3.0 Executive Summary

3.1 General
The Government of India has entrusted to National Highways Authority of India (NHAI),
under Ministry of Shipping, Road Transport and Highway (MOSRT&H), the development
of highways under National Highways Development projects (NHDP). Golden
Quadrilateral is the main artery connecting the major cities of Delhi, Mumbai, Bangalore,
Chennai, Calcutta and Delhi of which NH – 4 forms part of and connects Mumbai, Pune,
Bangalore and Chennai. The total length of National Highway No. 4 is about 1235 Kms.

This highway starts from Mumbai and passes through the states of Maharashtra, Karnataka,
Andhra Pradesh &TamilNaduand connects the important cities of Mumbai, Pune,
Kolhapur, Belgaum, Hubli – Dharwad, Bangalore& Chennai. Government of India has
decided to convert the existing four lane highways on Golden Quadrilateral to six lane
highways to meet the existing and projected traffic volume.

The project consists of Design, Build, Finance, Operate and transfer of National Highway
No. 4. Development of the project consists of six laningthe stretch of NH 4 from Tumkur
@ Km. 75+000 to Chitradurga – Km. 189 + 000 (Length – 114.000 Km) in the state of
Karnataka. It includes construction of Flyovers, Major bridges, Minor bridges,Pedestrian
and Cattle Underpasses and widening and repairs, maintenance of existing four lane roads,
up gradation of Toll Plaza, structures, etc.

3.2 Project Location

The Project starting from Tumkur to Chitradurga is a part of the NH 4 connecting Mumbai
and Chennai and is one of the busiest highways in India. Enroute, it passes through Sira,
Adivala, Hiriyur&Aimangala, which are major urban /semi-urban centers along the Project
Highway. The Project Highway is joined and/or intersected by number of State Highways
(SH), Major District roads (MDR), and Other District Roads (ODR).

3.3 Terrain and Geology

The project road passes through plain and rolling terrains. The initial stretch of the road in
Tumkur district passes through plain terrain with slightly rollingterrain in between. As one

Monthly Progress Report – April 2014

moves towards Chitradurga, the terrain is mainly rolling with plain terrain atisolated
stretches. Overall, 47.26% length of the project road passes through plain terrain and
52.74% through rolling terrain. Most of the Project Highway falls within the Type II
seismic zone.

3.4 Climate and Environment

The climate patterns in Tumkur and Chitradurga districts are fairly uniform. The summer
season extends from March to May, with the maximumtemperature reaching about 41° C.
Monsoon startsfromJuly and ends around September and winter season extends from Oct to
Feb with the minimum temperature being 14°C to 18° C.

3.5 Road Inventory

The existing 4 Lane dual carriageway was opened to traffic in 2006/07. Left and right are
considered with the direction of travel from Tumkur to Chitradurga. The existing
carriageway width is generally 9 m (including 1.50 m paved shoulder) and 2.00 m wide
soft shoulder on both LHS and RHS.
The major structures, its approaches and the urban belts have already been constructed to a
6 lane configuration. In all, about 22.65 Km of the project road has already been
constructed to a 6 lane configuration.
Service roads on either side of the project road, add up to a length of about 209.400 km and
a length of 4.260 Km of new Service road, 6 m in width, is planned to be constructed. The
width of the existing Service Roads varies from 5.50 m to 7 m.

3.6 Existing Right of Way

The existing ROW in built up areas is 42 m to 47 m and ranges from 53 m to70 m in rural
areas.
3.7 Pavement Condition
The condition of existing 4 laned pavement from km75.000 to km 123.000 (B/S) had
distress at many locations. Extensive repairs were carried out by removing all the damaged
portions using milling machine and replaced with fresh bituminous material followed by
overlay layer according to pre-overlay treatment manual. In other remaining areas, the
regular maintenance was carried out thus keeping the highway in traffic worthy condition.
For fine and medium cracked surface all the cracks were sealed as per approved
methodology before overlay.

The details of the letters written to NHAI & IE are attached as Appendix ‘J’.
17.0 Issues raised with NHAI & Change of Scope.

17.1 Finalization of number of Underpasses & locations of some of the important

structures.

