sample has failed the sub-test.

73.1.3 Further Testing Upon Failure

Any material test that fails shall be considered not to have fulfilled the
requirements under the Schedule of Material Tests. In that event, the SO
Rep may, without prejudice to his other rights under the Contract, order
such further test as he deems necessary, all at the cost and expense of
the Contractor. The Contractor shall bear the cost and expense for all
failed tests.

73.1.4 Additional Tests

The SO Rep may also order additional material tests over and above
those specified in the Schedule of Material Tests. The cost and expense
for carrying out such additional material tests shall be borne by the
Employer, provided that such tests pass the requirements stipulated under
the Contract. The Contractor shall bear the cost and expense of any
additional test that fails.

73.1.5 Test Not Ordered

In the event any test listed in the Schedule of Material Tests is not carried
out, there shall be no cost recovery from the Contractor.

73.1.6 Submission Of Test Reports

The Contractor shall submit all test reports to the SO Rep expeditiously. In
the event that the Contractor fails to provide the requisite test reports to
the SO Rep, the SO Rep shall be empowered to obtain the said test
reports from the laboratories direct. In such event, all costs and expenses
incurred shall be deducted from any monies due or becoming due to the
Contractor or be recovered from the Contractor as a debt due by the
Contractor to the Employer.

73.1.7 Functional And Other Tests

The above provisions shall have application to the testing requirements


specified in the Schedule of Material Tests only. Nothing therein shall in
any way affect, vary or relieve the Contractor's obligation to carry out and
bear all costs and expenses of other tests which are not material tests,
required under the Contract, including but not limited to loading tests,
concrete core tests, waterproofing tests, watertightness tests, water
stagnation tests etc.

All polished porcelain tiles delivered to Site must be embossed with


brand name and country of origin at the back of the tile. The brand
name and country of origin should not deviate from the approved tiles
under the material listing, equivalent or alternative tile.

In the event that the country of origin deviates from the approved
original, equivalent or alternative tile, the SO’s rep shall reserve the
right to instruct Contractor to remove and replace the tiles.

(e) Cut Tiles

All ceramics tiles delivered to site must be individually pressed and


mould before rectification. In the event that the SO’s rep discovers any
tile has been cut from a single larger tile, the SO’s rep shall reserve the
right to instruct for the removal of all cut tiles and replaced.

73.4.2 Approved Polished Porcelain Floor Tiles

The type of polished porcelain floor tiles provided by the Contractor as


specified in this clause including all sub clauses under it shall be subject to
the approval of the SO Rep. Notwithstanding any approval by the SO Rep,
the Contractor shall ensure that all such porcelain floor tiles for such
locations as specified comply with the requirements as specified in this
clause including all sub clauses under it.

73.4.3 Testing Requirements


(a) Test Samples And Methods
All test samples shall be randomly chosen from the same batch of
delivery by the SO Rep. The test methods shall be in accordance
with the latest ISO 13006 (Annex G) unless otherwise specified.
(b) Test Certificates And Compliance Requirements
Provide test certificates by a testing laboratory accredited under
SINGLAS to cover the tests mentioned in this clause including all
sub-clauses under it and all other tests specified in the "Schedule Of
Material Tests".

73.4.4 Technical Specifications

The polished porcelain tile shall be rectified with the edges trimmed to
achieve precise dimension for its length and width. The polished porcelain
tiles shall not be made of red clay. Dimensional and surface quality
requirements and physical and chemical properties shall be in accordance
with the latest ISO 13006 (Annex G) unless otherwise specified:

73.5.2 Alternative Proposal

In the event that the Contractor proposes an alternative to convert an


insitu concrete element to precast and the newly converted component is
in the list of components to be sourced from the Employer and if the
Employer is able to supply, the rates shall be based on the prescribed
rates in the contract. If the newly converted components fall outside the list
of components supplied by the Employer, the Contractor shall source on
their own from suppliers in HDB’s Material List.

73.5.3 Supply of Precast Components

The prescribed rates are inclusive of all cast-in reinforcement including


splice/continuity bars but exclusive of rebar connectors. All other
reinforcement that are to be placed on site or for connection at joints are
not included and to be supplied by the Contractor.

HDB shall produce, store and supply these components directly from its
Woodlands plant or from its appointed Precast Term Contractors’ plant to
the worksite. For the interpretation of this Clause on “Supply Of Precast
Components By HDB”, reference to HDB may also include HDB’s
appointed Precast Term Contractors.

In the event there is discrepancy in the components markings or ambiguity


in the types of components to be supplied by HDB, the Contractor shall
seek clarification during the tender stage. List of precast components and
its quantities to be supplied by HDB or its appointed precast term
contractor will be provided to the Contractor during construction stage.

73.5 SUPPLY OF PRECAST COMPONENTS BY HDB (CONT’D)

73.5.4 Items To Be Provided By The Contractor

The Contractor shall be deemed to have included in the tender price the
cost of supply, delivery, labour, etc., for the following items to HDB:

(a) Tiles where required (excluding the ceramic tiles for the ring water
tank and prefabricated toilet) shall be supplied by the Contractor;

(b) Where white washing of precast components is required to be done


at the precast plant, the Contractor, at the request of the HDB, shall
provide labour and material to white wash the precast components
(façade and gable-end) at the HDB or its appointed precast term
contractor or the designated storage area. When there is no request
from HDB or in the event that this cannot be carried out, the
Contractor shall provide white washing at the site at his own cost
without any EOT claim;

(c) All necessary additional bracing reinforcement and accessories for


site handling and erection for all precast components (excluding MS
grout tube and four cast-in inserts for bracing per precast
component);

(d) All proprietary lifting anchors for handling and installation of precast
elements;

(e) All necessary additional reinforcement and rebar connectors in


precast components for tower crane tie-backs;

(f) All cast-in fixtures or accessories for site safety provisions or for
securing of formwork;

(g) All accessories or parts, such as stainless steel base plates or


supports, threaded rods, etc., that are to be cast into the precast
components for connection of metal structures, tie-backs to tower
cranes, railings and all other fittings.

(h) For loose cast-in items supplied for precast production, the
Contractor shall ensure that they are pre-assembled and fastened
adequately to prevent loosening, falling apart or movement during
precasting. A template shall be provided to prevent movement during
precasting. The cost of assembling, securing the loose cast-in items
and the template are deemed to have been included in the tender
sum.

73.5.4 Items To Be Provided By The Contractor

(i) All cast-in accessories for services, inclusive of services pipes,


electrical casings and conduits for concealed wiring for casting into
the components. The Contractor shall coordinate and obtain the
necessary confirmation from HDB before delivering the above items
to HDB.

(j) All accessories which are not cast-in with the precast component and
are necessary for the completion of the works in accordance to the
Standard Specifications For Building Works, such as, Rockwool /
woodwool insulation used in the construction of the Lift Machine
Room, steel angle plates required for connections of precast partition
wall, etc.

73.5.5 Payment Of Precast Components

73.5.5.1 Based on rates of supply in Clause “Supply Of Precast Components By


HDB” above, the Contractor shall pay 80% of the total value for precast
components stored in HDB or its designated storage yard based on the
quantities given in the stock list from HDB. The remaining 20% shall be
paid when the precast components are delivered to site.

73.5.5.2 The rates listed in Clause “Supply Of Precast Components By HDB” are
without GST. GST shall be added to the rates. Payment shall be made by
deduction from the contractor's monthly progress payment.

73.5.5.3 Credit Facility

The clause on "Credit Terms And Conditions For Employer's Materials" in


the Standard Specifications shall be applicable to all precast components
supplied by the employer. The contractor shall be given a 2-month credit
facility with terms and conditions as accordance to that clause.

73.5.6 Method Of Measurement

Unless otherwise stated, the area of precast components shall be based


on projected area from the elevation view of the precast component. For
C, L or T-shape or angular precast components, which have more than
one projected area in different directions, the measurement shall be the
sum of these projected area created by combination of overlapping flat
parts. For precast components with protruding features such as nibs,
canopies, fins, bay windows, balcony and copings, etc., extending more
than 150mm from the face of the components, additional areas shall be
measured based on the plan or vertical area of such features from the face
of the components. The area of the [recast components in square metres
shall be measured nett, which is defined as gross area less each opening,
except window openings, larger than 0.5 square metre.

73.5.6 Method Of Measurement (Cont’d)

To be considered as window openings, where no deduction to the area


shall be made, the following conditions must be met:

(a) The opening is intended for installation of window by the Contractor;


and

(b) The opening is bounded by at least 3 sides.

For the purpose of calculation of projected area, the full height of the
precast component including the kerbs shall be used. Deduction of
projected area due to partial kerb shall be made only if the kerb length is
less than 1.0m.

The rate of supply for precast wall is inclusive of the cast-in reinforcement.
All other reinforcement that are to be placed on site or for connection at
joints are not included and to be supplied by the Contractor.

In the event that a different thickness other than those specified in the
clause “Precast Components To Be Supplied By HDB” and “Precast
Components To Be Supplied By HDB or Source on their own from HDB’s
Materials List”, are required, the price of the precast component shall be
determined by linear interpolation/ extrapolation from the median thickness
(if applicable) specified in the above clauses.

For integrated components, measurement of each individual component


type shall be computed separately.

73.5.6.1 Precast Large Panel Slab

The measurement shall be based on the nett projected area measured on


plan (See Appendix B1 on drawing no. HB-BI-B&P-PLANK-01).

73.5.6.2 Measurement Guide

The measurement guide for precast component listed in drawing no. HB-
BI-B&P-PLANK-01 provided in Appendix B1 shall be read in conjunction
with the clause on “Method Of Measurement”.

