human history whereby it composed of
two-interchangeable terms:
NATION and STATE
Nation
A group of people that shares a
common culture, history, language,
and other practices like religion,
affinity to a place, etc.
State
A political identity that has a
sovereignity over a defined
territory.

Four Key Attributes of Global System
o countries or states are independent and govern themselves
o these countries interact with each other through diplomacy
o international organizations facilitate these interactions; and
o international organizations also take on lives of their own

mechanisms, relationships and processes
between and among states, markets, citizens and
organisations — both intergovernmental and
non-governmental — through which collective
interests are articulated, rights and obligations
established and differences are mediated.

“...the establishment and operation of social institutions capable


of resolving conflicts, facilitating cooperation, or, moregenerally,
alleviating collective action problems in a world of
interdependent actors..”

Global governance is the political and economic
interaction of transnational actors aimed at
solving problems that affect more than one state
or region. Usually there is no “hard” power of
enforcing compliance.

ü Governance is not equivalent to government or formal institutions
ü Global governance is not limited to contracts between states
ü Governance is a variable between the relations of anarchy and
hierarchy
üGlobal governance clearly is not world government
üGlobal governance is any purposeful activity intended to “control” or
influence someone else that either occurs in the arena occupied by
nations or, occurring at other levels, projects influence into that arena.