After 8 months of review and many site visits, the locations and dimensions of the PUPs
and CUPs have been finalized. NHAI vide their letter Nos. NHAI/RO-
BNG/13019/1/2009/2137 dt. 02.11.2011 & NHAI/RO-BNG/13019/2009/2514
dt09.12.2011 respectively, advised the Concessionaire to strictly follow the provisions of
the Concession Agreement for the locations and dimensions of Underpasses and
Flyovers.Change of size for two PUPs @ Ch: 186+730 and @ Ch: 189+200 have been
approved in principle by NHAI.

6 Laning of Tumkur-Chitradurga section of NH 4 from Km75 to Km 189, in Karnataka State on DBFOT Pattern Page 17
Monthly Progress Report – April 2014

The Concessionaire, vide their letter no. IRBTCTPL/HYR/2011- 268 - 2dt.01.12.2011

has confirmed full compliance of the instructions of NHAI & IE.
The construction of Flyover @ Km: 123+910 was stopped with effect from 08 July 2012
under instructions of Project Director, NHAI, PIU-Chitradurga. IE recommended to shift
the fly over from km. 123+910 to km. 123+730. The construction is now completed at
the original location as per concession agreement, as directed by NHAI.
As per the Deputy Commissioner, Chitradurgarecommendations during his visit on
31/07/2012, the construction of PUPat km. 178+630 was started. However again there
was an interruptionandforceable stoppage of the construction by local political leaders &
villagers. The same matter was discussed with CGM (T), NHAI, RO, Bangalore on
10/09/2012 and the CGM (T) instructed not to continue with the construction of PUP @
Km.178 +630 (Aimangla) as the villagers are opposed to it. The same is communicated to
NHAI vide concessionaire’s letter No.IRBTCTPL/HYR/2012-415-9dtd. 17/09/2012.It
was thenproposed by NHAI to shift the PUP from Km. 178+630 to Km. 124+180. The
same has been done and the construction is completed @ Km.124 +180. A new PUP of
size 3.5 x 2.5 m is under construction @ Km. 178+680Aimangala.

17.2 Canal Crossing at km 106+380. NHAI has approved a canal crossing to be

executed at this location as change of scope at a cost of Rs. 83,60,867.00. However the
rates applied for arriving at the cost is the schedule of rates for the year 2010-’11. As the
work is done in the year 2013-’14 the matter was taken up with NHAI that either the
current schedule of rates shall be applied for estimate or escalation for three years shall
be applied.Accordingly NHAI has informed Concessionaire vide letter No. NHAI/PIU-
CTA/6-Laning/IRB/2013-14/03/90, dtd. 15/04/2013, and asked IE to revise the estimate
based on latest Schedule of Rates, pertaining to the construction of irrigation canal
crossing work. However the work already been completed in view of the urgency from
irrigation department.

17.3 Change of Scope

The following Works are to be executed under ‘Change of Scope’:
Increased size of Pedestrian Underpasses
a) CUP at Km.188+280:-As per provisions stipulated in the Concession Agreement, a
CUP of size 7.0m x 2.5m is to be constructed at this location. However on ground it

6 Laning of Tumkur-Chitradurga section of NH 4 from Km75 to Km 189, in Karnataka State on DBFOT Pattern Page 18
Monthly Progress Report – April 2014

was found that this CUP will be of little use since there are no villages on either side
of Highway. It was therefore decided to shift this CUP to Km.186+730, where it
would be more useful, in view of the habitation on either side and the agricultural
land. As there are no underpasses within 2 Kms of this location it was also decided to
increase the height of the structure to 3.5 m to facilitate the movement of loaded
vehicles of the farmers across the Highway. Accordingly under the intimation &
supervision of all the concerned, the construction of CUP is already completed.
TheCGM (Tech) & IE has agreed during site visit dt. 07/08/2012 in principle with the
sameand directed Concessionaire to submit the variation proposal accordingly, which
has been done.
b) PUP at Km.186+730:-As per provisions stipulated in the Concession Agreement, a
PUP of size 2.5m x 2.5m is to be constructed at this location. As the CUP at shifted
location at km 186+730is already completed with approaches at this location and
hence the said PUP has become redundant. There was a strong demand of local
villagers & political parties for a PUP at Km179+582 for villageAimangalaand hence
it was proposed to shift the PUP from Km.186+730 to Km.179+582 and construct the
same without any change in the gradient of the highway which shall be without any
financial implications. The CGM (Tech), NHAI & IE agreed during site visit on
07/08/2012 with the proposal and instructed the Concessionaire to take up the work
accordingly. However the work was interupptedand forcibly stopped by the villagers
demanding a shift in the location of PUP and the work was stopped. After hearing
from the IEandtheConcessionaire during the meeting held in CGM(T) RO at
Bengaluru on 10thSep 12, the CGM(T ) instructed to delete the PUP at Km.
179.582.It was then proposed to shift the same to Km: 124+180, and accordingly the
construction is now completed.
c) PUP at Km. 189+200: Deputy Commissioner, Chitradurga during his site visit to the
project on 31.07.2012, recommended construction of 7.0 m X 3.5 m PUP at Km:
189+200, in view of the genuine demand of the local people. The Deputy
Commissioner has subsequently taken up the matter with NHAI vide letter
no.NHAI/PIU-CTA/PG corres./2012-13/08/700 dt 23.08.2012. Necessary variation
proposal is under submission. Further to the meeting held with PD, NHAI on
24/08/2012, it is informed that the work shall be taken up as per Deputy
Commissioner, Chitradurga’s recommendation and PD was requested to issue a