73.5.6.3 Confirmation of Quantities

Upon final billing of precast components supplied by HDB, the Contractor


shall check and confirm the final quantities within three (3) months.

than 4 weeks after the date of the Letter of Acceptance of the contract:

(a) Initial precast component demand schedule according to the building


blocks, the storey and the quantities for each type of precast
component. For initial production planning purposes, the preliminary
schedule is acceptable to HDB. However, the Contractor shall submit
the revised schedule once the master construction schedule has
been finalized;

(b) Site installation plan showing the accesses and trailer parking
positions for each block;

(c) Storage plan for storage of precast components;

(d) Position of bracing points on the precast components, if not indicated


in the drawings. The contractor may also propose alternative position
for the bracing points. In general, the drawings will indicate 4 inserts
to be provided for each precast component. Any additional insert will
have to be supplied by the contractor at his own cost; and

(e) The contractor shall also submit its planned site activities schedule
for each construction cycle, which would show the timing for the
requirement of each type of precast components.

73.5.7.2 Precast Components Requirement Schedule

(a) The Contractor shall submit monthly precast component requirement


according to the progress of the building construction. The Contractor
shall update the Monthly requirement diligently and submit by 27th of
each month. In addition, the contractor shall also submit the next
level slab casting schedule to HDB on every Friday of the week.

(b) Weekly Order of Precast Components

The Contractor shall email the order form to HDB at least 3 days in
advance to confirm the actual requirement of precast components.
When the delivery schedule has to be amended, HDB will inform
Contractor 2 days in advance of the required changes.

Such monthly precast component requirement and weekly order of


precast components shall be realistic to ensure the Contractor is able
to proceed with the works on schedule without imposing excessive
requirements on the delivery.

(c) Cancellation of Delivery Order or Changes to Delivery Dates of


Precast Components

The Contractor shall inform HDB and HDB’s appointed Precast Term
Contractors at least 24 hours before the scheduled delivery for any
cancellation of delivery order or any change to delivery dates for
precast components. Otherwise, the delivery order is deemed to have
been confirmed.

73.5.7.3 Where there is a need for Contractor to supply cast-in items, HDB will
provide the materials delivery schedule to the Contractor. The Contractor
shall check and ensure the accuracy of all the quantity and types of cast-in
items before delivery. Contractor shall provide feedback to HDB if any
adjustment to the ordering schedule is required. Otherwise, the ordering
schedule is deemed to have been confirmed and all the cast-in items shall
be delivered to HDB or its appointed precast term contractor plant
accordingly. The Contractor shall be liable for all costs of delay arising
from the late delivery of the cast-in items. All cost of materials, labour etc
necessary for the supply and delivery of all items to be supplied by the
Contractor are deemed to be included in the tender sum.

When it is deemed necessary to accelerate the production work and keep


stock of the precast components as its contingency production plan, HDB
reserve the right to advance the materials ordering schedule ahead of the
actual site progress. In such case, the Contractor is allowed to claim for
materials offsite as per clause “Progress Payment Claim For Material Off-
Site”.

73.5.8 Delivery Of Components

The Contractor shall submit the site schedule to HDB and allow a
minimum of 10 weeks, upon approval of workshop drawings, for the
delivery of the first precast component.

The precast components shall be delivered by trailers or trucks to the site.


The trailer shall be parked at the designated parking lot as given by the
Contractor. If the trailers or trucks have to be parked outside the building
site, the Contractor shall be responsible for any damage to the precast
components delivered to the Contractor.

The Contractor shall ensure the site is fully accessible at all times for
trailers to deliver precast components and hard standing access shall be
provided.

Where necessary, components delivery to site per trailer shall not be


restricted to within a block or for immediate use, such as to maximise per
trip delivery. The Contractor is required to do internal transfer of precast
components to various blocks within the site and unload all precast
components into the storage area which do not have immediate use

The Contractor shall provide washing facilities at the site to ensure that
vehicles leaving the site do not dirty the public roads. Any charges for road
littering as a result of the Contractor's failure to do so shall be borne by the
Contractor.

The Contractor shall ensure that the prime mover or the trucks are not
held up at the site for more than 2 hours and the trailer is unloaded within
24 hours.

In the event that the precast components are produced and delivered from
overseas:

(a) The Contractor shall ensure that all such precast components on
trailers or trucks are unloaded within the same day if deliveries arrive
at the site before 3:00 pm. If deliveries arrive at the site after 3:00 pm,
the Contractor shall ensure that all precast component are unloaded
by 12:00 noon on the following day.

(b) The Contractor shall verify the times of deliveries arrive at the site
and upon completion of the unloading, sign and endorse on delivery
order.

If the Contractor fails to carry out his obligation as aforesaid, the SO Rep
may exercise his right under Clause 1.6 "Nuisance and Irregularities' to
impose a charge against the contractor.

73.5.9 Storage Of Precast Components

73.5.9.1 The Contractor shall designate and allocate storage space of at least 100
square metres per block. The designated storage space shall be on hard
standing ground. The Contractor shall provide storage racks for the
storage of precast components delivered to site. This storage area shall be
indicated and submitted together with the site office location plan. The
Contractor is deemed to have included in the tender sum the cost of
storage racks, ground improvement etc necessary for safe and orderly
storage of precast component on site.

73.5.9.2 The Contractor shall ensure that there are sufficient precast components
stored on site to ensure smooth construction progress. The contractor will
have to bear all cost arising out of construction delays due to insufficient
precast components storage on site.

73.5.10 Quality Of Precast Components

The Contractor shall check the precast components for any major defects
before unloading the precast components from the trailer. Defects
feedback must be made to HDB within 7 days from the time the
components reaching the worksite or before installation of the precast
components, whichever earlier. Thereafter, the Contractor shall be
responsible for any necessary rectifications at his own cost and time.
Contractor shall install components with alignment taken on the external.
Components with serious dimension error that cause external
misalignment shall not be installed and must feedback to HDB
immediately.

The Contractor shall address precast quality issues early in the project for
components obtained from HDB’s appointed precast term contractors, to
establish a reasonable and achievable level of quality. If some of the
precast components at early stage have defects or quality issues, the
Contractor can highlight at delivery and get the term contractors to repair
later on site. If the defects or quality issues are a wide ranging and
consistent problem, the Contractor shall resolve the problem with the term
contractors. The Contractor shall not take the “receive-and-install”
approach without assessing the quality of the precast components and
expect the term contractors to do wide ranging repair at a later stage. This
is to avoid duplication of works and the delay of building hand-over.

The Contractor is required to apply skim coating or other approved method


to the precast components, subsequently for painting purposes.

73.5.11 Provision Of Drawings

Where concealment of electrical services is required, the Contractor shall


submit electrical services workshop drawings for each type of dwelling
units to HDB. The drawings shall include details such as position of the
services and typical dimensions of the openings or recesses required to be
formed on the precast components.

While the contractor is required to keep his privately sourced precasters


informed of all amendments issued by HDB, the Contractor is also
required to keep precasters supplying through the HDB informed of all
such amendments. The Contractor can send such amendments to HDB
where they will be coordinated and disseminated for the Contractor. These
amendments are architectural, M&E, C&S drawings or any other drawings
that will affect the production of precast components. Such provision
should be done in a timely manner to avoid abortive precast works and
construction delays.

73.5.12 Checking Of Precast Workshop Drawings

The Contractor is required to check the workshop drawings, in conjunction


with all other drawings such as structural, architectural and/or mechanical
and electrical drawings and provide feedback to HDB on any discrepancy
before commencement of production work. When discrepancy is
encountered, the Contractor shall facilitate and assist to liaise with all the
Technical Professionals or his subcontractors to resolve the discrepancy.
Following that, the Contractor shall provide HDB the amended structural,
mechanical, electrical, architectural details and any other relevant details
necessary to effect the changes.

The Contractor shall also check the accuracy of the position and routing of
the services or cast-in accessories and provide feedback to HDB for
incorporation into the drawings. Recesses shall be provided in the precast
components, for site installation of electrical socket boxes by the
Contractor.

73.5.13 Progress Payment Claim For Material Off-Site

The Contractor shall be allowed to claim for material off-site at HDB or its
designated storage yard. The quantity of precast components, which the
Contractor is allowed to claim, shall be based on the quantities given in the
stock list from HDB, which is provided in the monthly invoices for supply of
precast components: “BILLING TO CONTRACTOR FOR PRECAST
COMPONENTS DELIVERED TO SITE”.

The Contractor shall make use of the billing from the preceding month to
claim for material off-site in the current month.

To illustrate:
For Material Off-Site at HDB claim for progress payment for month ending
31 May 2008, the Contractor shall submit a copy of the billing received for
the “Billing of delivery up to 20 Apr 2008”.

73.5.14 Man-Year Entitlement

The Contractor shall allocate MYE (Man-Year Entitlement), within 4 weeks


from the contract’s date of commencement, for prefabrication production
work, including cages and spiral connectors, done by HDB or its appointed
prefabrication term contractors. The Contractor shall distribute the MYE to
HDB or its appointed term contractors in accordance to the following
method of computation:

Charges, based on nuisance and irregularity clause, shall be imposed on

accelerate the production rate due to late assignment of MYE. The
Contractor shall not be entitled to any EOT or Loss & Expenses claim for
precast component delivery delay due to late assignment of MYE.

73.9 REINFORCED CONCRETE PREFABRICATED PREFINISHED


VOLUMETRIC CONSTRUCTION (PPVC)

73.9.1 SCOPE OF WORK

The Contractor shall coordinate and construct the Reinforced Concrete


Prefabricated Prefinished Volumetric Construction (PPVC) for the project,
adherence to the drawings and design given, subject to SO Rep and the
Employer’s approval. The PPVC system shall satisfy the requirements as
listed by the latest BCA’s Code of Practice on Buildability (i.e. PPVC
Acceptance framework).

The Contractor is to submit a complete set of workshop drawings where the


PPVC system shall satisfy the requirements as listed by the latest BCA’s
Code of Practice on Buildability (i.e. PPVC Acceptance framework), to SO
Rep for approval before the production of PPVC modules. The drawings
shall include the following:

(a) Connection details and for all water, sanitary and electrical piping,
fixtures and fittings, within and between modules.

(b) Installation for wash basin with tap mixer, bath/shower mixer with
shower set, future provision for water heaters (instant and storage
heater within toilet, gas heater outside toilet), toiletries cabinet/holder,
etc.

(c) Application sequences for waterproofing membranes and sealants,


connection and water tightness details of the internal and external
walls as well as wet areas.

(d) Installation of built-in kitchen cabinets with induction hob, cooker hood,
kitchen sink and dish drying rack in the kitchen (2-room Flexi flats on
short leases) (where applicable).

(e) Installation of built-in Wardrobe and Window Grilles for (2-room Flexi
flats on short leases) (where applicable).

No work shall be allowed to proceed without the approval of the workshop


drawings.

The Contractor shall supply all items such as loops, joints bars/connectors,
accessories, pipe conduits, M&E accessories, sealants, etc, that are to be
cast in or place on site that are necessary for the completion and functioning
of the PPVC as a complete system to be integrated with other modules and
rest of the building works.

The Contractor shall propose a staging area for the storage of PPVC modules and
to ensure that there are close and proper monitoring, progress reporting and
documentation, delivery, installation, safe storage and erection of the PPVC
modules. The Contractor shall study the site access(es) and ensure there will be no
obstruction to his other works / trades on site.

73.9.2 GENERAL REQUIREMENTS

73.9.2.1 Reinforced Concrete Prefabricated Prefinished Volumetric Construction


(PPVC) Requirements

The PPVC modules shall also comply to the following requirements:

(a) Where gaps/voids are formed upon assembly of the PPVC


modules, proper grouting of the gaps/voids is critical to ensure
water tightness and its maintenance.

(b) The Contractor shall fabricate, test, deliver and install all
construction system necessary for execution of the PPVC
system to all the dwelling units of this project. The PPVC system
shall be complete in all aspect, including all measures that may be
required to that end, notwithstanding any omissions or
inadequacies of Drawings and/or Specifications.

(c) The Contractor is required to conduct a trade demo and witness


by the SO Rep on the M&E concealed services installation in the
PPVC module and the jointing of the conduits and piping between
the modules, etc, prior to mass production.

(d) The Contractor shall submit as-built precast workshop drawings to


HDB through SO Rep upon completion of the project.

73.9.2.2 Documentation of PPVC Assembly Process

The Contractor shall propose and produce a 3D animation (3ds Max-


Autodesk or any other approved equivalent software) demonstrating
the sequential installation processes of the PPVC modular components to
full completion of the building block.

The Contractor shall submit their proposed production schedule of the


mock-up samples that tie in with the main contract master programme
schedule for SO Rep’s approval.

73.9.2.3 Full Scale PPVC System Mock-Ups

After the approval of the workshop drawings and prior to mass


production off site, the Contractor shall prepare a full scale 2 storey
PPVC system mock-up and trial assembly of a typical flat at the
designated location approved by the SO Rep, for Employer to
comment and make necessary amendments. The mock-up shall include the
second operation processes and treatment to the interfaces between
the PPVC modules. All costs and expenses incurred for the PPVC system
mock-up shall be deemed to be included in the contract by the
Contractor.

Contractor shall make provision for the SO Rep to inspect the


manufacturing plant and the PPVC modules at all times. Such
inspection(s) shall not relieve the Contractor from his responsibility in
manufacturing an acceptable product. The SO Rep shall, at his
discretion, reject any precast concrete component on site and at the
manufacturing plant that does not comply with the design
requirements.

73.9.2.4 Materials

Notwithstanding approval of the sample by the SO Rep, the Contractor


shall be liable for any items in the sample which do not comply with the
Specifications and/or Drawings and which the Contractor has failed to
point out to the SO Rep.

Where the Contract requires the Contractor to obtain materials from the
HDB Material List or where it is specified that materials provided are
subject to the approval of the SO Rep, such requirements shall not in
any way affect, vary or relieve the Contractor’s obligations under the
Contract.

The Contractor shall ensure that the materials used or selected by


them:

(a) Are free from defects, damages or faults.

(b) Are of satisfactory quality and fit for their intended purpose.

(c) Comply with the Specifications and/or Drawings.

Universal Serial Bus (USB) Port” of the Standard Specifications For Building
Works and Other Installations.

The switched socket outlet with USB port shall be of similar construction by
the same manufacturer and product range to match the standard switched
socket outlets.

The switched socket outlet with USB port shall comprise a combined switch,
3-pin shuttered type outlet and USB port intended for charging portable
devices. The switched socket outlet with USB port shall comply with the
requirements of SS 145. USB circuits incorporated in the switch socket
outlet shall comply with the requirements of SS145-2 Annex I. The USB
port shall be suitable for charging most portable devices connected via a
USB 2.0 and 3.0 type A plug. The rated charging current of the USB port
shall be at least 2 amp.

In addition to SS 145, switched socket-outlets with USB port shall pass the
positive break test according to Clauses 13.111.2, 13.11.3 and 13.11.4 of
BS1363-2 or approved equivalent.

For flush mounting installation, the front plate of the switch socket outlet with
USB port shall be decorative model and the fixing screws shall be
concealed.

All switched socket outlets with USB port shall be registered with Enterprise
Singapore and bear the Safety Mark.

Switched socket outlets with USB port installed in the dwelling units shall be
certified under a safety and quality assurance scheme by SAC-SINGLAS
accredited laboratories. They shall have the SAC-SINGLAS accredited
laboratories Test Mark.

73.11 HIGH DENSITY POLYETHYLENE WATERPROOFING MEMBRANE FOR


BASEMENT REINFORCED CONCRETE WALL AND FLOOR

This clause shall be added as clause 27.16 “High Density Polyethylene


Waterproofing Membrane For Basement Reinforced Concrete Wall And
Floor” of the Standard Specifications For Building Works and Other
Installations.

73.11.1 Scope of Works

The Contractor shall install High Density Polyethylene (HDPE) waterproofing


membrane or other approved equivalent to basement reinforced concrete
wall and floor as shown in the drawings.

The waterproofing membrane shall be self-adhesive type and fully bonded


to the concrete to prevent ingress or migration of water around the structure.

73.11.2 Specification of the Waterproofing Membrane

The HDPE waterproofing membrane shall comply with the following

73.11.3 Surface Preparation and Application

The surface receiving the waterproofing membrane shall be regular and


smooth with no gaps or voids greater than 12mm.

For horizontal substrates, the HDPE waterproofing membrane shall be


placed with the plastic release liner side facing the concrete pour. Position
the membrane sheet to overlap the previous sheet by 75mm and ensure
that the underside of the succeeding sheet is clean, dry and free from
contamination before overlapping. Ensure that a continuous bond is
achieved and firmly bonded. The plastic liner shall be completely removed to
expose the protective costing before the placement of reinforcement bars.

For vertical substrates, mechanically fasten the membrane vertically using


nails or fasteners with the plastic release liner facing towards the concrete
pour. The top of the membrane shall be secured using a batten or 50mm
below the top edge. Ensure the underside of the succeeding sheet is clean,
dry and free from contamination before overlapping.

Overlap all roll ends and cut edges by minimum 75mm and ensure the area
is clean and free from contamination. Waterproofing tape can be applied to
ensure continuous bond between the 2 adjoining membranes.

73.12 INSTALLATION OF FIBRE OPTIC SENSOR FOR COLUMNS

This clause shall supersede clause 4.35 “Installation of Fibre Optic Sensor
For Columns” of the Standard Specifications For Building Works and Other
Installations.

The Contractor shall provide and install encased fibre optic sensors at
different 1st storey columns of each building above 10 storeys as shown in
the table below:

Where the columns are precast, the Contractor shall provide such sensors
for the precaster to install in the precast columns. The locations of the
sensors shall be approved by the SO Rep and as-built drawings indicating
actual position of sensors must be submitted upon successful installation.
The sensors shall have connecting cables terminating with a socket at the
column face to enable the SO Rep to take readings. The Contractor shall
submit 3 sets of readings per block during the construction stage, and 1 set
of reading per block during DLP to HDB to verify that the sensors are in
working condition.

73.13 WARRANTY

This clause shall be added as clause 4.37 “Warranty” of the Standard


Specifications For Building Works and Other Installations.

The Contractor shall warrant for a period of Five (5) years against ceiling
leak and external seepage.

The Contractor shall warrant the Works on the terms and conditions as
stipulated in the Deed of Warranty for Ceiling Leak and External Seepage as
produced in Appendix A2. In this respect, the Contractor shall submit such
Deed of Warranty to the Employer or to such other party or such Town
Council(s) as the SO Rep may at its sole discretion decide.

73.13 WARRANTY (CONT’D)

In the event the Deed of Warranty for part of the Works or for the whole
Works is to be submitted to such Town Council(s), the Contractor shall
submit such Deed of Warranty as produced in Appendix A2(TC) to such
Town Council(s). The duly executed Warranty shall be submitted
immediately upon request by the SO Rep, and if no such request is made,
then at such time when the SO Rep considers the Works have been
substantially completed in accordance with the Contract. In the event the
Contractor shall fail to execute and submit the Deed of Warranty within the
time specified, the SO Rep shall be allowed to withhold 15% of the payment
of any sums due to the Contractor in relation to the execution of such
Works, subject to the minimum sum of S$5,000 per Deed of Warranty.
However, such sums withheld shall be released to the Contractor upon
submission by him of the duly executed Deed of Warranty.

"Employer") in respect of the above contract works (hereinafter called the "Contract").

In consideration of the premises and of the Employer giving the consent aforesaid at the request of
the Contractor, the Contractor agrees with the Employer as follows:

1 The Contractor warrants for a period of Five (5) years (hereinafter called the "Warranty Period") that
the Works shall remain watertight, leakproof and waterproof and/or remain free from defects including but not
limited to water seepage through external walls and toilet walls, ceiling leak, and failure of all components of the
precast structure joints and waterproofing details.