6 Laning of Tumkur-Chitradurga section of NH 4 from Km75 to Km 189, in Karnataka State on DBFOT Pattern Page 19
Monthly Progress Report – April 2014

variation under article 16 of C.A. and PD has concurred and agreed to recommend
the variation proposal. Accordingly the work has been taken up for the size of 7.0 m x
3.5 m and completed. It is also informed to PD, NHAI that part of the PUP with size
2.5m x 2.5m already constructed at this location needs to be dismantled. It is
informed to all concerned vide letter No. IRBTCTPL/HYR/2012-496, dtd.
31/08/2012.Still the notice of variation as per Article 16 of the CA, clause no 16.2.3,
is awaited from the PD-NHAI, with regard to the Change of the Scope.
d) NHAI has proposed to regrade the service road on either side at km 154+780 and km
110+900 as advised by Deputy Commissioner Chitradurga, as demanded by the local
populace, to match with the bed level of the existing PSWs in order to make them
more user friendly. Necessary draft variation proposal has been submitted to IE and
the change of scope notice is awaited.
e) PUP at Aimangala: The villagers strongly objected to the construction of PUP at
178+528 and they wanted that it should be constructed at the same location as the
existing PSW. The Chitradurga MP also opined that the new PUP shall be at the
location of the existing PSW. Finally NHAI has consented to constructing the PUP
adjacent to the existing subway in order to avoid the demolition of the existing PSW.
The service road on either side is now regradedsuitably to make the PUP user
friendly. This work is completed under change of scope. The change of scope notice
is awaited.
f) MIB at km 79+177: After ascertaining the condition of the existing bridge, it was
decided to only undertake widening of the MIB instead of demolisihing and
reconstructing the bridge as provided for in the concession agreement. The work is
now completed.Necessary variation proposal has been initiated.

g) Concession agreement provided for reconstruction of 9 culverts. On ground it was

seen that they were not culverts, but superelevation drains. They only needed to be
extended for 6 lane from the existing 4 lanes and no reconstruction of culvert was
needed. As a matter of fact no culvert existed there. Only extension work is done
instead of reconstruction as catered for in the agreement. The work is now completed
and proposal for negative variation initiated.

h) NHAI proposed regradation of service road at km 110+620 MIB and PSW at km

110+900 in order to provde more crossing for the local populace. This is being
undertaken shortly.

i) IE has asked concessionaire to submit cost estimation for widening of non-standard

width of existing 11 Nos. of PUP/CUP vide letter No. ICT/IC/NHAI/IND/NHDP-
V/MC-II/BOT/0200/TL1484, dtd. 23/04/13.Necessary variation proposal has been
submitted to IE. However IE has informed vide their letter No.
ICT/IC/NHAI/IND/NHDP-V/MC-II/BOT/0200/ATL1593, dtd. 13/06/13that “No
widening of Structural improvements to the existing PUP/CUP, hence not included in
Sch-B”. Accordingly it is also informed by Concessionaire vide letter No.
IRBTCTPL/HYR/2013-268-12, dtd. 27/06/13 that “Concessionaire will not be
responsible for any untoward incident takes place at such locations due to
nonstandard existing structures”.With reference to IE letter
ICT/IC/NHAI/IND/NHDP-V/MC-II/BOT/0100/TL1719, dtd. 05/08/13 now widening
to standard size as specified is completed.