The Warranty Period in respect of the Works shall commence from the Date(s) of Substantial Completion of the
Contract as certified by the Superintending Officer of the Contract.

2 The Contractor further warrant that:

(a) they have exercised all proper skill and care in the selection of materials and goods for the
Works;

(b) they have exercised all proper skill and care in the design and execution of the Works;

(c) their workmanship is of a standard that may be expected from a contractor with specialised
experience and expertise in his particular trade; and

(d) the Works are fit and suitable for the purpose designed and required in the Contract.

3 It is an express term of the Warranty that the Works when completed and the goods or materials used
shall meet the Performance Requirement of the Contract in respect of the Works. ln the event the Works when
completed and/or the goods and materials used should fail to meet such Performance Requirement, the
Contractor shall be precluded from disclaiming liability under the Warranty on the ground that the Works as
completed and/or the goods and materials used accord or comply with the Contract, and in this connection, the
Contractor is deemed to have waived this defence in the event a claim is made by the Employer against them in
respect of their breach of the Warranty.

4 Subject to Clauses 5 and 9 below, if any damage or defects should occur in relation to the Works
within the Warranty Period due to whatever cause, the Contractor undertake to remove and/or rectify and make
good such damage or defects including ancillary works within a reasonable period or duration specified by the
Employer's notice in writing. If such damage or defects are attributable to the Contractor's breach of warranty
under Clause 2 above, then the cost of such removal rectification and/or making good work shall be borne by the
Contractor. If the Contractor shall fail to comply within the period or duration specified, it shall be lawful for the
Employer to order such damage or defects as are referred to in such notice to be removed, rectified and/or made
good by any other person and recover from the Contractor such cost and expense incurred for which they may
be liable. PROVIDED ALWAYS that such instructions shall be issued without prejudice to the Employer's right to
recover damages against the Contractor by reason of their failure to comply with this Clause.

5 In the event such damage or defects are caused wholly or in part by the Employer or a third party, and
the Contractor is required under Clause 4 above to remove, rectify and/or make good such damage or defects
including ancillary works within the period or duration specified by the Employer's notice in writing, then upon
completion of such work, the Employer shall pay the Contractor for the work or that part of the work which the
Employer's Chief Executive Officer or at the discretion of the Chief Executive Officer, a person nominated by him
in writing may determine as occasioned by damage or defects caused by the Employer or third party, and the
valuation of such work or such part of the work shall be ascertained in accordance with one or a combination of
the methods mentioned below in descending order of priority :

(a) by measurement and valuation at fair market rates and prices; or

(b) if the above method is not applicable, then the valuation shall be based on the actual cost of
necessary materials or goods, labour, Construction Equipment and equipment (other than
ordinary plant) plus 15% which percentage shall include the use of all ordinary plant, tools and
supervision, overheads and profits.

6 The approval by the Employer of any works required under Clauses 4 or 5 above does not absolve
the Contractor from their responsibility to rectify future occurrence of defects in respect of such works.

7 It is a term of this Warranty that the Contractor shall indemnify the Employer against all loss damage
cost and expense suffered or incurred by the Employer in relation to any damage to property or injury to person
caused or occasioned by the acts or omissions of the Contractor's employees, representatives or workmen in the
course of the works undertaken under the terms of this Warranty. The Contractor shall at their own cost and
expense effect and maintain a Public Liability Insurance Policy for the execution of such works.

8 The Contractor shall indemnify the Employer against any compensation payable by the Employer
under the Workmen's Compensation Act Cap 354 (1985 Edition) in connection with any accident arising out of
rectification works undertaken by the Contractor pursuant to the provisions of this Warranty. The Contractor shall
at their own cost and expense effect and maintain a Workmen's Compensation Policy for the execution of such
works.

9 This Warranty shall not be invalidated in the event another person is instructed to execute the
rectification work on account of the Contractor's failure to discharge their obligations under Clauses 4 and 5
above, nor shall this Warranty be invalidated in the event a third party is engaged without the consent of the
Contractor to carry out regular maintenance and cleaning of the Works, provided that in the latter event, any
rectification work or part thereof undertaken by the Contractor that is occasioned by the negligence of such third
party shall be valued in the manner described in Clause 5 above and paid by the Employer.

10 All differences and/or disputes arising under this Warranty (including questions relating to
interpretation) shall be determined by the Employer's Chief Executive Officer or at the discretion of the Chief
Executive Officer, by a person nominated in writing by him. Any decision by the Chief Executive Officer or his
nominee under this Clause shall be final and binding on and conclusive against the Contractor in any
proceedings that may arise under this Warranty unless otherwise determined by the Court in respect of
proceedings arising under this Warranty.

11 This Warranty shall remain valid and shall not be affected by any extensions, variations or
compositions granted or entered into with respect to the terms of or obligations under the Contract.

12 This Warranty shall be read together with the Contract but in case of any conflict between the two
documents the provisions of this Warranty shall prevail.

13 The validity, construction and interpretation of this Warranty and all rights, obligations and liabilities
arising hereunder shall be governed by, and interpreted in accordance with, the laws of Singapore.

14 The Employer shall have the absolute discretion to assign the benefit of this Warranty to any third
parties without the consent of the Contractor.

73.16 CABLE TRAY FOR TELECOMMUNICATION SYSTEM

This clause shall supersede clause 21.3 “Cable Tray For Broadband Coaxial
Cable Telecommunication Systems” of the Standard Specifications For
Building Works and Other Installations.

The number and size of metal cable tray to be used shall be in accordance
to the latest Code of Practice for Info-Communications Development
Facilities (COPIF) in Building issued by Info-Communications Media
Development Authority (IMDA) or as shown in the drawing. Any discrepancy
in the drawings with COPIF shall be brought up to the SO Rep for decision.
However, metal trunkings are to be installed instead of cable trays in each
telecommunication risers. The metal trunkings are to be installed in a

73.18 AUTHORITIES REQUIREMENTS

This clause shall supersede clause 21.6 “Authorities Requirements” of the


Standard Specifications For Building Works and Other Installations.

All provision and installation for telecommunication and TV wiring systems


shall comply with all statutory rules, regulations and Code of Practice for
Info-Communications Facilities in Building (COPIF) issued by Info-
Communication Media Development Authority of Singapore (IMDA).

73.19 TELECOMMUNICATION PIPE AND BROADBAND COAXIAL CABLE


SYSTEM

The title of clause 24.2 of the Standard Specifications For Building Works
and Other Installations shall supercede and read as “Telecommunication
Pipe System”.

73.20 BACKFILLING FOR UNDERGROUND PIPE SYSTEM

This clause shall supersede subclause 24.2.5 (e) “Backfilling For


Underground Pipe System” of the Standard Specifications For Building
Works and Other Installations.

All trenches excavated for the provision of underground pipe system for
telecommunication cables shall be backfilled as follows:

(i) For trenches that are located within the road, backfill shall be from the
completed pipe level to the subgrade of the road with granular
materials such as sand/granite fines or quarry dust. The backfilling shall be
properly compacted.

(ii) For trenches which are not located within the road, backfill to the level
required under the Contract with good dry earth approved by the SO
Rep.

73.21 GENERAL

This clause shall supersede clause 61.1 “General” of the Standard


Specifications For Building Works and Other Installations.
The Section covers the installation of the TV wiring system to enable the
installation of an indoor antenna for digital TV receptions. The TV wiring
installation shall be installed by licensed telecommunication wiring
contractor to comply with the requirements of the Code of Practice for Info-
Communications Facilities in Building (COPIF) issued by Info-
Communication Media Development Authority of Singapore (IMDA),
Singapore Code of Practice (CP5) for Wiring of Electrical Equipment of
Buildings and with all the statutory rules and regulations of the Info-
Communication Media Development Authority of Singapore (IMDA),
Government Authorities, Statutory Authorities, current at the date of
submission of the Tender.

73.22 THE SYSTEM

This clause shall supersede clause 61.2 “The System” of the Standard
Specifications For Building Works and Other Installations.

(a) The performance of TV wiring system shall comply in accordance to the


requirements stipulated in the COPIF.

(b) All components installed shall be adequately protected from theft. The
Contractor shall be responsible for the safety of the equipment before
any official handover.

73.23 EQUIPMENT SPECIFICATIONS

This clause shall supersede clause 61.3 “Equipment Specifications” of the


Standard Specifications For Building Works and Other Installations.

The requirements and specifications of each component part to be installed


(e.g.; splitters, connectors, cables, TV outlets, TV inlet [IEC 61169-2 coaxial
connector] and etc) in the TV wiring system shall comply with the
requirements stipulated in the COPIF requirements. In addition to COPIF
requirements, a conduit with 20mm in diameter (for future TV system) with
draw rope which shall run from the telecommunication riser into the
residential unit, and terminating into the service closet.

73.24 THE INSTALLATION

This clause shall supersede clause 61.4 “The Installation” of the Standard
Specifications For Building Works and Other Installations.

(a) The subscriber's outlet and TV inlet shall normally be mounted next to
the 13-Amp socket outlets in the flat unit.

(b) Subscriber's outlets and TV inlet shall be provided as shown in the


Drawings. A plastic holder with the TV system single line diagram
configuration to enable the installation of indoor antenna shall be
provided inside the service closet of each residential unit.

(c) The positions of the TV outlets, TV inlet, distribution conduits and


trunking shown on the Drawing are only approximate. The Contractor
shall provide and install these at the exact positions as determined at
the Site by the SO Rep all at the Contractor's cost and expense.

(d) All TV outlets in the unit including the household and storey shelters
shall come with TV ports only.

73.24 THE INSTALLATION (CONT’D)

(e) Metal base boxes shall be provided for TV outlets installed in the
household and Storey shelters. The boxes shall be sufficiently strong
to resist mechanical damages and the service conditions specified. The
boxes shall be constructed in such a way that they cannot be readily
deformed. The Contractor shall submit samples to the SO Rep for
approval:

- All sheet metal threaded to receive a screw shall have sufficient


thickness to allow not less than two full threads.

- All metal boxes shall be appropriately protected against rust and


corrosion. Such protection shall apply to both the inside and
outside of the boxes.

- Provision shall be made for holes in the base of the boxes for
securing it to a mounting surface.

(f) All the conduits and PVC trunkings shall be painted with the approved
paint. The colour of the paint shall be similar to the surroundings.

(g) The single cable TV ‘F’ type connector socket, TV inlet shall be made
of white polycarbonate, urea or other material approved by the SO Rep
and match the colour of the electrical/telecoms outlets and having the same
brand / finishes. The polycarbonate, urea or other approved material
shall be UV stabilised and shall not discolour within the Defects Liability
Period even if the outlet is exposed to sunlight.

73.25 DELETION OF CLAUSE 61.5 – CABLE TRAY AND TEE BOX

Clause 61.5 – “Cable Tray And Tee Box” of the Standard Specifications For
Building Works and Other Installations shall be deleted.

73.26 TESTING, COMMISSIONING AND HANDOVER OF TV SYSTEM

This clause shall supersede clause 61.7 “Testing, Commissioning And


Handover Of TV System” of the Standard Specifications For Building Works
and Other Installations.

The Contractor shall test and commission the TV wiring installation in


accordance to requirements stipulated in the COPIF upon completion and
issue test reports and certificate of compliance acceptable to SO Rep. The
Contractor shall arrange for necessary testing and verification by SO Rep at
least 2 months before flat completion. The Contractor shall arrange with the
SO Rep to handover over the system after their certification and acceptance
of the system before flat completion.

73.26 TESTING, COMMISSIONING AND HANDOVER OF TV SYSTEM


(CONT’D)

The Contractor shall supply the necessary test equipments (signal


generators, A/V modulators, amplifiers and etc) to test signals at the TV
outlets and verification testing by SO Rep. Copies of test reports, material
list approved by the SO Rep and certificates shall be submitted to employer
through SO Rep for record.

73.27 MAINTENANCE SERVICE

This clause shall supersede clause 61.8 “Maintenance Service” of the


Standard Specifications For Building Works and Other Installations.

73.27.1 The maintenance period shall commence from the certified completion of
the block and the Contractor shall respond to any maintenance service calls
from the SO Rep as if from the Employer.

The maintenance service shall include all the items specified hereunder
during the Maintenance Period.

(a) The Contractor shall provide an efficient call-back service on a 24-hour


basis everyday without charge. The Contractor shall be deemed to
have allowed for the cost and expense of all such call-back services in
the Contract Sum. The Contractor shall respond to the SO Rep, EMSU (ie.
ESMACO Pte Ltd and / or EM Services Pte Ltd), HDB Branch Office or
other HDB appointed agent(s) within 1hour of any call or messaging,
failing which the SO Rep shall exercise his rights under Clause 1.6
“Nuisance and Irregularities” to impose charges against the Contractor.

(b) The Contractor shall be responsible for informing the above informant/s
within one hour after a case has been referred to him, to report on:

(i) extent and nature of repair;


(ii) when work can commence;
(iii) when repair is expected to be completed.

(c) The Contractor shall attend to and rectify all the faults promptly.

73.27.2 The Contractor shall liaise with the SO Rep for carrying out any modification
work to the TV system and emergency repairs.

73.27.3 If the contractor fails to attend an urgent call within the same day or fails to
attend other faults within 24 hours or fails to rectify the faults successfully
after three (3) attempts, the Employer or the SO Rep reserves the right to
engage another contractor to carry out the works. The costs of the repairs
and replacement plus the administration charges shall be borne by the
Contractor and will be deducted from any payment due to the Contractor.

73.27.4 The Contractor shall provide standby equipment to keep the system
functioning when the faulty equipment are taken back to the workshop for
repairs.

73.28 SCOPE OF WORK

This clause shall supersede clause 62.1 “Scope Of Work” of the Standard
Specifications For Building Works and Other Installations.

The telecommunication cabling works using fibre optic shall be undertaken


by a licensed telecommunication wiring contractor. The Works shall comply
with latest Code of Practice for Info-communications Facilities in Buildings
(COPIF).

The telecommunication works shall include cabling, testing and


commissioning of the following:

(a) Residential Units

(i) 2 conduits of a minimum size of 20mm in diameter (for


telecommunication) shall run from the telecommunication riser
into the residential unit service closet. 1 number of 4-Core Optical
fibre cable shall be provided in the first conduit. The 4-core optical
fibre cable shall be terminated into a fibre termination point which
is located in the residential unit service closet and into the fibre
termination point located in the telecommunication riser at the
other end.

(ii) 1 draw rope shall be provided in the second conduit.

(iii) Cabling works including the unshielded twisted pair cables


(Category 6) from the RJ45 Patch Panel to RJ45 outlet. The RJ45
Patch Panel within the service closet shall be able to accept and
terminate with the number of unshielded twisted pair cable(s)
(Category 6) which is equal to the number of RJ45 outlets in the
unit.

(b) Commercial Premises/ Unit


(i) Provide 2-way air-blown fibre microducts (5/3.5) mm from the
telecommunication riser to each commercial unit in the building

(ii) The 2-way air-blown fibre microducts (5/3.5) mm shall be


terminated in the telecommunication riser and terminated into a
tube patch panel with bulkhead connectors. The number of ports
of the tube patch panel shall be determined by the number of
commercial units on that level served by the telecommunication
riser or a minimum of 8 ports of tube patch panel whichever is
more.

(iii) The 2-way air-blown fibre microducts (5/3.5) mm terminated in the

TELECOMMUNICATION RISER TO EACH RESIDENTIAL UNIT

This clause shall supersede clause 62.3 “Installation Of Optical Fibre Cable
From Telecommunication Riser To Each Residential Unit” of the Standard
Specifications For Building Works and Other Installations.

Optical fibre cable from telecommunication riser to each residential shall be


installed. 1 number of 4-Core optical fibre cable shall be installed in the
conduit for each residential unit.

The 4-Core optical fibre cable shall be terminated, with an additional 2m


length as “slack”, at each end into:

(a) A Fibre Termination Point which is located in the Telecommunication


Riser; and

(b) A Fibre Termination Point which is located in the residential unit service
Closet.

The above Fibre Termination Point shall each be a set of 4 SC/APC


connectors.

located on the same floor as the residential unit or commercial units. The

73.31 FIBRE TERMINATION POINT FOR TELECOMMUNICATION RISER

The fibre termination point shall be securely mounted at the width of the
telecommunication riser, i.e. wall that is facing the door. The fibre
termination point shall have 4 SC/APC connectors.

73.32 FIBRE TERMINATION POINT IN EACH RESIDENTIAL UNIT

This clause shall supersede clause 62.6 “Fibre Termination Point” of the
Standard Specifications For Building Works and Other Installations.

The fibre termination point shall have 4 SC/APC connectors.

The fibre termination point shall:

(a) be securely mounted adjacent to the RJ45 patch panel (located in the
service closet and 13A switch socket outlet; and

(b) have a clear space of 50mm from the SC/APC connectors to allow the
connection of patch cords.

For storey shelter, the Fibre Termination Point shall be of recessed mounted
type.

73.33 TESTING CRITERIA FOR THE OPTICAL FIBRE CABLE

This clause shall supersede clause 62.9 “Testing Criteria For The Optical
Fibre Cable” of the Standard Specifications For Building Works and Other
Installations.

To ensure that the optical fibre cable to the unit is in good working condition
upon completion of installation works, both of the following methods of
testing must be carried out:

73.33 TESTING CRITERIA FOR THE OPTICAL FIBRE CABLE (CONT’D)

(a) Continuity Testing – This involves checking that the optical fibre cable
is not physically broken at any point, and that the optical fibre cable does
indeed go from one location to the correct destination using a powerful
visible red laser; and

(b) Scanning at the fibre interface/ termination point with an Optical Time
Domain Reflectometer (OTDR) – An OTDR is capable of measuring
the fibre lengths, losses, connector losses, splice losses and fibre
defects, and works by sending a pulse of light into the fibre and
measuring how much light is reflected back and detected at the OTDR.
It will produce a line or graph on a screen and by measuring how much
light is reflected, the OTDR can determine the loss associated with
each of these anomalies. The optical fibre cable will be treated as
being in good working condition if the losses measured between
the fibre termination point at the telecommunication riser and the fibre
termination point at the residential unit and lift motor room/TMS closet
using the OTDR are less than 0.6dB.

(c) Test report by licensed telecom wiring installer/ tester and accepted by
licensed telecom services operator shall be submitted to SO Rep for
record.

73.34 FIBRE READINESS CERTIFICATION

This clause shall supersede clause 62.10 “Fibre Readiness Certification” of


the Standard Specifications For Building Works and Other Installations.

Prior to obtaining temporary occupation permit from the relevant authority,


the Contractor shall obtain the fibre readiness certification from an operator
licensed to provide passive optical fibre connectivity service.

There should not be any significant wiring changes after the optical fibre
cable and its associated fibre termination points have been certified “fibre-
ready”.

Copy of fibre readiness certification and acceptance by licensed operator


shall be submitted to SO Rep for record.

73.35 INSTALLATION OF OPTICAL FIBRE CABLE AND FIBRE TERMINATION


POINT IN LIFT MOTOR ROOM / TMS CLOSET & MSCP

This clause shall supersede clause 62.12 “Installation Of Optical Fibre Cable
And Fibre Termination Point In Lift Motor Room / TMS Closet & MSCP” of
the Standard Specifications For Building Works and Other Installations.

The Contractor shall install, test and commission optical fibre cable from
Telecommunication Riser to the lift motor room/TMS closet of residential
blocks and multi-storey car parks. A minimum of one number of 2-Core
optical fibre cable shall be installed in the conduit.