j) NHAI proposed stagerred opening at Six nos of At Grade Junctions to closed direct
acess to Highway. For the proviosin of the same total 24 Nos of acess to be provided.
The work is to be executed under change of scope.

k) The detailed drwing and cost Estimate for construction of causeway has been
submitted to IE vide our letter no IRBTCTPL/HYR/2014-704-02, dtd.05/05/ 14 under
change of scope.

l) The proposal and cost Estimate for construction of service road at discontinuous
locations has been recommended by IE to authority vide letter no
ICT/IC/NHAI/IND/NHDP-V/MC-II/BOT/TL2060, dtd. 25/03/14 under change of
scope.
18.0 Issues of concern/disagreement

18.1 Procurement of Reinforcement Steel

NHAI/IE are insisting upon the Concessionaire to procure the reinforcement steel from the
“Main & Major” producers according to NHAI’s Technical Circular no. 66/2010 dtd.
Aug. 18, 2010. The Concessionaire has consistently maintained that this circular is

6 Laning of Tumkur-Chitradurga section of NH 4 from Km75 to Km 189, in Karnataka State on DBFOT Pattern Page 21
Monthly Progress Report – April 2014

beyond the purview of the Concession Agreement and the Contract

Specifications. However the steel is being procured only from Main/Major producers for
this Project now.
18.2 Gradient for approaches to Structures (Flyovers & Underpasses)
While the Manual of Specifications & Standards for Six laning of National Highways
through PPP ( a part of the Concession Agreement) clearly states the permissible gradient
up to 1 in 30 (3.33%) for the road stretches in plains, IE is insisting on following a
gradient of 2.5% as recommended in IRC 87: 2010, which was published in Oct. 2010.
This document is clearly beyond the purview of the Concession Agreement. However, as
directed by CGM during the site inspection on 07.08.2012, the work will be carried out as
per provisions of 6 laning Manual and work is in progress accordingly.

18.3 Design Speed

The 6 laning manual specifies a Design Speed of 80 to 100 Kmph in plain terrain. IE
refuses to accept that the Flyovers/PUPs etc are a part of the project road and insists that
a Design Speed of 100 Kmph must be adopted throughout. The Design Report of Wilbur
Smith, though not a part of the Concession Agreement clearly highlights the intent of the
designer by specifying a range for the Design Speed from 80 to 100 Kmph for the project
road keeping in view the current and the future road side developments along the built up
areas of the project road.
The matter has since been resolved and as provided in the 6 laning Manual the design
speed of 80 to 100 Kmph is been applied. As provided in the Concession agreement the
existing profile has been followed where no new structures are proposed.
18.4 Land for Truck laybyes
The land for construction of Truck laybys is yet to be fully handed over to the
Concessionaire. Out of 14 Nos truck laybyes; land for 11 Nos only handed over so far.
The requirement of land for the balance truck laybye has been submitted to IE.
18.5 Land Acquision for Toll plaza
The land for Toll plaza improvement is yet to be acquired. The concessionaire has already
intimated the additional land required at both Tollplazas.
18.6 Land Acquisionat Km: 156+250

6 Laning of Tumkur-Chitradurga section of NH 4 from Km75 to Km 189, in Karnataka State on DBFOT Pattern Page 22
Monthly Progress Report – April 2014

The land for widening to 6 lane is not available at Km:156+250. Requirment already
projected to NHAI, but aquisition yet to be done.6 laning cannot be done for 200 m on
the RHS at this location due to non availiability of land.
18.7 Stoppageof work
At Km: 109+400 to 109+450 the villagers stopped the widening work forcefully
demanding an underpass at that location. Matter was informed to NHAI and they
haveruledout the construction of PUP at that location during meeting with local MLA.
However work is still held up as villagers do not allow work to proceed.

18.8 Shifting of Electrical lines – Truck lay byes:

Out of the 11 Nos Truck lay byes for which land has been handed over, electrical line
shifting is involved in 6 locations. Matter informed to NHAI / IE, the estimate for shifting
has been approved by PD and is in payment process.
18.9 There is acute shortage of sand in the Project area for the lastone year. The mining Dept.
of Tumkur&Chitradurga circle is not issuing permits for sand quarrying, which has
created shortage of the same for our works. Matter has alredy been taken up with the
Authority, but if the shortage prevails, our targets will also stand to suffer.