The 2-Core optical fibre cable shall be terminated, with an additional 2 m


length as “slack”, at each end into:

(a) A Fibre Termination Point which is located in the Telecommunication


Riser; and

(b) A Fibre Termination Point which is located in the lift motor room / TMS
closet.

The Fibre Termination Point shall each be a minimum set of 2 SC/APC


connectors. The Fibre Termination Point shall be securely mounted and has
a clear space of 50mm from the SC/APC connectors to allow the connection
of patch cords.

The Fibre Termination Point in the telecommunication riser should be clearly


labelled, indicating the corresponding lift motor room/TMS closet where the
2-Core optical fibre cable is installed.

For lifts with Machine Room, the Fibre Termination Point shall be located at
Telecommunication Riser at top storey. For lifts with Machine room-less, it
shall be located at the same storey with the TMS closet. An additional 13
ampere switch-socket outlet shall also be installed in the lift motor
room/TMS closet. If there are more than one lift motor room/TMS closet in a
residential block or multi-storey car park, only one number of fibre
termination point and an additional 13 ampere switch-socket outlet are
required to be provided in one of the lift motor rooms/TMS closet.

The locations of the Fibre Termination Point and 13 ampere switch-socket


outlet shall be determined by the SO Rep. The type of optical fibre cables,
fibre termination point, and accessories provided in the lift motor room/TMS
closet shall comply with the requirements of COPIF and approved relevant
standards.

73.36 PROVISION OF INTERNAL TELECOMMUNICATION WIRING FOR


COMMERCIAL UNITS

This clause shall supersede clause 62.14 “Provision Of Internal


Telecommunication Wiring For Commercial Units” of the Standard
Specifications For Building Works and Other Installations.

Fibre termination point (FTP) with 1 number of 4 core optical fibre cable from
telecom duct shall be provided for the social communal facility (SCF) and
commercial units. The 1 number 4-core optical fibre cable shall be provided
in the 2-way-air blown microducts (5/3.5) mm. The fibre cable shall be
terminated into a fibre termination point which is located in the
SCF/commercial units and into the rack mount fibre patch panel via the tube
patch panel located in the telecommunication riser at the other end. The
fibre termination point shall have 4 SC/APC connectors and there shall be a
13A switch socket outlet beside the FTP.

Location of the FTP is preferably near the consumer unit. Patch panel shall
also be provided beside for configuring RJ45 outlets for office room.
Detailed provision such as the number of RJ45 outlets shall follow the
drawing.

The contractor shall supply and install cable tray from Telecom Duct to the
commercial premises and SCF. Adequate space shall be provided for both
copper and fibre cables on the cable tray for each shop and SCF.

All telecommunication cables and other wiring equipment to be used for


telecommunication wiring work shall comply with the Code of Practice for
Internal Telecommunication wiring.

73.37 2-WAY AIR-BLOWN FIBRE MICRODUCTS TO COMMERCIAL


PREMISES/UNIT

This clause shall be added as clause 62.16 “2-Way Air-Blown Fibre


Microducts To Commercial Premises / Unit” of the Standard Specifications
For Building Works and Other Installations.

The 2-way air-blown fibre microducts used shall meet or exceed the
minimum requirements stated below:

(a) Be marked with:


i. Manufacture’s name; and
ii. Year of manufacturing
(b) Comprise an outer sheath of fire retardant polyethylene complying with
IEC 60332-1 or Low Smoke Zero Halogen material;
(c) Be able to withstand a pressure of 15 bar with an end cap installed at 1
end of the air-blown fibre microduct; and
(d) Provide labels to the both ends of the microducts, e.g. #05-08, in the
commercial unit and in the telecommunication riser.

73.38 TUBE PATCH PANEL FOR 2-WAY AIR BLOWN FIBRE MICRODUCTS

This clause shall be added as clause 62.17 “Tube Patch Panel For 2-Way
Air Blown Fibre Microducts” of the Standard Specifications For Building
Works and Other Installations.

A tube patch panel with bulk head connectors (5 mm) shall be installed in
the telecommunication riser for the termination of 2-way air-blown fibre
microducts. The tube patch panel shall be located at a height of 1.5m (from
floor finish) and placed on the width of the telecommunication riser. The tube
patch panel shall come with a supporting bracket to allow a turning radius of
100mm or 20times the diameter of the 2-way air-blown fibre microducts.

73.40 CEILING / SUSPENDED CEILING

This clause shall supersede clause 15.21 “Ceiling” of the Standard


Specifications For Building Works and Other Installations.

Ceiling material located at 1st Storey lift lobby, Letterbox area, Community
Living Room and any other area as specified shall be of perforated
aluminium suspended ceiling. The details shall follow the suspended ceiling
supplier’s recommendation. Shop drawings shall be submitted for SO rep
approval.

For those ceiling that has been approved by SO rep that used calcium
silicate board / gypsum board, it shall be of 1200mm x 2400mm x 12mm
thick non-combustible gypsum board. Boards shall be fixed to ceiling joists
and noggings with 38mm galvanised steel clout nails at maximum 150mm
centre at all edges and intermediate fixing (along the centre of the board) of
galvanised steel clout nails shall be of maximum 300mm centres. Joints
between boards shall be covered with 38mm x 15mm nominal, moulded
wood fillets at edge of wall and open joint at intermediate joint. Sufficient
number of access panels (minimum two) shall be provided for maintenance
purpose.

Professional Engineer’s (PE) endorsement on shop drawings is required for


suspended /gypsum board ceiling systems. The Design and Installation of
Suspended Ceilings shall have the following requirements:

- Provision of adequate openings to allow discharge of water in case of


burst water pipes.
- Provision of separation between supporting frames (max 12m span) to
mitigate large scale progressive collapse.
- Provision of durable material (corrosion resistant) for load bearing
components of the suspended ceiling.

73.41 TOUCH SCREEN PANEL HMI

This clause shall supersede subclause 50.11.3 (d) (viii) “Touch Screen
Panel HMI” of the Standard Specifications For Building Works and Other
Installations.

The HMI shall be provided with passwords for user security / permission to
prevent unauthorised usage. Only the security level that is equal or higher

73.44.1 Over-Riding Clause

The Contractor executing the works have to ensure that the works, goods or
materials used shall be suitable and reasonably fit for the purposes for
which they are required (hereinafter referred as "Performance
Requirement”.

73.44.2 Materials

The Contractor shall install an Acrylic Polymer Cementitious Coating


(APCC) with sealer coat system to common areas and access balconies of
all residential blocks. The APCC with sealer coat system shall be listed
under the HDB Materials List subject to the approval of the SO Rep.

The APCC with sealer coat system consists of 2 components: a 3mm acrylic
polymer-modified cementitious screed and a water-borne polyurethane (PU)
or acrylic polymer cementitious topcoat. The topcoat / sealer coat shall be
compatible with the acrylic polymer-modified cementitious screed in
accordance to the manufacturer’s specification.

The APCC with sealer coat shall be applied to all external corridor space,
not limited to 1st storey and typical storey common corridors and any other
area as shown in the Drawings.

(a) Substrate

The APCC with top coat system shall be laid on top of screed floors. The
screed used shall comply with the performance requirements specified in
the Standard Specifications sub-clause on “Pre-packed Mortar Screed”.

(b) Topcoat

The completely cured topcoat is to provide protection for the finished


surface against staining from olive oil, coffee with milk, used engine oil,
black rubber hose or other staining agents. The topcoat shall not be
diluted on site.

73.44.3 Test Properties and Test Methods

All tests must be performed by a testing laboratory accredited by SINGLAS


in accordance with the test methods and in compliance with the
Performance Requirement as specified in Tables 1 and 2. The testing
sampling and frequency shall be conducted in accordance with the
Schedule of Material Tests provided in the Contract.

In the event of any non-compliance of the performance requirements, the


Contractor shall have to make good or replace the non-compliance screed
and APCC with top coat system at his own costs and expenses to the
satisfaction of the SO Rep.

(a) Work-In-Process Stage

Prior to any w orks, the Contractor shall submit test reports for the
follow ing tests:

(i) Abrasion resistance (after Thermal Aging)

73.44.4 Application

Before the commencement of the works, the Contractor shall provide


relevant documents to the SO Rep for approval. These shall include
manufacturer specifications, work method statements etc. The Contractor
shall also carry out a work demonstration prior to full commencement of the
works.

Method of application shall be in accordance to supplier’s specifications


approved by the SO Rep.

All areas shall be primed according to manufacturer’s specification.

The APCC system should be mixed in accordance to manufacturer’s


specification and laid on top the screed floor, and to follow the gradient as
specified in the Drawings or by the SO Rep.

Place, spread and finish APCC with appropriate laying tools to the specified
thickness.

A top / sealer coat is to be applied as accordance to the manufacturer’s


specification after the APCC is sufficiently set.

(a) Installation Method

All screed areas shall be checked for defects such as de-lamination,


loose materials and structural cracks prior to the application of the 3mm
thick APCC coating. Any area that is found to be hollow, loosened, or
bulged and delaminated of an area more than 0.5m2 shall be repaired
using method approved by the SO Rep.

The surface after preparation shall be clean, dry and free of dust, dirt, oil,
grease, and any other material prior to application of the APCC coating.

(b) Application of Sealer/Topcoat

The APCC coating shall be sufficiently cured, clean and free of loose
deleterious matters before application of the topcoat. The Contractor
shall apply the topcoat in accordance to the manufacturer’s methods
statement.

73.45 ELECTRICAL AND BROADBAND COAXIAL CABLING INSTALLATIONS

The title of section 21 of the Standard Specifications For Building Works and

73.aa *PERIMETER JOINTS FOR FLOOR TILES

Perimeter joints shall be provided for living room, dining room and
bedroom floor tiles. The joints shall extend through the tiling and its
beddings and shall be a minimum of 8mm wide. The joint shall be provided
where the tiling abuts restraining surfaces such as perimeter walls,
columns, kerbs etc.

A layer of water-based liquid applied flexible waterproofing membrane


shall be applied on the polyethylene joint fillers in accordance to the
manufacturer’s recommendation. The flexible membrane shall only be
applied after joint spaces are thoroughly clean, dry and free from any
excess harden grout, debris and foreign materials. It shall be allowed to
cure completely according to manufacturer’s guidelines before installing
timber skirting. The flexible membrane shall not be visible upon fixture of
timber skirting.

The joint fillers and flexible membrane shall be capable of accommodating


the movement without loss of adhesion to the side of the joints and be able
to withstand normal service conditions. The joint fillers shall be rot-proof
and non-absorbent. The Contractor shall submit the joint fillers, flexible
membrane and method of installation to the SO Rep for approval prior to
commencement of Works.

73.ee ILLUMINATED ESTATE BLOCK NUMBER SIGNAGE

In addition to providing such signages as specified in Clause 18.26


"Numeral Estate Block Number Signage", the Contractor shall also provide
and fix two numbers of illuminated estate block number signages to the
details as shown in the Drawings for each building block (including multi-
storey carpark/garage block and precinct pavilion). The signages shall be
located at the second storey beam and the position shall be decided by
the SO Rep. For precinct pavilion, both the location and position of the
signage shall be decided by the SO Rep. The actual block number shall be
made known later in the course of the Works. The signage shall be
double sided illuminated estate block number and shall be made from
powder coated extruded aluminium frame with an eclipse sign face as
shown in the Drawings. The signage shall have powder coated aluminium
sign face cut out text mounted with 3-dimensional injection moulded
plexiglas lettering/number. The thickness of the aluminium frame and
aluminium sheet shall be as shown in the Drawings. The signage shall be
reinforced with galvanised steel brackets as shown in the Drawings.

Submit shop drawings and a sample to the SO Rep for approval prior to
their installations. Provide and fix all electrical cables, ballast, lamp
holders, fluorescent tubes and other necessary lighting accessories
including connection with wiring from the nearest connection box.

The powder coating shall be superdurable architectural powder coating


and shall comply with subclause 18.7 "Polyester Powder Coating On
Aluminium". The colour of the powder coating shall be approved by the SO
Rep.

73.ff LIGHTNING PROTECTION TO METALLIC ROOFING SYSTEM,


WALL CLADDING AND METALLIC MOTIFS

For metallic roofing system or roof structure or wall cladding or metallic


motifs at the roof or envelope of the building, the whole metallic body and
any individually isolated metallic parts shall be bonded to the main
lightning protection system to comply with or otherwise satisfy the lightning
protection requirements specified in Singapore Standard 555:2010.

The design (where applicable), manufacture and installation of such


metallic bodies or parts shall be carried out judiciously such as to ensure
the electrical continuity of the whole metallic roofing or wall cladding or
motifs by proper connections/joints and maintain its warranty. An
adequate number of accessible bonding points shall be provided.

Upon completion, the Contractor shall submit to the SO Rep detailed


drawings showing the metallic roofing or structure or wall cladding or motif
and the bonding to the main lightning protection system.

73.gg.1 Over-Riding Clause

The Contractor and his Specialist executing the Works as required in this
clause including all subclauses under it have to ensure that the Works,
goods or materials used shall be suitable and reasonably fit for the
purposes for which they are required (hereinafter referred as "Performance
Requirement"). In the event the Works, goods or materials to be used as
specified in this clause including all subclauses under it are upgraded in
order to meet the Performance Requirement, the Contractor and his
Specialist shall do all necessary upgrading at no extra cost to the
Employer.

73.gg.2 General

Supply and fix powder coated extruded aluminium framed windows,


openable windows, vents, fixed glass panels, aluminium framed sliding
doors complete with glazing, aluminium swing doors and all components
to locations as shown in the Drawings. Extruded aluminium framed
windows shall include sliding windows, casement windows, top hung,
vents and aluminium cills and others as shown in the Drawings.

Unless otherwise specified, all aluminium sliding and casement windows


provided shall comply in all aspect with SS 212 : 2007, except for the
modularly co-ordinating sizes and finish to the aluminium window.

Unless otherwise specified, all aluminium sliding doors provided shall


comply with SS 268 and clause 18.5 "Bronze Anodised Extruded
Aluminium Sliding Doors" including all subclauses under it, except for the
surface finish to the aluminium door specified therein.

73.gg.3 Performance

When directed by the SO Rep, the Contractor shall send sample(s) of the
aluminium windows for performance tests as required in SS 212 : 2007 to
be carried out by PSB or a testing laboratory accredited under SINGLAS.

The details shown in the Drawings shall serve as a guide only. The
Contractor shall submit shop drawings to ensure compliance with SS 212 :
2007.

73.gg.4 Material

(A) Aluminium Alloy

All extruded aluminium members shall be fabricated from designated


treated aluminium alloy 6063T4, 6063T5 or 6063T6 complying with
SS 212 : 2007.

(B) Accessories

All screws, nuts, bolts, washers, fasteners and all other accessories
to be used in the fabrication of the windows shall be stainless steel
type 304 minimum complying with BS EN 10088. All screws (except
screws used to fix stainless steel hinges), bolts and other accessories
which are exposed shall be in approved matching colour. All screws
used to fix stainless steel friction hinges shall be approved stainless
steel screws precoated with epoxy coating as shown in the Drawings.

(C) Rollers, Guides and Stoppers

Rollers used shall be made of hardened synthetic resin with ball


bearing at their cores. Guides and stoppers shall be of synthetic resin
material and the exposed parts shall be in black or other approved
matching colour.

(D) Joints and Gaskets

All joints shall be sealed with synthetic butyl rubber and all inner
frames shall have insertion of gaskets or other air gaskets or other
air-tightening materials complying with SS 212:2007. Gaskets shall
be neoprene or ethylene propylene diene monomer (EPDM).

(E) Safety Device

Safety devices shall be incorporated into all the glazed sliding window
panels to prevent them from jumping track and shall be in black or
other approved matching colour.

Safety devices shall be provided to prevent window sashes from being


inadvertently forced out from the frame during and after installation. For
sliding windows, allow for the provision of safety lock device or stopper,
made of 6-nylon or high density polyethylene or other approved material (2
no. per sash), to be securely housed into the top rail of head section to
perform this function. The dimension tolerance for gap between the safety
device and sliding panel shall comply with SS 212 : 2007. The sliding
window shall pass the Jumping Track Test specified in SS 212 : 2007.

(F) Weather Strip

All weather strip shall be of approved neoprene or polypropylene pile or


ethylene propylene diene monomer (EPDM).

(G) Hardware

For sliding windows, crescent lock shall be provided and shall be of


stainless steel type 304 or 316, aluminium die cast or zinc die cast with
double locking device. For casement and top hung windows, the cam
handles shall be of aluminium or zinc die cast. For casement with integrated
top hung window located directly above WC at bathroom, the cam handle
shall be integrated with a key lock set. Friction hinges shall be of stainless
steel type 304 (minimum). All crescent locks and handles shall be finished
in black or other approved matching colour.

(i) Torque Testing Requirements For Crescent Lock

The crescent locks shall comply with the following:


(a) Average torque shall achieve a minimum value of 7 Nm;
(b) Individual torque shall not fall below 6.5 Nm.

(ii) Resistance To Wear Test Requirements For Casement Handles

The casement handles when tested in accordance with BS 6462


clause 5.2.3 shall comply with the following:
(a) Cam handle in the fully engaged position after 35 N was
removed. Requirement: pull-in shall not be reduced to less than
0.2 mm;
(b) Torque to turn the fastener handle to the fully engaged position.
Requirement: The operating torque when measured shall not
exceed 5 Nm.

73.gg.5 Polyester Powder Coating

The aluminium shall be finished with polyester powder coating. The


polyester powder coating shall be super-durable architectural powder
coating "Oxyplast APR" or "Tiger Drylac U Series 58" or other approved.
The powder coating shall comply with all the requirements as specified in
this sub-clause. Unless otherwise specified, all test procedures shall be in
accordance with AAMA 2604-98 "Voluntary Specifications, Performance
Requirements and Test Procedures for High Performance Organic
Coatings on Aluminium Extrusions And Panels". The powder coating shall
be applied by approved applicator and supplied by approved window
suppliers.

(A) General Requirements

(i) Surfaces

Coatings shall be visibly free from flow lines, streaks, blisters or


other surface imperfections in the dry film state on the exposed
surfaces when observed at a distance of ten (10) feet (120
inches) from the metal surface and inspected at an angle of 90
degrees to the surface.

(ii) Thickness

The total dry film thickness on each significant surface of the


coating on each piece shall be 60µm - 100µm.

(iii) Minor Scratches And Blemishes

Minor scratches and blemishes shall be repairable with the


coating manufacturer's recommended product or system. Such
repair shall match the original finish when tested as outlined in
the subclause "Dry Adhesion" specified hereunder. After
application, allow the repair coating to dry for at least 72 hours
at 65-80 degrees F before conducting the film adhesion test.
The size and number of touch-up repairs shall be kept to a
minimum.

(B) Test Specimens

Test specimens shall consist of finished panels or extrusions


representative of the production coated aluminium. A sufficient
number of specimens on which to conduct instrument measurements
with flat coated surfaces of at least 6" long and 3" wide, shall be
submitted to the test laboratory.

(C) Metal Preparation And Pre-Treatment

A multi-stage cleaning and pre-treatment system shall be required to


remove organic and inorganic surface soils, remove residual oxides,
and to apply a chemical conversion coating to which organic coatings
will firmly adhere.

The products used to form the chemical conversion coating on


aluminium extrusions and panelling shall conform with ASTM D 1730,
Type B, Method 5 or Method 7.

The coating weight of the chemical conversion coating shall be a


minimum of 30 mg. per sq. ft. on the exposed surfaces as specified in
ASTM B 449, Section 6, Class 1. Processing shall conform with that
specified in ASTM B 449, Section 5.

(D) Colour Uniformity


Colour uniformity shall be consistent with the colour range as
established between the approved source and the applicator.

No removal of film to substrate.

(I) Abrasion Resistance

Using the falling sand test method ASTM D 968, the Abrasion
Coefficient Value of the coating shall be 20 minimum.

(J) Chemical Resistance

(i) Muriatic Acid Resistance (15 Minute Spot Test)

No blistering, and no visual change in appearance when


examined by the unaided eye.

(ii) Mortar Resistance (24 Hour Pat Test)

Mortar shall dislodge easily from the painted surface, and


any residue shall be removable with a damp cloth. Any lime
residue should be easily removed with the 10% muriatic acid
solution described in the Clause "Muriatic Acid Resistance" of
AAMA 2604-98. There shall be no loss of film adhesion or visual
change in appearance when examined by the unaided eye.

(iii) Nitric Acid Resistance

Not more than 5 Delta E Units(Hunter) of colour change,


calculated in accordance with ASTM D 2244, when comparing
measurements on the acid-exposed painted surface and the
unexposed surface.

(iv) Detergent Resistance

No loss of adhesion of the film to the metal. No blistering and no


significant visual change in appearance when examined by the
unaided eye.

(K) Corrosion Resistance

(i) Humidity Resistance (For 3,000 Hours At 100 Degrees F


And 100% RH With Cabinet Operated In Accordance With
ASTM D 2247 or ASTM D 4585)

Formation of blisters not to exceed "Few" blisters Size No. 8, as


shown in Figure 4, ASTM D 714.

(ii) Salt Spray Resistance(3,000 Hours According To


ASTM B 117 Using 5% salt solution)

Minimum rating of 7 on scribe or cut edges, and a minimum


blister rating of 8 within the test specimen field.

(L) Weathering

The coating shall maintain its film integrity and as a minimum meet
the colour retention, chalk resistance, gloss retention and erosion
resistance properties specified hereunder. The SO Rep shall request
data relative to the long term durability of the colour/colours selected.

(i) Test Site And Duration

Test sites for on-fence testing are acceptable as follows :

Florida exposure South of latitude 27 degrees North at a 45


degree angle facing South for five years.

(ii) Colour Retention

Maximum of 5 Delta E units (Hunter) Colour change as


calculated in accordance with ASTM D 2244-85, Section 6.3
after the exposure test as per foregoing subclause "Test Site
and Duration".

(iii) Chalk Resistance

Chalking shall be no more than that represented by a No. 8


rating based on ASTM D 659 after test site exposure.

(iv) Gloss Retention

Gloss retention shall be a minimum of 50% after the exposure


test.

(v) Resistance To Erosion

Less than 10 percent film loss after the exposure test expressed
as a percent loss of total film.

(M) QUV A340 (ASTM G53, 3000 Hours - 8 Hours UV,


4 Hours Condensation)

73.gg.6 Appearance

The powder coating on the significant surface shall not have any scratches
through to the base metal. It shall be of even colour and gloss with good
coverage. It shall not have Defect such as excessive roughness, flow
lines, bubbles, inclusions, craters, blisters, dull spots, pin holes, scratches
or any other unacceptable flaws.

The actual appearance of the finish shall be assessed by reference to


samples to be agreed upon between the Contractor and the SO Rep and
thereafter maintained within agreed limits.

73.gg.7 Colour

The finishing colour of the powder coating shall be selected by the SO


Rep. The Contractor shall seek approval from the SO Rep on the colour
selection prior to the application of the powder coating.
73.gg.8 Temporary Protection And Prevention Of Damage
All powder coated extruded aluminium windows shall not be allowed to rub
or slide against each other and significant surfaces shall be well protected
during transportation. They shall be wrapped with stout papers, cardboard
or other protective media which shall not be allowed to get damp. The
complete window installation shall be protected against damage by
contaminated moisture, cement and plaster splashes or droppings. The
materials to be used for protection shall be in accordance with the
manufacturer's instructions and recommendations.
73.gg.9 Storage And Protection
Ensure and provide proper and safe storage for all materials delivered to
the Site and the continued proper condition of installed windows at the Site
until such time the building is handed over to the Employer.

73.gg.10 Installation

(A) Design And Profile Of Aluminium Sections

The design and profile of all the powder coated aluminium sliding
windows, casement windows and top hung shall be as shown in the
Drawings.

Complete samples of windows shall be installed at the Site for


approval by the SO Rep.

(B) Detailing

All windows and other aluminium items shall be fixed strictly to the
manufacturer's instructions.

Any clearance spaces between the window work size and the work
surrounding the window shall be sealed with an approved sealant
when fixing is completed.

Window frames shall be fabricated to tolerances as shown below :

1 Length +/- 1.5 mm


2 Straightness +/- 1.5 mm
3 Accuracy of angles +/- 2o
4 Accuracy of sides +/- 1 mm
5 Squareness +/- 4 mm

(C) Application Of Waterproof Sealant

Provide and apply waterproof sealant or other approved to the


external periphery of the aluminium framed windows as shown in the
Drawings and ensure that all joints are sealed water tight and finished
to a neat flush joint with the window frame.

(D) Glazing

(a) Glass

All glazing panel of aluminium sliding window shall be fixed to


the inner aluminium frames in the factory as a complete system
before delivery to the Site. All glazing panel of casement and top
hung can be fixed to the aluminium frames at the Site. All glass
supplied shall comply with BS 952. All glass shall be relatively
distortion-free.

Where shown in the Drawings, all tinted glass shall be 5mm


±0.2mm green tinted float glass with a shading coefficient of
0.75.

Glazing panel to adjustable louvre window between kitchen and


service balcony/courtyard shall be 6mm ±0.2mm clear float
glass.

Glazing panel to vent of bath/w.c. shall be obscured wired glass


of thickness 6mm ±0.2mm.

Unless otherwise stated, all tinted glass for sliding door shall be
6mm ±0.2mm green gray/gray tinted float glass with a shading
coefficient of 0.75.

All glazing panel shall meet dimensional tolerances as shown


below :

1 Height +/- 2 mm
2 Width +/- 2 mm
3 Straightness of edge +/- 1 mm

(b) Glazing Accessories

All glazing accessories shall be new, first quality of their


respective kinds and subject to the approval of the SO Rep.

(c) Protection

In the event of damage, immediately carry all repairs and

(e) Fixing

Set all glass in a true plane, tight and straight, with proper and
adequate clearance, firmly anchored to prevent rattling and
looseness, with all edges cleanly cut, do not nip or seam the
edges.

(f) Cleaning Up

Upon completion of glazing, thoroughly clean all glass surface,


correct all imperfections and replace all damaged glass.

73.hh LAMINATED SAFETY GLASS FOR FIXED PANELS BELOW CILL


HEIGHT

73.hh.1 Material Requirements

All safety glazing to the fixed panels below the cill height, described under
this clause including all subclauses under it, shall be of 12.76 mm
laminated glass comprising of 6 mm thick tinted float glass and 6 mm thick
clear float glass cemented together with 0.76 mm thick clear polyvinyl

(a) Impact Test

The glazing material tested in accordance with Annex A of

(b) Boil Test

When tested in accordance with Annex C of SS 341:2001, the glazing


material itself might crack, but no bubbles or other defects shall
develop more than 12 mm from the edge of the test specimen or from
any cracks that have developed.

(c) Flatness Of Glazing Panels

The flatness of panels shall be within the following limits :

(i) Localised warp 1.0mm over any 200mm span;

(ii) Overall bow and warpage shall be in accordance with Table 3


“Flatness Limits for Glass of Standard Nominal Thickness” of
SS 341:2001.

(d) Squareness Of Rectangular Panels

The squareness of rectangular panels shall be such that the


difference between the two diagonals does not exceed 5mm for
panels where the largest dimension is less than 1200mm and does
not exceed 10mm for all other panels.

(e) Size Tolerances

The tolerances on size of safety glass shall be as specified in Table 2


“Size Tolerance for All Safety Glass” of SS 341:2001.

(f) Thickness Limit For Safety Glass

The thickness limit shall comply with Table 1.1 “Thickness limits for
standard nominal thickness of glass” of SS 341:2001

73.hh.2 Laminated Glass Supplier’s Logo

The logo of the supplier which carry out the lamination of the glass panels
shall be imprinted on each and every panel of laminated glass supplied.

73.hh.3 Design Loads

The laminated safety glass panels shall comply with the Building
Regulations requirements - "Fourth Schedule for Parapets And
Balustrades, Table 4". The laminated safety glass panels shall be
designed to resist the loads stipulated in the said Fourth Schedule for
Parapets And Balustrades, Table 4.

73.hh.4 Professional Engineer's Calculations

The Contractor shall submit his Professional Engineer's calculations for


the design of the laminated safety glass fixed panels and the aluminium
framing for the fixed panels, to show compliance with the lateral load
requirements of the Building Regulations.

73.hh.5 Workshop Drawings And Samples

The Contractor shall submit complete workshop drawings for all glazing
and aluminium Works with PE calculations and endorsement for the
approval of the SO Rep prior to its fabrication and installation. Complete
samples shall be installed at the Site for approval by the SO Rep.

73.hh.6 Replacement

In the event of damage arising from breakage, chips and delamination,


replacement shall be immediately carried out all at the cost and expense
of the Contractor.

(a) Laminated Glass

All glazing panel of aluminum sliding window shall be fixed to


the inner aluminum frames in the factory as a complete system
before delivery to the Site. All glazing panel of casement and top
hung can be fixed to the aluminum frames at the Site. All glass
supplied shall comply with SS 341:2001. All glass shall be
relatively distortion-free. The PVB interlayer for laminated glass
shall be Saflex RA71 or Saflex RB71 or Dupont (Butacite B54)
or other approved.

Where shown in the Drawings, all 13.52mm laminated glass

±0.2mm thick tinted glass cemented together with 1 layer of 1.52mm thick
clear polyvinyl butyral (PVB) interlayer with glazing gaskets and a shading
